About this file

This notice provides information regarding an anticipated Broad Agency Announcement for the Selection, Screening, Discovery, and Design of Alloys and Advanced Metals Processing Technologies program. The objective of the program is to assess new alloys and metallic materials processing technologies with the goal of delivering improved capabilities for current and future Air Force weapons systems, reducing acquisition and sustainment costs of metallic components, reducing time-to-market for transitioning technologies to the Air Force and Space Force supply chain, and enabling reduction of risks when inserting new materials technologies into aerospace applications.

The notice specifies that an indefinite-delivery, indefinite-quantity contract with a potential ceiling amount of $35.7 million is anticipated to be awarded for applied research to develop and transition new or improved metallic materials for aerospace applications such as propulsion systems, airframe structure, sustainment, and space applications. A Broad Agency Announcement providing additional program details is expected to be released in March 2021.

*****************This announcement does not request any proposals at this time******************

The following program is an anticipated requirement for the Air Force Research Laboratory, Materials &

Manufacturing Directorate, Structural Materials Division (AFRL/RXC) located at Wright-Patterson Air Force

Base, OH. A Broad Agency Announcement (BAA) for the listed program may be released in March 2021.

The anticipated funding listed below reflects estimated funding only. This estimate is not a promise of funding.

Funding is uncertain and is subject to change. Changes in funding availability may occur at the discretion of the

Government.

PROGRAM DESCRIPTION: The purpose of this notice is to provide information about a Broad Agency

Announcement (BAA) for “Selection, Screening, Discovery, and Design of Alloys and Advanced Metals

Processing Technologies” (SDAMPT).

This notice is not a solicitation for research. The Government will not reimburse costs associated with any communication submitted in response to this notice. No documentation is requested at this time.

TECHNICAL DESCRIPTION: The objective of all tasks comprising this contract are to assess new alloys and metallic materials processing technologies for potential of delivering new or improved capabilities to current and future USAF weapons systems, facilitate reductions in acquisition and sustainment costs of metallic components, assist in reducing time-to-market for transitioning of technologies to the USAF and USSF supply chain, and enable reduction of risks associated with insertion of new materials technologies into aerospace applications.

Task Order 0001: Alloys and Metallic Materials Processing Early Applied Research (AMP-EAR) The focus of this task order is to execute basic and applied research in order to develop and transition new and/or improve metallic materials (including metallic alloys, hybrid, nano-composite, and composite structures) used in aerospace applications to include, but not limited to, propulsion systems, airframe structure, sustainment, and space applications.

BUDGET: A potential Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract is anticipated with an estimated ceiling amount of $35,700,000.00. This funding profile is an estimate only and not a contractual obligation for funding. All funding is subject to change due to Government discretion and availability.

Potential offerors should be aware that due to unanticipated budget fluctuations, funding in any or all areas may change with little or no notice.

SECURITY: The contractor shall participate in all activities associated with the disciplines of the organization’s Industrial Security, Information Security, Personnel Security, Operations Security (OPSEC), and Antiterrorism programs, following appropriate measures in each program as required for this particular contract. Security measures are required to reduce program vulnerability from successful adversary collection, exploitation of critical information, and violations of export control requirements. The prime contractor shall ensure all subcontractors, if applicable, conform to these requirements as required by the prime contractor.

Any potential critical program information (CPI) generated as part of this effort will be reviewed to determine the need for a PPP or to be included as part of an existing PPP.

Information Regarding Non-US Citizens Assigned to this Project:

(a) Contractor employees requiring access to USAF bases, AFRL facilities, and/or access to U.S. Government

Information Technology (IT) networks in connection with the work on this contract must be U.S. citizens.

For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship. This requirement does not apply to foreign nationals approved by the U.S.

Department of Defense or U.S. State Department under international personnel exchange agreements with foreign governments. It also does not apply to dual citizens who possess US citizenship, to include

Naturalized citizens. Any waivers to this requirement must be granted in writing by the Contracting

Officer prior to providing access. Specific format for waiver request will be provided upon request to the

Contracting Officer. The above requirements are in addition to any other contract requirements related to obtaining a Common Access Card (CAC).

(b) For purposes of paragraph (a) above, if an IT network/system does not require AFRL to endorse a contractor’s application to said network/system in order to gain access, the organization operating the IT network/system is responsible for controlling access to its system. If an IT network/system requires an

U.S. Government sponsor to endorse the application in order for access to the IT network/system; AFRL will only endorse the following types of applications; consistent with the requirements above:
