1. SCOPE
1.1. GENERAL SCOPE
This appendix establishes the minimum performance, design, fabrication, installation, and test requirements for a small item shelving system for Bldgs 5257 and 4251 at Elmendorf Air Force Base (AFB), Alaska. The work shall be completed in accordance with this appendix, the Cover Purchase Description (PD), and Air Force (AF) Drawings PEL622-02 and -03. This appendix covers all equipment, materials, and labor necessary to complete installation of the system.
1.2. DEFINITIONS (REV1)
Back panel - Sheet steel panels attached to the two rear posts of each unit to enclose the back of the unit or form a partition between units placed back to back.
Base strip - A steel strip used to enclose the space between the bottom shelf and the floor.
Foot plate - Formed steel plate attached to supporting posts used to anchor the shelving units to the floor and to distribute the load on the floor.
Shelf - Formed sheet steel which attaches horizontally to supporting posts and supports a load.
Shelf support - Short beam which runs from the front to the back shelf beam used to help support pallets.
Shelf clip - A formed steel piece that provides for attachment of shelves and posts without the use of nuts and bolts.
Shelving unit - A single structure comprising of supporting posts, shelves, and side and back panels. A shelving unit does not exceed in width or depth the nominal maximum dimensions of one shelf.
Side panel - A sheet steel panel attached to the front and rear post to enclose the side of each unit, or as a partition between units placed side by side.
Supporting post - Steel vertical upright member that supports horizontal shelves.

Applicable documents shall be in accordance with Section 2 of the Cover PD.
3. REQUIREMENTS
3.1. SYSTEM DESCRIPTION
Storage and/or retrieval operations within the shelving area will be performed manually. The shelving system shall be located so personnel can operate safely in the aisles without damage to shelving units, property stored, or injury to personnel. The shelving system shall consist of:

3.2. PHYSICAL AND PERFORMANCE CHARACTERISTICS
3.2.1. SHELVING LAYOUT
The shelving system shall consist of shelving units in accordance with AF Drawings PEL622-02 and -03. These shelving units shall be arranged in rows by attaching them together end-to-end and/or back-to-back.
3.2.2. SHELVING UNIT DESIGN
Shelving shall be secured to the supporting posts by means of positive engaging clips. All shelving, including parts and assemblies, shall be identical.
3.2.3. SAFETY FACTOR
Design and construction of each load bearing component shall assure that the component is capable of sustaining the specified load with a minimum safety factor of 1.65 to 1.
3.2.4. SHELF DETAILS
3.2.4.1. SHELF SIZE
Two types of bin shelving shall be provided. Type “F” shall be 36 inches wide by 24 inches deep by 144 inches tall and Type “G” shall be 30 inches wide by 48 inches deep by 96 inches tall.
3.2.4.2. SHELF CAPACITY (REV2)

Each shelf shall be capable of sustaining a uniformly distributed static load of 400 pounds for Type “F” and 1000 400 pounds for Type “G” with an elastic deformation less than 0.875 percent of the unsupported span length, measured with respect to the two ends of the shelf and without any permanent deformation.
3.2.4.3. SHELF DESIGN
Shelves shall be 18 guage steel. Plain shelf edges shall be flanged down on all sides not less than 1-1/8 inch nor more than 1-1/2 inches, with not less than one additional return flange on each side.
3.2.4.4. SHELF CLIPS
Shelf clips shall be provided in sufficient quantity to secure each of the four corners of each shelf to all four supporting posts. The shelf clips shall be designed to preclude the possibility of accidental disengagement of the clips from the post or the shelves under loaded conditions. The shelf clips shall allow for the spacing of the shelf to be changed with minimum disturbance to surrounding shelves and shelving units.
Shelf clips shall be capable of being changed with no more than a hammer.
3.2.4.5. SHELF SUPPORTS (REV1)
Shelf supports shall be 1 1/4" high profile 13 gauge steel. Each shelf shall have a minimum of three shelf supports.
3.2.5. SUPPORTING POSTS
3.2.5.1. SUPPORTING POST SIZE
The supporting posts shall be 144 inches high for type “F” and 96 inches high for type “G”.
3.2.5.2. SUPPORTING POST CAPACITY
Each front and back supporting post shall have a minimum capacity of 3,200 pounds for type “F” and 4,000 pounds for type “G” based on 24 inch shelf spacing without any visible evidence of permanent deformations.
3.2.5.3. SUPPORTING POSTS DESIGN
Mounting holes for clips shall be provided on the supporting posts. Mounting holes shall permit adjustment of shelf height

Elmendorf AFB, AK - App C - Page 4 on either 1-inch or 1 1/2-inch increments. Holes shall be provided as required for attachment of all back and end panels.
Supporting posts shall be provided at all four corners of all shelving units. Common supporting posts may be used at adjacent corners of single or double faced racks.
3.2.5.4. SUPPORTING POST TYPE
The front supporting posts shall be either beaded or box type as defined by the Shelving Manufacturers Association. Supporting posts shall be continuous for any shelving unit under 147 inches high. Supporting post splices shall not interfere with the specified shelf placement.
3.2.6. ASSEMBLED DIMENSIONS
The following tolerances shall apply to the assembled dimensions of the shelving units:
Maximum depth of single row: Nominal shelf depth + 5/16 inch Maximum depth of a double row: Nominal shelf depth * 2 + 7/8 inch Maximum aisle length: (Nominal shelf width + 1-5/16 inch)
* shelving units in row + 2-7/8 inch
3.2.7. BACK PANELS
Back panels shall have either predrilled or punched mounting holes which match up to mating holes in the supporting posts.
Back panels shall be made of metal and shall fully enclose the back of the shelving unit from the floor to the top of the unit.
Overlapping of two or more back panels will be acceptable in lieu of one continuous panel from top to bottom for backs over 87 inches high. Back-to-back shelving units shall share a single, common back panel between each unit. The back panels shall be secured to the supporting posts. Shelves shall not be used to secure the back panels into position. Screws used to secure the back panel shall not prohibit the installation of shelves. Back panels of a single row of shelving, not against a wall, shall include extra screws or equivalent to prevent gaps and ripples vertically and horizontally between other back panels and/or the supporting posts.
3.2.8. SIDE PANELS
Side panels shall have either predrilled or punched mounting holes to match up to mating holes in the supporting posts or shall be factory welded to supporting posts. Side panels shall fully enclose the ends of a shelving unit and shall extend from

Overlapping of two or more side panels will be acceptable in lieu of one continuous panel from top to bottom for ends over 87 inches high. Side-by-side shelving units shall share a single common side panel between each unit.
3.2.9. BASE STRIP
A steel strip shall be provided and installed on each shelving unit between the bottom shelf and the carriage.
3.2.10. FOOT PLATES
Each supporting post shall have a footplate attached and shall be secured to the ground with anchor bolts for type “F” and to the mobile aisle system for type “G”. The foot plates shall distribute the weight of a fully loaded shelving unit over the ground. Footplates shall be positioned to not interfere with erection of adjoining units and still provide ease of access for anchoring procedure. Footplates shall be concealed behind the base strips.
3.2.11. FREESTANDING STRUCTURE
The shelving system shall be designed to be a rigid freestanding structure and shall not be connected to any existing building structure except the floor for type “F” and mobile aisle for type “G”. The shelving units shall be designed to resist all shear and uplift forces.
3.2.12. ASSEMBLY
The Contractor shall assemble, on site, all shelving units including bracing, panels (side and back), and shelves as specified in this appendix in the quantities necessary to meet the storage requirements specified.
3.2.13. ALIGNMENT
After assembly, the shelving units shall be capable of maintaining the same position in a loaded, partially loaded, or empty capacity. Alignment of each row of shelving units shall be in all three directions, down each row of shelving units, from row to row, and vertically for each shelving unit face.

Shelving unit face alignment shall be maintained down each row within 1/8 inch from one shelving unit to the next.
3.2.13.2. SHELVING UNIT VERTICAL ALIGNMENT
Each shelving unit face shall be plumb to within 1/4 inch from the floor to the top of the unit. Each supporting post shall be plumb to within 1/4 inch when examined from any direction. All shims used shall be secured beneath the foot plate. The shims shall be the same size as the foot plate and shall have a hole(s) to correspond with the hole(s) in the foot plate for anchoring.
3.2.14. COLOR
The contractor shall submit a color chart for approval by the COTR as a part of the shop drawing submittal.
4. QUALITY ASSURANCE PROVISIONS
4.1. INSPECTIONS
The system shall be inspected to verify that it meets all the requirements of sections 1, 2, and 3 of this appendix and the Cover PD. These inspections shall be completed as part of the system checkout test and again as a part of the quality conformance test.
4.2. TEST
The following test shall be performed on the system as part of the system checkout test and again as a part of the quality conformance test.

1. 3.1. The shelving system shall be inspected to ensure capability of interfacing with supply personnel. If interface between supply personnel cannot be conducted in the aisles without damage to shelving units, property stored, equipment, or injury to personnel, the system shall fail.

2. 3.2.4.2. Four randomly chosen shelves shall be designated by the COTR. The distance from the top of each designated shelf to the top of the shelf above it shall be measured at the mid-point of the shelf and recorded as M1. The designated shelves will then be loaded uniformly with a load of 400/1000 pounds and left for a minimum of 4 hours. The distance from the designated shelf to the top of the next shelf will be measured again and recorded as M2 to determine if the maximum deflection is less than 0.875 percent of the unsupported span. The following formula shall be used to determine the deflection amount:
Deflection = [(M1 - M2) / 36] * 100 If the deflection is greater than 0.875 or if permanent deformation exists when the loads are removed, the system shall fail.
4.3. CERTIFICATIONS
The Contractor shall provide certification that the following requirements have been met. All certifications shall be provided in accordance with the Contract Data Requirements List.

1. SCOPE
This appendix establishes the minimum performance, design, fabrication, installation, and test requirements for a mechanical-assist, mobile storage system for Building 4251 at Elmendorf AFB, Alaska. The work shall be completed in accordance with this appendix, the cover PD, and Air Force Figure PEL622-03. This appendix covers all equipment, materials, and labor necessary to complete installation of the system.
2. APPLICABLE DOCUMENTS
Applicable documents shall be in accordance with Section 2 of the cover PD.
3. REQUIREMENTS
3.1. SYSTEM DESCRIPTION
The mechanical-assist, mobile storage system shall be utilized to store handliftable material on the bin shelving detailed in Appendix C. The system shall be installed according to Air Force Figure PEL622-03 and shall consist of the following components:
a. Carriages, including drive trains
b. Stationary platforms
c. Bin Shelving (Appendix C)
d. Controls
e. Rails
f. Elevated flooring
g. Ramps
h. Safety devices
i. Mechanical fasteners, anchors, and all other items required to install the mobile storage system.
3.2. PERFORMANCE AND PHYSICAL CHARACTERISTICS
3.2.1. SYSTEM OPERATION

Each carriage shall have a crank mechanism on one end, which shall be turned manually clockwise or counterclockwise to move the carriage in the desired direction. No more than five pounds of force on the crank shall be required to move a fully loaded carriage.
3.2.2. CARRIAGES (REV1)(REV2)
Three carriages shall be provided, upon which bin shelving shall be installed. These carriages shall move as required after the appropriate crank is turned. All carriages shall be capable of supporting a minimum load of 1,000 3,200 1,000 pounds per carriage foot. No system component shall deflect greater than
0.5 percent of the distance between supports when fully loaded.
No component shall exhibit permanent deformation after the maximum load has been removed.
3.2.2.1. FRAME
The frame shall consist of aluminum or steel channel, welded or bolted together to support a fully loaded shelving section.
Cross bracing shall ensure rigidity. Bumpers shall be mounted on the frame, spaced appropriately to minimize carriage contact.
The frame shall be designed for an integral drive train.
3.2.2.2. DRIVE CHAIN
Drive chain shall connect a set of gear reduction sprockets from the crank shaft to the drive shaft.
3.2.2.3. DRIVE SHAFTS
Drive shafts shall be made of steel. Splices or connections to other sections of the drive shaft, drive wheels, and gears shall be slotted for key joints or use shoulder bolts.
3.2.2.4. BEARINGS
Bearings shall have a static load rating equal to or greater than the maximum bearing loading, including applicable safety factors, under all operating conditions. Bearings shall be permanently lubricated, securely mounted, and properly housed for protection from physical damage.
3.2.2.5. WHEELS
Each carriage shall have two wheels per rail. Each carriage shall have at least two drive wheels and at least two guide

Elmendorf AFB, AK - APP D - Page 3 wheels (drive wheels may also act as guide wheels). All wheels shall be balanced, hardened steel. Wheels which are connected to the drive shaft shall be slotted for key joints. Wheels shall be capable of supporting the fully loaded carriage.
Wheels shall not slide or lose contact with the rail.
3.2.2.6. GUIDANCE SYSTEM
All carriages shall use flanged wheels or guide bearings for guidance over the rails. If flanged wheels are used, each carriage shall have a minimum of two flanged guide wheels. If guide bearings are used, then each carriage shall have a minimum of four sets of guide bearings. Guide bearings shall be precision machined and permanently lubricated.
3.2.3. STATIONARY PLATFORMS
One stationary platform shall be provided. It shall be of the same construction and height as the carriages, but shall be anchored to the rails or floor and require no drive train.
3.2.4. BIN SHELVING
Bin shelving, which conforms to the requirements of Appendix C, shall be bolted to the carriages and stationary platforms.
These bolts shall be made secure to prevent disassembly.
3.2.5. FACE PANELS
Fire retardant, decorative, face panels shall be fastened to both ends of all carriage units and stationary platforms. Face panels shall provide a rigid mounting location for controls and card holders. The face panels shall cover the entire width and height of the shelving sections.
3.2.6. ROW IDENTIFICATION
Two card holders shall be installed on each face panel for row identification. The card holders shall be at least five inches wide by three inches high and mounted at eye level so that operators can locate numbers easily. Row identification cards will be made up by the warehouse personnel according to their established location assignment practices. A blank card will be provided by the Contractor for each card holder.

The carriages shall move over steel rail assemblies. After leveling the rails, load bearing grout shall be used to fill in any gaps between the rail assemblies and the existing floor.
3.2.8. ELEVATED FLOORING
Elevated flooring shall be constructed of fire retardant plywood, which is able to support a load of 75 pounds per square foot. A covering (such as “Endura” or equivalent) shall be installed on top of the plywood panels. Flooring shall be sized to fit between the rails, level with the top of the rails, in order to provide a safe walking surface for personnel. The elevated flooring shall be enclosed on all sides by ramps or panels to prevent dust from gathering on the rails and drive chain.
3.2.9. RAMPS
Metal ramps shall be installed to prevent tripping when entering the system.
3.2.10. SAFETY DEVICES
3.2.10.1. ANTI-MOVEMENT LOCK
Each carriage shall be equipped with a mechanism which locks the carriage in place while the operator is in the aisle.
3.2.10.2. SYSTEM LOCK
When closed, the entire system shall be capable of being locked shut either via a key or padlock connected to the mobile aisle system or floor.
4. QUALITY ASSURANCE PROVISIONS
4.1. INSPECTIONS
The system shall be inspected to verify that it meets all the requirements of sections 1, 2, and 3 of this appendix and the cover purchase description. These inspections shall be completed as part of the systems checkout test and again as a part of the quality conformance test.

The following tests shall be performed on the system as part of the system checkout test and again as a part of the quality conformance test.

1. 3.2.1. A functional test of 24 hours in three eight hour increments shall be made on the system.
It shall be tested randomly over this period.
Test each crank by turning it both clockwise and counterclockwise. If the carriage does not move in the desired direction, the system fails the test.
2. 3.2.2. The deflection test shall be performed randomly on any system component. The Contractor shall load the selected shelves to maximum loading.
The shelves shall remain loaded for four continuous hours. At the end of the four hour period, the system shall be checked for deflection. If any system component deflects more than 0.5 percent of the distance between supports when fully loaded, the system fails the test. If any component exhibits permanent deformation after the maximum load has been removed, the system fails the test.
3. 3.2.10.1. Test each anti-movement lock. If a carriage can be moved with a lock activated, the system fails the test.
4.3. CERTIFICATIONS
The Contractor shall provide certification that the following requirements have been met. All certifications shall be provided in accordance with the Contract Data Requirements List.
