The following topic is an anticipated requirement for AFRL/RX. A BAA with Calls for the listed topic(s) may be released in August/September/October 2016.

The anticipated funding listed below reflects estimated funding only. This estimate is not a promise of funding.

Funding is uncertain and is subject to change. Changes in availability may occur at the discretion of the Government.

Program Description: The purpose of this notice is to provide information about a potential Broad Agency Announcement for Advanced Power Technology Office – Energy Innovation.

This notice is not a solicitation for research. The Government will not reimburse costs associated with any communication submitted in response to this notice. No documentation is requested at this time.

TECHNICAL DESCRIPTION: The Objective of this effort is to meet the intent of the USAF Energy Strategy Plan. The Air Force is working to identify best practices and implement solutions to improve its energy security posture.

TECHNICAL SCOPE: The program shall provide for basic and applied research, as well as advanced development efforts, for AFRL/RX in the core technology areas listed below:

a. Advanced technology demonstrations focusing on providing resilient, reliable, and secure power for Air Force installations. The Air Force uses a risk management approach to evaluate the resiliency, reliability, and security of energy. Example technologies include distributed power generation, energy storage, smart controller technologies for autonomous load switching, data center improvements, microgrid development, forecasting and other microgrid optimization technologies, and the incorporation of various technologies into an integrated solution.

b. Advanced process energy technology demonstrations targeting the optimization of process energy usage in Air Force maintenance depots, research laboratories, and test centers for activities including maintenance, manufacturing, testing, computing, etc. Technologies should consider future incorporation into secure energy management systems. Example technologies include energy efficiency improvements, production quality improvements, improved reliability, the use of open architecture control systems, and device-level demand response capabilities.

c. Advanced technology demonstrations for manned aviation systems and Unmanned Aerial Systems (UAS) which focus on fuel efficiency, fuel flexibility, modeling and simulation for efficiency improvements, and drag reduction while potentially increasing offensive and defensive capability. Fuel efficiencies can be obtained in a number of ways, examples include but are not limited to: lightweight materials substitution for non-structural components, changes in Training or Tactics, Techniques and Procedures (TTP), advanced battery/fuel cell improvements, component reconfiguration, propulsion system improvements, software modifications, and external aerodynamic modifications.

d. Advanced expeditionary energy technology demonstrations supporting operations in deployed environments that minimize the logistical burden associated with the shipment of equipment and fuel. Industry continues to advance the development of energy technologies for civilian applications as part of either disaster response or for geographically remote self-sufficiency. These mature technologies could be modified to meet the Air Force’s expeditionary requirements. Example technologies include alternative energy generation with a high power-to-weight ratio, intrinsically safe high-energy density energy storage, efficient grey-water and black-water treatment systems, and other technologies supporting a net-zero deployed base.

e. Advanced ground support energy technology demonstrations for aerospace ground equipment and vehicles that increase energy efficiencies and capabilities, reduce energy costs, or minimize logistics burdens to enhance operational agility.

Calls under this BAA will fall under one or more of these areas. Calls may be standalone efforts in one or multiple research areas, or in support of a larger effort. Each individual call will specify its own goals, objectives and deliverables.

THIS IS A PRE-SOLICITATION NOTICE ONLY: It is anticipated that a BAA providing more details for this program may be released in August/September/October of 2016. The BAA will be made available at www.FedBizOps.gov. BUDGET: A Cost-Plus-Fixed-Fee (CPFF) or Firm Fixed Price (FFP) contract is anticipated with an estimated shared ceiling amount of $40,000,000.00. This funding profile is an estimate only and not a contractual obligation for funding. All funding is subject to change due to Government discretion and availability.

Potential offerors should be aware that due to unanticipated budget fluctuations funding in any or all areas may change with little or no notice. Contract awards are anticipated to range from $1,000,000 to $4,000,000.

Contract awards with aviation demonstration requiring flight tests could be anticipated to range from $1,000,000 to $8,000,000. However, we reserve the right to award larger or smaller research contracts.

SECURITY: All contractors shall participate in all activities associated with the disciplines of the organization’s Industrial Security, Information Security, Personnel Security, Operations Security (OPSEC), and Antiterrorism, following appropriate measures in each program as required for this particular contract. These are required in an effort to reduce program vulnerability from successful adversary collection, exploitation of critical information, and violations of export control requirements. The prime contractor will ensure that all subcontractors, if required, conform to these requirements as required by the prime contractor. Guidance can be provided by AFRL/RX Security as needed.

Program Protection Plan (PPP) - Any potential critical program information (CPI) generated as part of this effort will be reviewed to determine the need for a PPP.

Anticipated Contract Type: Multiple Cost-Plus-Fixed-Fee (CPFF) or Firm Fixed Price (FFP) contracts are anticipated.

Estimated Program Cost: $40,000,000. Range of $1,000,000 - $8,000,000 per contract.

Anticipated Number of Awards: Multiple

Place of Contract Performance: Air Force Research Laboratory (AFRL), Materials & Manufacturing Directorate, WPAFB, OH.
