About this file
This document is a Question and Answer (Q&A) session related to a Request for Proposal (RFP) for Network Switches (Solicitation Number FA9101-24-Q-B066) issued by the Department of the Air Force Materiel Command Test Center.
The key details are as follows: The customer does not have a preference for hardened vs. commercial network switches, as the operating environment will be climate controlled within the 32°F to 121°F range. The customer does not want any ongoing licensing or subscription fees, and requires perpetual licensing if necessary. They do not want Power over Ethernet (PoE) or PoE derivatives on any of the switches. The minimum required features for the switches include OSPFv2, policy-based routing, and hardware-based Layer 3 routing. The customer will manage the switches using an in-house solution or manufacturer-specific tools. Redundant power and stacking capabilities are not required. The customer does not have an incumbent provider and is soliciting bids for 37 network switches with 10 Gigabit or higher fiber SFP+ ports.

Network Switches (FA910124QB066) Q&A Version 4 – 19 Aug 2024 - Added questions 13-14
Question 1: As you may know, hardened network switches are designed to operate in extreme temperatures ranging from -40°F to 167°F, while commercial network switches typically function within a temperature range of 32°F to 121°F.
· Answer: We do not have a preference on hardened vs commercial. The operating environment will be climate controlled and within the 32°F to 121°F commercial range.
Question 2: Cisco provides some Layer 3 features in the Essentials level licensing, with the rest being available in Advantage. Could we verify which types of Layer 3 routing or other features may be needed for each switch model? For the RJ45 switches, will they need PoE on those ports?
· Answer: We do not want PoE, and we do not want ongoing licensing, which is inherent with Cisco (we listed perpetual licensing in our requirements). As far as the other question, minimum features for all switches below.
OSPFv2 Policy-based routing (PBR) Hardware-based Layer 3 routing
Question 3: How do you plan on managing this number of switches? No mention of this in the quote. Should this be included?
· Answer: In-house solution (or manufacturer specific if necessary). This is outside the scope of the requirements document.
Question 4: The requirement state "deliver 37 network switches with no ongoing license or subscription fees". Does this mean you want one year of support included?
· Answer: If licensing is required for operation of appliance, it should be perpetual and not on-going or subscription based. No explicit support requirements listed in the scope of the requirements document. Whatever manufacturer warranty is included with purchase of the equipment will be sufficient.
Question 5: Do you want the switches to include redundant power? This was not mentioned.
· Answer: Redundant power is not a requirement.
Question 6: Is there an incumbent product? If so who?
· Answer: There is no incumbent.
Question 7: For Line 1, what would be the speed of each fiber port? 1, 10, or 25G?
· Answer: Fiber SFP+ ports should operate at 10G or greater speed.
Question 8: For Line 2 and 3, do they need PoE ports?
· Answer: We do NOT want POE on any of the switches.
Question 9: For all switches, do they need a redundant power supply?
· Answer: Redundant power is not a requirement.
Question 10: For all switches, do they need a network module (provide speed and number of port)?
· Answer: No additional network modules are required. Switches must meet the port density and speed requirements stated in the Requirements Document.
Question 11: For switches, do they need stacking cable and power stack cable?
· Answer: No stacking cable or power stack cables are required.
Question 12: For all switches, do they need SmartNet, 8x5xNBD or 24x7x4? do they need onsite? duration?
· Answer: If licensing is required for the operation of appliance, it should be a one-time perpetual license and not on-going or subscription-based model. There are no explicit support requirements listed in the scope of the requirements document. Whatever manufacturer warranty is included with purchase of the equipment will be sufficient.
Question 13: It was stated that you "do not want POE on any of the switches." Does this mean that switches with PoE ports will be unacceptable deliverables, or does this mean that switches PoE ports are optional but not desirable?
· Answer: PoE is optional but not desirable.
Question 14: Does this apply to any derivatives of PoE? (UPOE, POE+, etc.)
· Answer: All derivatives will be treated as optional but not desirable
