Single Source Justification (Simplified Acquisition)

Section A: General Contract Information Contracting Activity:

AFTC/PZI (Arnold)

High Performance Coupling - Tunnel 9

Estimated Contract Cost $61,750.00

Section B: Description of the Supplies/Services Required

Timken Gears & Services, Inc., DBA: Philadelphia Gear shall reverse engineer (completed) and manufacture two (2) high speed geared couplings and matching sets of coupling rigids to replicate the existing coupling in compressor IV.

Estimated at $61,750 and 14 weeks ARO.

Section C: Justification for Soliciting from a Single Source Tunnel 9 has been inoperable for 2 months due to a failure in compressor IV stemming in part from issues with a worn out coupling.

There are no drawings or spare couplings available; as such, the part must be reverse engineered to produce another. Philadelphia Gear has already performed the reverse engineering (1.5 weeks) and is able to start manufacturing the coupling now while we attempt to return to service using the old coupling. Due to scheduling demands it is impractical to continue downtime for another vendor to be selected to reverse engineer the coupling again. Further, it is imperative that Philadelphia Gear use their reverse engineered dimensions to begin immediate production of new couplings in case the old coupling fails in the return to service, as Tunnel 9 will be inoperable until the new coupling is made (3+ months). It is in the best interest of the government to use Philadelphia gear to fabricate this hardware.

Section D: Efforts to Obtain Competition Market research completed by the requesting office revealed that Timken Gears & Services, Inc., DBA: Philadelphia Gear is the only acceptable manufacturer capable of re-engineering the High Speed Couplings required under this purchase. A sources sought notice was issued via Federal Business Opportunities on 8 Jan 19 with negative responses.

Section E: Steps to Preclude Future Single Source Awards Through every available means, AFTC/PZI (Arnold) and AEDC White Oak TSTT will continue to monitor market information and technical publications to determine whether any other products can meet Tunnel 9 needs.

Section F: Contracting Officer's Determination I have determined, in accordance with FAR 13.106-1(b)(1)(SAP), that the circumstances of this contract action deem only one source is reasonably available.
