FA8604-18-F-1010 Digital Repeater Questions and Answers
1) Does roof penetration exist and will the contraactor have roof access to all buildings?
ANSWER: No new penetrations to the roof is allowed (We have just completed a multiyear project to replace the roofs and any new penetrations will void our warranty). Our Civil Engineering has offered that a penetration to the outside wall is allowed and the antenna(s), etc. could be mounted on the roof.
2) Will the government consider a cost effective solution that is able to propagate all major carriers and would reduce cost significantly or does the system have to be more individualized for all major carriers?
ANSWER: The government requires improved cell phone access for all vendors as listed in the statement of work. The government will consider creative ways to achieve the requirement as long as they work within the framework of the government and the laws governing cell frequency use.
3) Is a site map depicting the locations of each building available?
ANSWER: A rough site map is included below:
4) Are there available fiber routes and is there a layout plan depicting them?:
ANSWER: Layout plans for fiber routes are not available. However, each of the buildings have Fiber from their Main Communication Equipment Room available that can be patched in to any other building.
5) The Government provided a SF-1449 continuation, but not the actual form 1449. Will the Government provide a SF-1449 to potential bidders?
ANSWER: No – this is a combined synopsis solicitation document, as such – the 1449 cover page is not included. The complete package, which includes the request for quote verbiage, response time, instructions to offerors, applicable provisions and clauses, evaluation criteria and requirements document is contained within the FBO notice and the SF1449 continuation attachment.
6) What is the estimated square footage for building 20023?
ANSWER: Building 20023 square footage is stated on page 1 of the Statement of Work and is approximately 61,089 sq. feet.
7) Which buildings, if any have more than one floor? For those buildings, will the
Government provide the estimated square footage for each floor?
ANSWER: Building drawing are available on request and each floor is labeled.
Square footage for the building, and a diagram of each floor is provided on request.
8) The optional years of maintenance for these CLINs includes a detailed definition, including maximum time to respond and maximum time to restore service. However, the first-year maintenance plan does not include these requirements. It states simply, "standard Warranty & 1 year Maintenance service agreement." Does the Government want the first year of maintenance to have the same performance standard for the first year of maintenance?
ANSWER: CLIN 0002 (option CLIN) is intended to provide maintenance for CLIN 0001. Based on the installation time estimate of 180 days, it is anticipated that the maintenance coverage option will start sometime in 2019 (to begin once the installation is complete and the system is fully operational).
For all CLINS, the government requires that all Maintenance agreements shall provide on- site diagnosis, troubleshooting, repair and support, as needed, with a maximum response time within 24 hours of customer request and making the system fully operational at a maximum of 48 hours after request.
This standard is expected for each item as soon as it is transferred over to the government.
9) Are fiber-optic cable pairs available between all the listed buildings in each group?
ANSWER: Each group of building as listed in the separate CLIN items does have fiber interconnecting them. The fiber is available on request from the base wide fiber board. Fiber requests will be handeled by the government after contract award and after the vendor gives written documentation of the requirement.
10) What connectivity can the Government provide to support the solution? Please provide a list of the buildings and a description of the connections the Government will make available to support communications between each head end unit and the buildings it will support.
ANSWER: Fiber between the main building Communications Room and other communication room can be made available. Additionally building to building fiber is available. Head end unit to individual antennas will be the vendor’s responsibility.
11) If no suitable connectivity is available, will the Contractor be responsible for providing it?
ANSWER: Adding connectivity within a building will be the responsibilty of the Contractor with the exception of Communications Room to Communications Room, and Building to Building Fiber links.
