QUESTIONS
ANSWERS

1. SD024 and SS011: Would the Air Force please provide an O&M Manual for each site?

The O&M Manuals are not available. See revised PWS dated 16 May 2018 which is attached.

2. SD024: Regarding the SVE systems:

a. Do the SVE systems utilize carbon for treatment?

b. If so, what specifications are required for carbon (mesh size and type)?

c. What size are the GAC vessels?

d. What is the change out frequency and quantity and is this effort part of the O&M for the systems?

Is the spent carbon characterization and disposal part of the O&M for the systems?

a. No the SVE systems do not utilize carbon.

5. SD024 and SS011: Is there an air permit to discharge vapors for either site?
The base has a Title V air permit that covers these SVEs.

6. Regarding the moisture separator tank:

a. What is the size of the moisture separator tank?

b. How much waste water is produced per month?

What are the disposal requirements?

a. 50 gallon tanks

b. Approximately 1 gallon or less but fluctuates throughout the year

c. Historically all waste streams for the SVE systems have been non-hazardous. Disposal of non-HW will be required and HW may also be required if results show HW; however, Government doesn’t anticipate HW.

7. Will malfunctions and repairs be covered under future modifications/contracts?
Unclear what is meant by future modifications/contracts, but repairs will be covered under this contract.
8. SS011: Is moisture accumulated from SVE operations treated prior to discharge?
No

9. Regarding access:

a. Are there security restrictions for access due to the vicinity of the site and the flight line?

b. Are there any specialized training or security clearances required to gain access to the areas where the systems/wells are located?

If so, how frequently is this training made available?

a. Yes, the flight line is a restricted area and needs special access requirements. The special access requirements are included in the revised PWS in paragraph 3.6.9.

b. Contractor needs to complete flightline drivers license training requirements and will need a government escort onto B ramp.

c. Training is an annual requirement.

10. How old are these systems? Are unexpected system repairs/ maintenance part of this contract (examples: blower oil changes/disposal or blower repair)?
a. 12 years old

b. Yes

11. Is there an operation metrics to maintain runtime (the PWS states that only monthly inspections are required)?
Monthly
12. Does the base have an operation permit or air permit that includes the SVE systems?
Yes the base has a Title V air permit
13. Can all meetings be held via teleconference, including the Post Award Meeting?
Quarterly progress meetings are via teleconference. The Post award meeting will be on-site. See revised PWS.
14. PWS section 4.11: Will the contractor be provided the native files of the existing WP, SAP, HSP and QPP to use for this contract? Can the contractor add addendums to these existing / approved plans for this contract?
a. The contractor will be provided all available files the Government has at contract award.

b. No this contract will have its own Work Plan, HSP, and SAP.

15. In PWS section 6.10.1.1 for Site SD024, ERPIMS requirement is not included. Is ERPIMS required for this effort?
Yes, see revised PWS.

16. PWS section 6.10.1.1, Site SD024: 25 groundwater monitoring wells will generate approx. 19.5 gallons / well volume (based on~ 30 feet water column for each well) for a total of approx. 488 gal.

a. Does the AF have temp. waste storage containers they use for each event?

If the AF has temp. storage containers, where are they in relationship to the site?

a. SD024 has poly tanks where purge water can be temporarily stored. Once the tanks are full, however, the contractor will be required to dispose of the water.

b. Adjacent to the SVE buildings.

17. PWS section 6.10.1.1, Site SS011: 25 groundwater monitoring wells will generate approx. 26 gallons / well volume (based on 40 feet water column described) for a total of approx. 156 gallons.

a. Does the AF have temp. waste storage containers they use for each event?

If the AF has temp. storage containers, where are they in relationship to the site?

a. SD011 has a poly tank where purge water can be temporarily stored. Once the tank is full, however, the contractor will be required to dispose of the water.

b. Adjacent to the SVE building.

18. PWS section 6.10.1.1 for Site SD024: Where is the temp. waste storage area in relationship to the site?
See answer to question #16 and 17.
19. What are analytical requirements for waste? Has any of the waste previously been classified as hazardous and/or required special off-site disposal?
a. RCRA TCLP and metals.

b. No

20. Air Force will sign all waste profiles and manifests. Will they also be present during waste removal?
No
21. Is free product removal and disposal required for this scope of work?
No
22. Will attendance at any RABs be required?
No
23. Sections 6.10.1.1 and 6.10.1.2 specify that the contractor shall perform monthly system optimization. Please provide a detailed scope of what is wanted/required for “system optimization”
System optimization is not part of this effort. See revised PWS.
24. Please clarify whether all of the required sampling equipment (i.e., generators, plumbing, vapor sampling devices, etc.) are present at the base and will be available to the new contractor?
No, the Contractor will need to provide sampling equipment.
25. Sections 6.10.1.1 and 6.10.1.2 specify that monthly site visits will be required to inspect SVE/VE systems. However, Section 4.1 of the OU-3 RA-O Work Plan discusses completing bi-monthly site visits during the winter/spring months due to higher condensate collection during those months. Please confirm the frequency of visits for this scope.
Monthly site visits are required as stated in the PWS. Bimonthly site visits are not required, but the contractor is free to visit the site more frequently if necessary to maintain the SVE systems in operational condition.
26. The PWS Section 6.10.1.1, Subsection D., specifies completion of quarterly RA-O reports for SD024 that “summarize O&M and monitoring results, including SVE system performance and vapor results, groundwater elevation maps, groundwater and soil vapor contaminant concentrations, and trends from previous quarters and years.” Section 4.4 of the OU-3 RAO Work Plan discusses that the 1st, 2nd, and 3rd quarter reports just summarize system performance data, with the 4th quarter report containing system performance data, along with sampling and analytical data. Please confirm that this is still the expectation, or will groundwater and bedrock vapor monitoring data be presented in quarterly reports as well?
Monitoring data will be presented in the quarterly RA-O reports as stated in the PWS.
27. Section 4.4 of the OU-3 RAO Work Plan discusses submittal of all analytical data to the IDEQ and EPA within 60 days of sample collection in spreadsheet format. Please confirm this is still a requirement?
Not a requirement of this contract. Analytical data will be summarized in the quarterly RA-O reports.
28. Please confirm the AF will provide escorts for any monitoring wells (to be sampled) located in the flight line red zone or any other secure areas on base.
Yes, escorts will be provided.
29. Schedule 8, cost schedule, contains major tasking by site and category of activity, and rolls up to an entire year for each of these breakdowns (base and option years 1 and 2). Please describe how invoicing is expected to be completed by the contractor?
Monthly invoicing should include work done at both sites.
30. Review of the PWS for this opportunity indicates RA-O and LTM are required (optimization of remedial systems and trends analysis), both of which are included in the AE13ES contract. Why isn’t this scope of work being managed via the AE13ES contract?
System optimization is not part of this effort. See revised PWS.
31. Several documents do not appear to be present on the AFCEC AR website. For instance, many documents refer to the “Final 2015 Annual Long-Term Monitoring Report for OU-3, Mountain Home Air Force Base (ARGO/LRS, 2016a), for reference to sampling frequency changes and miscellaneous work procedures. However, this document does not appear to be present in the AR. Additionally, there do not appear to be any documents for 2017 posted to the website. Please clarify if these documents are available for contractor use.
The 2017 reports will be posted soon, but probably not before contract award. The 2015 LTM reports have been added to the Administrative Record.
32. Section 6.1.0.1.1 of the PWS specifies that 25 regional base MWs will be sampled quarterly and reported in the quarterly RAO reports for SD024. However, it appears that the current optimized quarterly sampling of regional groundwater is a small subset of the entire base network. Please confirm that the scope includes sampling of the entire base network every quarter.
The contractor shall sample 25 specific wells as stated in the PWS, not the entire network.
33. Reference Section 6.10.1 of the PWS. How many monitoring wells require repairing and what nature are the repairs? What are the depths of these wells?
a. Examples of repairs to monitoring wells includes, but are not limited to: repairing or replacing well covers, bolts, gaskets, aboveground well casings, bollards, pumps, well caps and locks. It is not possible for the Government to know in advance which specific repairs and which wells will require repairs during the contract. Contractor needs to spell out its assumptions in its proposal.

b. As stated in the PWS, the average well depth is 420 feet bgs and the average depth to groundwater is 390 feet bgs.

34. Reference Section 6.10.1 of the PWS. How many monitoring wells require rehabilitation? What are the depths of these wells?
a. Assume 20% of the wells require rehabilitation annually for costing purposes.

b. As stated in the PWS, the average well depth is 420 feet bgs and the average depth to groundwater is 390 feet bgs.

35. Reference Section 6.10.1 of the PWS. How many monitoring wells require closing/abandonment? What are the depths of these wells?
a. This is not part of this contract. See revised PWS.

b. N/A

36. Reference Section 6.10.1 of the PWS. How many new monitoring wells will be installed? What are the depths of these wells?
a. This is not part of this contract. See revised PWS.

b. N/A

37. Reference Section 6.10.1 of the PWS. Which site requires Biovent O&M?
There are no biovents at either site. See revised PWS.
38. Are all the dedicated pumps in the groundwater monitoring wells at Site SD024 functional? Do these wells also have dedicated tubing?
a. One well does not currently have a functional pump. Current contractor is using a diffusion bag sampler (PDB) to sample the well. A different contract is planned for the installation of a pump in this well.

b. Yes the wells have dedicated tubing except for the one mentioned in (a)

39. Will GIS data, including the most current layers for groundwater elevations, and groundwater and soil vapor concentrations, be provided?
The contractor will be provided all available files the Government has at contract award.
40. Will native files of data tables, including all historical data, from the most recent RA-O reports for both sites be provided?
The contractor will be provided all available files the Government has at contract award.
41. Will native files be provided for the 2nd Quarter CY18 data being collected by the current Contractor for using in preparing the quarterly report?
The contractor will be provided all available files the Government has on contract award.
42. Will a container, such as a poly tank, be available to store the purge condensate and excess condensate from the moisture separate tanks at both sites or will the Contractor need to supply such containers?
Yes containers are currently on base for both SD024 and SS011 and will remain for contractor use. SS011 has a condensate drain line that leads to the sewer but requires repairs by the current contractor.
43. How is the condensate water purged from the vapor extraction lines and removed from the moisture separator tank from both sites disposed and at what quantities and frequency?
a. It is drained by gravity into a 5-gallon bucket and then disposed of the water in large poly tanks. SS011 has a condensate drain line that runs to the sanitary sewer through a pump but is currently not operational.

b. Approximately 1 gallon per month.

c. Monthly frequency.

44. Available RA-O reports indicate that several RGW monitoring wells do not have adequate recharge to sample through purging. Are PDBs an appropriate sampling method for these locations?
Yes, PDBs may be used if needed due to low water levels.
45. Section 6.10.1.1 C states, “Collect appropriate QA/QC vapor samples including but not limited to field duplicate and matrix spike/matrix spike duplicate (MS/MSD).” MS/MSD samples are typically not possible in soil vapor analysis. Is it acceptable to not include pricing for MS/MSDs for soil vapor samples in the cost proposal?
MS/MSD samples no longer required. See revised PWS.
46. Does SVE System optimization include compliance with air permits? Are copies of those permits available?
a. No

b. N/A

47. What are the performance requirements for VE system optimization? Is VE system optimization focused on maximization of mass removal, air volume, or run time? Is there are permit or agreement that governs this?

48. Will there be available space for a conex box or project trailer? If so, will an electrical hookup be available?
a. Yes

b. Yes

49. Is information available regarding the components, installation, and maintenance of the deep SVE system at SD-24. The PWS indicates that the shallow and deep systems together produce 1,040 cfm. Please clarify the relative size of shallow and deep systems including blower size.
As stated in the revised PWS Section 6.10.1.1(A), the deep system operates at 1040 SCFM, the shallow system at 105 SCFM.
50. Are there existing System Operations Manuals or O&M plans for the VE systems SD-24 and ST-11 in addition to the work plans?
a. See response to question #1.

b. Work Plans are on the Admin Site.

51. Is there a central location where IDW purge water will be stored, or is it acceptable to store drums at multiple locations in close proximity to groundwater wells?
Purge water can be temporarily stored in the site poly tanks, but once the tank is full, the water in it will require disposal. It is not acceptable to store purge water next to the groundwater wells.
52. Are there preferred or approved IDW disposal vendors?
No

53. Section 6.10.1 the PWS indicates that “repairing, rehabilitating or properly closing damage monitoring wells, installing new monitoring wells” services are part of the scope of this PWS. Regarding this section, can the Government please provide the following:

· A list of monitoring wells that require repairing and rehabilitation services and a list of wells that will be properly closed and replaced (installed). Additionally, please provide specifications for these wells, including well depth, diameter, screened interval, and current well use.

· Provide a map with the listed wells along with northing and easting coordinates so that we may better plan our field activities and refine our cost estimate.

Regarding installing new wells, can the Government provide specifications for these wells including anticipated number, well type and use, depth, diameter, screened interval and surface completion details?

a. Installing new wells and closing existing wells is not part of this project. See revised PWS .

b. Cannot know in advance which of the wells will require repair and rehabilitation. Assume 20% of the wells will require rehabilitation annually. Contractor needs to spell out its assumptions in its proposal as far as repairs.

c. Please refer to the Nitrate Remedial Investigation Work Plan in the Administrative Record for well specifications and maps.

54. The operation and maintenance manual referenced in Section 6.10.1.1 of the PWS is not available on the online administrative record. Please provide the SD024 operation and maintenance manual including cut sheets of the current components installed, maintenance logs since activation, maintenance duties and frequency so that we may better plan our field activities and refine our cost estimate.

55. The operation and maintenance manual referenced in Section 6.10.1.2 of the PWS is not available on the online administrative record. 56. Please clarify and specify what “monthly system optimization” services are being requested in sections 6.10.1.1 and 6.10.1.2 of the PWS.

57. Please clarify the discrepancy between sections 6.10.4 which indicates that systems optimization services are not being requested as part of this contract and sections 6.10.1.1 and 6.10.1.2 requesting “monthly system optimization”.

58. According to section 1.1 of the PWS, additional documentation is available at the online administrative record for Mountain Home Air Force Base. The current FYR June 2016 version is not available on the online administrative record. Please provide a copy of the June 2016 FYR (referenced in the Sept 2011 FYR) for system performance evaluation and so that we may better plan our field activities and refine our cost estimate.
The 2016 FYR is still under regulatory review and is not officially final. So at this time it is not available.
59. The PWS indicates in Sections 6.10.1.1 Subpart D and 6.10.1.2 Subpart C that future reports need to continue data reporting and trend analysis from previous quarters and years. We understand that future reports should include SVE system performance and vapor/aqueous discharge results, groundwater elevation maps, groundwater contaminant concentrations, and trends from previous quarters and years. Following the award, will government be providing the above data in electronic format (excel or access database) so that the awardee will be able regenerate graphs and trends without significant datamining and retooling?
The contractor will be provided all available files the Government has at contract award.
60. Section 4.1.1. Please clarify if the post-award meeting will be held at the Base or via teleconference.

62. How does the Government plan to evaluate routine replacement part costs and other O&M items associated with the remedial systems? Should the contractor assume a set amount per year, and if so, can the Government provide historical average costs?
a. Contractor needs to assume a set amount per year.

b. Historical costs are not available. Assume a set amount per year.

63. Is the contract responsible for payment of electric and other potential utilities associated with the remedial systems? If so, can the Government provide an average monthly cost for these utility services?
Utilities associated with the remedial systems will be provided by the installation at no cost to the contractor.
64. Can the Government provide a copy of the current Work Plan and any other historical documents that may be used as guidance prior to the newly awarded contractor’s Work Plan being approved?
Work Plans are on the Administrative Record. The contractor will be provided all available files the Government has at contract award.

65. Are O&M manuals for the SVE systems available for review as part of the RFQ? Would the Government please make these available?

66. What brand(s) of dedicated pumps are present in the SD024 wells? Is a power source required (e.g., generator, compressor, controller) and will it be provided? Is the Government or Contractor responsible for repairs in the event of a pump failure?
a. Redi-Flow

b. Contractor will provide power source (generator).

c. Contractor is responsible for pump repairs.

67. The PWS indicates it is the responsibility of the selected contractor to maintain the system with repairs or replacement of equipment. The equipment was installed in 2006 and would be near or over the expected lifespan. Would the Government please provide documentation on replacement of major components during the lifetime of the system? If the O&M Plan is there a record of repairs available that we may review for each system?

a. The information is not available. It is known that one of the SD024 vapor extraction blowers had to be replaced in the last year.

b. Record of repairs are not available. Refer to the quarterly RA-O reports for any available information.

68. Please provide copies of recent RA-O reports
RA-O reports are on the Administrative Record.
69. Section 4.11.3 of the PWS states that “Minimum Quality Assurance and Quality Control (QA/QC) requirements identified by the current version of the DoD Quality Systems Manual (QSM) shall be incorporated in the UFP-QAPP.” The UFP-QAPP is an intergovernmental policy document. Does the AF want the QA/QC requirements incorporated into the SAP or is a site-specific QAPP required? May the Contractor provide addenda to an existing SAP or QAPP for this TO?
a. SAP should be developed using the optimized QAPP format.

b. No, contractor needs to develop their own SAP.

70. What is the accessibility of the wells (e.g., can they be reached using a standard vehicle or is 4-wheel drive required)? Will the Contractor be able to drive up beside the well or will they need to walk equipment in to the wellhead?
a. Yes can be reached using a standard vehicle.

b. Yes can drive to wells.

71. Are there any waste streams associated with the SVE systems that the Contractor will be required to dispose of?
Historically all waste streams for the SVE systems have been non-hazardous. Disposal of non-HW will be required and HW may also be required if results show HW; however, Government doesn’t anticipate HW.
72. Section 6.10.1 states that potential activities may include “…properly closing damaged monitoring wells, installing new monitoring wells…” Since this is a firm-fixed price bid, how many wells should we assume will need abandoned and/or installed? Should we assume they are shallow wells or deep wells?
Closing damaged wells and installing new wells are not part of this contract. See revised PWS.
73. What kind of vehicular access is there to both sites? Is a 4-wheel drive vehicle required?
a. Vehicular access available for both sites.

b. A 4-wheel drive not required.

74. Are the submersible pumps powered by a generator or on-site power? If a generator is required, what are the power requirements?
a. Generator

b. 45 KW portable generator is sufficient.

75. What are the well volumes for the wells with installed submersible pumps? How much time does each well take to purge?
a. The wells vary in depth from 380 to 430 feet bgs and are 4-inch diameter.

b. If pumps are working properly, within 30 minutes per well.

76. What are the purging parameters for the dedicated submersible pumps wells? (i.e. 3x well volumes, low flow, etc.)
a. 3 well volumes/low flow
77. How should the rinse blank be collected from the submersible pump wells?
There is no requirement in the PWS for a rinse blank.
78. What type of pump is to be used to sample the perched groundwater sample wells (peristaltic, electric submersible, bladder, etc.)?
Peristaltic
79. What are the required low-flow groundwater sampling parameters?
1 gpm
80. Where is the purge/decontamination water to be stored? Is there a designated off-site disposal facility?
a. Purge/decontamination water can be temporarily stored at each site in a provided poly tank.

b. No

81. How will monitoring well services (repair, abandonment, installation) costs be addressed?
Well installation and abandonment not part of the contract. See revised PWS. Assume 20% of the wells require rehabilitation annually and 2 pumps require replacement annually for costing purposes. Examples of repairs to monitoring wells includes, but are not limited to: repairing or replacing well covers, bolts, gaskets, aboveground well casings, bollards, pumps, well caps and locks. Assume a set amount per year.
82. Where can the referenced applicable O&M Manuals for the SVE systems be acquired?
See response to question #1.
83. Is on-site power (120 volt) available at both SVE system locations?
Yes
84. Is an air sampling pump required to sample the SVE system? If so, what are its specifications?
No. The SVE has sampling ports. Evacuated SUMMA canisters don’t require pumps.
85. What are the purging parameters for the vapor monitoring points? (i.e. 3x well volumes)
Vapor monitoring wells are not purged prior to sampling.
86. Are the 2 air samples to be collected from VEW 3 and VEW 6 duplicate samples or are they collected from separate locations?
There are separate influent vapor lines for VEW 3 and VEW 6. 1 sample is to be collected from each line. In addition, collect one effluent sample from the SVE (added to the PWS).
87. Are the two samples collected from the SVE system duplicate samples or are they collected from separate locations?
There are separate influent vapor lines for VEW 3 and VEW 6. 1 sample is to be collected from each line.
88. How is the water from the SVE water condensate tank water to be disposed of?
The water is placed in poly tanks adjacent to the SVE buildings. Current RA-O contract has never had to dispose of the water off-base as the amount of water is so minimal the tank is only approximately one-quarter full at the present time. Once the tank becomes full, however, the contractor will be responsible for off-base disposal of the water.
