RAF Lakenheath, UK Questions/Answers Set 3 9 March 2021

Questions/Responses:

1. As this project requires delivery at the job‐site in Suffolk, international transportation likely will be required. Might the contractor perform this requirement in partnership with something like (ATC) Air Transport Command to keep costs lower? If instead the agency has access to a military sea‐borne transit system that would be very helpful to us as well.

THE RFP REQUIRES FOB DESTINATION, THEREFORE IT IS INCUMBENT UPON THE CONTRACTOR TO

PROVIDE THEIR OWN TRANSPORTATION. THE UNITED STATES GOVERNMENT WILL NOT PROVIDE ANY

TRANSPORTATION.

2. Neither the Berry Amendment nor the Buy American provision is applicable. However, the project is designated as a Small Business Set‐Aside. Altogether, this seems to imply the company who can team with a manufacturer (foreign or US) with British/European production might have a cost advantage. Is there anything prohibiting such an arrangement you may mention?

YES, THIS IS A SMALL BUSINESS SET‐ASIDE IAW NAICS CODE LISTED IN THE RFP. THERE IS NOTHING PROHIBITING THIS, HOWEVER A SMALL BUSINESS SET‐ASIDE REQUIRES THE PRIME TO COMPLETE AT LEAST

51% OF THE WORK.

3. On Page 3, section 3.2.12 Electrical (Both units shall run on electrical power). My understanding looking at what has been requested and the dimensions provided that this is an all manual push unit. The electrical power is only for the lift hoist and the lighting. Please confirm.

THAT IS CORRECT. IT IS MANUAL BRIDGE MOVEMENT AND POWER NEEDED FOR LIFT AND LIGHTS.
