This requirement is to obtain license and maintenance agreements for Siemens NX software to be utilized by the 586th

Flight Test Squadron (586 FLTS) and 846th Test Squadron (846 TS) engineers in the 704th Test Group (704 TG) at

Holloman AFB as listed below. The software will enhance the 704 TG ability to perform analysis through modeling and simulation for the rapid experimentation and prototyping of aircraft modifications and airworthiness determinations and provide addition capability to work off the network to support COVID-19 work from home requirements. The 704

TG is looking to purchase base year with two Option Periods of Performance.

Due to the 586 FLTS's unique rapid experimentation and prototype test capabilities, the Siemen’s NX product suite is the center of every project design produced for any aircraft modifications including the T-38Cs, C-12J (TG owned), C-12D

(Army owned), and C-12F (customer owned). These aircraft and their unique components support customer and 704 TG’s sister squadrons (Holloman High Speed Test Track (HHSTT) Complex, Central Inertial and GPS Test Facility, and the

National Radar Cross Section Test Facility) test articles. In addition to the 586 FLTS, the T-38 System Program office and the HHSTT utilize this platform for all of their operations (i.e. design, maintenance, manufacturing, etc.). The legacy of the program allows engineers to view and work from previous and future designs. The software has a unique blend of 2D and 3D modeling, incorporates very fine meshing capabilities to carry out accurate and precise calculations for Finite

Element Analysis.

The 846 TS has been using this software for over 20 years and it is the backbone of the engineering department's modeling and simulation design work with over 20,000 drawings and countless parts created using this software. The software used in-house is locked to a server in the organization. The primary reason for the addition of these standalone

To make this work seamlessly the software needs to be the same type and version as the existing software.

The licensing of this product is exclusive and the Siemen’s NX suite is not compatible with any alternative software.

If unable to obtain these software licenses, the continuity of test work across the 704 TG may be in jeopardy. Purchasing a different software solution for the 704 TG would require purchasing new licenses ($250K for 20 toolkits and applications), annual maintenance renewals for the new licenses ($115K for competitive licenses), compatible software

($35K), and training ($9K). The estimated minimum cost based on market research is to purchase a different brand of software is $409K in addition to this current requirement. Additional broker fees, training fees, hardware costs, and delays to the test mission may also occur depending on the software purchased.

Market research and consultation with technical experts confirmed the need to utilize Siemens software for this requirement. Other similar products in the market include Fusion 360, Inventor and SOLIDWORKS. None of these programs have the full range of capability and compatibility provided by the Siemens suite. Fusion 360 and Inventor are both AutoDesk products and are not at the level of Siemens NX in the area of modeling, simulation and meshing which is needed to perform structural analysis. SOLIDWORKS does not have a powerful Finite Element Analysis software engine to support the types of projects undertaken at the Test Group. Market research included Internet, FPDS, GSA and PIEE searches, discussions with the developer and consultation with technical experts. Several vendors were identified and contacted as reflected in the attached Market Research Report.

The 704 TG will have an ongoing need to utilize these software packages based on the longevity of its use and future requirements. In order to obtain competition, the Test Group’s engineers will research other possible software that can fulfill the same data requirements and the compatibility of using it in conjunction with or in place of the current software. A Request for Information (RFI) will be issued before the next requirement, seeking alternative means of obtaining the same data and analysis through use of existing software or software in development. Furthermore, as hardware is upgraded, consideration will be placed on the cost of upgrading systems with alternative software that can accomplish the same work.
