| Fixture Schedule Reference Not #3 states “THE ARRANGEMENT, CONFIGURATION, AND LENGTH OF FIXTURES SHALL REMAIN AS DRAWN. FIXTURE LENGTH SUBSTITUTIONS ARE NOT ALLOWED.” |
This is a change from the original drawing set. By not allowing a substitution of the fixture length, you are creating a proprietary item that can only be provided by one vendor. This means that the vendor controls the price and who gets the award. This note will eliminate competition and unnecessarily cost the Government additional money.
No one in the lighting industry installs eight (8) foot high bay lights anymore.
This note should be removed to allow for competition and for the Government to receive the best value.
The lighting system was designed around the type A 8 foot long fixture. The characteristics noted on the Fixture Schedule are required to get the proper light level and distribution within the rooms as designed. Two 4 foot light fixtures in lieu of the single 8 foot light fixture noted is acceptable and shall be an option to any bidder. The two light fixtures would each need to be 14,000 lumens and have the same characteristics (frosted lens with uplight, wide distribution, modular power receptacle, etc.) as noted on the Fixture Schedule for the type A unit. The total linear length of light fixtures within any room shall remain as indicated/noted.

| This Section states “The system shall be guaranteed to be free from defects in materials and workmanship for a period of 5 years from the date of final acceptance by the Owner, during which time all above mentioned defects shall be corrected and all services incidental to proper performance shall be provided free of charge.” Bonding companies do not extend performance bond for a period more than 2 years. Typically, workmanship is only guaranteed for a period of one (1) year. Also, is the Government requiring a Maintenance Bond? |

Where mentioned, the period of 5 years refers to and involves materials only. The standard manufacturer’s warranty is typically 5 years on its materials and products. Five years is typical, but the period can be more or less depending on the particular part or manufacturer in question. The manufacturer will furnish any component that fails within the 5 year or other specified period. If the part or material fails within the first year the contractor is required to provide any labor necessary to replace the faulty material and if it fails after one year the owner is required to furnish their own labor force to install the faulty material.
The contract anticipates all product and material warranties be transferred to the Government regardless of time length.
No Maintenance Bond is required.

Q1: DRAWING PAGE 6 UTILIZES NEW 2X4 FIXTURES (FIXTURE TYPE ‘C1’&’C’) IN PLASTIC SHOP 18U & HALL 21U IN A DROP CEILING. THERE IS NO LONGER A DROP CEILING IN THE TWO LOCATIONS. PLEASE ADVISE.
A1: Hall 21U is an open structure and does not have a lay-in ceiling as shown on sheet 7. Provide type G2 light fixtures in lieu of type C shown on the drawing, mount at approximately 15 feet above finished floor.
Plastic Shop 18U is an open structure and does not have a lay-in ceiling as shown on sheet 7. Provide type A2 light fixtures in lieu of type C1 shown on the drawing, mount at approximately 20 feet above finished floor. Light fixture type A2 shall be as manufactured by Metalux catalog number 4ILED-LD5-11-W-FL/UPL-UNV-L840-CD1 (4’ industrial LED liner bay, frosted lens with uplight, wide distribution, 0-10 V driver, 79 watts, 10949 lumens, 120/277, pendant).
Q2: ALSO, DRAWING PAGE 6 UTLIZES FIXTURE TYPE ‘A’ MOUNTED IN PAINT SHOP 18W PERPENDICULAR TO THE CURRENT UNISTRUT HANGING THE EXISTING LIGHT FIXTURES. CAN THE TYPE A FIXTURES BE MOUNTED PARALLEL TO THE CURRENT UNISTRUTS?
A2: The light fixtures in Paint Shop 18W can be rotated 90 degrees so the existing Unistrut supports can be reused/modified as required to support the new light fixtures.
Q3: CAN EXISTING CONDUIT BE REUSED?
A3: Existing conduit may be reused. Remove any conduit, conductors, hardware that is not to be reused.
Q4: DOES THE GOVERNMENT COLLECT METAL SCRAP OR DOES IT BECOME PROPERTY AND RESPONSIBILITY OF THE CONTRACTOR?
A4: AFRL/RI shall have right of first refusal over all scrap metal generated; the Environmental Office shall provide appropriately sized containers to collect the material. Unless designated as salvageable, all waste materials generated by any work under this contract shall be handled, transported, stored and disposed of off Government property by the contractor at the end of each day’s work. Such materials shall be disposed of in accordance with applicable federal, state or local laws, ordinance or regulations. Coordination with the Environmental and Occupational Health office (EOH) is required before the generation and disposal of any Resource Conservation and Recovery Act (RCRA) (http://www.access.gpo.gov/uscode/title42/chapter82_.html) hazardous wastes.
Q5: IN SOME AREAS ON THE DRAWINGS DROPPED CEILINGS ARE SHOWN. HOWEVER, DURING THE SITE VISIT, SOME DROPPED CEILINGS HAD BEEN REMOVED. CURRENT SITE CONDITIONS ARE NOT CONSISTENT WITH THE DRAWINGS. WHAT IS THE GOVERNMENT’S DIRECTION FOR AREAS WHERE ACTUAL CONDITIONS-TO-DRAWINGS INCONSISTENCIES EXIST?
A5: Refer to response to Q1 above. If further inconsistencies are found between the actual conditions and the contract drawings, they will be handled on a case by case basis.
Q6: ARE THERE ANY CONCERNS FOR PRESENCE OF HAZMAT, SUCH AS VERMICULITE IN WALLS?
A6: There is no knowledge of hazardous material in existing construction. AFRL/RIOCV shall be notified/consulted through the contracting officer if the contractor encounters or generates any hazardous (or potentially hazardous) material(s).
Changes/Updates to Specifications and Drawings
Due to conditions that have changed since the project was initially designed, AFRL/RI is implementing the following changes to the design (in addition to the response to Q1 above):
1. Drawing Sheet 7: In Plastic Shop room 18U, replace five (5) OS-2 type occupancy sensors with four (4) type OS-6 sensors. Refer to supplemental lighting control drawing for locations.
2. Drawing Sheet 7: In Hall room 21U, replace two (2) OS-4 type occupancy sensors with two (2) type OS-8 sensors. Refer to supplemental lighting control drawing for locations.
3. Drawing Sheet 7: In Tool Crib room 20V, change switch to dimming type.
4. Drawing Sheet 7: In Comm. room 20UB, change switch to dimming type.
5. Drawing Sheets 6, 7, 8, 9, and 10: All room controllers that are not indicated with a home run shall be tied into the existing light branch circuit serving the associated room.
6. General: Emergency battery units located in any room with three or more lighting branch circuits shall be wired together on their own individual branch circuit to the same panel the lighting branch circuits are fed from. All other emergency battery units shall be wired into the associated lighting branch circuit.
7. General: All exit signs shall be wired into their own individual branch circuit.
8. General: Provide an additional 35 emergency battery units, EBU-1 throughout the building as field directed and extend the wiring and conduit into the nearest emergency battery unit indicated on the drawing. The unit specified should be mounted 50 feet on center throughout the means of egress to meet the code.
