Performance Work Statement to Conduct Remedial Action Operations (RA-O) For Sites SD024 and SS011 At Mountain Home Air Force Base, Idaho
PART A - GENERAL REQUIREMENTS
In carrying out work assignment(s) issued under this contract, the Contractor shall furnish the personnel, services, equipment, tools, materials, vehicles, facilities supervision and other requirements necessary for, or incidental to, the performance of work set forth herein; assure any and all program and/or project related costing information (regardless of its stage in development) is secured, as directed by the Contracting Officer (CO); and be responsible for safeguarding proprietary, and other sensitive information. The Contractor shall be immediately capable of addressing and interpreting all aspects of environmental law and regulation.
SCOPE
Introduction This PWS encompasses the full range of methods, technologies, and supporting activities necessary to conduct environmental restoration/remediation efforts in order to support the post-Performance Based Remediation (PBR) actions for Sites SD024 and SS011 at Mountain Home AFB. Post-PBR activities include conducting annual Remedial Actions Operations (RA-O) and producing Quarterly RA-O Reports for these two sites.
In addition to the initial base year, the Contractor is requested to submit for the Option Year 1 and Option Year 2. All activities associated with the RA-O and reporting requirements are applicable to the Base Year and each Option Year.
Support shall be conducted in accordance with all technical and regulatory requirements and a limited range of construction and ancillary services as required in support of those and other efforts as addressed herein. Requirements under this contract will primarily support environmental restoration/remediation, operations and services efforts; but requirements may also include traditional minor construction, demolition, and repair. Stand-alone design and conceptual work plan/implementation work plan (CWP/IWP) are NOT included in the scope of this contract.
Site Descriptions and Histories:
A brief site description and history are provided for each of the two sites below. The included site descriptions do not represent all available information. Additional information on remediation activities at these two sites is available in site-specific documents on the Air Force Administrative Record at http://afcec.publicadmin-record.us.af.mil/Search.aspx.
Site SD024 (Liquid Oxygen (LOX) Loading Plant): SD024 was equipped with an associated structure that was originally thought to be an OWS, but was later identified as a gravity separating effluent collection box. The effluent collection box was excavated and removed from service in 1997 along with soils within a margin of about two feet surrounding the structure. Confirmatory soil samples indicated Volatile Organic Chemicals (VOC) and Total Petroleum Hydrocarbons (TPH) contamination remained in the open excavation; however, the excavation was backfilled and the site was restored. In 2004, an additional 460 cubic yards of contaminated soils were excavated down to bedrock (about 11 feet below ground surface) at the location of the former effluent collection box and disposed; however, some contaminated soil (approximately 3 cubic feet) located beneath a water main, remains in place. A Record of Decision (ROD), amended in 2010, selected the installation of a vapor extraction (VE) system.
Site SS011 (Fuel Hydrant Spill Site): In 1957, a leak occurred in a three-quarter-inch vent line for a 16-inch diameter subsurface fueling pipeline. The fueling line carried jet propellant-4 (JP-4) jet fuel from the Petroleum, Oils, and Lubricants (POL) yard to fueling hydrants along the flight line. Interview information indicated that the leak was intermittent and ongoing for a period of two or three months. During this time, it is estimated that as much as 50,000 to 90,000 gallons of fuel may have been released via the vent line leak. A second fuel spill occurred in the same general area in the late 1950s, when reportedly a 50,000-gallon defueling storage tank located next to Fuel Hydrant Number 4 overflowed, spilling an estimated 14,000 gallons of JP-4 onto the ground surface. The ROD, amended in 2010, selected the installation of a VE system to address contamination in the perched groundwater, passive light non-aqueous phase liquid (LNAPL) recovery in perched zone monitoring wells, and groundwater, and in-situ chemical oxidation for perched groundwater. Note: Site SS011 is also referred to as ST011 in various documents.
Policy and Requirement Statements It is the policy of the Air Force to use innovative and sustainable approaches to environmental management and technology to accomplish its mission. Sustainable projects do not deplete resources, cause environmental degradation, or impact to human health and may reduce the burden of compliance for the Air Force. Mission requirements are met while also balancing cost and environmental responsibility. The Contractor shall incorporate pollution prevention and sustainability initiatives into all aspects of this contract.
The Contractor shall function as an integral team member in support of the Air Force Civil Engineer Center (AFCEC) mission and Mountain Home AFB mission to include sharing of information with other AFCEC contractors, and cooperation with communities, regulators, and other government entities.
Requirements include efficient management of this contract including, but not limited to, the submission of accurate, on-time, quality contract deliverables and timely identification and solution of impediments to successful project execution. Technical requirements include, but are not limited to, early involvement in the process to allow for the development of the most cost-effective and technically sound approach or solution. AFCEC will rely on the Contractor’s expertise in recognizing and addressing problematic issues and successful execution of this contract. The Contractor shall perform all work in accordance with federal, state, and local statutes and regulations. Remedies shall conform to environmental permits, decision document requirements, and other legal requirements.
APPLICABLE DOCUMENTS
The Contractor shall identify and comply with all applicable federal, state, and local statutes; Air Force/Military instructions, manuals, handbooks, regulations, guidance, and policy letters; and Executive Orders (EOs); including all changes and amendments in effect on the date of issuance of this contract The Contractor shall be responsible for identifying and complying with all applicable requirements as they pertain to the project requirements. Applicable documents include but may not be limited to:

ADMINISTRATIVE AND MANAGERIAL REQUIREMENTS
The Contractor shall perform management and planning functions, as well as performance measurement and cost status reporting during the course of this effort.
Coordination with Other Government Offices The Contractor shall be responsible for day-to-day interface with other government work offices to include, but not limited to, civil engineering, transportation, communications, legal, operations, security forces, safety and public affairs. Topics for interface include, but are not limited to engineering design and construction, environmental compliance, environmental restoration, and fire systems maintenance.
Regulatory Interface The Contractor shall assist in the application of general and site-specific regulatory requirements that pertain to assigned AFCEC projects and maintain currency with changing DOD regulations and federal, state, and local statutes and regulations.
The Contractor is not an employee of the government and shall not represent the government in an official or unofficial capacity without the express prior written permission from the CO. In the event that any regulatory representative approaches the Contractor with a stated intent to inspect the activities of the Contractor without the previous direction of the CO, the Contractor shall respectfully decline the inspection until the CO is properly notified and a duly appointed Contracting Officer Representative (COR) is present or other direction is issued by the CO. If this is not possible, due to project constraints, the Contractor shall notify the CO, COR, and base point of contact (POC) at the earliest possible time following the inspection.
Coordination with Other Contractors The Contractor shall cooperate fully with other contractors and government employees. The Contractor shall not commit any act that will interfere with the performance of work by any other Contractor or government employee. The CO will resolve work schedule conflicts between this contract and other contracts. The CO will provide written direction to the Contractor to reschedule work when required.
Special Notification Health Risks The Contractor shall immediately report to the CO and the COR, verbal telephone or e-mail notification pursuant to the contract, any issues or incidents which may indicate potential imminent risk to contracted, federal, or local personnel, the public at large, or the environment. Following the verbal or e-mail notification, a written notice with supporting documentation, to include photographic documentation whenever appropriate, shall be prepared and delivered within three (3) working days to the CO. Upon request of the CO, or the COR, the Contractor shall provide pertinent raw laboratory data of the incident immediately (not to exceed two [2] weeks) via e-mail or tele-facsimile, and then provide final results and laboratory quality data of the incident via standard mail as soon as possible. (Contract Data Requirement List [CDRL] A002) Identification and Change of Critical Contractor Personnel The Contractor shall submit an organizational chart displaying key personnel involved in the effort and their respective labor categories. The Contractor shall immediately notify the CO and COR, in writing or email, of any changes in critical Contractor personnel. The Contractor shall obtain CO and COR approval of any proposed changes in project personnel along with the steps taken/proposed to ensure there are no impacts to the schedule or costs associated with individual tasks. The Contractor shall identify to the CO and COR all subcontractors to be used under this contract, issued pursuant to this PWS, prior to signing any subcontract or initiating any work. The Contractor shall provide subcontractor qualifications to the CO and COR prior to subcontractor utilization. (CDRL A003) Unexploded Ordnance - Not applicable to this contract Laboratories The Contractor shall select a laboratory with analytical capabilities sufficient for the methods specified in the WP and adequate throughput capacity to handle the project’s analytical workload during all field activities. The Contractor shall ensure that the selected laboratory is accredited under the DoD Environmental Laboratory Accreditation Program (ELAP), and meets all state and federal requirements, including state certification where appropriate.
General Laboratory Requirements The Contractor shall develop project specific Data Quality Objectives (DQOs) consistent with the project’s Remedial Action Objectives (RA-Os) and designed to ensure data of adequate quality are collected to support project decisions. DQOs shall be developed in consensus with the restoration project team and in accordance with the Uniform Federal Policy for Quality Assurance Project Plans (UFP-QAPP) and USEPA QA/G-4, Guidance on Systematic Planning Using the Data Quality Objectives Process (most recent version), and documented in the project SAP. Minimum Quality Assurance and Quality Control (QA/QC) requirements identified by the current version of the DoD Quality Systems Manual (QSM) shall be incorporated in the UFP-QAPP.
· The UFP-QAPP is a set of consensus documents prepared by the Intergovernmental Data Quality Task Force (IDQTF) to provide instructions for preparing Quality Assurance Project Plans for any environmental data collection operation. The UFP-QAPP, QSM, and associated worksheets can be located at: http://www.denix.osd.mil/.
· The Guidance on Systematic Planning Using the Data Quality Objectives Process, EPA QA/G-4, provides a standard working tool for project managers and planners to develop DQOs for determining the type, quantity, and quality of data needed to reach defensible decisions or make credible estimates. This document can be located at: https://www.epa.gov/quality/guidance-systematic-planning-using-data-quality-objectives-process-epa-qag-4.
The Contractor Quality Assurance (QA) POC shall review all DQOs and work with the field team and the laboratory to ensure that the DQOs are met. Analytical problems that the laboratory and the Contractor QA POC cannot resolve shall be brought to the attention of the Contractor’s project manager, the AFCEC COR, and the restoration team as needed for resolution. Laboratories may be subject to on-site AFCEC audits of their Quality Assurance/Quality Control (QA/QC) protocols and procedures. All laboratories shall meet DQOs specified in project site-specific SAP(s). The laboratories shall perform QA/QC requirements, as specified in the project/site specific SAP. The analytical capabilities of the laboratory shall be sufficient for the methods specified in the SAP, and the laboratory shall have sufficient through-put capacity to handle the necessary analytical work-load during all field activities.
On-Site Laboratory Requirements - Not applicable to this contract Work Site Requirements Safety Requirements The Contractor shall be responsible for protecting the lives and health of employees and other persons on the work site; preventing damage to property, materials, supplies, and equipment; avoiding work interruptions; and complying with Occupational Safety and Health Administration (OSHA) regulations and installation safety office requirements. The Contractor shall perform all operations in a prudent, conscientious, safe and professional manner and conform to the safety requirements contained in the contract. The Contractor shall maintain training records on site and have written Health and Safety Plans (HSPs) on site and available for workers and/or regulatory review. The Contractor shall provide the CO and COR copies of any OSHA Report(s) regarding a project site, submitted during the duration of this contract. (CDRL A004) The Contractor shall record and report promptly (within one [1] hour) by telephone or other direct means to the CO or COR, the installation Base POC, and to the military installation’s Safety Office all available facts relating to each instance of damage to Government property or injury to a person. In the event of an accident/mishap, the Contractor shall take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, preserve evidence until released by the accident/mishap investigative authority through the CO, and immediately report the incident CO. If the government elects to conduct an investigation of the accident/mishap, the Contractor shall cooperate fully and assist government personnel in the conduct of an investigation until said investigation is completed. The Contractor agrees that his personnel and equipment are subject to safety inspections by government personnel while on federal property.
Fire Prevention and Protection The Contractor and his employees shall comply with the military installation’s regulations, and Air Force Occupational and Environmental Safety, Fire Prevention and Health (AFOSH) Program, as applicable. A copy of these regulations will be made available by the installation Base POC at the post award conference. The Contractor shall coordinate with the base fire department for hot permits (for welding or open flame operations), as required.
Work-Site Maintenance The Contractor shall maintain the work site to prevent the spread of contamination, provide for the integrity of the samples obtained, provide for the safety of all individuals in the vicinity of the work site areas, and prevent the release of any contamination to the environment. The work site shall be well marked to prevent inadvertent entry into all work areas. Access to work areas shall be monitored and thoroughly controlled. Standard work zones and access points for controlled operations shall be established and maintained as the site conditions warrant. The Contractor shall ensure compliance with any federal, state, and local regulations and QA/QC protocols and procedures for decontaminating tools, equipment, or other materials, as required. The Contractor shall keep the work area free from accumulation of waste and non-essential hazardous materials. The Contractor shall remove non-essential equipment from the work site when not in use. The work site shall be maintained to present an orderly appearance and to maximize work efficiency. Before completing the work at each work location, the Contractor shall remove from the work premises any rubbish, tools, equipment, and materials that are not the property of the government. The Contractor shall properly dispose of all construction debris, investigation derived waste, and other waste(s). Upon completing the work, the Contractor shall leave the area clean, neat, orderly, and return the work site(s) to the original condition.
Geographical Information System The Contractor shall use Global Positioning System (GPS) at all field locations to mark all points of the field investigation. GPS data will be recorded in a format compatible with the installation’s Geographical Information System (GIS). The installation Base POC and the COR shall be consulted to properly position sampling locations (wells, borings, soil gas probes, etc.) with respect to site locations, to minimize the disruption of installation activities, to minimize disruption of natural and cultural resources, and to avoid penetrating underground utilities. The Contractor shall coordinate all field survey operations with installation personnel to attain these objectives. The Contractor shall provide for the detection of underground utilities utilizing geophysical or other techniques. All necessary permits and coordination shall be completed prior to commencement of individual sampling operations. Frequent communication and coordination with installation personnel shall be necessary to accomplish these goals. (CDRL B001) Storage The Contractor shall be responsible for security and weatherproofing of stored material and equipment. Equipment or materials used in the work, requiring storage on the installation, shall be placed at site(s) designated by the installation Base POC. At the completion of the work, the Contractor shall remove all temporary fences and structures (used to protect materials and equipment) from the installation unless otherwise directed by the CO. The Contractor shall clean the storage area of all debris and material and perform repairs as required to return the site to its pre-project condition. The Contractor shall be responsible for safeguarding all government property provided for Contractor use. The Contractor shall maintain an inventory of government property, a copy of government property control procedures at the site, and dispose of government property as directed by the COR. All hazardous materials shall be handled, stored, labeled, and transferred in accordance with Resource Conservation and Recovery Act (RCRA) and OSHA regulations.
Site Access Badges The Contractor shall verify that identification credentials presented by all Contractor and subcontractor employees to obtain security badges, passes, cards, or decals used during the duration of this contract are current and correct. As a minimum, verification should be conducted with the Social Security Administration (http://www.ssa.gov/employer/ssnv.htm), the FBI Criminal Justice Information Services, Identification & Investigative Services Section (304-625-5590) and the Form I-9 Employment Eligibility Verification (http://www.uscis.gov/portal/site/uscis). The Contractor shall monitor its employees to ensure all information remains current and to ensure all security badges or passes are returned to the base POC upon expiration of the badge, upon completion of the project, or when possession of the badge is no longer authorized (e.g., upon removal of contracted personnel from specific projects).
Key Control The Contractor shall establish and implement methods of ensuring that all keys issued to the Contractor by the government are not lost or misplaced and are not used by unauthorized persons. Keys issued shall not be duplicated. The Contractor shall limit access to locked areas to Contractor’s employees only.
The Contractor shall report the occurrences of a lost key to the CO or COR and installation Base POC as soon as known. The Contractor shall be required, upon direction of the CO, to re-key or replace the affected lock(s). However, the government, at its option, may replace the affected lock(s) or perform the re-keying itself.
Permits The Contractor shall be responsible for coordinating and obtaining the required permits to implement a site-specific project. The Contractor shall coordinate with the Base POC prior to the submission of all permit requests. (CDRL A005)
3.6.9 Flightline Access
The Mountain Home AFB flightline is a restricted area and has special access requirements. The Contractor shall obtain a Mountain Home AFB flightline driver’s license by attending and passing a scheduled one-hour training class provided by Airfield Management, to include training on flightline points of entry and foreign object damage (FOD). Flightline training is an annual requirement. The Contractor shall bring vehicle registration information to the training session. Perched groundwater wells associated with Site SS011 are on B-Ramp, which requires both a flightline driver’s license and a base escort to access.
MANAGEMENT, PLANNING, AND REPORTING REQUIREMENTS
The Contractor shall plan project activities including the development, implementation, and maintenance of project schedules, events, status of resources, report(s) on the activities and progress toward accomplishing project objectives, and document for Government review and approval the results of the project efforts for this contract.
Meetings Post-Award Meeting After the issuance of this contract, the Contractor shall attend a post-award meeting at Mountain Home AFB. Meeting attendees will include the Contracting Officer (CO), Contracting Officer’s Representative (COR), and Base Representative(s). Note: Attendance by Air Force contracting officials may be remote. The purpose of the post-award meeting shall be to become familiar with the work requirements, information, and/or site-specific data addressed under this contract. The contractor shall prepare and submit an agenda, meeting minutes, and applicable presentation materials in support of the post-award meeting. (CDRLs B002, B003, B004) Progress Meetings The Contractor shall attend one progress meeting per quarter via teleconference with the installation and/or AFCEC representative(s). The Contractor shall prepare and submit an agenda, meeting minutes, and applicable presentation materials for all meetings attended. (CDRLs B002, B003, B004) Presentation Materials The Contractor shall prepare and present briefing packages at meetings coordinated by the government. As part of the presentation materials, the Contractor shall prepare paper copies of all slides and overheads. (CDRL B004) Training The Contractor is responsible for the proper and timely training of Contractor personnel to perform their jobs in accordance with all applicable legal, regulatory, and compliance requirements.
Work Breakdown Structure The Contractor shall prepare a contract Work Breakdown Structure (WBS). The WBS shall be used to prepare proposals, project schedules, and financial report(s) and to support invoicing. (CDRL B005) Project Planning Chart The Contractor shall prepare and submit a Project Planning Chart (PPC) for approval. The PPC shall detail the project schedule and status through the use of Gantt charts, which shall depict percent complete for each task. (CDRL B006) Integrated Master Schedule - Not applicable to this contract Contractor’s Progress, Status, and Management Report The Contractor shall prepare and submit a monthly Contractor’s Progress, Status, and Management Report (CPSMR). The CPSMR shall be used to review and evaluate the overall progress of the project, along with any existing or potential problem areas. The CPSMR shall include a summary of the events that occurred during the reporting period, discussion of performance, identification of problems, proposed solutions, corrective actions taken, and outstanding issues. The CPSMR shall also include project schedule status and cost information. (CDRL B007) Performance and Cost Report: Not applicable to this contract Funds and Man-Hour Expenditure Report: Not applicable to this contract Quality Program Plan The Quality Program Plan (QPP) shall include the Work Plan (WP), site-specific Health and Safety Plan (HSP) (as required by 29 Code of Federal Regulations (CFR) 1910.120), and Sampling and Analysis Plan (SAP). The HSP and SAP shall be provided as appendices to the WP. The Draft Final version of the WP with appendices shall be provided to the regulator(s) for review and comment.
Since the Contractor will be required to initiate Operations and Maintenance (O&M) and monitoring activities prior to submittal, review, and approval of the WP, HSP, and SAP discussed below, the Contractor shall initiate work under the existing WP, SAP, and HSP until such time as the Contractor’s QPP is approved.
Work Plan The Contractor shall prepare a WP to comply with DoD, Air Force, United States Environmental Protection Agency (USEPA) (epa.gov/quality), state, and local regulations regarding the proposed work effort. The AFCEC Technical Services Quality Assurance Program shall be used as guidance for all phases of work specified in this contract. (CDRL A006) Health and Safety Plan The Contractor shall prepare a HSP to comply with Air Force, OSHA, USEPA, state, and local health and safety regulations regarding the proposed work effort. The Contractor shall use USEPA guidelines for designating the appropriate levels of protection needed at the study site(s) as applicable. The Contractor shall maintain written certification that the approved HSP has been reviewed with all personnel that work at the project site prior to their mobilization. (CDRL A007) Sampling and Analysis Plan The Contractor shall prepare a SAP that shall be prepared using the optimized Uniform Federal Policy (UFP) QAPP (March 2012), AFCEC Restoration Quality Assurance Examples and Guidance, and project Data Quality Objectives (DQOs), as specified by the Air Force Environmental Restoration team.
As part of the SAP, The Contractor shall develop project-specific DQOs consistent with the project’s remedial action objectives and designed to ensure data of adequate quality are collected to support project decisions. DQOs shall be developed in consensus with the restoration project team and in accordance with the UFP-QAPP and USEPA QA/G-4, Guidance on Systematic Planning Using the Data Quality Objectives Process (most recent version), and documented in the project SAP. Minimum Quality Assurance and Quality Control (QA/QC) requirements identified by the current version of the DoD Quality Systems Manual (QSM) shall be incorporated in the UFP-QAPP. (CDRL A008) Quality Control Program As part of the SAP, The Contractor shall develop project-specific DQOs consistent with the project’s remedial action objectives and designed to ensure data of adequate quality are collected to support project decisions. DQOs shall be developed in consensus with the restoration project team and in accordance with the UFP-QAPP and USEPA QA/G-4, Guidance on Systematic Planning Using the Data Quality Objectives Process (most recent version), and documented in the project SAP. Minimum Quality Assurance and Quality Control (QA/QC) requirements identified by the current version of the DoD Quality Systems Manual (QSM) shall be incorporated in the UFP-QAPP.
All laboratory services shall be conducted in accordance with the approved project WP and UFP-QAPP. Samples shall not be submitted for analysis until the WP and UFP-QAPP are approved by AFCEC.
The Contractor shall ensure that all requirements specified in the project WP and UFP-QAPP are met. If not met, the Contractor may be required to re-accomplish sampling at the Contractor’s expense. The Contractor shall conduct audits, administer an AFCEC-approved performance evaluation sample program, verify and validate data, and perform corrective actions in accordance with the project WP and UFP-QAPP.
The Contractor shall ensure that all hard copy and electronic data deliverables supplied by the laboratory are complete and adequate to support the quality and usability of the data. Raw data packages shall be submitted to AFCEC upon request. Data packages shall meet federal and state standards and include all information required to re-create the analysis, including correspondence with the laboratory regarding QA/QC exceedances and documentation of corrective actions.
ERPIMS Data Management The Contractor shall submit an Environmental Resources Program Information Management System (ERPIMS) Data Submission Schedule which will be used to establish the framework for ERPIMS data submissions. The Contractor shall record and enter field and laboratory data and submit this data, as specified in the latest ERPIMS Data Loading Handbook (DLH) using the latest version of the ERPIMS software utility (ERPTools). The AFCEC ERPIMS Webpage located at http://www.afcec.af.mil/What-We-Do/Environment/Restoration/ERPIMS/Search/ offers the latest DLH, ERPTools client software, ERPIMS policy, Help Desk contact info, data submission requirements, ERPTools training schedules, and more.
The Contractor shall be responsible for the accuracy and completeness of all data submitted. Field activity for projects with groundwater sampling normally includes recording and reporting field parameters and groundwater levels applicable to the sampling event. Chemistry data should include the appropriate Laboratory Quality Control (LABQC) data to include sufficient lab blanks and blank spikes per analytical batch (see QAPP). All data submitted by the Contractor shall correspond exactly with the data recorded in the original laboratory reports and other documents associated with sampling and laboratory tasks. The Recordkeeping section of the QAPP requires that laboratories shall maintain electronic and hardcopy records sufficient to recreate each analytical event conducted pursuant to the PWS. (CDRL B008) Hazardous Materials In the event the Contractor purchases a product that meets the tracking requirements of the Emergency Planning and Community Right-to-Know Act (EPCRA), or its state or local equivalent, or any hazardous material, the Contractor shall provide the appropriate installation office and the COR with any details required by them to accomplish tracking as soon as the acquired products are brought onto a government installation.
Pollution Prevention The Contractor shall conduct all operations and activities with the intent of reducing the amount of energy used and pollution generated. Specific areas to be focused on are generation of solid waste, use of hazardous materials, use of ozone depleting chemicals, generation of hazardous waste, and use of energy and water.

PART C - PERFORMANCE WORK STATEMENT FOR OPERATIONS & SERVICES
INTRODUCTION
The Contractor shall provide all labor, materials, and services necessary to deliver, for government review and approval, those studies and services that support environmental programs and projects in support of AFCEC and Mountain Home mission requirements. These include RA-Os and associated reporting requirements. Specific compliance efforts may include tasks such as environmental monitoring, sampling, and analysis. General areas include studies; services; investigations; evaluations. The efforts include other related services for the continuation of an existing environmental program. Contractor personnel shall possess appropriate certifications and training to accomplish activities specified in this contract. These services are identified in paragraph 6.10.1.
Continuation of Essential DoD Contractor Services During Crisis The performance of these services is not expected to be mission essential during time of crisis. Should a crisis be declared, the CO or his/her representative will verbally advise the Contractor of the revised requirements, followed by written directions.
Environmental, Safety, and Occupational Health Compliance Assessment & Management Program (ESOHCAMP) - Not applicable to this contract Air Quality - Not applicable to this contract Cultural Resources - Not applicable to this contract Hazardous Material The Contractor shall comply with all DoD Hazardous Materials programs including, but not limited to, hazardous materials and hazardous waste reduction programs. The Contractor shall operate, maintain or perform specified functions as listed above in support of hazardous material management programs.
Hazardous Waste Management The Contractor shall operate, maintain, and perform services in support of hazardous waste operations. The Contractor shall comply with all regulations governing the control of hazardous waste from its origin to ultimate treatment, storage, or disposal, such as RCRA; Hazardous and Solid Waste Act (HSWA); Air Force Instruction (AFI) 32-7042; and Solid and Hazardous Waste Management. The Contractor shall be responsible to ascertain and maintain documentation that all workers have been properly trained, including refresher courses as required.

0. Sampling, Testing, Analysis, and Monitoring The Contractor shall measure, sample, analyze, test and monitor media. This includes, but is not limited to, continuous and/or discrete measuring, sampling and analysis of groundwater, surface water, drinking water, influent, effluent, process streams, leak detection systems, air emissions, soils and any other environmental or process media. The Contractor shall sample, analyze, and test environmental media and monitor meteorological and process conditions in accordance with an established planning document such as a SAP or UFP Quality Assurance Project Plan (UFP-QAPP). The Contractor shall collect and process the analytical and test data in order to support the safe conduct of compliance or remediation projects, obtain information necessary for compliance or remediation system parameters to monitor the progress of environmental compliance, monitor remediation and system performance, demonstrate regulatory compliance, and establish that compliance and remediation goals have been achieved. The Contractor shall create and maintain written and electronic records. (CDRL A009) Long Term Operations and Maintenance (O&M) and Remedial Actions Operations (RA-O) This contract includes a Base Year, Option Year 1, and Option Year 2. For the base year and each option year, the Contractor shall operate, maintain, and monitor in-place remedial systems. Activities include, but are not limited to: Soil Vapor Extraction (SVE) systems Operations and Maintenance (O&M), SVE system vapor monitoring and analysis, Biovent O&M, repairing and , rehabilitating or properly closing damaged monitoring wells, installing new monitoring wells, groundwater and vapor sampling and analysis, and development of Quarterly RA-O Reports for each site. The Base and Option Years are as follows:
· Base Year: 1 July 2018 through 30 June 2019
· Option Year 1: 1 July 2019 through 30 June 2020
· Option Year 2: 1 July 2020 through 30 June 2021 The following lists all activities and deliverables associated with each site.
6.10.1.1 Site SD024 Requirements:
A. SVE System O&M (Base Year, Option Year 1, and Option Year 2) The Contractor shall complete SVE systems O&M for two (2) SVE systems at Site SD024. The shallow system consists of five (5) SVE wells installed to a total depth of approximately 50 feet (ft) below ground surface (bgs) with a total average flow rate of 105 standard cubic feet per meter (scfm). The deep system consists of one deep SVE bedrock well installed to a total depth of approximately 340 ft bgs with a total average flow rate of 1040 scfm. O&M activities shall be conducted in accordance with the applicable O&M Manual and shall include, but not be limited to, the following:
· Conduct monthly site visits to inspect the SVE systems and ensure proper operation, record system performance parameters (e.g., total vacuum, differential pressure, and vapor temperature for the SVE wells and pitot tubes), purge condensate from vapor extraction lines, and monitor condensate in the moisture separator tank.
· Perform monthly system optimization.
· Collect two (2) vapor samples per quarter from each SVE system, to include one influent and one effluent vapor sample, and analyze for VOCs using EPA Test Method TO-15 on a standard turnaround.
· Data shall be submitted electronically (ERPIMS) within 90 calendar days following collection of the final sample.
· Summarize system performance, presence of groundwater, and vapor results in quarterly RA-O reports.
B. Groundwater Sampling (Base Year, Option Year 1, and Option Year 2) Groundwater sampling shall be performed as described below.
· Twenty-five (25) on-base groundwater monitoring wells shall be sampled quarterly using low flow purge for analysis of VOCs by EPA Test Method SW8260 using standard turnaround. The following parameters apply:
· Average well depth 420 ft bgs
· Average depth to groundwater 390 ft bgs
· Average well diameter is four (4)-inches
· Groundwater samples shall be collected by using existing, dedicated pumps in each well.
· Groundwater elevation and water quality parameters shall be collected during purge/sampling of wells (dissolved oxygen [DO], oxidation reduction potential [ORP], specific conductance, pH, turbidity, and temperature).
· Collect appropriate QA/QC groundwater samples including field duplicate, matrix spike/matrix spike duplicate (MS/MSD), equipment rinsate samples, and trip blanks.
· Perform a minimum Stage 2b validation of 100 percent of the data and document the data validation in a data usability report that will be provided as an appendix to the quarterly RA-O reports.
· Data shall be submitted electronically (ERPIMS) within 90 calendar days following collection of the final sample.
· Purge water and decontamination water shall be temporarily containerized and stored at an on-site location approved by the Base POC. Contractor shall collect representative samples for characterization. Water shall be transported off-site for disposal/recycling at a licensed facility. The Air Force will sign all waste profiles and manifests.
· Summarize groundwater sampling results in quarterly RA-O reports.
C. Vapor Monitoring (Base Year, Option Year 1, and Option Year 2)
· Thirty vapor (30) samples shall be collected quarterly for analysis of VOCs by EPA test method TO-15 using standard turnaround.
· Vapor samples will be collected from three (3) nested vapor ports installed in ten on-base wells (total of 30 vapor samples). The following parameters apply to the vapor ports:
· Vapor Port 1: 65 to 130 ft bgs
· Vapor Port 2: 135 to 260 ft bgs
· Vapor Port 3: 300 to 360 ft bgs
· Collect appropriate QA/QC vapor samples including but not limited to field duplicate and matrix spike/matrix spike duplicate (MS/MSD).
· Perform a minimum Stage 2b validation of 100 percent of the data and document the data validation in a data usability report that will be provided as an appendix to the quarterly RA-O reports.
· Data shall be submitted electronically (ERPIMS) within 90 calendar days following collection of the final sample.
· Summarize vapor monitoring results in quarterly RA-O reports.
D. Quarterly RA-O Reports (Base Year, Option Year 1, and Option Year 2) The Contractor shall produce the following deliverable reports for Site SD024. All deliverables shall be submitted in hard copy and electronic (PDF) formats in accordance with the CDRLs:
· The Contractor shall prepare Draft, Draft Final, and Final Quarterly RA-O Reports for Site SD024 that summarize O&M and monitoring results, including SVE system performance and vapor results, groundwater elevation maps, groundwater and soil vapor contaminant concentrations, and trends from previous quarters and years. (CDRL A001a)
· NOTE: For the Base Year, the current contractor is performing O&M and monitoring requirements for the 2nd Quarter Calendar Year 2018 (2QTR CY18). The Contractor shall prepare the report for this quarterly period using the data collected by the previous contractor, which will be provided to them by the Air Force.
6.10.1.2 Site SS011 Requirements:
A. SVE System O&M (Base Year, Option Year 1, and Option Year 2) The Contractor shall conduct O&M for one (1) SVE system at Site SS011 with a total average flow rate of 330 scfm and average well depth of fifty (50) ft bgs. O&M activities shall be conducted in accordance with the applicable O&M Manual and shall include, but not be limited to, the following:
· Conduct monthly site visits to inspect the SVE system and ensure proper operation, record system performance parameters (e.g. total vacuum, differential pressure, vapor temperature for the extraction wells and pitot tubes), purge condensate from vapor extraction lines, and monitor condensate in the moisture separator tank.
· Perform monthly system optimization.
· Collect and analyze two (2) influent vapor samples per quarter, one from Vapor Extraction Well (VEW) 3 and one from VEW 6, and one (1) effluent vapor sample per quarter. and aAnalyze for VOCs using EPA Test Method TO-15 on a standard turnaround.
· Collect and analyze one (1) aqueous condensate discharge sample per quarter and analyze for benzene, toluene, ethyl benzene, and xylenes (BTEX) by Method SW8260 on a standard turnaround.
· Data shall be submitted electronically (ERPIMS) within 90 calendar days following collection of the final sample for each sample event.
· Perform a minimum Stage 2b validation of 100 percent of the data and document the data validation in a data usability report that will be provided as an appendix to the Quarterly O&M Reports.
· Summarize system performance, presence of groundwater, and vapor/aqueous discharge results in quarterly RA-O reports.
B. Perched Groundwater Sampling (Base Year, Option Year 1, and Option Year 2)
· Conduct semi-annual sampling of six (6) groundwater monitoring wells using low flow purge and sample procedures based on the following:
· Sample depth of forty (40) ft bgs
· Depth to groundwater is ten (10) ft bgs
· Total well depth is fifty (50) ft bgs
· Well diameter is four (4)-inches
· Dedicated pumps are not present in the wells
· Collect appropriate QA/QC groundwater samples including but not limited to field duplicate, matrix spike/matrix spike duplicate (MS/MSD), equipment rinsate samples, and trip blanks.
· Analyze samples for BTEX by EPA Test Method SW8260 on a standard turnaround.
· Perform a minimum Stage 2b validation of 100 percent of the data and document the data validation in a data usability report that will be provided as an appendix to the quarterly RA-O reports.
· Data shall be submitted electronically (ERPIMS) within 90 calendar days following collection of the final sample for each sample event.

Process Monitoring The Contractor shall monitor, adjust, and/or repair remedial equipment and monitoring equipment to ensure that performance measurements are consistent with optimal operational parameters, reliability goals are being met, the progress of remediation is consistent with system expectations, and compliance with applicable statutes and regulations is demonstrated.
Recordkeeping The Contractor shall create and maintain in one location written and electronic records sufficient to recreate each sampling, analytical, testing and monitoring event (i.e. ERPIMS Submittals). The Contractor shall make these records available to the government upon request.
The Contractor shall maintain records of, and derived from, all activities outlined in the appropriate portion of the SAP or QPP supporting the generation of these sampling and analysis records. The Contractor shall also retain written calculations using information obtained from sampling, analysis monitoring and testing activities, to include all raw data.
System Optimization – Not applicable to this contract Sampling for Remedial Action The Contractor shall prepare and implement approved work plans for sampling required as part of limited scope remedial action, This includes sampling needed to determine the type and quantity of contamination. Sampling shall be conducted on the two (2) sites as specified in Section 6.10.
