Combined Synopsis/Solicitation number: FA9301-18-Q-0021
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quote (RFQ). This solicitation uses the simplified acquisition procedures contained in Part 13. All responsible sources may submit a firm-fixed price (FFP) quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-98 (effective 31 MAY 2018) and DFARs Change Notice (DPN) 20180601 (effective 30 MAY 2018), AFAC 2018-0525 (effective 25
MAY 2018).
This acquisition is a 100% Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 493110, General Warehousing and Storage. Small business size standard of $27,500,000.
The Air Force Test Center (AFTC), Directorate of Contracting, Edwards AFB, CA is seeking a contract for static shelving, a stacker crane and installation in accordance with attached SOW. Award will be made to lowest price, technically acceptable offer. This is an "All or None" acquisition, incomplete quotes will not be considered. Quotes shall state delivery date.
Description of Requirement:
The Edward’s AFB Communications Squadron Warehouse is in need of an upgrade in regards to their storage. Currently the warehouse utilizes 2 racks that are inefficient and unsecure. The 412th Communictations Squadron is seeking new supply racks and a stacker crane to accommodate high-value and fragile test equipment.
The Government will host an optional site tour, available to all interested Contractors, to allow viewing of the Governments current environment, infrastructure, work location and gather any questions for answering in regards to contract objectives. Please see attached instructions for additional site visit information.

Addenda to 52.212-1 Proposal Preparation Instructions
(a) To assure timely and equitable evaluation of the proposal, the offeror must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall consist of two (2) separate parts; Part I – Price Proposal and Part II – Technical Information
(b) Specific Instructions: Documents submitted in response to this must be fully responsive to and consistent with the following:
(1) Requirements of the CLINSs & Statement of Work (SOW) and government standards and regulations pertaining to the SOW
(2) Evaluation Factors for Award in section, 52.212-2 Evaluation – Commercial Items of this solicitation.
(c) PART I – PRICE PROPOSAL
(1) Provide pricing for all CLINs listed in the above table.
(2) Provide a total price
(d) PART 2 – TECHNICAL INFORMATION

The provision at 52.212-2 , Instruction to Offerers – Commercial, applies to this acquisition.
Addenda to 52.212-2
(a) Basis for Contract Award: The resulting award will be a Firm-Fixed Price (FFP) contract to a single contractor. By submission of its offer, the Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and requirements, in addition to those identified as evaluation factors or sub factors. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
(b) Award will be made to the lowest priced, technically acceptable quote. Technically acceptable offers will meet all requirements in the Government's Statement of Work in addition to providing their certificates/licenses. Interested parties who believe they can meet all of the requirements for the items described in this combined synopsis/solicitation are invited to submit a complete quote. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this combined synopsis/solicitation.
(c) Next, the government shall evaluate the technical proposals submitted by the lowest price ranked offeror on an Acceptable/Unacceptable basis. The contractor shall submit all of the following documents in order to receive a rating of Acceptable:

These are the definitions for the Evaluations Ratings:
(d) If the lowest priced evaluated offer is judged to be “Acceptable” on all Factors and the offeror is determined to be responsible, that offer is deemed the most advantageous to the government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers.
(e) If the lowest priced offeror is not judged to be “Acceptable” on all Factors, the next lowest priced offeror will be evaluated and the process will continue (in order by price) until an offeror is judged to be “Acceptable” on all Factors or until all offerors are evaluated.
(f). The government intends to award a contract without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c) and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. 5352.201-9101 Ombudsman
As prescribed in 5301.9103, insert the following clause:
OMBUDSMAN (JUN 2016)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, the interested party may contact the Center/MAJCOM/DRU or AFISRA ombudsmen, Air Force Test Center Vice Commander, 1 South Rosamond Blvd, Edwards AFB, CA 93524-3784, phone number (661) 277-2810, facisimile numbers (661) 277-7593.
