Integrated Solid Waste

FA9301-16-R-0019

Amendment 0002 has been uploaded and includes an additional change not previously captured in the Performance Work Statement (PWS) dated 17 May 2016. As a result, Revised PWS dated 19 May 2016 has been uploaded and the below answers have been updated to reflect the current

PWS.

As a reminder, this is now a 100% Small Business set-aside. The proposal due date has been extended to are due 10:00am (PST) on Tuesday, 31 May 2016 via email to ashley.priestley@us.af.mil and leonila.marcelino@us.af.mil.

1. Who is the current contractor and what is the current contract number for the work described under this solicitation?

ANSWER: The current contractor is Benz Sanitation, Inc. and the current contract number is FA8623-11-M-6405.

2. What is the current contract value for the most recent 12 months?

ANSWER: We can’t disclose the current contract value for the most recent 12 months, however we can disclose the contract award value which was $72,640.00 for one base year and four one-year options.

3. The Solicitation states that the 2 yd, 3 yd and 6yd containers must be picked up "at least weekly”. Historically, what is the scheduled frequency of pickups for the 2 yd, 3 yd and 6 yd containers at Plant 42?

ANSWER: Historically, the scheduled frequency of pick-ups for all of the dumpsters is once per week. Please see Attachment 1, Revised PWS, page 14.

4. In the PWS, Section 1.2. states “All locations operate a Recycling Program to reduce the volume of non-hazardous solid waste….”. Appendix A, Table A2 lists two 2-cubic yard recycling containers at Building 531 Maintenance Facility. Are those the only recycling containers required?

ANSWER: Yes.

5. In the PWS, Section 1.2.3. states “The contractor shall collect and transport mixed recyclables to a contractor-owned or third party off-installation facility for separation and resale so long as government recyclable materials are sorted and weighed prior to mailto:ashley.priestley@us.af.mil mailto:leonila.marcelino@us.af.mil commingling with other customers’ recyclables. The contractor shall provide 100% of the proceeds to the QRP account.”

a. Our collection trucks hold about five (5) tons of recycling. Your (2) 2 Cubic Yard recycling bins, if collected once per week would generate a maximum 0.10 tons weekly.

Separately collecting and sorting 0.10 tons weekly would be cost prohibitive. Will the test center allow the contractor to do annual waste characterizations of the recycling to determine commodity content and apply that characterization to recycling weights throughout the year? Since you are requiring trucks to be weighed in and out on the test center’s scales (Section 1.1.10.), the difference between inbound and outbound weight for our recycling truck would be the weight of recycling collected from you.

UPDATED ANSWER: See revised PWS. Weighing requirement has been completely removed as AFP 42 does not own/operate a weigh station. Annual vs. monthly reporting of Cubic Yards collected also allowed.

b. The Recycling Commodity tons provided in Appendix A, Table A1 total 44 annual tons (Sum of Items 2,3,5 & 6). You list (2) 2-cubic yard recycling bins in Table A2.

There must be other sources for your recycling commodity tons. 44 annual tons X 2000 = 88,000 annual pounds. 88,000 annual pounds / 52 weeks / 2 bins / 2 cu yds per bin = 423 lbs per cubic yard based on once per week collection, which is an impossible weight for recycling. What other recycling sources are included in the 44 tons?

ANSWER: No other recycling sources are included. Please keep in mind that in the past, the contractor was not required to report monthly or annual tonnages, therefore these are just rough estimates. However, table A-2 is based on actual data containing the size of each dumpster and the pick-up frequency (which was just added to the Revised PWS).

c. Recycling not only has a collection cost, but also transport and processing costs including Material Recovery Facility (MRF) profit. These costs have to be covered by commodity sales and CRV, and in cases where they are not, additionally a gate fee charge from the MRF. Does the PWS statement “The contractor shall provide 100% of the proceeds to the QRP account.” mean after all costs incurred by the contractor?

ANSWER: Yes.

6. Contractor costs increase annually as disposal and processing costs increase, labor wages increase, and replacement equipment is added at higher costs. Will the test center allow defined rates for each year of the term that include an increase as part of the bid response?

ANSWER: Requests for Equitable Adjustments allow for increase in labor rates specified in the Wage Determination. All other possible cost increases should be factored in at this time.

7. The Municipal Solid Waste tons provided in Appendix A, Table A1 is 364 annual tons.

You list (5) 3-cubic yard trash bins and (3) 6-cubic yard trash bins in Table A2, or 33 collected yards if collected one time per week. There must be other sources for your trash tons, or the bins are being collected 4 or 5 time per week. 364 annual tons X 2000 = 728,000 annual pounds. 728,000 annual pounds / 52 weeks / 33 cubic yards = 424 lbs per cubic yard based on once per week collection, which is an impossible weight for trash. What other trash sources are included in the 364 tons?

ANSWER: No other trash sources are included. Please see revised PWS, Table A-1, page

14. The annual estimated quantity for Municipal Solid Waste was reduced to 337 tons.

Please keep in mind that in the past, the contractor was not required to report monthly or annual tonnages, therefore these are just rough estimates. However, table A-2 is based on actual data containing the size of each dumpster and the pick-up frequency (which was just added to the Revised PWS).

8. PWS, Appendix C, CLIN Pricing table page 17 & 18.

a. Please explain what specifically should be included in CLIN 0002, 0010, and 0011.

ANSWER: See PWS Section 1.1.3.1. for work under CLIN 0010. See PWS Section

1.1.3.2 for work under CLIN 0011. All other work described in the PWS should be included under CLIN 0002.

b. What does the “QTY” in 0010 and 0011 represent?

ANSWER: Two orders can be placed per year under CLIN 0010 and 0011. See PWS Sections 1.1.3.1. and 1.1.3.2. for work that falls under CLINs 0010 and 0011.

c. For Roll-Off loads of C&D, besides the set pull rate, will actual per ton transport and disposal cost be paid to the contractor?

ANSWER: Yes, actual per ton rate.

9. In the PWS, Section 1.1.1.10. Weighing of Vehicles states “Incoming and outgoing vehicle weights shall be recorded on weight tickets provided by the operator at the weight station.” Does this mean the test Center operates its own weigh station? If so, and the contractor must weigh in and out, what is the expected cycle time from arrival at the scales to departure from the scales?

UPDATED ANSWER: See revised PWS. Weighing requirement has been completely removed as AFP 42 does not own/operate a weigh station.
