THIS WILL BE A TWO-STEP SOLICITATION:

First Step: WHITE PAPER DUE DATE AND TIME: White Papers are due no later than 21 AUGUST 2017, 3:00 pm EST by postal mail or hand delivery only to: Mr. Scott Beeler AFRL/RQKMS, Bldg. 45, 2130 8th St., Wright-Patterson AFB, OH 45433.

Second Step: PROPOSAL DUE DATE AND TIME: To be provided in the Requests for Proposals sent to offerors that submit White Papers considered to meet the needs of the Air Force.

NOTE: White Paper/proposal receipt after the due date and time shall be governed by the provisions of FAR 52.215-1(c)(3). It should be noted that this installation observes strict security procedures to enter the facility. These security procedures are NOT considered an interruption of normal Government processes, and proposals received after the above stated date and time as a result of security delays will be considered “late.”

Furthermore, note that if offerors utilize commercial carriers in the delivery of proposals, they may not honor time-of-day delivery guarantees on military installations. Be advised, if the U.S. Postal Service is used, this building only receives U.S. Postal Mail twice a week and delivery by that means may not meet the proposal due date and time established herein. Early white paper/proposal submission is encouraged.

Submission: White Papers/Proposals must be submitted to the Contracting Point of Contact (POC): M. Scott Beeler, AFRL/RQKMS Bldg. 45, 2130 8th St., Wright- Patterson AFB, OH 45433-7541.

Type of Contract/Instrument: The Air Force reserves the right to award the instrument best suited to the nature of research proposed. Accordingly, the Government may award any appropriate contract type under the FAR for this research. It is anticipated that awards under this BAA will generally be Cost Plus Fixed Fee. Cost reimbursement contracts require successful offerors to have an accounting system considered adequate for tracking costs applicable to the contract.

Estimated Program Cost: up to $10,000,000

Anticipated Number of Awards: The Air Force anticipates awarding multiple awards for this announcement. However, the Air Force reserves the right to award zero, one, or more contracts for all, some or none of the solicited effort based on the offeror’s ability to perform desired work and funding fluctuations. Individual awards off of the Calls are anticipated to be in the range of $1M to $8M per contract. Aviation demonstrations requiring flight tests could be as much as $8M.

However, we reserve the right to award larger or smaller research contracts under the Calls.

Brief Program Summary: The Air Force is working to identify best practices and implement solutions to improve its energy security posture. This program shall research, assess, develop, perform physical, mechanical, chemical, and environmental testing, evaluate, demonstrate, and transition new alternative energy and energy efficiency technologies to provide increased capabilities and benefits to AF installations, equipment, and aircraft. These capabilities and benefits may include (but are not limited to) fuel efficiency improvements, holistic energy resiliency improvements, and reduction in the logistical burden for expeditionary forces. Ideally, the solutions will maximize the benefit of a combination of the following:

1) Increased energy resiliency/reliability: energy resilience is defined as the ability to maintain critical mission functions even during unexpected disruptions

2) Increased cost-effectiveness: evaluate the trade-offs between lowest price and other priorities such as sustainability and resilience

3) Increased environmental sustainability.

This program shall focus on the demonstration and evaluation of the capabilities of Technology Readiness Level 6 technologies. It will plan for the future transition/implementation of the technologies developed or investigated under this contract to the USAF.

DoD Deskbook 5000.2-R defines TRL 6 as: Representative model or prototype system, which is well beyond that of TRL 5, is tested in a relevant environment.

Represents a major step up in a technology’s demonstrated readiness. Examples include testing a prototype in a high-fidelity laboratory environment or in simulated operational environment.

All candidates must be capable of conducting a demonstration that does not exceed 24 months from the time of award.

Communication Between Prospective Offerors and Government Representatives: Communication with potential offerors will be handled through AFRL/RQKMS in coordination with AFRL/RXSC. Discussions with any of the points of contact shall not constitute a commitment by the Government to subsequently fund or award any proposed effort. Only Contracting Officers are legally authorized to commit the Government. The primary POCs throughout the acquisition process will be:

Open discussions are encouraged prior to the submission of the proposals.

Once the proposals have been received, all communications must be in writing to the CO. Solicitation clarifications, and responses (with the associated questions) will be posted to FedBizOpps to ensure all potential offerors are treated equitably.
