1. SCOPE
1.1 Contractor shall provide all services, engineering plans, labor, equipment, supplies, and materials to design and install modifications to the existing fire protection system (including a wet pipe and pre-action sprinkler system and fire detection/alarm system) located in the basement of the Carroll Engineering
Analysis Facility, Building 1103, at Arnold AFB, TN. The Base Bid scope consists of the design and installation of the fire protection system. Option 1 consists of the installation of a new water supply main.
1.2 The fire protection system design shall be performed by or under the direct supervision of a qualified fire protection engineer licensed in the State of Tennessee. The fire protection system installation shall be performed by a Fire
Protection Contractor with licenses required by the State of Tennessee.
Work also includes demolishing the existing halon system including all associated piping and control panels, extending fire alarm circuits from existing halon control panels to the master fire alarm panel, replacing ceiling tiles or grid, 5 feet by 5 feet integrated acoustical ceiling system and grid and demolishing all existing initiating devices within the areas included in the scope of work.
1.3 Background: The rooms within this scope of work were protected in the past by halon 1301 suppression systems. The use of Halon 1301 is no longer permitted in accordance with ETL 94-6 and the halon suppression systems protecting these areas have been decommissioned leaving the area unprotected. These areas are critical to operations at Arnold AFB and must be protected from catastrophic loss. There are existing wet pipe fire suppression and detection systems on the first floor (basement) that can be extended to protect these areas. The existing suppression system includes both wet pipe and pre-action sprinkler systems.

3. REQUIREMENTS
3.1 General:
3.1.1 Safety Requirements: All work shall be accomplished in compliance with AEDC Safety Standards A6 with supplement, A9, A10, B1, B2, B3, B6, D3, D8, D9, D10, D14, E17, E18, E19, F2, F5, and F6. Provide a safety and health program in compliance with USACE EM 385-1-1.
3.1.2 Authority Having Jurisdiction: The AEDC Fire Chief or designated representative is the designated Authority Having Jurisdiction (AHJ) and will be the determining official to resolve any differences in requirements among the codes cited. The AHJ will also make the final determination of the application of code requirements to AEDC. The Contractor shall obtain through the Contracting Officer the AHJ’s approval in writing in resolving such conflicts.

3.1.3 Work Schedule: Work schedules shall be coordinated in advance with
Government Representative. Government escorts will be provided for all work in secure areas.
3.1.4 Schedule: Within 45 days following notice to proceed, prepare and submit an overall schedule showing each major design, procurement, and installation milestones and their proposed duration and completion dates,. The schedule submitted shall reflect the contract performance period. The Government will furnish the hours of availability for areas affected by this work upon request of the Contractor.
3.1.5 Government will assist with coordination to ensure security devices are disabled during construction activities.
3.2 Service Requirements: Contractor shall provide the following:
3.2.1 Investigation and Surveys:
A. Onsite as built conditions.
B. Onsite lead hazards associated with this work.
3.2.2 Meeting Support: The Contractor shall conduct meetings at Arnold AFB with the Government and AEDC stakeholders and shall provide meeting minutes and comment resolution documentation for:
A. 30 Percent Design review.
B. 60 Percent Design review.
C. 90 Percent Design review.
D. Pre-construction.
3.2.3 Construction Support:
A. Onsite supervision of construction.
B. Prepare Job Safety Analysis per AEDC Standard A10.
C. Conduct a pre-final walk through inspection with AEDC stakeholders.
D. Conduct 8 hour familiarity and operational training to Government personnel.

3.3 Qualifications:
3.3.1 Design Services: Design drawings shall be prepared by or under the supervision of a registered Fire Protection Engineer licensed in the State of
Tennessee. Submit copy of the professional engineering license.
3.3.2 Shop Drawing Services: Shop drawings and calculations for fire alarm systems shall be prepared by an individual with a National Institute for Certification in
Engineering Technologies, Fire Alarm Systems, NICET Level III certification.
Shop drawings and calculations for sprinkler systems shall be prepared by an individual with a National Institute for Certification in Engineering Technologies, Automatic Sprinkler Systems, Level III certification. Submit a copy of the NICET Level III certifications of the individual(s) preparing the shop drawings.
3.3.3 Installer: The installation of the fire protection system must be performed by a Fire Protection Contractor with the licenses required by the State of Tennessee.
A NICET Level III fire alarm technician shall supervise the installation of the fire alarm system. A NICET Level II or higher fire alarm technician shall install and terminate fire alarm devices. Submit copy of the NICET certifications for the installation supervisor, and installer individuals.
3.3.4 Testing: A NICET Level III fire alarm technician shall be utilized to test and certify the fire alarm devices, cabinets, and panels. Submit copy of the NICET certifications for the testing individuals.
3.4 Design Requirements:
3.4.1 Fire Alarm System: Design shall be performed by a qualified Fire Protection
Engineer (FPE) in accordance with UFC 3-600-01.
3.4.2 Fire Suppression Systems: Design shall be performed by a qualified Fire Protection Engineer (FPE) in accordance with the UFC 3-600-01.
3.4.3 The reference drawings (Appendix C) show fire protection system work that was previously executed. These are not “as-built” drawings but are provided to convey the layout of the existing fire protection system. The Contractor shall verify existing conditions and provide detailed installation drawings showing device and equipment locations for all areas within the scope of work.
3.4.4 Design shall consider the current facility layout, HVAC system interfaces, and system upgrades as identified and determined during on-site pre-design inspections to avoid interference.
3.4.5 The Contractor shall verify all technical requirements necessary for the design of the fire detection and suppression system for applicable areas of Building
1103 CEAF first floor (basement). Materials and technical requirements provided herein are not necessarily exhaustive in nature.

3.4.6 The system design shall include wiring, raceways, pull boxes, terminal cabinets, outlet and mounting boxes, control equipment, alarm, supervisory signal initiating devices, alarm notification appliances, releasing panels, and other accessories and miscellaneous items required for a complete operating system.
3.4.7 Plans and calculations shall be prepared and submitted for approval by a registered professional Fire Protection Engineer in accordance with UFC 3-600- 01.
3.4.8 Provide a list of personnel assigned to this project and contact information (telephone numbers, Email addresses). Identify the team design lead and respective design discipline of each member of the team.
3.4.9 The Government Representative will furnish a copy of any referenced Government form, upon request by the Contractor.
3.4.10 Allow a minimum of 14 calendar days for the Government to review submissions made by the Contractor.
3.4.11 After each Government review of the design package submittals, the Contractor shall make changes and corrections as necessary. The Contractor shall furnish the Government written disposition of the review comments within 14 calendar days of receipt of the comments. The disposition of comments may be presented at the design review meeting.
3.4.12 The Contractor shall prepare and submit meeting minutes for each meeting with the Government or the Government Representative. Meeting minutes shall be submitted within one week after the meeting.
3.4.13 Final calculations and meeting minutes shall be in accordance with Appendix B Submittal Procedure. Meeting minutes will be considered final after approval by the Government.
3.4.14 Design review documentation, including engineering drawings, equipment, materials, and calculations shall be sent to the Contracting Officer electronically followed by five hard copies received 28 calendar days prior to the design review date for approval. Calls between the designer-Contractor and the Government Representative shall be placed at least weekly for technical discussion and updates.
3.4.15 Design Schedule: Proceed with project design upon receiving and incorporating
Government comments from each phase according to the following:
A. Design Concepts/Investigation Study Phase (30% Design Review):
Perform an on-site pre-design review and inspections to verify existing conditions. At the outset of the conceptual design, the work shall commence with a meeting with the Government, Contractor, and users to fully understand and confirm requirements and design alternatives.

Determine all locations and amounts of lead based paint which shall be removed during the execution phase. Provide conceptual designs, analyses, construction schedule, and budgetary cost estimates. This design document package shall be submitted to the Contracting Officer within 40 days after task order award (or date as agreed to by the Government).
B. (60% Design Review): Provide all catalog cut sheets detailing technical information for the components of each system. Provide working plans, current as built drawing detailing the system affected by the scope of work, and preliminary calculations. Demolition drawings shall reflect the current as built layout of all systems being modified. This design document package shall be submitted to the Contracting Officer within 40 days after receipt of 30% design review comments (or date as agreed to by the Government).
C. (90% Design Review): Provide final drawings, estimates, specifications, calculations, and analysis. This design document package shall be submitted to the Contracting Officer within 40 days after receipt of 60% design review comments (or date as agreed to by the Government).
Drawings shall show floor plan locations of all equipment and devices for the fire detection. Drawings shall be stamped by a Fire Protection Engineer, licensed in the State of Tennessee. Provide single line riser diagram showing each device and each panel identified by type, location and device number. Indicate connection of equipment by circuit runs or conduit/cable runs, including primary power supply. Include annotated catalog data, in table format on the drawings, showing manufacturer’s name, model, voltage, operation current, and catalog numbers for equipment and components.
D. Final Design (100%):Prior to beginning construction, furnish final design documentation including drawings, specifications, estimates, battery calculations, and other required deliverables. This design package shall be submitted to the Contracting Officer within 14 calendar days after receipt of 90% design review comments. The final design shall be submitted as one package including drawings and calculations. The
Contractor shall include a Drawing Index to the Title Sheet and include it in the design package. For drawing format, reference AEDC Engineering Standard T3, Engineering Design and Drafting Practices. All drawing submittals shall be in accordance with Appendix B Submittal Procedure in English units of measure. Final design documentation shall become the sole property of the Government and shall be used by the Government without encumbrance or restrictions.

3.5 Technical Requirements:
3.5.1 Demolition Work:
A. All existing halon control panels, associated piping, and initiating devices for the halon system within the area contained in the scope of work shall be demolished. Remove ceiling tile and work around existing grid as required to perform work.
B. All painted surfaces shall be treated as containing lead. Removal of lead based paint shall be handled in accordance with Appendix C and 29 CFR 1926.62
3.5.2 Water Supply:
A. Determine the physical water supply point(s) that will provide the required fire suppression water flows and pressures. Contractor shall perform a water flow test to determine existing water flow and pressure in accordance with NFPA 13, and NFPA 291.
B. Provide hydraulic calculations for wet pipe and preaction sprinkler system as described in NFPA 13.
C. The Contractor shall determine whether or not a new water main is required.
D. Option 1: If required by the design analysis, and approved by the
Government, a new water supply/main shall be installed in accordance with NFPA 24, AWWA M31, UFC 3-600-01, and UFC 3-230-10A.
E. Whether or not Option 1 is exercised, a new backflow preventer (to be located inside the building) shall be installed on the water supply system in accordance with AEDC SHE Standard D14. The device shall comply with
TDEC Cross-Connection Control Manual. Government Representative will lock out valve prior to final tie-in to existing potable water system. All piping and connections shall be inspected prior to system being brought into operation. Backflow preventer shall be tested by Government Representative prior to acceptance.
F. Option 1: Contractor shall prepare a site plan showing proposed location of water main which shall be submitted to the Government no later than the 30 percent design review date. Coordinate with Government Representative.
G. Flow data from nearby fire hydrant is 53 PSI static, 40 PSI residual, and
872 GPM. Contractor shall verify. Data is for reference only.

B. Sprinkler system in rooms 123, 124, 125, 126, 127, and 128 shall be a double interlock preaction system and design in accordance with NFPA 13 and UFC 3-600-01-06. Existing preaction system in building can be modified if codes and calculations allow. System shall include, but not limited to the following:
1. Double interlock preaction valve: Check type valve with air/water seat ring, EPMD faced clapper to automatically actuate electrically, with dry pipe trim.
2. Air compressor: An air compressor compatible with alarm valve, and provided for without-tank type control. Unit shall be complete with air maintenance controls and connections. The air compressor shall have a separate power line as per NFPA. Unit shall be provided with a manufacturer supplied disconnect motor starter, and overload protector.
3. Low air pressure switch.
4. Water motor alarm: Hydraulically operated impeller type alarm with aluminum alloy red enameled gong and motor housing, nylon bearings, and inlet strainer.
5. Electric alarm: Electrically operated red enameled gong with pressure alarm switch.
6. Fire department connection:
a. Type: Flush mounted wall type with chrome plated finish.
b. Outlets: Two way with thread size to suit fire department hardware; threaded dust cap and chain of matching material and finish.
c. Drain: 3/4-inch automatic drip, outside.
d. Label: "Sprinkler - Fire Department Connection".

7. Spare sprinkler cabinet: Cabinet to have areas to house the required number of sprinkler heads stated in NFPA 13 and a separate area to house sprinkler wrench(es) to install each type of sprinkler head installed. Cabinet shall be steel not less than 20 gauge with a fire red enamel finish. The cabinet shall have provision for permanent mounting.
C. Sprinkler system in rooms 113 and 142B shall be a wet pipe sprinkler system and design in accordance with NFPA 13 and UFC 3-600-01-06.
System shall match existing construction of wet pipe system already installed in building.
3.5.4 Fire Alarm/Detection System
A. Provide manpower, equipment, materials, tooling and supplies to modify and recertify the existing fire alarm/detection system. This shall include existing fire alarm control panel, addressable/non addressable fire alarm releasing panel or releasing module compatible with existing fire alarm control panel, notification devices (combined audible/visual devices), initiating devices (standard and quick response smoke detectors, heat detectors, pressure switches, temperature switches, and tamper switches), and reporting stations (manual pull stations).The fire alarm system shall be installed in accordance with NFPA 70, NFPA 72, and
NFPA 101.
B. The alarm/detection system shall be connected and configured to transmit individual zones via the fire reporting system for transmission of fire alarms, trouble signals, and supervisory signals to the AEDC Fire Dispatch Center and shall be compatible with existing receiving systems.
C. System installation plans and calculations shall be prepared and submitted for approval by a registered professional Fire Protection
Engineer as defined by UFC 3-600-01 in accordance with NFPA 72.
D. Alarm reporting systems shall be designed and constructed in accordance to NFPA 72 and NFPA 70, and shall provide the following:
1. Transmission of coded signals to fire department headquarters and/or other central locations;
2. Permanent record of alarm signal, time, and date;
3. Automatic supervision of alarm initiating circuits;
4. Signaling line circuits installed in Class B, Class A, or Class X configuration as defined by NFPA 72;
5. Notification appliance circuits installed in Class B or Class A configuration;
6. Initiating device circuits installed in Class B or Class A configuration;
7. Automatic testing of radio signaling devices;

8. Placement and installation of audiovisual warning devices in accordance with the 36 CFR 1191.
E. Provide control units and control panels that are fully field programmable for control, initiation, notification, supervisory, and trouble functions of both input and output. The system program configuration shall be menu driven.
System changes shall be password protected and shall be accomplished using personal computer based equipment. Any proprietary equipment or software necessary shall be provided as part of this contract.
3.5.5 Fire Alarm System Sequence of Operation:
A. The system shall be a complete, supervised, non coded, analog/addressable fire alarm system interlocked with the fire suppression system conforming to NFPA 72, UL 864, and UL 2017. The system shall consist of the existing fire alarm control panel equipped with new releasing module or new fire alarm releasing panel. Initiating devices shall be double interlocked (cross zoned) to facilitate the activation of the solenoid release circuit for the fire suppression system. Heat detector initiating devices shall not be included in double interlock configuration and will not activate the solenoid release circuit, but will cause an alarm condition at the fire alarm control panel. The following sequence of operations listed shall be considered as recommendations and shall not be considered as complete and exhaustive for the system.
B. Actuation of any manual fire alarm station, heat detector, quick response smoke detector, or standard smoke detector causes system to enter ALARM, and result in the following operations:
1. Sound fire alarm system speakers with alarm tone from tone generator.
2. Activate visual notification strobes.
3. Transmit on a separate channel an alarm signal within the area included in this work to the central fire station.
4. Indicate location of alarm zone on fire alarm control panel or fire alarm releasing panel.
5. Transmit signal to building mechanical systems to initiate shutdown of all supply and return air fans and damper operation as required.
6. The system shall remain in the ALARM mode until the initiating device is reset and the fire alarm control panel is reset and restored to normal.
C. Actuation of any pressure switch on pre-action sprinkler system causes system to enter SUPERVISORY Mode, and result in the following operation(s):
1. Indicate zone under supervisory condition on fire alarm control panel or fire alarm releasing panel.
2. Transmit on a separate channel a supervisory signal within the area included in this work to the central fire station.

3. The system shall remain in the SUPERVISORY mode until the initiating device is reset and the fire alarm control panel is reset and restored to normal.
D. Concurrent actuation of any two initiating zones monitored by the fire alarm releasing panel (quick response smoke detectors, standard smoke detectors, or pressure switches) causes system to enter ALARM, and result in the following operations:
1. Sound fire alarm system speakers with alarm tone.
2. Activate visual notification strobes.
3. Activate the solenoid release circuit for the pre action sprinkler system.
4. Transmit on a separate channel an alarm signal within the area included in this work to the central fire station.
5. Indicate location of alarm zone on fire alarm control panel or fire alarm releasing panel.
6. Transmit signal to building mechanical systems to initiate shutdown of all supply and return air fans and damper operation as required.
7. The system shall remain in the ALARM mode until the initiating device is reset and the fire alarm control panel is reset and restored to normal.
3.6 Construction Requirements:
3.6.1 Provide equipment, materials, installation, workmanship, inspection, and testing in strict accordance with the required and advisory provisions of NFPA 72, except as modified herein. Provide system complete and ready for operation.
All work shall be in accordance with Appendices A, B, and C.
3.6.2 Demolished materials shall be transported to the designated AEDC landfill as directed by the Government Representative.
3.6.3 Coordinate scheduling, clearance, and site occupancy issues with the Government Representative.
3.6.4 Limit construction operations to areas affected.
3.6.5 All new wall, ceiling, or floor penetrations shall be sealed in accordance to AEDC security measures. Specific guidance will be given by the Government
Representative at the on-site pre-design review and inspections.
3.6.6 After the approval of the 100% design, the Contractor shall attend a preconstruction conference at Arnold Air Force Base. At such conference the
Contractor will meet with the Contracting Officer and other selected personnel and be briefed on such things as safety issues, obtaining electrical hold orders, obtaining digging and burn permits, equipment and material lay-down area;
pass, registration, and security issues, waste disposal, and test and inspection procedures.

3.6.7 After the final inspection and successful testing, the Contractor shall convene a construction completion conference. At this conference, all unresolved issues (punch list) will be addressed and upon their resolution, the system shall be turned over to the Government.
3.7 Testing:
3.7.1 The entire fire suppression/detection system shall be tested in accordance with
NFPA 13, NFPA 24, NFPA 70, NFPA 70E, NFPA 72, NFPA 101, NFPA 291,
form GC-648A, and AEDC codes. Testing shall be witnessed by the Government, AEDC fire department, AEDC Fire Protection Systems Engineer, and other designated representatives.
3.7.2 Provide all materials, tools, and manpower to conduct the test. The AEDC Fire System Engineer and AEDC Fire Authority having jurisdiction shall be present to ensure the system works properly, but will not help conduct the test.
Coordinate with the Government to provide system training to the appropriate shops to include electricians, pipefitters, (as necessary) and fire department.
3.8 Quality Assurance:
3.8.1 Equipment and devices shall be compatible and operable with all other system components.
3.8.2 In NFPA publications referred to herein, consider advisory provisions to be mandatory, as though the word "shall" had been substituted for "should" wherever it appears; interpret reference to "authority having jurisdiction" to mean the Contracting Officer’s designated representative.
3.8.3 The recommended practices stated in the manufacturer's literature or documentation shall be considered as mandatory requirements.
3.8.4 All fire alarm system components shall be compatible and UL listed for the intended use. Provide materials from one manufacturer, where possible.
3.8.5 Materials and equipment shall be the standard products of a manufacturer regularly engaged in the manufacture of similar products.
3.9 Submittals: Provide the following submittals in accordance with Appendix B –
Submittal Procedure. A summary table of required submittals is listed in paragraph 3.9.13. The Government reserves unlimited data rights to all submittals.
3.9.1 Final Design Drawings: Prior to beginning construction, furnish final design documentation including drawings, specifications, estimates, and other required deliverables. Drawings shall show floor plan locations of all equipment and devices for the fire protection systems. Drawings shall be stamped by a Fire
Protection Engineer, licensed in the State of Tennessee. Provide single line riser diagram showing each device and each panel identified by type, location
ANZY090049 Page-16 and device number. Indicate connection of equipment by circuit runs or conduit/cable runs, including primary power supply. Include annotated catalog data, in table format on the drawings, showing manufacturer’s name, model, voltage, operation current, and catalog numbers for equipment and components.
3.9.2 Operation and Maintenance Manuals:
A. Submit operating instructions outlining the step-by-step procedures for system start up, operation, shutdown, and testing. The instructions shall include the manufacturer’s name, model number, service manual parts list, and brief description of all equipment and their basic operating features.
B. Submit maintenance instructions listing routine maintenance procedures, possible breakdowns and repairs, and troubleshooting guides. The instructions shall include equipment layout and simplified wiring and control diagrams of the system installed.
3.9.3 Spare Parts Data: After approval of the shop drawings, and not later than two weeks prior to the date of project completion, submit list of spare parts and data for each different item of material and equipment specified.
3.9.4 Record (As-Built) Drawings: Prior to applying for final payment, furnish record drawings showing final configuration of work accomplished. Show all changes, additions, and deviations from the original drawings. If no changes occur, furnish certification to that effect. Submit to the Contracting Officer for approval prior to applying for final payment.
3.9.5 Welding: Submit welder qualifications, procedures, and materials in accordance with ASME SEC IX. All structural welding shall conform to AWS D1.1.
3.9.6 Warranty: The Contractor shall provide a minimum 12 month warranty on new parts and labor, starting on date of final inspection and closeout of all punch list items.
3.9.7 Itemized sequence of operation for the entire system.
3.9.8 Documentation of Qualifications:
A. Copy of the professional engineering certificate of the Fire Protection
Engineer, licensed in the State of Tennessee, who will be performing or directly supervising the design for the fire alarm system.
3.9.9 Shop Drawings: Provide shop drawings that shall be used by the Contractor to fabricate equipment, integrate systems or products, coordinate interdisciplinary work, or otherwise aid in the execution of the project.

3.9.10 Wiring Diagrams: Provide point-to-point wiring diagrams showing the points of connection and terminals used for electrical field connections in the system, including interconnections between the equipment or systems that are supervised or controlled by the system. Diagrams shall show connections from field devices to the FACP and remote fire alarm control units, initiating circuits, switches, relays, and terminals. Provide complete riser diagrams indicating the wiring sequence of devices and their connections to the control equipment.
Include a color code schedule for the wiring. Include floor plans showing the locations of devices and equipment.
3.9.11 Product Data: Provide manufacturer’s technical product data for each type of fire protection system component and ceiling tile. Include UL listings, specifications, and installation instructions.
3.9.12 Battery Calculations: Verify that battery capacity exceeds supervisory and alarm power requirements.
A. Provide complete battery calculations for the alarm, alert, and supervisory power requirements. Ampere-hour requirements for each system component, and the battery-recharging period shall be submitted with the calculations.
B. Provide voltage drop calculations to verify that sufficient voltage is available for proper operation of the system and all components, at the minimum rated voltage of the system operating on batteries.

APPENDIX A
SUMMARY
PART 1 GENERAL
1.1 DEFINITIONS
A. Certain terms used in the contract documents are defined below.
Definitions and explanations contained in this section are not complete, but are general for the work to the extent that they are not stated more explicitly in another element of the contract documents.
1. Furnish. The term "furnish" means to supply and deliver to the project site, ready for unloading, unpacking, assembly, installation, and similar operations.
2. Install. The term "install" describes operations at the project site, including the actual unloading, unpacking, assembly, erection, placing, anchoring, applying, working to dimensions, finishing, curing, protecting, cleaning, and similar operations.
3. Provide. The term "provide" means "provide complete in place";
that is, "furnish and install.”
4. Indicated. Where "as indicated" or words of similar import are used, it shall be understood that the reference is made to the drawings accompanying this contract unless stated otherwise.
5. Postconsumer material (FAR 52.223-9): a material or finished product that has served its intended use and has been discarded for disposal or recover, having completed its life as a consumer item. Postconsumer material is a part of the broader category of “recovered materials”.
6. Recovered material (FAR 2.101): waste materials and by-products recovered or diverted from solid waste. The term does not include those materials and by-products generated from, and commonly reused within, an original manufacturing process.
7. Biobased product (FAR 2.101): a product determined by the U.S.
Department of Agriculture (USDA) to be a commercial or industrial product (other than food or feed) that is composed, in whole or in significant part, of biological products, including renewable domestic agricultural materials (including plant, animal, and marine materials) or forestry materials.
8. USDA-designated item (FAR 233.401): a generic grouping of products that are or can be made with Biobased materials (1) that is listed by USDA in a procurement guideline (7 CFR 2902, Subpart B); and (2) for which USDA has provided purchasing recommendations.

1.3 JOB CONDITIONS
A. Plan and execute this project in a manner to minimize downtime.
Schedule all work in advance with the Government Representative.
B. Furnish new components and devices, complete, with all necessary materials for installation to meet this objective.
C. Do not interrupt existing utilities or commence power outages without signed authorization from the Government Representative. Submit each utility outage request for Government approval at least two weeks prior to each requested outage date. Outages may be granted depending upon the Government’s schedule for facility use, and may occur on weekends and/or holidays.

D. Keep work area clean and free from waste and debris. Dispose of waste as directed by the Government Representative.
E. Do not close or obstruct egress width to any building or site exit without written permission from the Government Representative.
F. Do not disable or disrupt building fire or life safety systems without written permission from the Government Representative.
G. Conform to applicable procedures when any hazardous or contaminated materials are discovered.
H. Cease operations immediately for any unsafe conditions and notify the Government Representative. Do not resume operations until authorized by the Government Representative.
I. Provide temporary barricades and other forms of protection as required to protect Government personnel and the general public from injury due to the work. Provide temporary signage as needed or directed.
J. Remove protections at the completion of work.
K. Do not close, block, or otherwise obstruct streets, walks, or other occupied or used facilities without written permission from the Contracting officer.
L. Submit sketches of proposed scaffolding, if utilized. All scaffolding shall be in accordance with AEDC Safety Standard D10 and shall be inspected, approved, and tagged by AEDC Safety Representative after it has been erected and prior to use.
1.4 PROTECTION OF EXISTING IMPROVEMENTS:
A. Protection of the grounds, walkways and structures from deterioration due to excessive vehicular traffic, equipment disturbance, and material staging is critical to maintaining the quality appearance of AEDC. The Contractor shall protect against damage incurred by service vehicles, construction activities, maintenance and repair, and all other work that detracts from the overall appearance of the grounds and increases the costs of grounds maintenance.
B. Prior to commencement of work, inspect areas in which work will be performed. Submit a report with the Contracting Officer listing existing conditions which could be construed as damage resulting from the work.
C. The activity of vehicles and equipment on the grounds shall be limited to only that which is essential and required for completing the work. The Government Representative will approve all access and haul routes
ANZY090049 Appendix A-4 required for the work prior to any on site operations to preclude damage to sensitive utilities or improvements which may not be readily apparent.
D. Minimize travel paths and staging areas to limit the impact and damage to work areas. Lay out the work site, material and equipment staging, and vehicle and equipment activity to minimize visibility and aesthetic impact of activities to surrounding areas.
E. Protect above and below grade utilities, plant life, lawns, and other features or improvements to remain.
F. Protect benchmarks, existing structures, sidewalks, curbs, and pavements from excavation equipment and vehicular traffic.
G. Use protective materials, such as sheeting, steel plating, rigger pads, to protect grounds and pavement from heavy equipment activity and damage.
H. Protect existing facilities from falling debris during construction such as roof materials, ductwork scraps, or other materials, by use of protective materials such as sheeting, steel plates, netting, or other materials.
I. Provide temporary weather protection during any interval between demolition and removal of existing construction on exterior surfaces and installation of new construction to ensure no water leakage or damage occurs to the structure, interior areas, or contents of the existing facility.
J. Implement a daily procedure for area clean up and organized parking of vehicles and equipment.
K. Provide temporary barricades, shoring, bracing, supports or other forms of protection as required to protect all existing improvements not scheduled to be demolished for both above and below ground improvements and to prevent movement, settlement, collapse or damage of any kind.
L. Maintain personnel and vehicular access and existing utilities to all buildings and other structures during the course of the work. Any changes or interruptions shall be coordinated and approved by the Government Representative well in advance. Temporary protections or services may be required as a condition of approval of any such change or interruption.
M. The Contractor shall be responsible for damage caused by the work and shall repair or replace same to the satisfaction of the Government. Obtain Government Representative’s approval of methods, materials, equipment or products for repair or replacement prior to use. All such repair or replacement shall be performed promptly at no additional cost to the Government. The Government will place special emphasis and requirements for repair or replacement of damage to underground utilities, ANZY090049 Appendix A-5 lawns, grassed areas, existing structures, sidewalks, curbing, railings and pavements.
N. Remove all temporary barricades, shoring, bracing, supports or other forms of protection at completion of work. Restore all adjacent structures and surfaces to conditions existing prior to construction. Clean up all stockpiles and spoil areas, and restore all surrounding areas to conditions existing prior to construction.
1.5 CONNECTIONS TO POTABLE WATER
A. Contractor shall not make any connections to an AEDC potable water system without specific approval from the Government Representative.
B. Notify Government Representative if connections to hose bibs are needed. Do not connect to any hose bibs without Government-supplied backflow preventer and specific approval from Government Representative.
1.6 TOOL CONTROL: Coordinate tool control with the Government Representative.
1.7 EPA-DESIGNATED ITEMS
A. The Contractor, on completion of this contract in accordance with AFFARS 52.223-9, shall:
1. Estimate the percentage of the total recovered material content for
EPA-designated item(s) delivered and/or used in contract performance, including, if applicable, the percentage of post-consumer material content; and
2. Submit this estimate to the Contracting Officer.
1.8 ELIMINATION OF ODS CHEMICALS
A. The use of Class I ozone depleting substances (ODS) is prohibited.

1.9 DISALLOWED PRODUCTS
A. Do not use products or materials that contain lead, chromium, mercury, cadmium, silver, barium, selenium, beryllium, or arsenic on this project except as expressly authorized by the Contracting Officer. If no substitutes for products containing the listed materials are available, and the Contracting Officer approves the use of products containing the listed materials, highlight and detail their exact location on the drawings.
