1. SCOPE

1.1 Scope: Provide all materials, labor, equipment, and transportation necessary to clean, inspect, report condition, and refurbish rotor assembly for an Allis Chalmers VA-1409 axial compressor. Work shall be accomplished at the Contractor’s facility, where the Government will perform acceptance inspections before Contractor returns completed assembly. The compressor and rotor assembly are located at Arnold Engineering Development Center (AEDC), Arnold Air Force Base, Tennessee.

1.2 Item Definition: The rotor assembly is an integral component of an Allis Chalmers VA-1409 axial compressor. The rotor assembly consists of two rotor barrels (one inlet barrel and one discharge barrel), two stub shafts, blades, two coupling hub locknuts, stub shaft bolts and locknuts, and barrel bolts and locknuts. The rotor barrels and stub shafts are steel forgings, heat treated and precision machined to the dimensions and tolerances specified on the drawings listed in Section 2. The rotor assembly includes the following components:

1.2.1 Rotor Barrel: Two rotor barrels (one inlet barrel and one discharge barrel)

1.2.2 Stub Shafts: Two stub shafts (one inlet stub shaft and one discharge stub shaft)

1.2.3 Coupling Nuts: Two coupling hub nuts (one 6.0 inch inlet end nut and one 4.5 inch discharge end nut). New coupling nuts will be furnished by the Government.

1.2.4 Stub Shaft Bolts: Stub shaft bolts (24 bolts per rotor). New stub shaft bolts will be furnished by the Government.

1.2.5 Barrel Bolts: The barrel bolts (12 socket head cap screws). New barrel bolts will be furnished by the Government.

1.2.6 Flex-loc Nuts: Flex-loc nuts (36 double hexagon head locking nuts). New flex-loc nuts will be furnished by the Government.

1.2.7 Rotor Blades: Rotor blades (383 blades with four washers and one locknut per blade). New rotor blades will be furnished by the Government.

1.3 Government Furnished Equipment List: Taper gauges required to verify coupling hub and blade conical fits, as noted below, will be lent to the Contractor by the Government for the duration of the contract. The Contractor shall return the gauges at the completion of the work.

3. REQUIREMENTS

3.1 All work shall be accomplished at a facility with current ISO 9001:2008 certification in the repair of turbo-machinery and associated equipment.

3.2 All non-destructive testing (NDT) shall be accomplished by a certified Level II NDT inspector, with certification in magnetic particle (MT) and ultrasonic (UT) testing.

3.3 Transportation and Assessment: The Government will prepare rotor assembly for shipping and load on Contractor-provided truck at AEDC. The Contractor shall transport rotor assembly from AEDC to Contractor’s facility. At Contractor’s facility, remove packing, packaging, and preservation materials from rotor assembly and photograph “as received” condition. Perform visual inspection and note general conditions on photos. Submit photographs to the

3.4 Run-out Data: Set rotor assembly in V-blocks and record mechanical and electrical run-outs at specific locations designated on drawing PU208716 Rev A. Perform electrical run-outs only on bearing journals. Submit run-out and component location data to Government.

3.5 Cleaning: Blast clean rotor assembly using a non-erosive material.

3.5.1 Protect machined surfaces of all conical blade holes in rotor barrel assembly.

Protect machined surfaces of stub shaft tapered coupling hub contact areas and bearing journals.

3.5.2 Remove stub shafts from rotor barrel assembly and inspect mating interference fit contact surfaces for fretting.

3.5.3 Disassemble rotor barrels. Inspect mating interference fit contact surfaces for fretting.

3.5.4 Hand clean rotor barrels and stub shaft interference fit contact areas.

3.5.5 Remove stub shaft bolts from rotor barrels. Clean and hone bolt holes in rotor barrels and stub shafts. Measure and record each bolt hole diameter in barrel ends and stub shafts. Submit documentation to Government.

3.5.6 Remove bolts from barrel assembly split-line. Clean and hone bolt holes in rotor barrels. Measure and record each bolt hole diameter at split-line of each barrel.

Submit documentation to Government.

3.5.7 Non-Destruction Examination: Magnetic particle inspect rotor barrels, stub shafts, bolt holes in rotor barrels and stub shafts, coupling hub nuts, barrel-to-barrel interference fits, and stub-to-barrel interference fits. Submit documentation to Government.

3.6 Dimensional Inspection: Perform and document dimensional inspection of critical rotor body and stub shaft dimensions. Submit documentation to

3.6.1 Blade Taper Fit: Inspect each conical tapered hole located on the rotor barrel for percentage contact surface area and depth. Taper fits shall be checked using the taper gauges supplied to the Contractor by the Government. Perform inspections in accordance with paragraph 3.10.7.B.

3.6.2 Coupling Taper Fit: Inspect the coupling taper of each stub shaft for percentage contact surface area. Tapers shall be checked using the taper gauges supplied to the Contractor by the Government. Perform inspections in accordance with paragraph 3.10.7.C.

3.6.3 Rotor Body: Perform and document dimensional inspection of rotor barrel critical dimensions (X.XXX and X.XXXX) as noted on drawings PU208618 Rev E and PU208619 Rev E.

3.6.4 Stub Shaft: Perform and document dimensional inspection of stub shaft critical dimensions (X.XXX and X.XXXX) as noted on drawings PU208616 Rev D and PU208617 Rev C.

3.6.5 Bolts: Perform and document dimensional inspection of stub shaft bolts and barrel bolts critical dimensions (X.XXX and X.XXXX) as noted on drawing PU208708 Rev G.

3.7 Blades: New blades will be provided by the Government. Number and weigh each new blade. Chart and plot blade weight and location for assembly to rotor to ensure each blade is positioned in each stage to evenly distribute the blade weight and minimize imbalance. Submit documentation to Government.

3.8 Rotor and Blade Assembly: Perform assembly of rotor barrels, assembly of rotor blades to the barrels, and assembly of the stub shafts to the rotor barrels in accordance with drawing PU208710 Rev C:

3.8.1 Rotor Barrels. Assemble inlet and discharge rotor barrels. Torque barrel bolts (socket head cap screws and lock nuts) to 480 ft/lbs (lubricated).

3.8.2 Rotor Blades: Assemble rotor blades to rotor barrel assembly.

A. Conical Taper Fit: Blue check conical tapers of AEDC supplied blades to rotor barrel conical bores. Record contact area. Minimum contact area required is 90%. Submit documentation to Government.

B. Lap Blade: Lap stub shaft conical taper of each blade as necessary to achieve required minimum contact area. All contact percentages shall be recorded. Submit documentation to Government.

C. Blade Assembly: Prepare blades for assembly, install blades in rotor barrel, set blade angle, install blade washers and nuts, and torque each blade to:

1. Row 1-4 = 570 ft/lbs (lubricated).

2. Row 5-9 = 250 ft/lbs (lubricated).

D. Refer to drawing PU630885.01 Rev B for blade installation details.

Ensure clearance of 1 to 15 mils between blade and rotor barrel surface.

All blade angle settings and blade/barrel clearances shall be recorded.

Submit documentation to Government.

3.8.3 Stub Shafts: Assemble inlet and discharge stub shafts to the rotor barrel and torque stub shaft bolts to 600 ft/lbs (lubricated).

3.9 Grinding of Blades Tips: Following the installation of all blades in the rotor assembly, grind the tips of the blades as necessary. Blades tip grinding shall comply with angles and lengths in accordance with drawing PU208710 Rev C prior to rotor balance.

3.10 Final Run-out of Rotor Assembly: Perform mechanical and electrical run-outs of the refurbished rotor assembly and record measurements in drawing PU208716 Rev A. The run-outs shall not exceed the allowable run-outs specified in drawings PU208616 Rev D, PU208617 Rev C, PU208618 Rev E, and PU208619 Rev E. Submit documentation to Government.

3.11 Balancing the Rotor Assembly: Balance the rotor assembly to meet the following requirements.

3.11.1 Rotor Assembly Balance: Submit a complete balance report of the rotor assembly, signed and dated by the Contractor’s Representative or persons performing the balance.

3.11.2 Performance Requirements:

A. Mechanical Properties: The rotor barrels and stub shafts meet the minimum mechanical properties shown in Table 1.

B. Rotor Assembly Vibration: The fully assembled rotor with blades shall be dynamically balanced in accordance with API 617 at a minimum speed of

400 RPM. The maximum allowable residual unbalance per journal plane shall be 150 gram-inches. Balance weights shall not be used in order to obtain balance. Balance shall be obtained by material removal by grinding means in the locations defined on drawing PU208710 Rev C.

3.12 Testing:

3.12.1 The Government reserves the right to witness all testing.

3.12.2 Responsibility for Tests: The Contractor shall perform all tests and inspections to ensure compliance with the requirements. The Contractor shall document and provide the Government with all inspection and test data prior to shipment of the contract items.

3.12.3 The Contractor shall notify the Government two weeks prior to performing the following tests and inspections. The Government will observe the following operations at the Contractor’s facility:

A. Magnetic particle inspection prior to rotor assembly

B. Rotor assembly

C. Assembled rotor blade tip grinding

D. Rotor balancing

3.12.4 The Government will perform the following acceptance inspections at the Contractor’s facility:

A. Blade frequency measurements

B. Blade/barrel clearance measurements

C. Barrel split line gap measurement

D. Blade angle setting measurement

3.12.5 The Contractor shall notify the Government two weeks prior to performing the following tests and inspections. The Government will observe the following operations at the Contractor’s facility:

A. Rotor run-out measurements

B. Rotor blade tip grinding and length verification for each stage (9 stages)

C. Rotor balancing

3.12.6 Tests and Verification Requirements:

A. Magnetic Particle Inspection: Each barrel and stub shaft shall be inspected both longitudinally and circumferentially in accordance with ASTM A723/A/723M. The type of current used shall be full wave or 1/2-wave rectified alternating current. Application of particles shall be by wet fluorescent method. De-magnetization is required.

B. Ultrasonic Inspection: Inspect each barrel and stub shaft in accordance with ASTM A723/A/723M. Calibration criteria are as follows:

1. Straight beam (longitudinal) #8 DAC (distance –amplitude correction).

a. Record any indication exceeding 50% of reference level.

b. Record any indication exceeding the resultant back reflection.

c. Reject any indication equal to or larger than the reference level.

d. Reject any indication which is accompanied by a complete loss of back reflection.

e. The test-metal distance to the flat bottom calibration holes shall be equal to approximately 25% of the anticipated scanning distance. The calibration block shall be fabricated from material which is ultrasonically similar to that being tested.

3.12.7 Quality Conformance Inspection Requirements: Quality conformance inspections for the rotor shall consist of the following:

A. Dimensional Inspection: All “as built” dimensions shall be recorded by the Contractor. Submit documentation to Government.

B. Blade-Taper Fit Inspection: Each conical tapered blade hole located in the barrel is to be inspected for percentage contact area and depth. Contact surface area between each blade stub shaft taper and mating barrel conical taper shall be a minimum of 90%. Taper depth shall be checked to determine blade-to-barrel clearances in accordance with blade installation drawing PU630885.01 Rev B. Record and submit results to Government.

C. Coupling – Taper Fit Inspection: The coupling taper fit of each stub shaft shall be inspected for percentage contact in accordance with AGMA 9002- B04. Percentage contact between the taper gauge and stub shaft shall be checked and shall be a minimum of 80 percent. Record and submit the results to the Government.

D. Rotor Run-out Inspection: Run-out measurements shall be taken and recorded for the rotor assembly in accordance with drawing PU208716 Rev A. Record and submit report of results to the Government.

E. Non-Conformance: In the event a non-conformance to the specification should arise and the contract items cannot be reworked back to specification, inform the Government immediately.

3.13 Return Transportation: The Contractor shall be responsible for the shipment of the rotors and shall provide all preservation, packing and packaging to ensure safe delivery of the rotor assembly. Shipping configuration shall not use the rotor journals to support the rotor assembly during shipping. Finished surfaces shall be adequately protected to prevent marring, scratching, rust and contamination.

3.14 Liability: The Contractor shall assume liability for the rotor assembly from the time it is initially loaded onto the Contractor’s transportation vehicle at AEDC, until the time that it is returned to AEDC and unloaded from the Contractor’s transportation vehicle. The Government will unload the returned rotor assembly from the Contractor’s vehicle.

3.15 Acceptance: The Government will perform the following inspections at AEDC prior to final acceptance.

A. Visual Inspection.

B. Dimensional Inspection

3.16 Submittal Summary Table: Submit the following documentation in accordance with Appendix A – Submittal Procedure.

APPENDIX A

SUBMITTAL PROCEDURE

PART 1 GENERAL

1.1 DESCRIPTION OF REQUIREMENTS. This section specifies procedural requirements for non-administrative submittals. These submittals are required to amplify, expand, and coordinate other information contained in the contract.

Non-work-related submittals are addressed elsewhere in the contract rather than in the specification and may include items such as: contract progress schedule, permits, payment applications, performance and payment bonds, insurance certificates, and progress reports.

The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections of the specification or statement of work.

1.2 SUBMITTAL PROCEDURE

A. Definition: For the purposes of this section, the term “Contractor” denotes the prime Contractor.

B. Listing: Section 3 of the specification includes a summarized listing of item submittals requiring approval for the work. The listing is included for the convenience of users of the contract documents.

C. Risk: Do not proceed with the part of the work covered by an item submittal including purchasing, fabricating, and delivering until approval is received. Machinery, equipment, material, and articles that do not have the required approval shall be installed or used at the risk of subsequent rejection. Any fabrication or other work performed in advance of the receipt of accepted item submittals and approvals shall be entirely at the Contractor’s risk and expense.

D. Transmittal Timing: Coordinate the preparation and processing of item submittals with the performance of the work. Prepare and transmit each item submittal to the Contracting Officer sufficiently in advance of the performance of related work and other applicable activities. Transmit related item submittals for the same unit of work so that processing will not be delayed by the Government's need to review submittals concurrently for coordination. No delay damages or time extensions will be allowed for time lost in late submittals.

E. Content: Each submittal shall be complete and in sufficient detail to allow ready determination of compliance with contract requirements. All submittals which are generic and list more information than is specifically required shall be marked to identify required information. Complete AF

Form 3000 and attach as cover sheet for each submittal. Contractor may include multiple item numbers on an AF Form 3000.

F. Language: All item submittals shall be written in English, including documents, notes on drawings, sketches, and/or samples, calculations, manuals, and all other instances of written text and communication.

G. Units: All item submittals shall be marked or show dimensions and values in the same units as specified in the contract documents.

H. Review Time: Allow sufficient time so that contract performance will not be delayed as a result of the time required to properly process submittals, including time for re-submittals, if necessary. Allow 14 calendar days for initial Government processing of each submittal. No extension of time will be authorized because of the Contractor's failure to transmit submittals to the Government sufficiently in advance of the work.

I. Contractor Certification: All submittals shall be carefully reviewed by an authorized representative of the Contractor prior to submission to the Government. Each submittal shall be dated, signed, and certified by the Contractor as being correct and in strict conformance with the contract documents. No consideration for review by the Government of any Contractor’s submittal will be made for any items which have not been so certified by the Contractor. All noncertified submittals will be returned to the Contractor without action taken by the Government, and any delays caused thereby shall be the total responsibility of the Contractor.

J. Deviations: Should any item submittals required by the contract documents show deviations from the contract requirement, the Contractor shall make specific mention of such deviations in the letter of transmittal, including stating cost effects, and product and system limitations which may adversely affect the work, in order that if acceptable, suitable action may be taken for proper adjustment of the contract; otherwise the Contractor will not be relieved of the responsibility for executing the work in accordance with the contract documents and the approved submittals.

Contractor shall clearly mark the proposed variation in all documentation and specifically point out deviations from contract requirements in transmittal letters. Failure to point out deviations may result in the Government requiring rejection and removal of such work at no additional cost to the Government. Deviations from contract requirements require Government approval and will only be considered when advantageous to the Government. When proposing deviations, deliver written request to the Contracting Officer, with documentation of the nature and features of the deviation and why the deviation is desirable and beneficial to the Government. If lower cost is a benefit, include an estimate of the cost savings. In addition to documentation required for deviation, include the submittal information required for the item. Allow an additional 14 calendar

Appendix A - 3 days beyond normal submittal review period for consideration by the Government of submittals with deviations.

K. Approved Submittals: The part of the work covered by the approved item submittal may proceed provided it complies with the requirements of the contract documents. Final acceptance will depend upon that compliance.

The term “Approved” shall only indicate that there is no exception taken to the submittal. Approval of the item submittal shall not be construed as a complete check, and indicates only that the general method or other information appears to meet the contract requirements. Approval does not relieve the Contractor of the responsibility for any error which may exist.

After item submittals have been approved by the Contracting Officer, no resubmittal for the purpose of substituting materials or equipment, or changes to any other information will be considered unless accompanied by an explanation of why a substitution or change is necessary.

L. Disapproved Submittals: Contractor shall correct disapproved item submittals and resubmit for approval within timeframe noted. If no date is given, Contractor shall submit corrected submittal within 14 calendar days.

If the Contractor considers any correction or notation on the returned submittal to constitute a change to the contract drawings, specification, or statement of work the Contractor shall notify the Contracting Officer.

M. Responsibility: The Government’s review of Contractor submittals shall not relieve the Contractor of the entire responsibility for the correctness of details and dimensions and conformance to the specifications. The Contractor shall assume all responsibility and risk for any mistakes and/or costs due to any errors in submittals.

N. Inconsistencies: If a conflict or inconsistency arises between an approved item submittal and the contract documents, the contract documents shall govern.

1.3 SPECIFIC SUBMITTAL DESCRIPTIONS AND REQUIREMENTS: Submittal requirements for individual units of work are specified in the applicable specification section. Except as otherwise indicated in the individual specification sections or SOW, comply with the following requirements for each type of submittal.

A. Shop Drawings: These are technical drawings and data specially prepared for this contract including fabrication and installation drawings, setting and seaming diagrams, and coordination drawings (for use on-site). Shop drawings include drawings, diagrams and schedules specifically prepared to illustrate some portion of the work, diagrams and instructions from a manufacturer or fabricator for use in producing the product and as aids to the Contractor for integrating the product or system into the project, or drawings prepared by or for the Contractor to show how multiple systems and interdisciplinary work will be coordinated. Information required on

Appendix A - 4 shop drawings includes dimensions, identification of specific products and materials which are included in the work, compliance with specified standards, and notations of coordination requirements with other work.

Provide special notations of dimensions that have been established by field measurements. Highlight, encircle, or otherwise indicate deviations from the contract documents on the shop drawings. Furnish one hard copy and one electronic copy.

B. Test Plans and Reports: Test plans shall include planned testing, including a description of the test, equipment and supplies needed, and step-by-step notation of test activities and tasks. Test reports include reports signed by an authorized official of a testing laboratory that a material, product or system identical to the material, product or system to be provided has been tested in accordance with the specified requirements.

Testing shall have been within three years of date of contract award for the project. Reports also include findings of tests required to be performed by the Contractor on an actual portion of the work or prototype prepared for the project before shipment to the job site, findings of tests made at the job site or on a sample taken from the job site, investigation reports, daily logs and checklists, and final acceptance test and operational test procedures. Furnish three hard copies and one electronic copy of each such report required.

C. Certificates: These include statements printed on the manufacturer’s letterhead and signed by the responsible officials of the manufacturer of a product, system or material attesting that the product, system or material meets specification requirements. Certificates include documentation required of the Contractor, or of a manufacturer, supplier, installer or subcontractor through the Contractor, to further demonstrate the quality of orderly progressions of a portion of the work by documenting procedures, acceptability of methods or personnel qualifications. Examples include confined space entry permits, and text of posted operating instructions.

Certificates shall be dated after award of the project contract and clearly name the project. Furnish three hard copies and one electronic copy of each certificate required.

D. Record (As-Built) Drawings: Record drawings showing final configuration of work accomplished. Show all changes, additions, and deviations from the original contract drawings and documentation. If no changes occur, furnish certification to that effect. Drawings may be redlined hardcopies or electronic drawings, and shall accurately show as-built conditions during the progress of the job. If electronic, furnish drawings on a CD-ROM, in AutoCAD 2005 format or later, including every associated component file of the drawings, including raster images, jpeg, tiff, Excel, and any related items required to view, modify, or manipulate the electronic files.

E. Miscellaneous Submittals: These are work-related, non-administrative submittals that do not fit in the previous categories, including the following:

Appendix A - 5

1. Project photographs. Furnish both hard copies and digital files.

2. Qualification certificates. Furnish one hard copy and one electronic copy.

3. Warranties.
