The Government anticipates awarding a sole-source Indefinite Delivery/Indefinite Quantity
(IDIQ) bridge contract to Raytheon Technical Services Company, LLC for continued sustainment support for operation, organizational level maintenance and depot level maintenance to the COBRA DANE radar. Statutory authority permitting Other than Full and Open Competition: 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1(a)(2), Only
One Responsible Source.
At this point in time, the Government does not possess sufficient documentation of the system requirements and current technical baseline to conduct an effective/fair competition.
Absent an adequate bidder's library it is not possible for the Government to provide a meaningful assessment of the qualifications of perspective offerors to perform the COBRA
DANE mission, maintenance, and sustainment. The Government is in the process of correcting the deficiencies in the current requirements documentation.
Government estimates for duplication of costs and unacceptable delays are based on
Acquisition Planning/Source Selection activities required for a full and open competition.
These activities include the planning and development of a new acquisition strategy, requiring but not limited to: developing the technical baseline sufficiently to ensure fair, full and open competition; identifying and developing requirements; notifying industry of a new competitive program, conducting multi-step advisory reviews on potential offerors;
conducting industry days and exchanges including drafting new requirements documents and solicitation documents; obtaining input and feedback from industry; developing a new strategy and completing reviews at various levels prior to conduct of a PEO level ASP;
development, coordination and review of a new source selection plan; clearance and release of a new solicitation; conducting and completing a new source selection; and awarding a new contract.
Assumptions to complete fair, full and open competition for a COBRA DANE follow-on include a 24 month effort to accomplish strategy and re-compete activities.
The Government estimates up to 24 months are required for all activities required to ensure effective, full and open competition for the COBRA DANE follow-on contract. This unacceptable delay will cause the lapse of continued COBRA DANE radar operations beyond the expiration of the current contract on 31 December 2015, resulting in mission failure and grave harm to the Government.
All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency; however, the Government has determined that Raytheon
Technical Services Company, LLC is the only responsible source capable of satisfying the agencies requirements for these highly specialized services without unacceptable delays, and without substantial duplication of costs that are not expected to be recovered through competition (over the limited time-span of this bridge contract) (ref. 10 U.S.C.
2304(d)(1)(B)).
Restrictions regarding foreign bidders may be placed on the contract. Also, foreign bidders are instructed to indicate interest in the procurement to the contracting officer prior to submitting a proposal.
(17) Place of Contract Performance: Eareckson Air Station, Shemya Island, Alaska
(18) Set Aside Status: No set-aside
