SECTION 01010
PROJECT PROVISIONS
1.01 SCOPE
A. The work covered under this Contract consists of furnishing all labor, equipment, devices, and materials and performing all work required to provide a combination mass notification/emergency communication and addressable fire alarm and detection systems and wide area mass notification/emergency communication system in accordance with these technical specifications and applicable drawings.
1.02 REFERENCED CODES AND STANDARDS
A. Codes and standards referred to in this specification shall be the latest adopted issue at the Date of Bid, unless otherwise specifically indicated.
1.03 LOCATION
A. The work areas are located in Building 2, 3, 101 and 106 at Air Force Research Laboratory, Rome Research Site, Rome, New York, Building 1477 and 1480 at Stockbridge Test Site, Building 1600 and 1605 at Newport Test Site – Tanner Hill, Building 1612/1624, 1621 and 1622 at Newport Test Site – Irish Hill.
1.04 PRINCIPAL FEATURES
A. The work to be performed involves the following principal features:
1. Installation of combination mass notification/emergency communication and addressable fire alarm and detection panels.
2. Fire alarm system initiating devices.
3. Fire alarm system signaling devices.
4. Mass notification system signaling devices.
5. Fire alarm and mass notification system wiring.
6. Removal of existing fire alarm and detection systems (panels, components, wiring, etc.).
7. Installation of wide area mass notification system.
B. The above description of work is for the purpose of general information only and is not intended to include and describe every feature of work or to define the scope of the work.
1.05 WORK BY OTHERS
A. The following work will be performed by the Government:
1. Communications cabling to combination mass notification/emergency communication and addressable fire alarm and detection panels.

2. Fiber optic cabling to combination mass notification/emergency communication and addressable fire alarm and detection panels.
1.06 MATERIAL FURNISHED BY OTHERS
A. The following material will be furnished by the Government:
1. Fire extinguishers.
1.07 UTILITIES
A. All reasonable quantities of electricity and water will be made available to the Contractor without cost to the Contractor. The Contractor will be responsible for all connections of utilities from the existing supply points. The Government will identify service tie-in points. The Government will not be held responsible for interruptions of utility service and will not be liable for Contractor delays, damages, or increased costs occasioned by any such interruption of service.
1.08 SANITARY FACILITIES
A. The Contractor and his work force may use the existing sanitary facilities in the various work area buildings, subject to the regulations governing their use by Government personnel. Maintain in a sanitary condition at all times.
1.09 FIRE PROTECTION
A. The Contractor shall perform all work in a fire-safe manner in accordance with fire prevention standards of the Rome Research Site. The Contractor shall have an approved fire extinguisher at the site at all times during working operations.
HALON AND C02 TYPE FIRE EXTINGUISHERS ARE NOT AUTHORIZED FOR USE. The Contractor will call the City of Rome Fire Department, 315-339-7734, before working with any flame or spark producing equipment such as tar buckets, grinders, or welders, for approval of the contractors safety measures and to obtain a "Burn Permit" for this type of work.
1.10 POLLUTION CONTROL
A. The Contractor will perform all work consistent with the requirements of all Federal, State and Local laws, rules and regulations pertaining to pollution control.
1.11 WORK CONDITIONS
A. All work on this project will be performed while the building work areas and rooms adjacent to the work areas are occupied by military and civilian personnel. The Contractor is required to protect persons and property throughout the progress of the work. The work area will be kept clean of all debris at all times. All flammables and combustibles stored on-site must be kept in a locker and area, both of which are approved by the Contracting Officer or his designated representative.
1.12 WORKMANSHIP
A. All work to be performed under this Contract shall be under the supervision of workmen skilled in the trades involved. Special qualifications for certain work are listed in the appropriate sections of this specification.

1.13 SUBMITTALS
A. All items indicated in the Schedule of Material Submittals shall be submitted for approval:
1. Any other items required, per specifications, that cannot be visually verified shall be submitted for approval when requested by the Contracting Officer or the designated representative.
2. Submittals which may be required by this Contract, if submitted in printed matter, shall be made in four copies. One copy of the printed submittals will be returned to the Contractor.
3. The Contractor must submit for approval those items which deviate from the specifications. Submission will be on an AF Form 3000.
B. At the pre-construction conference, the Contractor, Contracting Officer’s Technical Representative, and the Contract Administrator will review the submittal requirements. The Contractor must be prepared to discuss the delivery dates for those submittals which are required, or for the items the Contractor plans to submit for approval. Once approved, the submission deadlines shall be incorporated into the Schedule of Materials submittals.
C. The Contractor is reminded that any item(s) installed prior to the Contracting
Officer's approval is being done at his/her own risk. If any item does not meet the Contract requirements as determined by the Contracting Officer, the Contractor will be required to remove same at his/her own expense.
D. Equipment submittals, unless otherwise specified, shall conform with the following:
1. Submittals shall be complete with the manufacturer's product description literature. SUBMITTALS WITH INSUFFICIENT LITERATURE WILL BE
DISAPPROVED.
2. Submittals shall include a complete listing of all associated parameters contained in the Technical Specifications and Drawings (materials, finishes, capacities, temperatures, pressures, electrical characteristics, etc.). THE
CONTRACTING OFFICER OR HIS TECHNICAL REPRESENTATIVE WILL NOT
TRANSFER INFORMATION FROM THE TECHNICAL SPECIFICATIONS AND
DRAWINGS TO THE SUBMITTALS. INCOMPLETE SUBMITTALS WILL BE
DISAPPROVED.
3. Submittals shall be clearly marked to differentiate between the applicable and extraneous portions. THE CONTRACTING OFFICER OR HIS TECHNICAL
REPRESENTATIVE WILL NOT MARK THE SUBMITTALS. UNMARKED
SUBMITTALS WILL BE DISAPPROVED.
1.14 INTERRUPTION OF UTILITIES
A. No utility services shall be interrupted to make connections, to relocate, or for any purpose, without approval of the Contracting Officer.
B. Request for permission to shut down services shall be submitted in writing to the
Contracting Officer fourteen (14) days prior to date of proposed interruption. The request shall give the following information:

1. Location of shut-off.
2. Services affected.
3. Hours and date of shut-off.
4. Approximate length of time shut-off will be in effect.
C. Services shall not be interrupted until receipt of approval of the proposed hours and date from the Contracting Officer.
1.15 FIELD MEASUREMENTS
A. The Contractor shall verify all measurements and be responsible for dimensions, fitting and proper trimming of items directly connected with all work described in this Contract. The Contractor shall immediately notify the Contracting Officer of any discrepancy prior to starting the work.
1.16 SECURITY REQUIREMENTS
A. The work to be done on this project is located within areas that are under security of the Department of Defense Police assigned to the RRS Information Directorate.
To gain access to the areas to examine the work to be done for estimating purposes, arrangements must be made with the Contracting Officer’s Technical Representative. Contractor personnel will be granted escorted entry into the areas.
Prior to initial work commencement, the Contractor shall supply the Contracting Officer’s Technical Representative a letter identifying all personnel employed during construction. Each time additions or deletions to the letter occur, an updated letter shall be forwarded to the Contracting Officer’s Technical Representative.
Identification data shall include name, social security account number and company name/phone number of each person.
B. When it has been determined which Contractor will accomplish the project a Visit
Request will be necessary prior to initial work commencement. The Contractor will supply this to Security through the Contracting Office. The Visit Request can be done via RRS Visit Request Form, AFMC Form 97 or a simple Company Letterhead letter identifying all personnel who will be employed during the work. The request will contain a full name to include a middle initial (Frank A. Dude), social security number (111-11-1111), date of birth (14 Dec 1953) and place of birth (Austin, Texas); if the individual is not a US Citizen they will not be allowed within the complex or facilities. If, the individual is not a US Citizen but has a Green Card, Form I-551 or has the I-551 stamp on their passport, Security will need to see either one.
C. Companies phone number and Supervisor/Foreman cell-phone number is necessary for the Law Enforcement Desk Sergeant.
D. All facilities are entered using a magnetic media entry badge. Contractor work within the facilities will be required to obtain an Unescorted Visitor Badge; this will be procured by the Division/Branch with oversight of the work. The badge is obtained in the lobby of Building 3, West Wing, Security Office. This badge will be worn at all times within the facility. These badges will be returned to the Contracting Officer’s Technical Representative before completion of the final inspection. Any badges lost during the period of work will be reported to Security as soon as possible.

E. Access to the RRS complex is controlled by a Main Gate on Brooks Road, located just west of the Otis & Brooks intersection. Identification for the contractor to enter with a vehicle will be an access list supported by the electronic badge issued.
F. All commercial vehicles are searched prior to entry into the RRS Complex. Vehicle operators will be aware of the vehicle search pull-off area prior to approaching the Main Gate. A search of the vehicle will be conducted prior to its entry. All vehicles not needed for delivery of equipment of tools will be parked in the visitor parking area unless cleared through Security. There are no vehicles allowed within 25 meters (80 ft) of the RRS facilities.
1.17 DELIVERY AND STORAGE
A. Materials shall be delivered to the work area in undamaged condition, stored in fully covered, well ventilated areas, and protected from extreme changes in humidity and temperature.
B. The Contractor is responsible for securing materials in the storage area to protect from pilferage and vandalism.
C. The storage areas for this project are located as shown on the Drawing Title Sheet.
Access to these work areas is provided off main routes within the Griffiss Business and Technology Park Complex.
1.18 SAFETY
A. The Contractor shall:
1. Comply with all safety and health requirements necessary for the protection of personnel, facilities and equipment including, but not limited to all applicable Occupational Safety and Health Administration (OSHA) standards, while performing this contract at the Air Force Research Laboratory (AFRL), Rome Research Site (RRS) in Rome, NY.
2. Maintain a written Safety Program, as required by OSHA and make said plan available for review by the government upon request by the contracting officer.
3. In the event of a mishap during the performance of this contract on AFRL RRS premise, notify the contracting officer in an expeditious manner. Notification shall include the following information:
a. Contract, contract number, name and title of person(s) reporting.
b. Date, time and exact location of accident/incident.
c. Brief narrative of accident/incident (events leading to accident/incident).
d. Cause of accident/incident (if known).
e. Type of injury sustained and/or estimated cost of accident/incident
(material and labor to replace/repair) when damage is to government property.
f. Nomenclature of equipment and personnel involved in accident/incident.

g. Corrective actions (taken or proposed).
h. Other pertinent information.
1.19 PROPRIETARY EQUIPMENT
A. Reference to any equipment, material, article or patented process by trade name, mark or catalog number shall be regarded as establishing a standard of quality and shall not be construed as limiting competition. The Contractor may use any equipment, material article or process which is equal to that named as approved by the Contracting Officer.
1.20 PROTECTION
A. Protection of existing work:
1. The Contractor shall take all necessary precautions to insure against damage to the existing work to remain in place, to be reused, or to remain the property of the Government; i.e. walls, light fixtures, carpet, etc.
2. The Contractor shall insure that structural elements are not overloaded and additional structural supports required as a result of any cutting, removal, or demolition work performed under any part of this Contract are added.
B. Protection of buildings from the weather:
1. The interior of the building and all materials and equipment shall be protected from the weather at all times.
C. Dust control:
1. The amount of dust resulting from demolition shall be controlled to prevent the spread of dust to occupied portions of the building and to avoid creation of a nuisance in the surrounding areas.
D. Temporary closures:
1. The Contractor shall provide temporary closures at all openings in outside walls affected by their work to maintain weather protection and security.
E. Protection of personnel:
1. Where the safety of non-Contractor personnel is endangered in the area of removal work and new construction, barricades shall be used.
1.21 REMOVED MATERIALS AND EQUIPMENT
A. General:
1. All materials and equipment indicated to be removed as part of the work become the property of the Contractor for removal from the job site at the Contractor’s expense, unless otherwise shown on the drawings or specified.
B. Items re-used as part of the work:

1. Items indicated to be re-used will be stored by the Contractor until such time as they may be reinstalled.
1.22 DISPOSAL OF REMOVED MATERIALS
1. Materials removed from the project which are designated as unusable by the Government shall be disposed of by the Contractor at his own expense off the Griffiss Business and Technology Park in accordance with applicable regulations.
2. All debris to be removed from the work site shall be transported in canvas covered trucks with the canvas tied down to prevent loss of materials while in route to the disposal areas.
3. The Contractor shall police the truck routes continuously and all debris which has dropped shall be picked up immediately.
B. Materials for Contractor salvage:
1. This material shall be removed from Government property before completion of the Contract.
2. Materials for salvage shall not be sold on the site.
1.23 REMOVAL AREAS
A. Patch existing construction and finishes damaged or left incomplete due to removals. Patching, unless otherwise indicated, will be limited to areas where removals occurred and will match existing in material, color and finish.
B. Cap or otherwise terminate existing utility services to removed equipment on all utilities that are to remain active.
1.24 SPECIAL CONDITIONS
A. Should any materials be encountered during construction which are suspected to contain hazardous materials and are not indicated as such on the drawings, immediately stop work in that area and report the encountered condition to the Contracting Officer’s Technical Representative.
1.25 SEQUENCING AND SCHEDULING
A. Provisions must be made to leave each entrance secured at the end of work each day and to minimize the duration of time each entrance is worked on from start to completion. Any work which affects the use of a required building exit must be coordinated with the Rome Research Site Safety Office.
B. The Contractor is required to maintain circulation corridors, exits and exit stairs in all building areas occupied by the Government.
C. Traffic control:
1. Routes of ingress and egress on the grounds and within existing buildings to the location of the work shall be over routes as directed by the Government.

2. Areas for parking vehicles belonging to the Contractor and his employees will be designated by the Contracting Officer’s Technical Representative. Maintain the parking areas free of debris and obstructions, including snow.
1.26 CONSTRUCTION SCHEDULING
A. The Contractor may be paid for materials on site, however, they must appear on the Contract Progress Schedule and be inventoried by the Contracting Officer’s Technical Representative prior to payment.
1.27 WORK SCHEDULE
A. Working hours for the Contractor will normally be between the hours of 0700 and 1600 hours (7:00 a.m. and 4:00 p.m.), excluding Saturdays, Sundays and Federal holidays.
B. If the Contractor desires to work during periods other than above, additional government inspection forces may be required:
1. The Contractor must make his/her request to the Contracting Officer three (3) days in advance of his/her intention to work during other periods to allow assignment of additional inspection forces.
2. If such force is reasonably available, the Contracting Officer may authorize the Contractor to perform work during periods other than normal duty hours/days.
3. However, if inspectors are required to perform in excess of their normal duty hours/days solely for the benefit of the Contractor, the actual cost of inspection at overtime rates will be charged to the Contractor. These adjustments to the Contract Price may be made periodically as directed by the Contracting Officer.
1.28 REMOVAL OF TEMPORARY FACILITIES
A. Maintain all temporary facilities and controls as long as needed for the safe and proper completion of the work.
B. Remove all such temporary facilities and controls as rapidly as progress of the work will permit or as directed by the Contracting Officer.
1.29 CLEAN-UP
A. Debris and rubbish control:
1. Remove all debris and rubbish daily from the site.
2. Remove debris and rubbish into a dumpster; then transport in a manner that will prevent spillage on streets or adjacent areas.
3. The Contractor shall make his/her own arrangements for dumping off the
Griffiss Business and Technology Park.
4. Burning of waste material on Griffiss Business and Technology Park is prohibited.

B. Regulations:
1. All disposal and hauling equipment and methods used shall comply to Federal, State, OSHA, and local regulations.
C. If the Contractor utilizes a collector box, it must be provided with a cover.
D. The Contractor shall protect and restore lawn areas and plant materials during the course of this Contract. Lawn areas shall be protected and restored to a condition equal to that prior to the start of work of this Contract.
1.30 DIGGING PERMITS
A. The Contractor shall have an approved Contracting Officer's Work Clearance Permit in his possession before any excavation work is permitted:
1. Twenty-one days prior to any planned excavation, the Contractor shall notify the Contracting Officer in writing of his request to obtain a Work Clearance Permit (digging permit).
2. Work clearance permits are processed by the Contract Management Office
(IFOCO) of Rome Research Site Civil Engineering upon receipt of request from the Contracting Officer.
3. The Contractor shall have staked the area of excavation prior to initiating request.
4. Upon receipt of request, IFOCO will notify AFRL/IFOCC and other appropriate offices for location of underground communication and other utility lines within the staked areas of excavation.
5. The Contractor shall hand-excavate the immediate area where communication and utility lines are identified. In areas of uncertainty where communication and utility lines are known to exist, but the location is uncertain, Government personnel, given a minimum of fourteen (14) days notice by IFOCO, will indicate locations in the field.
6. The Contractor shall hand excavate the immediate area where communication and utility lines have been located in the field.
7. All excavation work in the above described known and uncertain areas where communication and other utilities have been identified and staked shall be hand-excavated by the Contractor a minimum of five feet on both sides of staked areas.
8. If staked lines in these areas are not found, the Contractor shall notify IFOCO immediately before proceeding with any further excavation.
B. The Contractor shall notify the Contracting Officer 14 days prior to the start of demolition work.

SECTION 01060
REGULATORY REQUIREMENTS
PART 1 - GENERAL
1.01 CODES
A. Conform to the requirements of all Federal, State and Local Codes and Ordinances, unless otherwise noted below.
B. Conform to the requirements of all public utility companies.
C. The requirements of Military Handbook 1008B, the Uniform Building Code, National Fire Protection Association Codes and National Electric Code apply to this project.
D. Conform to OSHA requirements, including Part 1910, General Industry, and Part
1926, Construction.
1.02 PERMITS, FEES AND INSPECTIONS
A. All permits (other than building permits), fees and inspections required by Governmental agencies, regulatory agencies, utility companies or others during the course of the work shall be obtained by the Contractor.
B. The Contractor shall arrange for and pay all costs of such permits, fees and inspections.
1.03 REFERENCED CODES AND STANDARDS
A. Codes and standards referred to in this specification shall be the latest adopted issue at the Date of Bid, unless otherwise specifically indicated.

3.01 CONFLICTING REQUIREMENTS
A. In the event of conflict between applicable Codes and Regulations and the requirements of the referenced Standards or these specifications, the provisions of the more stringent shall govern.

SECTION 02010
CLEANING UP
PART 1 – GENERAL
1.01 DESCRIPTION
A. Maintain premises and public properties free from accumulations of waste, debris and rubbish caused by operations.
B. At completion of work, remove waste materials, rubbish, tools, equipment, machinery and surplus materials and clean all sight exposed surfaces; leave project clean and ready for occupancy.
1.02 SAFETY REQUIREMENTS
A. Standards:
1. Maintain project in accordance with safety and insurance standards.
B. Hazards control:
1. Store volatile wastes in covered metal containers and remove from premises daily.
2. Prevent accumulation of wastes that create hazardous conditions.
3. Provide adequate ventilation during use of volatile or noxious substances.
C. Conduct cleaning and disposal operations to comply with local ordinances and anti-pollution laws.
1. Do not burn or bury rubbish and waste materials on project site.
2. Do not dispose of volatile wastes such as mineral spirits, oil or paint thinner in storm or sanitary drains.
3. Do not dispose of wastes into streams or waterways.
PART 2 – PRODUCTS
2.01 MATERIALS
A. Use only cleaning materials recommended by manufacturer of surface to be cleaned.
B. Use cleaning materials only on surfaces recommended by cleaning material manufacturer.
PART 3 – EXECUTION

3.01 EACH CONTRACTOR, DURING CONSTRUCTION
A. Execute cleaning to ensure that building, grounds and public properties are maintained free from accumulation of waste materials and rubbish.
B. At reasonable intervals during progress of work, clean site and public properties and dispose of waste materials, debris and rubbish.
C. Provide containers for collection of waste materials, debris and rubbish.
D. Remove waste materials, debris and rubbish from site and legally dispose of at public or private dumping areas off Government’s property.
E. Vacuum clean interior building areas on an as-needed basis until project is completed.
F. Handle materials in a controlled manner with as few handlings as possible; do not drop or throw materials from heights.
3.02 FINAL CLEANING
A. Each Contractor shall:
1. Employ experienced workmen or professional cleaners for final cleaning.
2. Remove grease, dust, dirt, stains, labels, fingerprints and other foreign materials from sight-exposed interior and exterior finished surfaces; polish surface to designated shine finish.
3. Repair, patch and touchup marred surfaces to specified finish to match adjacent surfaces.
B. Contractor shall:
1. Broom clean paved surfaces affected by Government’s operations.
2. Vacuum clean carpeting.
3. Wash and wax resilient floor tile.

SECTION 02045
CUTTING AND PATCHING
1.01 DESCRIPTION
A. Cutting and patching covers adjustment to, and necessary reworking of, elements of construction in both new and existing work. The following definitions for cutting and patching apply to this Contract:
1. Cutting:
a. Physical modification of construction work, both new and existing, or removal of existing or installed materials, excluding excavation and earthwork.
2. Patching:
a. Restoration or replacement and installation of construction material, both new and existing, including finishing and patching.
B. Execute cutting, fitting or patching or work required to:
1. Make several parts fit properly.
2. Uncover work to provide for installation of ill-timed work.
3. Remove and correct defective work.
4. Remove and correct work not conforming to requirements of Contract
Documents.
5. Remove samples of installed work as specified for testing.
6. Install specified work in existing construction.
7. Remove existing construction.
8. Provide equipment, labor and incidentals necessary for cutting and patching as required for the installation of work in existing walls, floors and ceilings.
Patching must match adjacent material and finish.

SELECTIVE DEMOLITION
1.01 SUMMARY
A. In accordance with pertinent provisions of this section, carefully demolish and remove from the site those items scheduled to be so demolished and removed.
1.02 QUALITY ASSURANCE
A. Use adequate numbers of skilled workmen who are thoroughly trained and experienced in the necessary crafts and who are completely familiar with the specified requirements and methods needed for proper performance of the work of this section.
3.01 SURFACE CONDITIONS
A. Examine the areas and conditions under which work of this section will be performed and correct conditions detrimental to timely and proper completion of the work. Do not proceed until unsatisfactory conditions are corrected.
3.02 DEMOLITION
A. By careful study of the Contract Documents, determine the location and extent of selective demolition to be performed.
B. In company with the Contracting Officer, visit the site and verify the extent and location of selective demolition required:
1. Carefully identify limits of selective demolition required.
2. Mark interface surface as required to enable workmen to also identify items to be removed and items to be left in place intact.
C. Prepare and follow an organized plan for demolition and removal of items:
1. Shut off, cap and otherwise protect existing public utility lines in accordance with the requirements of the public agency or utility having jurisdiction.
2. Completely remove all items scheduled to be demolished and removed, leaving surfaces clean, solid and ready to receive new specified materials.

3. In all activities, comply with pertinent regulations of governmental agencies having jurisdiction.

3.03 REPLACEMENTS
A. In the event of demolition of items not so scheduled to be demolished, promptly replace such items to the approval of the Contracting Officer at no additional cost to the Government.

PAINTING
1.01 REQUIREMENTS
A. Provide all materials, tools, equipment and labor required to execute the painting work shown on the drawings, where touch-up is required due to new construction and herein specified.
1.02 SUBMITTALS
A. Unless otherwise noted or specified, submit the following for approval:
1. A description of the type of finish and accessories proposed for each application, including the manufacturer’s name and product designation number together with a complete description of the proposed method of installation.
2. Manufacturer’s data sheets on all materials (paint, primer, stain, varnish, filler, etc.).
1.03 QUALITY ASSURANCE
A. Provide work in strict accordance with manufacturer’s instructions and recommendations.
B. Product manufacturer shall be a company specializing in manufacturing quality paint and finish products with 10 years experience.
C. Applicator shall be a company specializing in commercial painting and finishing with
5 years documented experience.
1.04 PREPARATION OF SURFACES
A. Wood:
1. Sandpaper to smooth and even surface and then dust off. After priming or stain coat has been applied, thoroughly fill nail and other holes and cracks with plastic or putty. For natural finish work, putty shall be colored to match the wood.
B. Steel and iron:
1. Remove grease, rust and scale, and touch-up any chipped or abraded places on items that have been shop coated. Where steel and iron have a heavy coating of scale, it shall be removed by wire brushing or sand blasting as necessary to produce a satisfactory surface for painting.
C. Galvanized metal:
1. Wash with detergent and let stand for 7 days before finish painting.

B. Application:
1. Painting shall be of the highest quality, free from brush marks, runs, sags and streaks; EXECUTED IN A FIRST-CLASS MANNER BY SKILLED WORKMEN

5. New wood doors are to be finished natural.
6. Existing wood doors are to be cleaned, reconditioned and receive 2 coats of varnish.

GENERAL PROVISIONS
ELECTRICAL
1.01 SCOPE OF WORK
A. Furnish and install equipment and materials required to provide a complete electrical system.
1.02 REQUIREMENTS
A. Systems shall conform with the applicable portions of American National Standards
Institute (ANSI), Institute of Electrical and Electronics Engineers (IEEE), Insulated
Power Cable Engineers Association (IPCEA), National Electrical Manufacturer’s
Association (NEMA), International Electrical Testing Association (INETA) and the associated utility company standards.
B. Systems shall conform with the applicable portions of the requirements set forth in the National Electrical Code (NFPA-70).
C. Components and/or systems tested by Underwriters Laboratories, or other suitable nationally recognized independent testing laboratories, shall bear the associated label, seal or stamp of conformance.
1.03 CONNECTIONS TO EXISTING EQUIPMENT
A. Furnish and install branch circuits serving equipment that is existing in accordance with the sizes and locations shown on the drawings, complete with final connections, including provisions for disconnects and receptacles as required.
A. Materials and equipment shall be in strict accordance with the parameters herein specified.
B. Material and/or equipment of the same category (e.g.: service entrance equipment, panelboards, load centers, circuit breakers, receptacles, switches, etc.)
shall be of the same manufacturer; special systems which are a composite of several manufacturer’s components (e.g., fire alarm, security alarm, communication) shall be supplied and serviced by a single source of responsibility.
2.02 ACCESSORIES AND COMPONENTS
A. It is the intent of this specification that systems and equipment shall be complete with the necessary quantity of accessories and components required to insure a properly functioning installation.

3.01 INSTALLATION
A. Unless otherwise noted or herein specified, materials and equipment shall be installed in strict accordance with the manufacturer’s recommendations.
B. Electrical work herein specified and/or noted shall be executed in strict conformance with the National Electrical Code.
3.02 REMOVALS
A. The disposal of associated components containing asbestos and/or polychlorinate biphenyls (PCB’s) shall be in strict conformance with governing federal, state and local regulations.
3.03 SUPPORTS
A. Provide auxiliary steel (beams, channels, angles, formed shapes, etc.) required to properly support equipment and distribution systems.
B. Utilize galvanized components (wherever practical) or field apply 2 coats of corrosion resistant primer.
3.04 RECORD DRAWINGS
A. Promptly record (in a neat, legible and red-color-only accentuated fashion, on a complete, designated set of contract documents containing no other markings) significant differences reflected by the actual installation (sizes, capacities, locations and features of distribution systems and equipment).
B. Thoroughly review such recordings weekly with the Contracting Officer’s Technical
Representative and submit the completed set at the completion of work.
C. Additionally, prepare appropriately scaled drawings showing conduit locations below grade and within concrete slabs.
3.05 MAINTENANCE MANUAL
A. Manuals shall contain copies of approved fabrication drawings, material lists and equipment submittals, equipment operation/maintenance bulletins and names, addresses and telephone numbers relative to parts and service.
3.06 INSPECTION
A. Obtain New York Board of Fire Underwriters (NYFBU) or Independent Electrical
Inspection Agency (IEIA) inspection certificate and deliver to the Contracting
Officer.
3.07 PERFORMANCE
A. Disconnect switches:

A. Subsequent to testing, concurrently energize related branch circuit loads on a feeder-by-feeder basis and correct associated phase imbalance.
3.09 INSTRUCTION
A. Provide thorough, organized instruction regarding equipment and systems operation to the Contracting Officer’s Technical Representative (secure written acknowledgement and forward to the Contracting Officer).

TESTS
A. Test each completed portion of the wiring system before it is energized.

1.02 REPORTS
A. Complete reports of all high voltage and grounding tests shall be submitted in duplicate by the Contractor to the Contracting Officer, indicating the date, weather conditions, persons present, instruments used, hook-up and location diagrams as necessary, test results, corrective actions taken if applicable, and results of retesting if applicable.
3.01 WIRING SYSTEMS – 600 VOLTS OR LESS
A. Test all conductors for opens, shorts and grounds.
3.02 GROUNDING SYSTEMS
A. Check conduit systems for “grounds” at convenient points such as outlets located near plumbing systems or building structural steel.
B. Test all ground rods for grounding resistance before grounding conductors are connected.
C. Buried grounding conductors or loops shall be connected to the ground rods and tested as a system.
D. Test the “service ground” point for ground resistance.
E. Demonstrate that derived grounds at transformer secondaries are “grounded”.
F. Check system neutrals and equipment grounding conductors separately for opens, shorts and unintentional grounds before interconnection to the grounding system.

A. Whenever these specifications describe more than one system under a particular classification, it is the intent that this Contractor provide one of the systems (in consistent fashion) in accordance with the same unless otherwise specifically shown on the drawings.
1.03 MATERIAL LISTS
A. Prior to installation, submit a list of materials to the Contracting Officer for approval which shall conform with the following:

Furnish and install conduit systems above grade (which are not in concrete slabs) substantially as shown on the drawings, as high as possible, parallel to building walls, clear of structural members (except when penetrations are shown or approved), positioned 12” (minimum) from hot surfaces (hot water and steam distribution systems, radiant heat transfer surfaces, convective heat transfer surface enclosures, etc.) and clear of equipment removal and service areas.
2. Unless otherwise noted, conduit systems shall be concealed in finished areas and exposed in unfinished areas.

3. Units penetrating walls or partitions above grade (not constructed of masonry nor fire or smoke rated) shall be neatly patched with the appropriate (related) wall or partition material to insure the absence of an annular space.
C. Below grade:
1. Furnish and install conduit systems below grade substantially as shown on the drawings, parallel to building walls (except where shown otherwise), pitched and arranged to permit effective drainage and in strict accordance with designated burial depths.
2. Provide trenching, backfilling and compacting in accordance with the requirements set forth in Division 2 and/or as shown on the drawings.
3. Conduit systems shall not be permitted in concrete slabs unless specifically noted on the drawings; whereupon, it shall be installed as detailed.
D. Sleeves:
1. Furnish and install sleeves where conduit systems pass through building walls and floors in accordance with the following:
a. Units penetrating walls and floors below grade shall be as detailed
(“Sleeves Below Grade , Floors and Walls”).
b. Units penetrating floors shall be Schedule 40, black steel (ASTM A-53) arranged to provide a waterproofing flange by projecting 1/2” above finished floor (except in Mechanical/Electrical Equipment Rooms where the projection shall be 2” above finished floor).
c. Openings through existing walls or partitions constructed of solid masonry shall be core drilled and shall not require sleeves.
2. Seal annular spaces with intumescent, synthetic elastomer (3M brand Fire
Barrier; Caulk CP 25, Putty 303).
