WIRE ELECTRONIC DISCHARGE MACHINE
Requirements Document
For 704th Test Group/846th Test Squadron
18 November 2019
1.0 PURPOSE
The 704th Test Group (704 TG) mission is to be the premier provider of unique test and evaluation capabilities relevant to tomorrow’s warfighter through world-class people improving technical excellence, cost-effectiveness, and agility. The 846th Test Squadron (846 TS) is assigned to the 704 TG. The 846 TS operates the Holloman High Speed Test Track, a critical testing facility in the development of new weapon and safety systems for the Department of Defense. The 846 TS requires the purchase of one wire electronic discharge machine (EDM) for fabrication of rocket sled parts and components, test articles and test track infrastructure.
2.0 SCOPE
The vendor shall deliver one large capacity wire EDM that meets the following requirements:
2.1 Physical requirements
2.1.1 Workpiece dimensions 49 x 39 x 30 inches or larger
2.1.2 Maximum floor space dimension of 157 x 175 inches
2.1.3 Minimum machining range submerged 31 x 23 x 20 inches with optional riser to allow 30 inches in Z axis. The riser shall be adjustable and capable of being installed and uninstalled by the end user, as needed.
2.1.4 Minimum Z axis cutting range of .05-30 inches
2.1.5 High resolution linear glass scales reading in inches
2.1.6 Wire diameter range of .008-.012 inches minimum
2.1.7 Use Linear Shaft Motors or direct drive ball screws in the axis drive system (no belts in the drive system)
2.1.8 Incorporate a “moving column design” for the Y-Axis component
2.1.9 Submerged machining up to 20.0 inch or greater. Have a stainless steel work tank with a self-cleaning stainless steel seal plate and seal plate movement transfer mechanism
2.1.10 Wire chopper
2.2 Operational requirements
2.2.1 PC based CNC Controllor with LCD touch panel display, keyboard and mouse. Utilizing a
Windows-based embedded operating system that includes all requirements necessary for machining operations, CAD/CAM programming and program storage.
2.2.2 Multiple program input methods to include, keyboard, USB port, and Ethernet
2.2.3 Embedded 3D / 2D CAM programming to provide a step-by-step approach to inputting 3D model data (Parasolid format), extracting the tool path and converting it to an NC program. DXF and IGES CAD files can also be imported directly for conversion to NC programs
Vendor shall specify if there is an annual license fee
2.2.4 Large wire spool capable, 35 lbs. minimum size
2.2.5 Automatically adjusts power settings to compensate when cutting materials with impurities or materials with high amounts of inherent stress, minimizing any repeated wire breakage problems
2.2.6 Diamond wire guides to provide the best accuracy for both straight and taper cutting applications
2.2.7 Auto threading, wire annealing and wire insertion at break-point up to 20 inches thick or greater
2.2.8 Automatic wire alignment system
2.2.9 Anti-electrolysis power supply
2.2.10 30 day supply of recommended consumables (filters, guides ect.)
2.2.11 First year preventative maintenance included, beginning the date of Government acceptance.
2.2.12 Basic on-site training to include machine operation, programming, maintenance and riser installation for up 2 people. Advanced training at vendor/manufacturer training facility for two people, not to include travel expenses for Government personnel
2.2.13 Start-up: The Contractor shall complete the start-up for the EDM and make all the necessary adjustments until it is fully operational in accordance with (IAW) the Original Equipment Manufacturer (OEM) specifications.
2.2.14 Performance Verification: The Contractor shall perform an onsite performance verification in accordance to OEM specification. The Contractor shall perform at least two verifiable cuts to the surface of contractor provided material, with all axes engaged or utilized. The contractor shall provide a certificate of calibration showing conformance to the above specifications.
3.0 MILESTONES
3.1 The vendor shall deliver and install one Wire EDM no later than 120 days ARO. Start-up and performance verification shall be accomplished prior to the Government accepting the product.
3.2 On-site training shall be provided at the time of installation and advanced training no later than
120 days after delivery.
4.0 DELIVERABLES
4.1 The vendor shall deliver all hardware and documentation (operators and maintenance manuals) to 846th Test Squadron, 1521 Test Track road, Building 1173, Holloman AFB, New Mexico.
4.2 Standard warranty
