BRAND NAME JUSTIFICATION

1. Contracting Activity.

a. Requiring Activity: AFRL/RIOCC

b. Contracting Activity: AFRL/RIKO, 26 Electronic Pkwy, Rome NY 13441

2. Nature and/or Description of Action.

a. Description of Requirement: Purchase System Furniture Parts, RIE, Suite B6, B/3

b. Brand name company: Allsteel Terrace

3. Description of Supplies or Service. Provide and reconfigure new & existing Allsteel Terrace furniture components, parts, and panels, required to modify existing Allsteel Terrace furniture. Three Areas will be installed and/or reconfigured.

4. Statutory Authority. FAR 8.405-6 requires an ordering activity to justify its actions when restricting consideration of schedule contractors to fewer than required in FAR 8.405-1 or 8.405-2. The specific circumstance that justifies restriction for this acquisition in FAR 8.405-6(b)(1), “The item is peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an items peculiar to one manufacturer.”

5. Justification or Authority for Action.

Suite B6 within Building 3 at the Air Force Research Laboratory (AFRL) in Rome, NY requires three areas be reconfigured. Per FAR 8.002(a)(1), agencies shall satisfy requirements for supplies from existing inventories of the requiring agency prior to considering other sources. The majority of the existing parts and components currently in Suite B6 will be reused to satisfy this requirement. All existing components are Allsteel Terrace Panel System. All Allsteel components, connections, hardware, and panels are proprietarily manufactured, and designed only to integrate/work/function with other Allsteel equipment. This being the case, in order to be able to utilize the existing Allsteel Terrace Panel System inventory as required by FAR 8.002(a)(1), the new components, parts, and panels to be acquired to complete the three (3) areas must also be Allsteel brand name, from the Terrace Panel System. There are no other known brands that integrate/work/function with Allsteel components. Despite, as aforementioned, being required to utilize the existing Allsteel per FAR 8.002(a)(1), use of the existing Allsteel inventory is also estimated to save the Government money in parts/component costs that would otherwise need to be purchased new.

6. Efforts Made to Ensure Offers are Solicited from as many Sources as Practicable.

A Request for Quote (RFQ) for this requirement will be posted to GSA eBuy, for all responsible sources to view and submit a quotation for.

7. Fair and Reasonable Cost Determination It is anticipated that the RFQ mentioned in paragraph 6 above will result in the receipt of competitive quotations for this requirement.

8. Market Research/Other facts. One (1) market research/informational quotes have been obtained for this requirement from GSA vendors, confirming GSA availability.

9. Any other facts supporting Other than Full and Open Competition. There are no other facts supporting this justification.

10. List of Sources that have Expressed in Writing an Interest in the Procurement. None

11. Statement of Actions to Remove/Overcome Barriers to Competition. At such time that existing Allsteel Terrace inventory is depleted, thereby allowing for the new purchase of a brand other than Allsteel that doesn’t need to integrate/work/function with existing Allsteel inventory, brands other than Allsteel will be considered for similar requirements.

12. Contracting Officer’s Certification. The contracting officer’s signature below evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief.
