FOR KEESLER AFB

REQUIRED LOCAL COMMERCIAL

SERVICE AUTHORIZATION AT CUTOVER

10.0. Local services, required from the Contractor, are initial installation and cutover service requirements for the Government under the scope of this contract. The Contractor shall provide the following baseline of local commercial communications services for Keesler AFB, MS at cutover. The quantity of these initial service requirements will be incorporated into the Schedule B. The installation service requirement will be identified here and the Schedule B.

The base telephone switching system is a MSL-100 with SE-06 software version. The switching system is located in Building 2801, 712 Chappie James Avenue, KAFB, MS 39534.

Cutover for this site is: 180 days.

10.8. E-911 Services. The Contractor shall provide configuration diagrams to show access to 911/E911 services, where available, through the local city or county emergency services organization.

Keesler owns and operates its own Extended 911 capability and functions as its own Public Service Access Point (PSAP). 911 calls originating from on-base prefixes (376-XXXX and 377-XXXX numbers) are routed through directly to the Base Emergency Communications Center (ECC), and answered by the Base Fire Department, which is co-located with the Base Defense Operations Center (BDOC). All 911 calls originating from on-base prefixes are simultaneously routed to the Fire Department, Security Forces (BDOC), and Medical Center (Emergency Dispatch). The Base Fire Department dispatch located in the ECC determines which first responder responds to the 911 call.

911 calls originating from commercial numbers (i.e., base housing occupants, private entities, etc.) are automatically re-directed by the Biloxi PSAP into the KAFB E911 system via our ANI/ALI trunks. Keesler pays for E911 PinPoint services through a separate contract funded by the 81 TRW. There is no recurring cost for the E-911 trunks that provide the ANI/ALI data interchange with the Biloxi PSAP.
