PROJECT PROVISIONS

1.01 SCOPE

A. The work covered under this Contract consists of furnishing all labor, equipment, devices, and materials and performing all work required to upgrade the lighting systems in accordance with these technical specifications and applicable drawings.

1.02 REFERENCED CODES AND STANDARDS

A. Codes and standards referred to in this specification shall be the latest adopted issue at the Date of Bid, unless otherwise specifically indicated.

1.03 LOCATION

A. The work areas are located in building 101 at Air Force Research Laboratory, Rome Research Site, Rome, New York.

1.04 PRINCIPAL FEATURES

A. The work to be performed involves the following principal features:

1. Removal of existing light fixtures and associated switching.

2. Installation of new light fixtures.

3. Installation of new controls.

B. The above description of work is for the purpose of general information only and is not intended to include and describe every feature of work or to define the scope of the work.

1.05 WORK BY OTHERS

A. The following work will be performed by the Government:

1. None

1.06 MATERIAL FURNISHED BY OTHERS

A. The following material will be furnished by the Government:

1. Fire extinguishers.

1.07 UTILITIES

A. All reasonable quantities of electricity and water will be made available to the Contractor without cost to the Contractor. The Contractor will be responsible for all connections of utilities from the existing supply points. The Government will identify service tie-in points. The Government will not be held responsible for interruptions of utility service and will not be liable for Contractor delays, damages, or increased costs occasioned by any such interruption of service.

1.08 SANITARY FACILITIES

A. The Contractor and his work force may use the existing sanitary facilities in the various work area buildings, subject to the regulations governing their use by Government personnel. Maintain in a sanitary condition at all times.

1.09 FIRE PROTECTION

A. The Contractor shall perform all work in a fire-safe manner in accordance with fire prevention standards of the Rome Research Site. The Contractor shall have an approved fire extinguisher at the site at all times during working operations.

HALON AND C02 TYPE FIRE EXTINGUISHERS ARE NOT AUTHORIZED FOR USE. The Contractor will call the City of Rome Fire Department, 315-339-7734, before working with any flame or spark producing equipment such as tar buckets, grinders, or welders, for approval of the contractors safety measures and to obtain a "Burn Permit" for this type of work.

1.10 POLLUTION CONTROL

A. The Contractor will perform all work consistent with the requirements of all Federal, State and Local laws, rules and regulations pertaining to pollution control.

1.11 WORK CONDITIONS

A. All work on this project will be performed while the building work areas and rooms adjacent to the work areas are occupied by military and civilian personnel. The Contractor is required to protect persons and property throughout the progress of the work. The work area will be kept clean of all debris at all times. All flammables and combustibles stored on-site must be kept in a locker and area, both of which are approved by the Contracting Officer or his designated representative.

1.12 WORKMANSHIP

A. All work to be performed under this Contract shall be under the supervision of workmen skilled in the trades involved. Special qualifications for certain work are listed in the appropriate sections of this specification.

1.13 SUBMITTALS

A. All items indicated in the Schedule of Material Submittals shall be submitted for approval:

1. Any other items required, per specifications, that cannot be visually verified shall be submitted for approval when requested by the Contracting Officer or the designated representative.

2. Submittals which may be required by this Contract, if submitted in printed matter, shall be made in four copies. One copy of the printed submittals will be returned to the Contractor.

3. The Contractor must submit for approval those items which deviate from the specifications. Submission will be on an AF Form 3000.

B. At the pre-construction conference, the Contractor, Contracting Officer’s Technical Representative, and the Contract Administrator will review the submittal requirements. The Contractor must be prepared to discuss the delivery dates for those submittals which are required, or for the items the Contractor plans to submit for approval. Once approved, the submission deadlines shall be incorporated into the Schedule of Materials submittals.

C. The Contractor is reminded that any item(s) installed prior to the Contracting

Officer's approval is being done at his/her own risk. If any item does not meet the Contract requirements as determined by the Contracting Officer, the Contractor will be required to remove same at his/her own expense.

D. Equipment submittals, unless otherwise specified, shall conform with the following:

1. Submittals shall be complete with the manufacturer's product description literature. SUBMITTALS WITH INSUFFICIENT LITERATURE WILL BE

DISAPPROVED.

2. Submittals shall include a complete listing of all associated parameters contained in the Technical Specifications and Drawings (materials, finishes, capacities, temperatures, pressures, electrical characteristics, etc.). THE

CONTRACTING OFFICER OR HIS TECHNICAL REPRESENTATIVE WILL NOT

TRANSFER INFORMATION FROM THE TECHNICAL SPECIFICATIONS AND

DRAWINGS TO THE SUBMITTALS. INCOMPLETE SUBMITTALS WILL BE

DISAPPROVED.

3. Submittals shall be clearly marked to differentiate between the applicable and extraneous portions. THE CONTRACTING OFFICER OR HIS TECHNICAL

REPRESENTATIVE WILL NOT MARK THE SUBMITTALS. UNMARKED

SUBMITTALS WILL BE DISAPPROVED.

1.14 INTERRUPTION OF UTILITIES

A. No utility services shall be interrupted to make connections, to relocate, or for any purpose, without approval of the Contracting Officer.

B. Request for permission to shut down services shall be submitted in writing to the

Contracting Officer fourteen (14) days prior to date of proposed interruption. The request shall give the following information:

1. Location of shut-off.

2. Services affected.

3. Hours and date of shut-off.

4. Approximate length of time shut-off will be in effect.

C. Services shall not be interrupted until receipt of approval of the proposed hours and date from the Contracting Officer.

1.15 FIELD MEASUREMENTS

A. The Contractor shall verify all measurements and be responsible for dimensions, fitting and proper trimming of items directly connected with all work described in

this Contract. The Contractor shall immediately notify the Contracting Officer of any discrepancy prior to starting the work.

1.16 SECURITY REQUIREMENTS

A. The work to be done on this project is located within areas that are under security.

To gain access to the areas to examine the work to be done for estimating purposes, arrangements must be made with the Contracting Officer. Contractor personnel will be granted escorted entry into the areas. Prior to initial work commencement, the Contractor shall supply the Contracting Officer a letter identifying all personnel employed during construction. Each time additions or deletions to the letter occur, an updated letter shall be forwarded to the Contracting Officer. Identification data shall include name, social security account number and company name/phone number of each person.

B. All buildings in the project are Controlled Areas and Contractor personnel shall stay in their work areas and not wander freely throughout the buildings. Names of the Contractor personnel who will be working during non-duty hours shall be furnished in writing at least one week in advance. Access to Rome Research Site (RRS) facilities is controlled by a card entry system. Contractor personnel shall be required to obtain magnetic entry cards for all personnel who will be involved in the work and who need to have access to the building. The magnetic entry cards can be obtained from the RRS Security Office, AFRL/RIOF, in Building 3. These cards shall be returned to the Contracting Officer’s Technical Representative before completion of the final inspection.

1.17 DELIVERY AND STORAGE

A. Materials shall be delivered to the work area in undamaged condition, stored in fully covered, well ventilated areas, and protected from extreme changes in humidity and temperature.

B. The Contractor is responsible for securing materials in the storage area to protect from pilferage and vandalism.

C. The storage areas for this project are located as shown on the Drawing Title Sheet.

Access to these work areas is provided off main routes within the Griffiss Business and Technology Park Complex.

1.18 SAFETY

A. The Contractor shall:

1. Comply with all safety and health requirements necessary for the protection of personnel, facilities and equipment including, but not limited to all applicable Occupational Safety and Health Administration (OSHA) standards, while performing this contract at the Air Force Research Laboratory (AFRL), Rome Research Site (RRS) in Rome, NY.

2. Maintain a written Safety Program, as required by OSHA and make said plan available for review by the government upon request by the contracting officer.

3. In the event of a mishap during the performance of this contract on AFRL RRS premise, notify the contracting officer in an expeditious manner. Notification shall include the following information:

a. Contract, contract number, name and title of person(s) reporting.

b. Date, time and exact location of accident/incident.

c. Brief narrative of accident/incident (events leading to accident/incident).

d. Cause of accident/incident (if known).

e. Type of injury sustained and/or estimated cost of accident/incident

(material and labor to replace/repair) when damage is to government property.

f. Nomenclature of equipment and personnel involved in accident/incident.

g. Corrective actions (taken or proposed).

h. Other pertinent information.

1.19 PROPRIETARY EQUIPMENT

A. Reference to any equipment, material, article or patented process by trade name, mark or catalog number shall be regarded as establishing a standard of quality and shall not be construed as limiting competition. The Contractor may use any equipment, material article or process which is equal to that named as approved by the Contracting Officer.

1.20 PROTECTION

A. Protection of existing work:

1. The Contractor shall take all necessary precautions to insure against damage to the existing work to remain in place, to be reused, or to remain the property of the Government; i.e. walls, light fixtures, carpet, etc.

2. The Contractor shall insure that structural elements are not overloaded and additional structural supports required as a result of any cutting, removal, or demolition work performed under any part of this Contract are added.

B. Protection of buildings from the weather:

1. The interior of the building and all materials and equipment shall be protected from the weather at all times.

C. Dust control:

1. The amount of dust resulting from demolition shall be controlled to prevent the spread of dust to occupied portions of the building and to avoid creation of a nuisance in the surrounding areas.

D. Temporary closures:

1. The Contractor shall provide temporary closures at all openings in outside walls affected by their work to maintain weather protection and security.

E. Protection of personnel:

1. Where the safety of non-Contractor personnel is endangered in the area of removal work and new construction, barricades shall be used.

1.21 REMOVED MATERIALS AND EQUIPMENT

A. General:

1. All materials and equipment indicated to be removed as part of the work become the property of the Contractor for removal from the job site at the Contractor’s expense, unless otherwise shown on the drawings or specified.

B. Items re-used as part of the work:

1. Items indicated to be re-used will be stored by the Contractor until such time as they may be reinstalled.

1.22 DISPOSAL OF REMOVED MATERIALS

1. Materials removed from the project which are designated as unusable by the Government shall be disposed of by the Contractor at his own expense off the Griffiss Business and Technology Park in accordance with applicable regulations.

2. All debris to be removed from the work site shall be transported in canvas covered trucks with the canvas tied down to prevent loss of materials while in route to the disposal areas.

3. The Contractor shall police the truck routes continuously and all debris which has dropped shall be picked up immediately.

B. Materials for Contractor salvage:

1. This material shall be removed from Government property before completion of the Contract.

2. Materials for salvage shall not be sold on the site.

C. Special considerations must be made for any light bulbs and ballasts removed during the project. RIOCV will provide large boxes and protective material (i.e.

bubble wrap), for the contractor to place the old light bulbs in. The contractor shall not dispose of these light bulbs; RIOCV must dispose of them in accordance with "Universal Waste" regulations.

D. In addition, the contractor shall not dispose of any light ballasts removed during this project. The contractor should stage the ballasts for processing and disposal by

RIOCV.

E. RIOCV should also be notified/consulted if the contractor encounters or generates any hazardous (or potentially hazardous) waste(s).

1.23 REMOVAL AREAS

A. Patch existing construction and finishes damaged or left incomplete due to removals. Patching, unless otherwise indicated, will be limited to areas where removals occurred and will match existing in material, color and finish.

B. Cap or otherwise terminate existing utility services to removed equipment on all utilities that are to remain active.

1.24 SPECIAL CONDITIONS

A. Should any materials be encountered during construction which are suspected to contain hazardous materials and are not indicated as such on the drawings, immediately stop work in that area and report the encountered condition to the Contracting Officer’s Technical Representative.

1.25 SEQUENCING AND SCHEDULING

A. Provisions must be made to leave each entrance secured at the end of work each day and to minimize the duration of time each entrance is worked on from start to completion. Any work which affects the use of a required building exit must be coordinated with the Rome Research Site Safety Office.

B. The Contractor is required to maintain circulation corridors, exits and exit stairs in all building areas occupied by the Government.

C. Traffic control:

1. Routes of ingress and egress on the grounds and within existing buildings to the location of the work shall be over routes as directed by the Government.

2. Areas for parking vehicles belonging to the Contractor and his employees will be designated by the Contracting Officer’s Technical Representative. Maintain the parking areas free of debris and obstructions, including snow.

1.26 CONSTRUCTION SCHEDULING

A. The Contractor may be paid for materials on site, however, they must appear on the Contract Progress Schedule and be inventoried by the Contracting Officer’s Technical Representative prior to payment.

1.27 WORK SCHEDULE

A. Working hours for the Contractor will normally be between the hours of 0700 and 1600 hours (7:00 a.m. and 4:00 p.m.), excluding Saturdays, Sundays and Federal holidays.

B. If the Contractor desires to work during periods other than above, additional government inspection forces may be required:

1. The Contractor must make his/her request to the Contracting Officer three (3) days in advance of his/her intention to work during other periods to allow assignment of additional inspection forces.

2. If such force is reasonably available, the Contracting Officer may authorize the Contractor to perform work during periods other than normal duty hours/days.

3. However, if inspectors are required to perform in excess of their normal duty hours/days solely for the benefit of the Contractor, the actual cost of inspection at overtime rates will be charged to the Contractor. These adjustments to the Contract Price may be made periodically as directed by the Contracting Officer.

1.28 REMOVAL OF TEMPORARY FACILITIES

A. Maintain all temporary facilities and controls as long as needed for the safe and proper completion of the work.

B. Remove all such temporary facilities and controls as rapidly as progress of the work will permit or as directed by the Contracting Officer.

1.29 CLEAN-UP

A. Debris and rubbish control:

1. Remove all debris and rubbish daily from the site.

2. Remove debris and rubbish into a dumpster; then transport in a manner that will prevent spillage on streets or adjacent areas.

3. The Contractor shall make his/her own arrangements for dumping off the

Griffiss Business and Technology Park.

4. Burning of waste material on Griffiss Business and Technology Park is prohibited.

B. Regulations:

1. All disposal and hauling equipment and methods used shall comply to Federal, State, OSHA, and local regulations.

C. If the Contractor utilizes a collector box, it must be provided with a cover.

D. The Contractor shall protect and restore lawn areas and plant materials during the course of this Contract. Lawn areas shall be protected and restored to a condition equal to that prior to the start of work of this Contract.

REGULATORY REQUIREMENTS

PART 1 - GENERAL

1.01 CODES

A. Conform to the requirements of all Federal, State and Local Codes and Ordinances, unless otherwise noted below.

B. Conform to the requirements of all public utility companies.

C. The requirements of Military Handbook 1008B, the Uniform Building Code, National Fire Protection Association Codes and National Electric Code apply to this project.

D. Conform to OSHA requirements, including Part 1910, General Industry, and Part

1926, Construction.

1.02 PERMITS, FEES AND INSPECTIONS

A. All permits (other than building permits), fees and inspections required by Governmental agencies, regulatory agencies, utility companies or others during the course of the work shall be obtained by the Contractor.

B. The Contractor shall arrange for and pay all costs of such permits, fees and inspections.

3.01 CONFLICTING REQUIREMENTS

A. In the event of conflict between applicable Codes and Regulations and the requirements of the referenced Standards or these specifications, the provisions of the more stringent shall govern.

AFRL, BLDG 101 LIGHTING UPGRADE HAZARDOUS MATERIAL IDENTIFICATION

HAZARDOUS MATERIAL IDENTIFICATION AND MATERIAL SAFTEY DATA

1.01 REQUIREMENTS

A. “IAW FAR Clause 52.223-3, each Contractor must provide the Contracting Office

(CO) with a list of proposed Hazardous Materials (HAZMAT) that it plans to use on the installation during the performance of the contract. IAW AFI 32-7086, contractors must obtain Air Force authorization prior to using HAZMAT on an Air Force installation, and must report usage data to the Environmental and Occupational Health Office (RIOCV). This includes fuels used to run generators and other construction/maintenance equipment.

1. Contractors shall submit through the CO to RIOCV, Safety Data Sheets

(formerly known as Material Safety Data Sheets or MSDS’s), for all potentially hazardous materials/products that will be brought on to the installation.

2. RIOCV will review all potentially hazardous materials and identify the materials deemed as HAZMAT that require tracking. RIOCV may remove any materials from consideration for use by the Contractor that contain ingredients prohibited buy the AF or other regulatory agency.

3. RIOCV will communicate to the Contracting Officer Representative the list of

HAZMAT that will require AF-EESOH-MIS tracking. Those materials will require the completion of one Hazardous Materials Worksheet per HAZMAT by the Contractor (except for portions reserved by RIOCV). RIOCV will provide the Hazardous Material Worksheet to the Contractor and can assist the Contractor with this documentation if requested.

4. RIOCV will complete their portion on the Hazardous Material Worksheet and load all information from the Worksheets into the AF-EESOH-MIS data system. The Contractor will retain a copy of their Hazardous Material Worksheet for the duration of the specified project.

5. If the contractor needs to bring a material on the installation that was not included in the original HAZMAT listing, the contractor must first notify the CO and then obtain prior authorization, if RIOCV determines the material to be a

HAZMAT.

6. The Contractor will submit a Contractor Material Usage Data Sheet provided by RIOCV to the CO once a month for contracts over 60 days. For contracts less than 60 days, a Material Usage Data Sheet will be submitted by the Contractor to CO at the completion of the contract.

7. The CO will provide a copy of the Usage Data Sheet to RIOCV.

8. Any HAZMAT brought on site for the contract and not used in its entirety will be removed from the installation by the Contractor. If HAZMAT can be used in another contract at this installation, please contact RIOCV for assistance.

GENERAL PROVISIONS

ELECTRICAL

1.01 SCOPE OF WORK

A. Furnish and install equipment and materials required to provide a complete electrical system.

1.02 REQUIREMENTS

A. Systems shall conform with the applicable portions of American National Standards Institute (ANSI), Institute of Electrical and Electronics Engineers (IEEE), Insulated Power Cable Engineers Association (IPCEA), National Electrical Manufacturer’s Association (NEMA), International Electrical Testing Association (INETA) and the associated utility company standards.

B. Systems shall conform with the applicable portions of the requirements set forth in the National Electrical Code (NFPA-70).

C. Components and/or systems tested by Underwriters Laboratories, or other suitable nationally recognized independent testing laboratories, shall bear the associated label, seal or stamp of conformance.

1.03 CONNECTIONS TO EXISTING EQUIPMENT

A. Furnish and install branch circuits serving equipment that is existing in accordance with the sizes and locations shown on the drawings, complete with final connections, including provisions for disconnects and receptacles as required.

1.07 FABRICATION DRAWINGS, MATERIAL LISTS AND EQUIPMENT

2.01 ACCEPTABLE MANUFACTURERS

A. Materials and equipment shall be in strict accordance with the parameters herein specified.

B. Material and/or equipment of the same category (e.g.: service entrance equipment, panelboards, load centers, circuit breakers, receptacles, switches, etc.)

shall be of the same manufacturer; special systems which are a composite of several manufacturer’s components (e.g., fire alarm, security alarm, communication) shall be supplied and serviced by a single source of responsibility.

2.02 ACCESSORIES AND COMPONENTS

A. It is the intent of this specification that systems and equipment shall be complete with the necessary quantity of accessories and components required to insure a properly functioning installation.

3.01 INSTALLATION

A. Unless otherwise noted or herein specified, materials and equipment shall be installed in strict accordance with the manufacturer’s recommendations.

B. Electrical work herein specified and/or noted shall be executed in strict conformance with the National Electrical Code.

3.02 REMOVALS

A. The disposal of associated components containing asbestos and/or polychlorinate biphenyls (PCB’s) shall be in strict conformance with governing federal, state and local regulations.

3.03 SUPPORTS

A. Provide auxiliary steel (beams, channels, angles, formed shapes, etc.) required to properly support equipment and distribution systems.

B. Utilize galvanized components (wherever practical) or field apply 2 coats of corrosion resistant primer.

3.04 RECORD DRAWINGS

A. Promptly record (in a neat, legible and red-color-only accentuated fashion, on a complete, designated set of contract documents containing no other markings) significant differences reflected by the actual installation (sizes, capacities, locations and features of distribution systems and equipment).

B. Thoroughly review such recordings weekly with the Contracting Officer’s Technical Representative and submit the completed set at the completion of work.

C. Additionally, prepare appropriately scaled drawings showing conduit locations below grade and within concrete slabs.

3.05 MAINTENANCE MANUAL

A. Manuals shall contain copies of approved fabrication drawings, material lists and equipment submittals, equipment operation/maintenance bulletins and names, addresses and telephone numbers relative to parts and service.

3.06 INSPECTION

A. Obtain New York Board of Fire Underwriters (NYFBU) or Independent Electrical

Inspection Agency (IEIA) inspection certificate and deliver to the Contracting Officer.

3.07 PERFORMANCE

A. Disconnect switches:

1. Furnish and install disconnect switches in strict accordance with National

Electrical Code.

B. Circuit Numbers:

1. Fixtures, devices or equipment shown to be on a common circuit may not be rearranged to other circuits without permission from the Contracting Officer’s Technical Representative.

2. Circuit numbers or connections changed from those shown on the drawings shall be so noted on the “Project Record Documents” (as-built drawings).

3. Circuits and numbers actually used shall be entered in the directory of the associated panelboard.

3.08 POWER DISTRIBUTION SYSTEM CHECK OUT

A. Subsequent to testing, concurrently energize related branch circuit loads on a feeder-by-feeder basis and correct associated phase imbalance.

3.09 INSTRUCTION

A. Provide thorough, organized instruction regarding equipment and systems operation to the Contracting Officer’s Technical Representative (secure written acknowledgement and forward to the Contracting Officer).

CONDUIT SYSTEMS

A. Furnish and install conduit systems in accordance with the parameters shown on the drawings and herein specified.

B. Systems components shall be Underwriters Laboratories listed.

1.02 MATERIAL LISTS

A. Prior to installation, submit a list of materials to the Engineer for approval which shall conform with the following:

1. Each conduit system (including conduit material, fittings, connectors, bushings, etc.) shall be listed separately.

2. Listings of conduit material and fittings shall be complete with a description of parameters contained in the Contract Documents (schedule number, material, standards, etc.). THE ENGINEER WILL NOT TRANSFER INFORMATION FROM

THE CONTRACT DOCUMENTS TO THE LISTINGS. INCOMPLETE LISTINGS

WILL BE DISAPPROVED.

2.01 DESCRIPTION

A. Electrical metallic tubing (EMT):

1. Steel:

a. Conduit material:

1) Galvanized, chromated and lacquered (subsequent to galvanizing), high grade mild steel conforming to ANSI Standard C80.3.

2) Corrosion resistant lubricated interior finish.

b. Fittings:

1) Couplings:

a) Steel, as noted, compression type (exterior or damp interior application).

b) Steel, as noted, set screw type (dry interior application).

1. Conduit material:

a. Galvanized, steel armor, integral continuous copper ground, conforming with the National Electrical Code, Article 330.

2. Fittings:

a. Insulated, steel, speed-lock type.

1. Refer to Conduit Systems Application note under general notes on contract drawings for conduit installation requirements.

2. Metal conduit systems shall assure electrical continuity (low impedance pathway to ground).

3. Provide suitable fittings to properly compensate for expansion and deflection at building control and expansion joints.

4. Conduit shall be 1/2 inch (minimum, unless otherwise noted), additionally, conduits for multiple branch circuits shall be 3/4 inch (maximum).

5. Plug or cap open ends and provide polypropelene pull cord in empty (spare) conduits.

6. Conduit systems shall not be permitted in concrete slabs unless specifically noted on the drawings; whereupon, it shall be installed as detailed.

B. Above grade:

1. Furnish and install conduit systems above grade (which are not in concrete slabs) substantially as shown on the drawings, as high as possible, parallel to building walls, clear of structural members (except when penetrations are shown or approved), positioned 12 inches (minimum) from hot surfaces (hot water and steam distribution systems, radiant heat transfer surfaces, convective heat transfer surface enclosures, etc.) and clear of equipment removal and service areas.

2. Unless otherwise noted, conduit systems shall be concealed in finished areas and exposed in unfinished areas.

3. Flexible metal conduit and systems shall be bonded (at each end) to their associated equipment grounding conductors.

4. Units penetrating walls or partitions above grade (not constructed of masonry nor fire or smoke rated) shall be neatly patched with the appropriate (related) wall or partition material to insure the absence of an annular space.

5. Metal-clad cable (type MC) shall only be used for luminaire whips.

C. Sleeves:

1. Furnish and install sleeves where conduit systems pass through building walls and floors in accordance with the following:

a. Units penetrating floors shall be Schedule 40, black steel (ASTM A-53) arranged to provide a waterproofing flange by projecting 1/2 inch above finished floor (except in Mechanical/Electrical Equipment Rooms where the projection shall be 2 inches above finished floor).

b. Openings through existing walls or partitions constructed of solid masonry shall be core drilled and shall not require sleeves.

2. Seal annular spaces with intumescent, synthetic elastomer (3M brand Fire Barrier; Caulk CP 25, Putty 303).

3.02 INSTALLATION

A. All components of each designated conduit system shall be complete prior to pulling conductors.

B. Apply water soluble, Underwriters Laboratories listed pulling lubricant only as required and then as sparingly as possible; thereafter, thoroughly remove residual lubricant from accessible conductors within switchgear, switchboards, panelboards, junction boxes, pull boxes, wireways, etc.

C. Insulate connections with Underwriters Laboratories listed heat shrinkable insulators, molded composition covers and/or plastic tape.

D. Neatly train, lace and arrange conductors within panelboards, junction boxes, pull boxes, wireways, terminal cabinets, etc. to complement access and facilitate modifications.

RECEPTACLE, DEVICE, PULL AND JUNCTION BOXES

A. Furnish and install receptacle, device, pull and junction boxes in accordance with the parameters shown on the drawings and herein specified.

B. Units shall be sized in accordance with the guidelines set forth in the National

Electrical Code (Article 370).

C. Units shall be Underwriters Laboratories listed.

A. Appleton, Raco, Steel City or approved equal.

A. Interior, dry locations:

1. Cadmium plated, code gauge steel.

B. Exterior and interior, wet locations:

A. Boxes shall be securely mounted to the building construction and shall not be supported by the associated conduit system.

C. Actual locations shall be coordinated with other elements contributing to the aesthetics of the associated wall elevation (complete with complementary bar hangers as required.

D. Boxes serving two or more devices shall be the multiple gang type.

SUPPORTING SYSTEMS

A. Furnish and install supporting systems for conduit systems and equipment.

1.02 STANDARDS

A. Conduit system attachments, structural attachments, hanger rods, channels, fittings and hardware systems shall conform with the requirements set forth in the Metal Framing Manufacturers Association Standard Publication MFMA-1.

A. B-Line, Erico, Kindorf, Superstrut, Unistrut or approved equal.

A. Basic components (conduit system attachments, structural attachments, hanger rods, channels, fittings and hardware systems).

1. Stock, production units.

B. Finish:

1. Hot-dip, galvanized.

A. Systems shall be capable of properly supporting each conduit system, including provisions for:

1. Expansion and contraction (movement shall not cause disengagement).

2. Preventing excessive stress.

3. Threaded vertical adjustment subsequent to installation.

B. Hanger rods shall be subjected to tensile loads only; where axial or lateral movements are anticipated, suitable linkages shall be provided.

C. Supporting systems shall be secured to the building structural system (as shown), NOT to ROOF decks or components of the mechanical and electrical systems

1.01 REQUIREMENTS

INTERIOR LIGHTING FIXTURES (LED)

A. Furnish and install interior lighting fixtures in accordance with the parameters shown on the drawings and herein specified.

B. Units shall be Underwriters Laboratories listed; complete with housing, door/frame, lamp(s), lens, LED lamps, LED driver and accessories.

C. Units shall be tested to IESNA LM-79 and LM-80.

D. Units shall have designs lights consortium approval.

1.02 SUBMITTALS

A. Fixture submittals shall be tendered in bound form (booklet, ring binder, etc.) with a designated, indexed section for each type.

B. Fixture descriptions shall include:

1. Alphanumeric designation (matching bidding documents) and corresponding generic description.

2. Product literature (including that for associated ballasts and lamps), edited and highlighted to indicate all parameters set forth in the bidding documents.

3. Photometric data.

4. Dimensioned drawings.

5. IESNA TM21-11 DATA.

1.03 WARRANTY

A. The system shall be warranted by the manufacturer to be free from defects in equipment, materials and workmanship for a period of 5 years from the date of final acceptance by the Owner, during which time all above mentioned defects shall be corrected and all services incidental to proper performance shall be provided free of charge.

A. Columbia, Day-Brite, Hubbel, Lightolier, Lithonia, Metalux, H.E. Williams or approved equal.

B. Units shall be complete with design features and all necessary accessories required to properly accommodate the associated ceiling system (exposed grid, concealed spline, plaster, metal pan, etc.).

C. Support units level and plumb from the building structural system (directly or indirectly, complete with necessary secondary framing) with two supports, minimum (multiple attachments as required), in conformance with the following:

1. Suspended ceiling systems (units weighing 5 pounds or more):

a. #9, galvanized steel ceiling wire.

2. Structural ceiling systems (units weighing 5 pounds or more):

a. Bridge ceiling system structure.

complete with enclosure, battery, charger/controller, lamp(s) and Self-Diagnostic.

B. Battery:

1. Maintenance free, sealed, nickel cadmium, 90 minute capacity, 32F to 104F environmental range, 7 year life, 4.8 volt.

C. Charger/controller:

a. Solid state, micro-processor based, voltage limited.

b. Self-diagnostic.

c. Universal transformer, 120/277V AC.

2. Operating and safety controls:

a. Automatic transfer to battery (commercial power failure to low voltage condition).

DISTRIBUTED DIGITAL LIGHTING CONTROL SYSTEM

A. Furnish and install distributed digital lighting control system in accordance with the parameters shown on the drawings and herein specified.

1.02 SOURCE AND SERVICE

A. Source:

1. Basic systems components and associated accessories shall be furnished by a single manufacturer through a factory authorized distributor.

B. Service:

1. Systems service shall be available from the manufacturer’s authorized distributor 24 hours of every day via qualified factory trained technicians.

1.03 GUARANTEE

A. The system shall be guaranteed to be free from defects in materials and workmanship for a period of 5 years from the date of final acceptance by the Owner, during which time all above mentioned defects shall be corrected and all services incidental to proper performance shall be provided free of charge.

1.04 FABRICATION DRAWINGS, MATERIAL LISTS AND EQUIPMENT

SUBMITTALS

A. Descriptive literature for system components.

B. Material lists for system distribution (wire, cables, boxes, support, etc.).

C. Wiring diagrams for component connections.

1.05 SYSTEM DESCRIPTION & OPERATION

A. The Lighting Control and Automation system as defined under this section covers the following equipment

1. Digital Lighting Management (DLM) local network – Free topology, plug-in wiring system (Cat 5e) for power and data to room devices.

2. Digital Room Controllers – Self-configuring, digitally addressable one, two or three relay plenum-rated controllers for on/off control. Selected models

include 0-10 volt or line voltage forward phase control dimming outputs and integral current monitoring capabilities.

3. Digital Fixture Controllers – Self-configuring, digitally addressable one relay fixture-integrated controllers for on/off/0-10V dimming control.

4. Digital Occupancy Sensors – Self-configuring, digitally addressable, calibrated occupancy sensors with LCD display and two-way active infrared (IR) communications.

5. Digital Switches – Self-configuring, digitally addressable pushbutton on/off, dimming, and scene switches with two-way active infrared (IR) communications.

6. Handheld remotes for personal control – On/Off, dimming and scene remotes for control using infrared (IR) communications. Remote may be configured in the field to control selected loads or scenes without special tools.

7. Configuration Tools – Handheld remote for room configuration and relay panel programming provides two way infrared (IR) communications to digital devices and allows complete configuration and reconfiguration of the device / room from up to 30 feet away.

8. Digital Lighting Management (DLM) segment network – Linear topology, BACnet MS/TP network (1.5 twisted pair, shielded) to connect multiple DLM local networks for centralized control.

9. Network Bridge – Provides BACnet MS/TP-compliant digital networked communication between rooms, panels and the Segment Manager or building automation system (BAS) and automatically…
