1) List of Items, Schedule of Requirements, Scope of Work, Terms of Reference, Bill of Materials required.

ANSWER: Everything an offeror requires to propose for this effort is contained within the solicitation synopsis notice in FEDBIZOPS. Per the notice: “No telephone, written, e-mail or fax requests for documents will be accepted; all interested offerors must download their own documents from the internet - no exceptions.” Please download copies of the solicitation and other documents from

FEDBIZOPS.

2) Soft Copy of the Tender Document through email.

ANSWER: See response to no. 1.

3) Names of countries that will be eligible to participate in this tender.

ANSWER: See DFARS Clauses 252.225-7012 – Preference for Certain Domestic Commodities (Dec 2016) AND 252.225-7036, Buy America – Free Trade Agreements – Balance of Payments Program, Basic (Dec 2016) contained within the solicitation.

4) Information about the Tendering Procedure and Guidelines

5) Estimated Budget for this Purchase

ANSWER: This information is not releasable.

6) Any Extension of Bidding Deadline?

ANSWER: No extension to the proposal due date is anticipated.

7) Any Addendum or Pre Bid meeting Minutes?

ANSWER: None – all information necessary to prepare a proposal is contained within the solicitation and its attachments.

1. 8) Whether companies from Outside USA can apply for this? (like, from India or Canada) ANSWER: Government Answer: In accordance with the clause DFARS 252.225-7012 PREFERENCE FOR CERTAIN DOMESTIC COMMODITIES (Dec 2016) in the solicitation, "Qualifying country" means a country with a reciprocal defense procurement memorandum of understanding or international agreement with the United States in which both countries agree to remove barriers to purchases of supplies produced in the other country or services performed by sources of the other country, and the memorandum or agreement complies, where applicable, with the requirements of section 36 of the Arms Export Control Act (22 U.S.C. 2776) and with 10 U.S.C. 2457. Accordingly, the following are qualifying countries:

9) Whether we need to come over there for meetings?

ANSWER: Government Answer: Attendance of a Post Award Conference is mandatory as a requirement of CLIN 0001 – Design Completed and the contractor must successfully complete a Quality Conformance Test as a requirement of CLIN 0011 – Final Reliability Test and Acceptance. Both of these require a representative for the contractor to be present on site.

10) Can we perform the tasks (related to RFP) outside USA? (like, from India or Canada) ANSWER: Government Answer: All of the installation and testing tasks need to be performed on site at Fairchild Air Force Base.

11) Can we submit the proposals via email?

ANSWER: No. In accordance with the Addendum to FAR 52.212-01 INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS (JAN 2017), paragraph (a) “Electronic Proposals are not acceptable and shall not be submitted.
