Questions and Answer Part 2 from 07 November 2012 Site Visit
1. Have all eight transformers been recently tested for PCB content with certified results?
Answer: Yes. AEDC transformers are considered PCB free. <50ppm.
2. Since the high side bushings are oil filled, have they been tested for PCB content?
Answer: Yes, but the results are not necessarily recent. We have recorded results in the range of 15-20ppm of similar bushings. Samples will need to be taken prior to disposal. AEDC will provide certified test results. PCB contaminated oil will be disposed via standard AEDC procedures. The contractor should plan to drain PCB contaminated oil into Government furnished barrels.
3. The shop drawings that were included did not show details of the CT wells in each high side bushing. Is there information available on what exists in the way of support for the existing and the addition of the third set?
Answer: No, the information provided is the only information available. We have observed typical blocking techniques for those vintage years.
4. Are there any core and coil photographs available from the original manufacturer? No
Answer: No
5. Is the use of polymer lightning arresters instead of porcelain acceptable stating that the ratings are equal?
Answer: Per amendment 3. New arresters shall be rated 132 kV RMS, ABB Type XPS, Style number Q132SA106B or equal
6. Does the modifications detailed in the specification to the unit having the tap changer removed need any Engineering design approvals mentioned in Section 3.3.15 Item F?
Answer: It is expected that an engineering analysis would be required to recommend the proper method and techniques to remove the tap changer such that the modification does not cause a internal failure.
7. The strap out kit and lead blank off items are they items that are available or do we provide?
Answer: Contract provided. See 3.3.15
8. The statement in section 3.2 about all components being designed for 24 hour operation, seven days a week for 25 years being made. Will the government provide a list of equipment meeting those criteria? ( Manufacturer certification required section in Appendix L-5 item F)
Answer: No the Government will not. It is up to the contractor to spec these components then submit information that proves they meet those criteria. Please provide material and equipment per the SOW.
9. In section 3.3 it talks of the outage windows and restrictions to work activities during those outage periods. Is it assumed that all work to each transformer will be accomplished in one outage duration or will multiple outages for each unit be possible?
Answer: We are looking at 32 day durations for refurbishment work. 161kV substation outages will vary depending on overhead work. We have requested in the past all overhead work be done consecutively to limit 161kV yard outages to a minimum. We will work with the AF Test Division to work out outages based on testing.
10. Has there been any testing or sampling of the insulating material in each transformer for condition and ductility of the winding and insulating material?
11. The control cabinet sections seem very detailed. Is there an existing control cabinet that incorporates the specifications and layout as contained within the bid package that can be seen?
Answer: Yes, One is in place on ETF Transformer #2
12. When replacing all the control cables to the 161kV Control rooms will we have spare ducts or will we be removing and replacing cables in existing conduits and duct systems?
Answer: See SOW paragraph 3.3.17. "Replace the existing wiring to the transformer control panels and install additional circuits required to monitor all existing transformer equipment and provide for future equipment. The Contractor shall provide all labor and materials required to complete the wiring removal and installation." Plan on removing and replacing, spare ducts may be available but have not been identified.
13. Is there a recommended hot oil temperature to use for oil processing both the vacuum and non -vacuum units?
Answer: It is the contractor's responsibility to determine this and advise the Government.
14. Is there a recommended flow rate for oil circulation for the vacuum and non-vacuum units?
Answer: It is the contractor's responsibility to determine this and advise the Government.
15. What type of cable is present on the low voltage terminals of the transformers? Multiple dependent upon individual unit
Answer: Various EPR and PILC dependent upon individual unit.
16. Is the support for the secondary cables to be of a permanent or temporary nature?
Answer: Temporary
17. In the specification it mentions the presence of asbestos insulated material and the rules and procedures governing the removal of the asbestos, will the areas containing the asbestos be available during non- outage periods?
Answer: More than likely it will be included in the 32 day window.
18. Are the areas where the lead removal will be occurring more than the paint removal areas of the work progressing on the transformer refurbishments?
Answer: No
19. Since the specification states that the use of scaffolding or man-lifts will be necessary due to the fact that the units are 10-20 ft. above grade, will there be a designated area for equipment not being used at the time to be kept near the unit being refurbished?
Answer: Yes, there are lay down areas that can be designated. It will not be secure and the contractor assumes all risk for storage. Other contractors typically store any significant quantity of equipment in box trailer or connex boxes
20. As mentioned in Appendix A-4 item H man-holes may become flooded and require pumping in the 161 kV substations, is it required that we capture and dispose of that water
