In accordance with (IAW) FAR 8.405‐6(c)(2)(v), a determination by the ordering activity contracting officer that the order represents the best value consistent with 8.404(d). The ordering activity will ensure all necessary processes and evaluations take place prior to award of this order.

In accordance with (IAW) FAR 8.405‐6(c)(2)(vi), a description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. In addition to use of historical data from similar/same contracts; the program management office contacted known authorized resellers in an effort to ensure the product continues to be readily available and to obtain Rough Order of Magnitudes; this information was used to determine trends in cost variance from historical InIn/Genesys maintenance percentages. A teleconference with the Original

Equipment Manufacturere discovered there are several authorized resellers for this product; all of which using Carahsoft (GSA Schedule holder) as the distributor for purchasing.

In accordance with (IAW) FAR 8.405‐6(c)(2)(vii), any other facts supporting the justification.

This procurement for Genesys PureConnect licenses and support is necessary in order to maintain the system software. The purchase of Genesys PureConnect must be performed through the use of a Genesys

PureConnect provider and/or authorized Genesys PureConnect resellers. The use of “or equal” would not satisfy the agency needs due to compatibility issues with the current Genesys PureConnect license http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/08.htm#P86_13912 system. Field Assistance Service (FAS) Program Management Office has developed customized software used in the Help Desk Telephone System that is specific to Genesys PureConnect. Maintenance for

Genesys PureConnect licenses is necessary in order to maintain the system and support/update software.

The Field Assistance Service has invested years and program dollars into customizating and migrating the system. A change to a new OEM not only cause a potential degredation in service provided and would require additional funding to implement; in addition, it would also require additional training for all the analysts and most likely several years’ worth of customization to make it functional.

In accordance with (IAW) FAR 8.405‐6(c)(2)(viii), a statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made. N/A

In accordance with (IAW) FAR 8.405‐6(c)(2)(ix), the ordering activity contracting officer's certification that the justification is accurate and complete to the best of the contracting officer's knowledge and belief. I certify that the requirement outlined in this justification are accurate and complete to the best of my knowledge. I understand that processing of this limited sources justification restricts consideration of Federal Supply Schedule contractors to fewer than the number required by FAR

Subpart 8.4.

In accordance with (IAW) FAR 8.405‐6(c)(2)(x), evidence that any supporting data that is the responsibility of technical or requirements personnel (e.g., verifying the Government's minimum needs or requirements or other rationale for limited sources) and which form a basis for the justification have been certified as complete and accurate by the technical or requirements personnel. I certify that the requirement outlined in this justification is accurate and complete to the best of my knowledge. I understand that processing of this limited sources justification restricts consideration of Federal Supply Schedule contractors to fewer than the number required by FAR Subpart 8.4.

In accordance with (IAW) FAR 8.405‐6(c)(2)(xi), for justifications under 8.405-6(a)(1), a written determination by the approving official identifying the circumstance that applies. N/A
