BRAND NAME JUSTIFICATION

1. Contracting Activity.

a. Requiring Activity: AFRL/RIOS,

b. Contracting Activity: AFRL/RIKO, 26 Electronic Pkwy, Rome NY 13441

c. Purchase Request #:

2. Nature and/or Description of Action.

a. Description of Requirement: The Government requires an upgrade to the Building 106 Auditorium Video Teleconference System. The requirement includes the procurement and installation of an all-new video-teleconferencing system enabling unclassified collaboration in the largest corporate conference/training venue at AFRL/Rome Research Site.

3. Description of Supplies or Service. A video teleconferencing system complete with codec, two HD PTZ cameras, cabling and controller is required. The required Brand Name for the codec, cameras, controller and programming is Cisco. The VTC system will interconnect to the projection system, the room audio system, and the AV Control system for immersive collaboration experience. The system will operate primarily over the AFRL VTC network on DREN. The estimated value of this portion of the requirement is

4. Statutory Authority. 10 USC 2304(c)(1) Only one responsible source and no other supplies or services will satisfy the agency requirement.

5. Justification or Authority for Action. The brand name products to be acquired are essential to the Government’s requirements and other companies’ products do not meet, or cannot be modified to meet the Government’s needs. Cisco collaboration products are covered under a Joint Support Agreement (JSA) (JELA 95960942) between Cisco and the Department of Defense. As such, any Cisco products purchased and registered under this agreement are covered with robust technical support capabilities that will thus not have to be contracted out to a third party. No other brand has a similar support agreement with the Air Force or Department of Defense. In addition, AFRL VTC Headquarters is executing a full replacement of enterprise VTC equipment with new Cisco brand devices, making Cisco endpoint systems the most compatible. If Cisco brand equipment is not procured, AFRL/RI risks paying for technical support that is already covered under the JSA with Cisco, thus resulting in a substantial duplication of cost the Government is not expected to be recovered. Also, non-Cisco endpoint devices stand the risk of incompatibility issues with Cisco core VTC network equipment, potentially leading to degradation of collaboration services in the venue, resulting in unacceptable delays and loss of man hours with inoperable equipment.

6. Efforts Made to Ensure Offers are Solicited from as many Sources as Practicable. A solicitation will be posted to the FedBizOpps website.

7. The Contracting Officer determines that the anticipated cost to the Government will be fair and reasonable. It is anticipated that the receipt of competitive quotes will produce a fair and reasonable quote less than or equal to the Government estimate.

8. Market Research/Other facts. The Government estimate is based on an Open Market quote from . This informational offer was obtained by AFRL for budgetary purposes. AFRL Market research concluded that the requirement is only available through open market vendors.

9. Any other facts supporting Other than Full and Open Competition. There are no other facts supporting this justification.

10. List of Sources that have Expressed in Writing an Interest in the Procurement.

11. Statement of Actions to Remove/Overcome Barriers to Competition. Advancements in interoperability and integration of collaboration hardware and software, as well as overall convergence of the collaboration market, are expected to come before the next AFRL VTC enterprise architecture refresh within the next 5-10 years, potentially eliminating need for a specific brand of equipment in the next refresh.

12. Contracting Officer’s Certification. The contracting officer’s signature below evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief.
