COBRA DANE SOURCES SOUGHT ANNOUNCEMENT
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO
SOLICITATION AVAILABLE AT THIS TIME.
THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT TO BE CONSTRUED AS A
COMMITMENT BY THE AIR FORCE TO ISSUE A SOLICITATION OR
ULTIMATELY AWARD A CONTRACT. NEITHER UNSOLICITED PROPOSALS
NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO
THIS SOURCES SOUGHT. NO CONTRACT WILL BE AWARDED PURSUANT TO
THIS ANNOUNCEMENT.
I. Synopsis:
The Department of the Air Force, Air Force Life Cycle Management Center (AFLCMC), Space C2 and Surveillance Division (HBQ), Peterson AFB, CO is conducting market research to identify contractors capable of performing the follow-on contract to the COBRA DANE Radar Operations and Maintenance Services Contract, which will include additional scope as detailed in the ‘Scope’ section. The AN/FPS-108 COBRA DANE (CD) is a ground-based, computer-driven L-band Traveling Wave Tube-fired phased-array radar located at Eareckson Air Station on Shemya, AK. All information contained in this Sources Sought Announcement is preliminary, subject to modification and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Air Force to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. This announcement is open to all sources, regardless of size. The applicable NAICS code is 541330 – Engineering Services.
II. Scope of Work:
This contract will provide non-personnel services to manage, operate, and maintain the COBRA DANE radar system at optimum performance levels 24 hours/day, 365 days/year, in support of multiple national radar missions including Ground-based Midcourse Defense, Space Surveillance and Ballistic Missile Technical Collection/Treaty Verification. The contractor will provide operations and support of site equipment and facilities in accordance with the referenced Performance Work Statement (PWS) to meet AN/FPS-108 sensor function on a continuous basis. Further, the contractor shall continue to operate and maintain the system in the event of a national emergency, to include declared or undeclared state of war. The contractor will also provide logistic support and Depot Maintenance Support Activity (DMSA).
This scope includes operations and maintenance (O&M) tasks; depot-level (D-Level) support, sustainment, and modification services, including:
Operations: Operate all mission system and facility equipment to ensure highest possible Ao, including data collection and tasking against unexpected and short-notice Periods of Interest
(POI).
Maintenance/Depot: The contractor shall maintain and repair the CD radar system and facility support equipment in a serviceable, safe, and properly configured manner. The radar and support systems must be maintained in a continuous state of readiness, within specified performance standards, to meet radar mission requirements. Repairs are conducted as a combination of organizational and depot-level maintenance. Due to absence of an overarching Government parts depot, and the time and expense required for offsite re-engineering of obsolete and difficult-to-repair Line Replaceable Units (LRU), the contractor is expected to perform onsite maintenance of failed LRUs and components to the greatest extent practicable. Mission system equipment not repairable on site will be shipped to the contractor’s off-site facility for repair or dispositioned to the manufacturer, a suitable alternate vendor, or Government directed location for repair.
Sustainment/Modernization: The contractor shall provide management of Government owned stock in their contractor furnished warehouse, stock acquisition to maintain approved depot stock level, respond to requisitions for components on a routine or emergency basis, provide in-house and/or vendor repair of components, fabrication of components, on-site overhauls, and on-call engineering field support on both a routine and emergency basis. Conduct engineering investigations; perform and/or recommend modifications to overcome problems associated with component obsolescence or to meet new mission requirements. Ability to relocate systems, design, manufacture, install and test subsystem upgrades is also required.
Software Version Releases: The contractor shall perform annual modifications to the software baseline throughout the life of the contract. The actual direction of the specific software changes included in each version release will be provided by the Government. The new software versions will address system deficiencies and needed modifications in accordance with the approved CD Configuration Management Plan. On average, one major version release per year will be developed, tested, and delivered, with provision for at least one emergency version release per year when authorized. The need for a software version release shall be based on deficiency priority, or when the need arises to implement special capabilities, features, or software fixes based on evolving mission requirements. This includes updates to system documentation, and generation of a coordinated Software Version Description Document (SVDD) for each software release.
Configuration Management: The contractor shall identify an appropriate change approval authority that can approve any change and commit resources for implementation. The contractor shall verify implementation of a change to ensure consistency among the product, the product configuration information and the product support elements. The contractor shall systematically capture, record, safeguard, validate, and disseminate data about the product and product configuration information in an electronic configuration status accounting database. The contractor shall determine the system requirements for data collection and information processing based upon the need for data about the product configuration and the product configuration information. The contractor shall maintain surveillance over the configuration management process to ensure that the processes are documented and being followed, and that the process execution is in compliance with requirements. The contractor shall conduct a currency review at least every two years to update the General/External Communications Interface Control Documents (ICD). It may be necessary to conduct these reviews on-site.
Site Security: The contractor shall maintain the established secure facility containing classified mission computers, communications equipment, and data in accordance with governing security classification guidance, AF security regulations and the Eareckson Air Station (EAS) Base Operations Support (BOS) contractor guidance.
Logistics Management: The contractor shall ensure all 12 Product Support elements are considered when repairing and/or replacing components and when recommending engineering solutions. The contractor will also act as the Support Point for all Deficiency Reports (DR) reported in Joint Deficiency Reporting System (JDRS) for those spares under C-CIP management. This includes a failure analysis report on the DR exhibit when requested by the Government.
Training: The contractor shall develop and implement a training plan for the O&M team that addresses operations and maintenance of all mission equipment, software, and procedures.
Radar Calibration: The contractor shall, using a combination of satellite collections and radar calibration and alignment procedures, report system performance on a monthly basis. Any performance deficiencies will be documented as such, reported to the Government, and shall be promptly corrected.
BMDS Test and Exercise Support: The contractor shall support recurring (annual) Distributed Ground Tests (DGT) events, Missile Defense exercises, and collections against designated Targets of Opportunity (TOOs) in support of Missile Defense Agency (MDA) and the Ballistic Missile Defense System (BMDS) Warfighter community.
The following task descriptions are indicative of the types of work to be performed under the COBRA DANE contract, but are not all inclusive:

V. Questions:
1. After review of the sources sought library data, what additional technical/workload data, if any, is required for you to competitively bid/propose the requirements?
2. What workload estimates are necessary to adequately scope the workload associated with this contract? Are there other data that the Air Force could provide that would be useful in determining the level of service required?
3. Should an existing contract vehicle be used to fulfill the requirements? If so, please identify.
4. How long should the entry and exit transition periods last for these requirements?
5. Please provide recommendations on how the Government could prevent exclusive teaming arrangements from being a barrier to competition.
6. Are there data/software efforts where the Government wouldn’t have at least Government Purpose Rights? If so, how will that affect the program for future development and sustainment?
7. What length of on-site phase-in is necessary to prepare for performance start date?
8. Would you require a site visit in order to respond to a formal Request for Proposal (RFP)?
If so, how far in advance would you need in order to respond to a formal RFP?
