MEMORANDUM FOR INTERESTED SDVOSB VENDORS
FROM: AFLCMC/HIHK
Subject: RFQ# FA8734-17-R-0003 for Air Force Legacy Application Study
1. This is a Request for Quote (RFQ) for the procurement of an Air Force Legacy Application
Systems Study as reflected in Attachment 2, Performance Work Statement (PWS). The Air Force requires technical analyses of Legacy Applications to:
a. Provide the documentation that breaks down what the system is doing and also identifies areas of optimization based on knowledge such as where the dead code and redundant code resides;
b. Identify technical considerations to allow the Government to consolidate applications
(whether into the Oracle E-Business Suite or within a subset of Web Applications);
c. Identify technical considerations to prepare the Government for the Data Center
Optimization Initiative established in OMB Memorandum M-16-19 to host on a commercial cloud.
2. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Only
SDVOSB vendor quotes will be considered. The clause at FAR 52.219-27, Notice of Service-
Disabled Veteran-Owned Small Business Set-Aside, applies to this acquisition.
3. Award will be based on a best value basis considering price, proposed quality of PWS Section 12
Data Deliverables, proposed Contract Data Requirements List (CDRL) delivery schedule, and customer surveys/past performance. Each quote will be evaluated for reasonableness and the quality of the proposed products. Quotes shall include the offeror’s proposed technical approach to satisfy
PWS and CDRL requirements.
4. Award selection will consider the offeror’s prior experience to include, but not limited to, customer surveys and the offeror’s past performance history from Government-wide Past
Performance Information Retrieval System (PPIRS). Each quote shall also provide two to four recent and relevant customer past performance surveys (Attachment 4). Past performance will assess the offeror’s demonstrated experience with Oracle E-Business Suite, conducting a fit-gap anaylsis, Human Systems Integration, Air Force military personnel systems, and other required PWS tasks.
5. This RFQ employs DFARS Provision 252.213-7000, Notice to Prospective Suppliers on Use of
Past Performance Information Retrieval System—Statistical Reporting in Past Performance
Evaluations. An offeror without a record of relevant past performance history in PPIRS for the PSC
7030 being purchased will not be evaluated favorably or unfavorably for its past performance history.
6. The resulting contract will consist of one Firm Fixed-Price (FFP) Contract Line Item Number
(CLIN) for the study tasks and one Cost-Reimbursement CLIN for travel as follows:
(a) CLIN 0001 – Legacy Application Systems Study
i. The contractor shall perform the contract effort to complete the Legacy
Application Study in accordance with Attachment 2 – Legacy Systems Study PWS, dated
1 June 2017, and produce the five CDRL items in accordance with Attachment 2.
ii. The period of performance shall begin within two weeks of contract award and is estimated to be completed 8 months after contract start.
(b) CLIN 0002 – Travel
i. The contractor shall conduct travel in support of this requirement. Travel shall be in accordance with FAR 31.205-46 and approved prior to travel by the Contracting Officer or
Contracting Officer’s Representative (COR). Travel costs subject to reimbursement. Travel shall be approved and directed by the Government. Travel shall be in conjunction with a specific requirement and authorized in the order and approved prior to travel by the COR.
Travel shall not exceed the obligated amount of the travel CLIN. Travel shall be limited by the amounts specified in the FAR 31.205-46.
ii. The period of performance shall begin within two weeks of contract award and is estimated to be completed 8 months after contract start.
7. The anticipated acquisition schedule is as follows:
(a) Questions Due: 15 June 2017 by 2:00pm Central Standard Time (CST)
(b) Quotes Due: 26 June 2017 by 2:00 pm CST
(i) The Government reserves the right to extend the quotation period for competition purposes if it deems necessary.
(c) Contract Award: 07 July 2017 (approximate)
8. Questions regarding this RFQ shall be submitted to the Contracting Officer, Amanda Davenport, at amanda.davenport.2@us.af.mil with a courtesy copy to the Contract Specialist, Gabby Torres, at gabriela.torres.1@us.af.mil, no later than 15 June 2017 at 2:00 pm CST.
9. Offerors are required to meet all RFQ requirements, including terms and conditions and technical requirements. Offerors must clearly identify any exception to the requirement, RFQ terms and conditions, and provide accompanying rationale.

Demonstrate Relevant Experience
(a) A description of the technical approach, analysis tools, relevant experience of key personnel (EBS, fit gap studies, etc.), proposed schedule for each CDRL item, and other relevant aspects being employed to satisfy the requirement.
(i) The criteria described above will be considered technically acceptable when the offeror provides at least one (1) example of each of the following:
(A) the offeror’s successful delivery of a meta-data repository that documents all applications to determine language of application, inventory of files, complexity, data dictionaries, dead code, and interfaces.
(B) a roadmap that describes a recommended path of optimization of a portfolio based on source code logistics, source code complexity, dead code details, data dictionaries, system detail diagrams, data flow diagrams, program flow diagrams, data models in SQL/DDL format, program logic, and business logic.
(b) Comprehensive understanding of EBS R12.x suite of modules.
offeror demonstrates an intimate understanding of the capabilities inherent within the EBS R12.x suite such that the offeror can map redundant capabilities and provide a solution for collapsing the portfolio by utilizing EBS COTS and decommissioning developed applications.
(c) Oracle Consulting Service Support.
(i) The criteria above will be considered technically acceptable when the offeror can demonstrate reach back support from Oracle Consulting.
(d) Demonstrated implementation of Human Systems Integration (HSI) practices.

Adhere to Pre-Determined Schedule
10. Schedule shall begin within two weeks of contract award and shall conclude eight (8) months after contract start.
offeror demonstrates an ability to perform all tasks within the PWS according to the CDRL timelines and within an eight (8) month period of performance.
11. Ensure to include with your quote a primary company point of contact with email, phone, and facsimile number.
12. All products delivered to the Government shall NOT be proprietary to the contractor, and it is the Government’s intention to use the information and deliverables derived from the study described in this PWS for future acquisition as Government Furnished Information.
13. Interested parties shall email a copy of the quote to AFLCMC/HIHK, Amanda Davenport, Contracting Officer, at amanda.davenport.2@us.af.mil and Gabby Torres, Contract Specialist, at gabriela.torres.1@us.af.mil. No hard copy will be required.
14. Offerors are required to state their quote will remain valid for 60 days after submission.
15. This RFQ is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the contractor for this requirement. The Government reserves the right not to award a contract in response to this RFQ. Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established.
16. The Government reserves the right to award one contract resulting from this Study and the
Legacy Pay Affecting Study if it deems necessary.
