Statement of Work for Telemetry Antenna System
02-27-2017
1. Background:
The 704th Test Group (704TG) mission is to be the premier provider of unique test and evaluation capabilities relevant to tomorrow’s warfighter through world-class people improving technical excellence, cost-effectiveness, and agility. The 586th Flight Test
Squadron (586 FLTS) is one of the units assigned as part of the 704TG. One of its key test capabilities is the North Area Avionics Test Site (NAATS) where they utilize telemetry capabilities for data acquisition while testing various avionics platforms and equipment for the Department of Defense and its partners over a number of differing airframe configurations.
2. Purpose:
The current telemetry system is antiquated and needs to get upgraded/replaced. Some key elements of this project include replacing the 2.4 meter (8 foot) antenna system with an updated L, S, & C-Band telemetry, 2.4 meter (8 foot) antenna system to include the controller and telemetry receivers and replacing the dome.
3. Scope/Requirements:
Vendor will supply all labor and required material required to install one (1) Complete L, S, & C-Band 2.4 meter (8 Ft) telemetry tracking antenna system to include L, S & C-
Band telemetry receivers, this effort will also including removal and disposal of the existing system and a complete system check out after installation of the new telemetry package. System is comprised of a 2.4 meter antenna system with associated controller station and telemetry data receivers.
a. Antenna Specifications
i. Rotation speed 25 degrees/ second
ii. Acceleration 30 degrees/ second/second
iii. Azimuth Rotation continuous/ unlimited
iv. Elevation travel range (-2 degrees to +85 degrees)
v. Must be able to auto track along with manual tracking control
vi. Operating temp +10 degrees to + 125 degrees
vii. Receive polarization Right-Hand Circular Polarization (RHCP) and Left-
Hand Circular Polarization (LHCP)
viii. Frequency range 1429-1545 MHz, 1755-1850 megahertz (MHz), 2200-
2400 MHz, and 4400-5150 MHz.
ix. Must be able to operate on 110 - 230 Volts, 50 - 60 hertz (Hz)
x. Compressor/ dehydrator system included with system
xi. Replace current antenna dome mounted on a 45 foot tower not to exceed
14 feet diameter
b. Antenna Control Unit Specifications:
i. If vendor is using a windows Operating System (OS), it must be a minimum of Windows 7 and the system should be upgradeable to
Windows 10.
ii. Pointing accuracy +/- 1 degree.
iii. Tracking signal inputs (Amplitude Modulation (AM) + Antenna Gain
Control (AGC))
iv. Operator must be able to select auto or manual Tracking.
v. Controller must fit in standard 19 inch rack.
c. Receiver Specifications (Quantity 2) 4 channel or equivalent totaling (8) channels
i. Receivers channels must be independent each of each other.
ii. Each channel must support Pulse Code Modulation/Frequency Modulation
(PCM/FM), Pulse Modulation (PM), Bi-Phase Shift Key (BPSK), Quadrature-Phase Shift Key (QPSK), Shaped Offset Quadrature-Phase
Shift Key (SOQPSK)
iii. Each channel must be able to support a minimum of a 40 Mbps data Non-
Return to Zero Level (NRZL) SOQPSK data stream.
iv. Each channel must have a bit sync that supports a minimum of 40Mbps data stream.
v. Receivers must be standard 19 inch rack mountable.
vi. Each channel of said receiver must have an (AM + AGC) output.
vii. Receivers must be L, S, & C- Band capable.
viii. Receivers must be able to handle C-Band however the antenna is set up to do C-Band.
ix. Each receiver must have a baseband video output for each channel.
x. Each receiver must have a data and clock Transistor-Transistor Logic
(TTL) output for each channel.
d. Installation of new telemetry system, including any required cabling and hardware. Cable length from top of tower to inside building 1020 is 240 feet.
i. Vendor will demonstrate through the test and check-out procedures that the new antenna system is fully operational.
e. Dome
i. Replace existing radome with new L, S, and C-band dome that will utilize the existing tower for full integration to support the new antenna.
Diameter not to exceed 14ft.
f. Removal and proper disposal of existing system, including antenna and associated ground system equipment.
g. Test Checkout of new telemetry system
i. Provide a draft acceptance test plan according to procedures in Contract
Data Requirements List (CDRL) A001
ii. Conduct system functionality with 586 FLTS personnel prior to completion of installation
h. Complete antenna system with standard manufacturer’s warranty
4. Training:
a. Telemetry system operation onsite training:
i. Forty (40) hours of training is required on the operations, calibration and maintenance of the system
ii. Training required for three personnel on the proper operation of new system
iii. Training required for proper system calibration
iv. Training required for any user periodic maintenance of telemetry system
b. All applicable operation and maintenance manuals for new telemetry system
5. Government Supplied Items:
a. 704TG to provide crane and operators in support of removal and installation of the antenna from dome.
