Questions/Request for Clarifications

FULL FOOD SERVICE

Edwards AFB, CA Solicitation Number: FA9301-16-R-0010

1. QUESTION: May the electronic copies of Volumes I, II, and III be submitted on the same CDR (one CDR total)? Or should the electronic copy of each volume be submitted on its own CDR (three CDRs total)? Please clarify.

Each Volume shall be submitted on its own CDR.

2. QUESTION: Will the contractor be required to provide any vehicles in connection with the work being performed under any service in the PWS?

No, please refer to PWS section 1.4.7.2. Meal Delivery (CLIN X002) the contractor shall deliver meals to a designated location as directed by the FSO after approval from the Contracting Officer. A Government Owned Vehicle (GOV) will be provided by the FSO to the contractor on an as needed basis for the delivery of meals. The contractor shall comply with AFI 24-301 - VEHICLE OPERATIONS.

Upon delivery, the contractor shall ensure that a government representative sign appropriate forms for meals received, attaches the list of customers, and certifies that the printed entries represent meals issued during the specific alert, exercise, or emergency in progress. The contractor shall provide these services at the line item price for Meal Delivery CLIN X002. A representative of the CO will verbally advise the contractor of the effort required.

3. QUESTION: Who provided the change fund Headcount/Cashier duties? Is the Change fund government property?

The contractor will be responsible for establishing their own change fund. The daily cash totals, registers and credit card receipts will be turned in to the FSO on the morning of the next business day. The cashier duties are performed solely by the contractor and its employees. (Scope of Work 1.1 of the updated PWS dated 12 May 17)

4. QUESTION: Will this contract require Bussers in the dining room during the meal periods to table bussing and removal the soiled dishes of each patron?

The Airmen and all other patrons are required to buss their own tables. However during the meal the contractor should anticipate soiled tables and spills. Also, when the DFAC has Distinguished Visitors and other dignitaries, the contractor is expected to provide table service which includes set up and breakdown of seating arrangements, table cloths, utensils, drinkware and any other service associated.

5. QUESTION: When government provided equipment is broken and is vital to completing a contract task, will the government exempt that task from being done unless they provide an alternate means to complete the task?

Please refer to PWS section 1.9. Major Equipment Maintenance and Repair (CLIN X004) 1.9.1. The contractor shall provide maintenance on equipment to include annual calibration of temperature controls for ovens, deep fryers, and all types of grills; repair of all base support equipment; and replacement of component parts, hood filters, and water faucets. The contractor shall submit an Equipment Maintenance Plan no later than the contract start date. The plan shall specify at a minimum: when calibration of thermostatically controlled equipment is to be accomplished, when preventive maintenance is accomplished, and how maintenance and repairs are documented. The contractor shall provide all materials and supplies necessary to perform preventive and required maintenance if required for flight line meal delivery. The contractor shall furnish and keep updated a five year equipment plan to the FSO, along with updates when a new equipment is needed.

6. QUESTION: Who provides the Level I- Antiterrorism Awareness Training referenced at PWS 4.2.5 during phase-in? Will the contractor be provided initial training on the Level I- Antiterrorism Awareness Training program so that the contractor can train new employees?

The governments, Antiterrorism Officer will provide an opportunity for the contractor to participate in AT Level I training during the pre-performance briefing.

7. QUESTION: Will the government require company logos on the uniforms?

All contractor employees shall wear uniforms. The uniform will consist of matching or color coordinated shirts, slacks or skirts, and hats. Company logos are only required on head gear. Contractor personnel shall also have name tags with name and position. (Uniform Requirements 4.4.5 of the updated PWS dated 12 May 17)

8. QUESTION: Where is this on-site manager’s office to be? Will there be office space(s) provided for contract management in any of the DFACs? Is there internet access for the contractor’s use for COMPANY business (I.e. Company Time control system and email) at the office space/s provided?

The contractor is required to provide their own internet for office use. A government secure line and computer will be provided to complete task associated with the contract performance. The contract manager’s office will be located at the right front entrance of the DFAC. The company break room will be directly behind that office, the kitchen also has an office and the storeroom person will need to have a work station set up in the storeroom and a government pc will be provided for ordering subsistence. 9. QUESTION: Addendum to 52.212-1, paragraphs 10, 11, and 12 all require font Times

New Roman, size 12. May headers and footers be less than 12 point font?

Font throughout entire documents must be Times New Roman, size 12.

10. QUESTION: The employee wages and benefits are the major direct cost passed through as a direct cost to the government. If the union will not provide the current seniority list to all bidders, giving the incumbent a significant competitive advantage over all other bidders, since they would be the only one to know actual employee seniorities.

i. Can we be provided with a copy of the current contractor's seniority list to adequately price for accumulation of vacation time in the proposal?

No. FAR 52.222-41(n) is specific in that the list is to be turned over to the successor contractor. The government has no authority to procure or release such a list outside of those conditions.

ii. What is the average number of years’ seniority for each of the incumbent’s employees?

The USAF is not the employer and as such has no access to this information.

iii. What is the total number of employees currently employed?

The current contract is a performance-based contract;

as such, the USAF does not maintain a "head count" of employees or FTEs but rather focuses on whether or not the contractor is achieving the desired performance thresholds expressed in the contract.

iv. Since the DFAC is currently closed, who is maintaining the recall roster for the Union employees. Will the Call Roster be provided to the Awardee?

The USAF is not the employer and as such has no access to this information.

11. QUESTION: Who is responsible for the replacement of light bulbs? Who provides light bulbs? If the contractor, what is the number and type of bulbs used in each facilities?

The PWS section 1.7.5. OtherHousekeeping Tasks states that; the contractor shall replace all burned out light bulbs and fluorescent tubes unless the lights are mounted 10 feet or higher, both inside and outside the assigned facility. The contractors shall request and receive the light bulbs and tubes from the government as needed, within 24 hours of inoperability. 12. QUESTION: In regard to the extended service CLIN price: Is this for one person for the number of unit hours or the total number of persons need for one hour?

This CLIN is to maintain full food service as outlined CLIN 0001 for any hours beyond the normal service hours as outlined in PWS 1.12.

13. QUESTION: Would you provide a list of expendable and durable supplies and quantities by facility?

To go foam and plastic shell containers for salads, to include 12 oz foam cups and lids. Quantity should be consistent with an expected monthly guest flow of 13500.

Disposable towels and cleaning supplies should be consistent with running a large volume operation.

14. QUESTION: May the text in graphics and figures (e.g., tables, process charts, sample/example forms, and similar) be less than 12 point font?

Font throughout entire documents must be Times New Roman, size 12.

15. QUESTION: Is wireless internet available at the site or will the contractor be able to install Ethernet for our office/administrative use?

PWS 3.3.11. Telephone/Internet Access consisting of “Class C" (on-base) telephone service & internet access for official use in the performance of this PWS. The contractor shall be responsible for any additional phone lines needed, their charges, and all long distance telephone call costs. The contractor is required to provide their own internet for office use. A government secure line and computer will be provided to complete task associated with the contract performance. (Telephone/Internet Access 3.3.11 of the updated PWS dated 12 May 17)

16. QUESTION: Will fill in documents like SF 1449 and other blocks be exempt from TNR 12 Font requirement, since they are currently formatted otherwise and not reformattable?

All responses must be in Times New Roman, size 12.

17. QUESTION: Will the government provide the contractor with the initial supplies for the facility?

Please refer to PWS section III – BASE SUPPORT- The government will provide the facilities, fixtures, equipment, materials, and services listed here or in Appendix 4a, 4b & 4c.

18. QUESTION: What is the quantity of each item provided for each DFAC listed in attachment 2?

There is only one dining facility (DFAC). Government will provide and furnish these items based on historical data.

19. QUESTION: Who will supply replacement expendable and durable items such as the dishes, flat ware, coffee cups, glasses, etc?

PWS section 3.1.5. Materials – The government will replace materials that are lost due to fair wear and tear up to 10% of the inventory. The contractor shall replace, with like items, any loss over 10% of the inventory. Any additional stock that is needed above the initial inventory will be at the government’s expense.

20. QUESTION:Will the contractor be provided a facility on base for the ample storage of supplies?

PWS section 3.3.9. Providing building space to be used by the contractor for repairs, maintenance, and parts storage. Amply storage consistent with this section will be provided at building 2412.

21. QUESTION: In order for the contractor to project the cost to purchase and maintain an inventory of cleaning supplies adequate to sustain normal facility operation, we need to know the historical usage. Only the incumbent would have the reference information necessary to project these cost without risk. Would the government please provide a list of the items, the usage, and the historic usage for each DFAC?

The government does not have access to that information, however, the previous contractor used ECOLAB for cleaning supplies. ECOLAB would be best to contact to try to obtain information.

22. QUESTION: What are the specific requirements, security procedures, training, level of security clearance (i.e.: secret, top secret), citizenship requirements, and costs for obtaining the CAC credentials?

PWS section 4.2.5. Level I- Antiterrorism Awareness Training. This training will provide contractor employees with the requisite knowledge necessary to remain vigilant for possible terrorist threats. The governments, Antiterrorism Officer will provide an opportunity for the contractor to participate in AT Level I training during the pre-performance briefing. 4.3. Security Requirements All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the government installation, shall abide by all security regulations of the installation. The contractor shall sign an agreement stipulating the security requirements of this contract in accordance with AFI 31-601

– Industrial Security Program Management. 4.3.1. Department Of Defense

Common Access Card (CAC) Access to certain facilities and to the Edwards computer network will require the Department of Defense CAC. The issuance of CACs will be at Government expense. Access to classified or restricted areas may include additional requirements. The contractor shall maintain familiarity with local procedures for allowing access to Edwards AFB and must comply with all access requirements. CACs must be returned upon completion of services, for example, due to termination of an employee. The Government will not be responsible or liable for a contractor's employee being denied issuance of a CAC or access to Edwards AFB. These requirements may in some respect be in addition to those identified in AFFAR 5352.242- 9000 – Contractor Access to Air Force Installations (August 2007) and AFFAR 5352.242-9001 (Common Access Cards (CACs) For Contractor Personnel (August 2004) as Tailored for Edwards AFB.

4.3.2. Background Checks The Government will provide and incur the costs of processing National Agency Check (NAC) investigations for all contractor employees, if they require access to unclassified government computer systems. All contractor employees will be subject to a criminal history background check IAW AFMAN 31-113, Installation Perimeter Access Control.No cost are asssociated.

23. QUESTION: Addendum to 52.212-1, paragraph 12 requires double-spacing. Please confirm that double-spacing is required for Volume III and solely for Volume III.

Yes. Double spacing is only for Volume III Past Performance Information.

24. QUESTION: At Section 2.1 of the PWS, SS-13 does not include the completion times.

Please clarify. Completion times are as follows;

Routine – start 24 Hours Complete 96 Hours Urgent - start 12 Hours Complete 48 Hours

Emergency - 1 Hour Complete 24 Hours (Service Summary 2.1 of the updated PWS dated 12 May 17)

25. QUESTION: PWS 4.4.5 requires uniforms to consist of "matching or color coordinated shirts, slacks, and hats." Would skirts -- provided the style and design meet with Government approval -- be acceptable, also, if a female employee would prefer a skirt to slacks? Please clarify.

4.4.5. Uniform Requirement All contractor employees shall wear uniforms. The uniform will consist of matching or color coordinated shirts, slacks, and hats. The FSO will approve the types and colors of uniforms as well as the standards of dress for supervisors and cashiers before the contract start date. Yes, the government only requires appropriate professional wear for a kitchen environment, as a safety concern, a skirt would not be desirable unless that employee is working in an office or on the registers.

26. QUESTION: PWS 4.5.13 requires the QCP within 10 days of contract award. PWS 2.2 and PWS Section VI require the QCP "no later than 10 workdays before the performance start date." Please clarify when the QCP is due.

PWS para 2.2 corrected to state within 10 days of award.

27. QUESTION: What are some of the major issues, concerns, complaints, and/or dissatisfaction raised by dining facility patrons over the past year? Why was the Dining Facility closed?

Issues, concerns, and complaints will not be addressed. The dining facility is closed due to renovation of the floors in the back kitchen area as well as the carpet is being replaced.

28. QUESTION: Will the contractor be required to have a minimum number of personnel in the dining rooms and Headcount/Casher Stations throughout all meal periods, or will the designated personnel be able to leave their areas in order to perform other duties?

During the meal hours, the contractor should adequately staff the registers and other areas based on forecasting, customer flow and or certain base wide activities or emergencies.

29. QUESTION: On page 47 of the PWS, there is a clause about paying rent. Would the contractor have to pay rent? If so, how much will the rent will be? What is the need for the licensing agreement in Attachment 4, perhaps it's just part of the old concessionaire boilerplate language?

No rent will be paid by the contractor. Licensing Agreement is a requirement for Real Property Office at Edwards AFB.

30. QUESTION: Can invoices be submitted every two weeks? As a small business, under FAR 52-232.1(b) we are allowed to invoice twice monthly to allow for better cash flow

Yes. Invoices may be submitted every two weeks if conditions in FAR 52.232-1 are met, however, the government prefer monthly billing.

31. QUESTION: Will the Contractor be required to staff all designated serving lines with qualified personnel during all meal periods?

Yes, the contractor should adequately staff all designated serving lines, to include griddles and other areas based on customer flow or certain base wide activities or emergencies.

32. QUESTION: Will contractor be required to have a minimum number of personnel of each serving line throughout all meal periods, or will the designated serving line personnel be able to leave the serving line areas when there no patrons in line in order to perform other duties?

The government will not direct how the contractor should utilize their employees.

However, during the meal hours, the contractor should adequately staff serving lines, to include griddles registers and other areas based on customer flow or certain base wide activities or emergencies. (Appendix 1 of the updated PWS dated 12 May 17)

33. QUESTION: Should the completed Clauses Incorporated by Full Text be provided in Volume I? Please clarify.

Yes. Please fill out SF 1449 completely and turn in.

34. QUESTION: What is the total current contract's FY15 dollar spent versus award amount?

Previous contract is a FFP contract so dollar amount spent is the same as award amount. Numbers are available via Federal Procurement Data System – Next Generation.

35. QUESTION: Does Executive Order 13495, the Nondisplacement of Qualified Workers

Under Service Contracts apply to this procurement, since there are no employees working at this time?

Randolph Seppard Act is exempt from EO 13495, however, if contract is awarded to another offeror other than the SLA EO 13495 applies.

36. QUESTION: In regard to key control: what keys will the contractor have access to? Who Opens and Closes the DFAC?

PWS section 4.3.4. Key Control - The contractor shall establish and implement methods of ensuring that keys to all facilities in Appendix 5, issued to the contractor by the government, are accounted for and are not used by unauthorized persons. All references to keys include key cards. No keys issued to the contractor by the government shall be duplicated. The contractor shall develop procedures covering key control that shall be included in their QCP. Procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The contractor shall immediately report the occurrence of lost or duplicated keys to the FSO. In the event keys, other than master keys, are lost or duplicated, the contractor shall, upon the direction of the FSO, re-key or replace the affected lock(s). If locks are r e p l a c e d or re-keyed by the government, the cost incurred by the government shall be deducted from the monthly payment due the contractor.

In the event a master key is lost or duplicated, the government will replace all locks and keys for that system and deduct the total replacement cost from the monthly payment due the contractor. The contractor shall prohibit the opening of locked areas by contractor employees to permit entrance of persons other than contractor’s employees engaged in the performance of assigned tasks in those areas, or personnel authorized entrance by the CO or FSO. Contractor will be issued keys for area of responsibilities at DFAC building 2412.

37. QUESTION: Is there a time limit on the amount of time the contractor has to clean the areas assigned to the contractor, i.e. serving line, dining room or dishwashing areas between meals, other than to say the areas need to be cleaned prior to the start of the next meal period?

No, however the contract should be familiar with the Tri Service Food Code and

AFI 34-239, AFI 34-240.

38. QUESTION: Will the contractor be permitted to perform scheduled cleaning in the evenings, after the dinner meal, i.e. from 1930hrs to 2330hrs?

Yes, the contractor is in charge of their program and can utilize any time they deem ideal to facilitate cleaning, as long as the FSO is appraise of the schedules.

39. QUESTION: Should acknowledgement of amendments, if issued, be included in Volume I -- Price Proposal?

Yes.

40. QUESTION: Is the Carpet cleaning, Tile and Grout Cleaning, and stripping and waxing part of the CLIN pricing?

Yes. This is part of CLIN 0001 Full Food Service.

41. QUESTION: Will an area be available in each DFAC to install wall-mounted time clocks?

42. QUESTION:Please provide a copy of the sign in sheets for those in attendance at the site visit.

Provided.

43. QUESTION: Would you please provide a copy of the 28-day cycle menu done by the menu board to give us an idea of what the troops would like to see on the menu?

44. QUESTION: Where can we obtain a copy of the tri-service food code?

45. QUESTION: If there are requirements for fresh made pastry, why is there not a job description for a full time baker? What is the requirements for the Pastry Kitchen?

The Air Force Preface provides a standard on what minimum pastries should be available for each meal period, staffing is up to the contractor, as long as the required pastries are available. Some pastries can also be ordered premade.

The Air Force Preface provides guidelines for pastries and other desserts as well as the minimum standard for any particular meal. Ideally bake goods should be prepared fresh, but the Agency does allow for some premade items to be served, as well as baked items can be prepared in advance, leaving the baker unemployed at times. Staffing a full time baker would be ideal, but the Government does not dictate how the contractor should accomplish staffing needs.

46. QUESTION: Who is responsible for providing the master menu?

HQ AFSVA (Air Force Services Activity HQ, TX)

47. QUESTION: Since the In Flight Kitchen is operated out of the DFAC, does this require 24 hour staffing?

No, the Flight Kitchen does not require 24 hour staffing but flight meals must be prepared on an as needed basis, typically with prior notification.

48. QUESTION: Who is responsible for ordering supplies?

The ordering of food is the responsibility of the contractor is responsible through the government provided Stores Web system. Miscellaneous items outside of food is the responsibility of the government for the initial order, then the contractor is responsible to reorder. These items would include cleaning supplies, as well as to go food foam containers.

49. QUESTION: Who is responsible for maintaining the food service account?

The contractor is the accountant and is responsible for accurately accounting for the subsistence items used. This will include the utilization of the following; DD 1131, AF 1119, as well as the reconciliation of orders. (Accounting Procedures 1.4.10 updated PWS dated 12 May 17)

50. QUESTION: Will the Government provide the operating instructions to the contractor for all government provided equipment?

Yes

51. QUESTION: Who is responsible for cleaning of exterior windows?

The contractor is responsible for cleaning interior and exterior windows.

52. QUESTION: Please provide a list of all dishwashing supplies specific to the machines and dispensers used in the DFAC?

ECOLAB services this machine and will bring all applicable cleaning solution that are required for that machine.

53. QUESTION: Since there are currently no incumbent employees, will the employees under the new contract be covered under current Collective Bargaining Agreement provided with the RFP? The CBA economic terms were last effective October 2015.

Using one this old will lead to quotes being underpriced and would require significant price adjustments after award. Also, please explain the $4.02 per hour wage increase.

This seems extreme and not within the normal 8% cap on wage and benefit increases per contract year.

The CBA is a document written by the respective bargaining parties;

the USAF is neutral in such matters. The USAF will not interpret terms and conditions of the CBA.

54. QUESTION: The PWS requires the contract employees to perform Subsistence and Material Handling. What is the full description of the subsistence handling duties? I.E.

will they receive, inspect, off load, and put away subsistence? Will they require a forklift license?

A fork lift would not be necessary, a power or manual pallet jack would be sufficient. Subsistence items that requires handling would include; chill, frozen and dry bulk storeroom items, which would be delivered by US Foods and other vendors. Items would be checked for temperature, wholesomeness and signed for and further move to the desired locations. Deliveries also could include replacement of equipment which would be coordinated by the FSO.

55. QUESTION: The workload data does not show the size and floor types of the areas of contractor responsibility. Would the government provide this information in an amendment?

The contractor is responsible for the entire square footage, which includes; offices, restrooms, breakrooms, stairwells, kitchen, salad areas, bake areas and dining rooms, sun rooms, this also includes the immediate proximity of the outside or within 10 feet of the building walls to include trash, trash receptacles, leaves and other contaminants not deemed ideal for food service areas. Please see Attachment 2 of the PWS

56. QUESTION: Do you have historical consumption rates, specifically for the restroom consumables?

Workload estimates are povided in Appendix 2 of the PWS. Restroom consumables provided via ECOLAB

57. QUESTION: The due date is 05/15/2017, at 5 PM. Please confirm that is 5 PM PST.

Due Date on both the RFP and FBO has mbeen amended to state 22 May 2017 12:00pm PST

58. QUESTION: Please confirm the only pricing submission we make is the completed Section B and that we are not required to submit backup data.

A completed Section B is the only pricing submission

59. QUESTION: Do we submit the SF 1449 completed and signed?

60. QUESTION: Do we submit the Section K (Representation & certifications)?

61. QUESTION: Are we required to fill in the Table 1 in the Attachment 2?

Yes. Please fill out this table completely.

62. QUESTION: The volume II Part 1 says: Submit no more than ten (10) pages (excluding cover page and signature page). What is the signature page?

This is the contractor information page.

63. QUESTION: The CBA you published is effective September 2015. Do you have the latest addendum effective September 2016?

No such addendum exists to the USAF's knowledge.

64. QUESTION: The phase in period starts on July 1, 2017. After 2 months into the contract on September 1, 2017, there will be a new addendum with increased rates. Will we be able to request an equitable adjustment to apply the increased rates in September 2017 after the award has been made?

No. Since the CBA wages and benefit rates- to include any economic improvements- effective during the period covered by the first period of performance will be effective and enforceable as a wage determination during the execution phase of the first contract period of performance, the USAF expects offerors to propose accordingly.

65. QUESTION: We understand the dining facility was closed for renovation for a period of time. Do the returning employees maintain their seniority if they return?

The USAF will not interpret terms and conditions of the CBA since it is not a party to the CBA.

66. QUESTION: In the Appendix 1, for the Sat and Sun operating hours and number of serving lines, the short order is repeated twice both for 1630-1900. Do you have a total of 3 serving lines open for 1630-1900 period on weekends?

The DFAC has 1 long serving line that has 3 separate areas. Per PWS this is classified as 1 line. The contractor should allow for appropriate staffing based on meals being served.

67. QUESTION: In Appendix 2 workload estimates, does the number of meals represent the average or the sum of all meals served for that month? For example, the month of October for breakfast, it shows 2688. Does 2688 represent that on an average 2688 meals are served per breakfast

Yes

68. QUESTION: What is ground meals?

Ground meals are box meals, hot and cold, depending on the request. Typically Security Forces request hot meals for their folks and flight crews request cold meals.

69. QUESTION: Does the Reserve and ANG weekends add additional meal count to what was provided in the Appendix 2? Does ANG weekend require additional staff?

It doesn’t require any additional staff members, it’s normally about 70 personnel, the most we have seen at one time subsisting form the DFAC.

70. QUESTION: Do “carry out service” and “take out service” mean the same?

No, take out service includes taking meals to emergency work stations. Carry out, patrons are requesting trays to go and are picking those meals up and take them.

71. QUESTION: Do weekdays and weekend have the same or similar meal counts?

No, we are averaging approximately 600 meals on the weekends and about 3000 during the week.

72. QUESTION: What is the estimated operating weekdays and weekend days?

Please see Appendix 1 of the PWS

73. QUESTION: What is the meal count for brunch on weekends?

Weekend meals and brunch meals are the same. Only exception is during holidays, approximately 600.

74. QUESTION: Please clarify the list of small wares replacement inventory?

All equipment and associated utensils will be provided, to include glass and flatware.

Subsistence orders are placed weekly in the system and deliveries are approximately 1-2 times per week.

79. QUESTION: How often is the contractor required to do inventory, to what level?

Per AFI 34-240 The contractor will perform weekly counts as well as provide the results of those counts in an inventory form twice monthly and a disinterest inventory must be performed at the end of each fiscal year.

Yes, there are both in the DFAC.

In the event of an area wide emergency, earthquakes; it may be necessary to alter the time frames for various meals and well as extend services to civilians if approved by the Commanding Officer.

84. QUESTION: Can more detail be provided for the section on civic groups (1.11.3.2) the point says there may be 100-500 meals per month, then it says "estimated 3 times a year", does that mean 100-500 meals three times a year or twelve times?

Civic groups have been approved to dine in the APF facility, the groups can vary in size and numbers and might dine more than 3 times per year. The average is approximately 210 meals/year.

85. QUESTION: Can employees of the contractor take meals to go?

The contract employees are considered cash paying customers and are entitled to the same to go meal procedures that has been adopted.

86. QUESTION: Workload estimates? Are these the average number of meals served each month, i.e. in October a total of 13,832 meals were served?
