PERFORMANCE WORK STATEMENT
FOR
GREASE HOODS AND DUCT
CLEANING
I. DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment and labor necessary to ensure that the cleaning of all parts within the hood, duct, and exhaust fan systems in the base restaurants and canteens located at Wright-Patterson AFB, Ohio in Areas “A” and “B” and the base Medical Center is accomplished in a satisfactory manner. All contractor services for this contract shall meet or exceed all Federal, State and Local Codes, regulations and standards.
1.1. BASIC SERVICES. The cleaning process provided by the contractor shall be in accordance with, but not limited to, the National Fire Protection Association (NFPA) Standard 96 (2011 or most current version). The National Sanitation Foundation Standards and all other local, state, and federal rules and standards shall be used. The contractor shall be certified in the cleaning of grease hood & duct exhaust systems to NFPA 96 Standards. Copies of certifications shall be submitted with their proposals. The systems to be cleaned shall include, but not be limited to, the hoods, back splashguards, ducts, exhaust fan and filter systems from the point of origin to the point of departure at each location. The on/off operation of all equipment (switching devices and all other equipment to be plugged in/out, turned on/off, stopped or started) in or around the area affected by the cleaning process shall follow safety procedures.
The UV light system at the Med Center is the only exclusion. The Med Center’s facility maintenance division shall schedule UV light maintenance. The contractor shall perform full system cleaning at the Med Center in conjuction with the bi-annual servicing of the UV light system. All equipment moved by the contractor to accommodate the cleaning process shall be placed back in the original location, returned to operational status and remain in operational status until equipment is put back in service by the operators following the contractor cleaning.
1.1.1. The contractor shall provide to the Contracting Officer’s Representative (COR) the Material Safety Data Sheets (MSDS) for all cleaning equipment and compounds used. All cleaning equipment and compounds used in the performance of this contract shall be approved by the Government prior to initial use.
1.1.2. The metal grease hood filters shall be cleaned on site only if the Contractor provides and uses a self-contained dip tank to clean the filters with a holding tank for wastewater. If a dip tank is utilized, no wastewater shall be discharged on the ground or into storm drains. In order to avoid potential environmental issues, filters shall not be allowed to drain in any way that would cause runoff of any waste water to collect in a puddle or drain into the storm drains. If the Contractor does not have the proper equipment for on site cleaning the filters shall be removed from the base by the contractor to be cleaned.
Once cleaning is completed, filters will be thoroughly dried and then placed back in the hood system.
Regardless of which cleaning option the contractor uses, all filters must be cleaned and put back in the system within the timeframes specified in Appendix A, Cleaning Frequency Chart. When available, the Government will furnish a second set of filters at the approval of the COR. The second set shall be put into the hood system in place of the first set if the first set requires more extensive cleaning, soaking, or overnight attention. The contractor shall maintain and store the second set of filters at an off base contractor location when not in use. The Government shall incur no additional cost for off base storage of filters. All filters shall be returned to the Government at the end of contract performance. All filters cleaned by the contractor shall meet or exceed the standards in the National Sanitation Foundation Standards.
1.1.3. The contractor shall submit a work schedule to the Contracting Officer Representative (COR) for acceptance no later than ten (10) calendar days after notice of award for the first cleaning period.
Thereafter, a monthly work schedule from the contractor shall be provided to the COR by the 15th of the previous month for coordination/acceptance of the cleaning schedule for the following month.
1.1.4. The contractor shall access the building and complete the required cleaning service within the specified timeframes.
1.1.5. The contractor shall perform cleaning service for each hood and duct exhaust fan system IAW NFPA Standard 96 (NFPA 96 and all applicable NFPA and American Society for Testing Material (ASTM) publications) and the manufacturer’s instructions. All deficiencies found during inspection must be reported in writing and digital format to the COR upon completion of each facility within 7 calendar days.
1.1.6. The contractor shall perform operational tests on all hood and duct exhaust systems IAW NFPA Standard 96 and manufacturers’ listed procedures. The contractor shall protect all electrical switching devices, appliances and equipment from moisture and chemical damage. Contractor shall prevent damage to roof surface while using equipment.
1.1.7. The contractor shall perform all work in strict accordance with the highest safety standards and applicable codes (NFPA 96) to eliminate the possible contamination of food, machinery, equipment and building structures.

III. GOVERNMENT FURNISHED PROPERTY AND SERVICES.
3.1. UTILITIES: Electricity and water are furnished without cost. Access to utilities may be inside or outside the building. Any water generated by the cleaning process containing approved cleaning chemicals and grease products for the location being cleaned can be discharged down a Government approved sanitary drain. If a sanitary drain is not available then the waste product remains the contractor’s responsibility to remove from Wright-Patterson AFB, for proper disposal. All other items used and or generated by the contractor before, during, and after the cleaning process shall remain the property of the contractor and shall not be discarded in any Government waste receptacles.
3.2 FILTERS: When available, a second set of filters will be provided by the Government for contractor use. Use of filters will be in accordance with PWS paragraph 1.1.2.
IV. GENERAL INFORMATION.
4.1. CONTRACTOR PERSONNEL. The contractor shall not employ any person who is an employee of the United States Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with Joint Ethics Regulation, DoD 5500.7-R. In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in AFI 64-106, Air Force Industrial Labor Relations Activities.

4.1.2. Contractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well being or operational mission of the installation and its population.
4.1.3. Contractor/Employee Base Pass and Identification, Special Clearances and Vehicle Passes.
The contractor shall comply with all requirements and procedures IAW AFFAR 5352.242-9000, Contractor Access to Air Force Installations. The Contracting Officer or contract administrator will provide detailed instructions about obtaining passes upon contract award. All documentation shall be submitted at the pre-performance conference.
4.1.4. The contractor shall ensure employees comply with all security requirements imposed by the Base Commander at all times while its employees are on the installation. The contractor shall also follow the instructions of each organizational commander pertaining to security.
4.1.5. All contractor personnel shall be easily recognized as contractor employees. Employees shall wear badges with the contractor’s name and service.
4.1.6. The contractor shall provide a person responsible for the performance of the work. The name of this person, and an alternate(s), who shall act for the contractor relating to daily operations of this contract on the installation, shall be designated in writing to the Contracting Officer (CO) within 10 days after date of award. The contractor shall provide telephone numbers, of beepers, cell phones and home phone numbers where the Contract Manager and alternate(s) can be contacted outside normal duty hours (0715 to 1600 hours).
4.1.6.1. The point of contact for the contractor or alternate shall be available within 30 minutes during normal duty hours (0715 to 1600 hours) to meet on the installation with government personnel designated by the CO to discuss problem areas. After normal duty hours (1601 to 0714 hours), the manager or designated alternate shall be available within 60 minutes.
4.2. Quality Assurance. The Government Contracting Officer’s Representatives (CORs) will evaluate the contractor’s performance. The COR shall participate in the administration of this contract.
4.3. QUALITY CONTROL PLAN. The contractor shall develop and implement quality control procedures to address the requirements of the contract. The contractor shall identify and prevent defective services from reoccurring. The contractor shall identify a Quality Control Inspector. The contractor shall develop and maintain a Quality Control Plan (QCP), subject to review and acceptance by the Government for the life of the contract. At a minimum, the QCP shall address all of the requirements of this paragraph and subparagraphs which include the contractor’s inspection system, deficiency prevention, and location of its inspection documentation.
4.3.1. Inspection System. The Contractor shall provide an inspection system to cover all services. It must specify the hood and duct systems, exhaust system, equipment to be cleaned, the schedule frequency of inspections and titles of the individuals and organizational placement in the company who shall perform the inspections.
4.3.2. Deficiency Prevention. The Contractor shall provide description of the methods for identifying and preventing defects in the quality of service performed before the level becomes unacceptable.
4.3.3. Inspection Files. 4.3.3. Documentation for all inspections conducted by the contractor and the necessary corrective or preventive action taken. Said documentation shall be made available to the government at all times during the term of the contract. Records shall be maintained at the location designated in the contractor’s Quality Control Plan. The inspection record format shall include the following:
1. Date, time and location of the inspection.
2. A signature block for the person who performed the inspection.
3. Ratings of acceptable or unacceptable work performance.
4. Areas designated for deficiencies noted and corrective action taken.
5. Total number of observations.
4.4. NOTIFICATION AND SCHEDULE/RESCHEDULE. As stated in paragraph 1.1.3, the contractor shall submit a schedule of the upcoming monthly cleaning to the COR inspector by the 15th of the previous month for approval. The monthly schedule submitted shall be in accordance with the Cleaning Frequency Chart, Table 1.1.
4.4.1. The COR has the authority to change or adjust the cleaning schedule to meet mission needs. The COR will notify the contractor as soon as possible of any changes. The COR will provide the contractor with a revised date to accomplish the re-scheduled work. In order to allow the contractor ample time to reschedule their crew, the revised date will be at least five working days from the original cleaning date unless a different timeframe is agreed to by the COR and the contractor.
4.4.2. Unacceptable work must be resolved/rescheduled within 24 hours with the COR and completed within 5 working days. The contractor shall reschedule reperformance of the work with the COR. Any items not completed by the contractor at scheduled time and not identified to the COR shall be considered incomplete and therefore, unacceptable.
4.5. DAMAGE TO GOVERNMENT FACILITY/EQUIPMENT. The contractor shall be responsible for damage caused by employees. The contractor shall notify the COR within 24 hours of all contractor damages to the facility or equipment.
4.6. HOURS OF OPERATION. All work shall maintain service hours of Monday through Sunday between the access times starting at 0730 and ending at 0500.
4.6.1. Recognized Holidays: The Contractor is not required to provide service on the following Federal Holidays:
New Year’s Day Independence Day Veteran’s Day Martin Luther King Day Labor Day Thanksgiving Day
President’s Day Columbus Day Christmas Day Memorial Day
Please note that these are the ONLY officially recognized holidays, (Good Friday is not a recognized holiday). If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on Sunday, it is observed on Monday.
4.7. CONTINUATION OF ESSENTIAL DEPARTMENT OF DEFENSE (DoD) CONTRACTOR SERVICES DURING CRISIS DODI 3020.37. All services to be performed under the contract have been determined to be non-essential for performance during crises.
4.7.1 Contractor Performance during Base Exercises or Implementation of Base Contingency Plans. The contractor may be required to perform services during other than normal duty hours in support of a base exercise or pursuant to implementation of a base contingency plan. If such performance is required, the CO will notify the contractor. If notified by the CO, the contractor shall be able to initiate performance of required services within 24 hours of notification.
4.7.2 BASE CLOSURE: Routine work scheduled, but not accomplished due to base closure due to weather, exercise, or actual alert shall be accomplished no later than the next workday.
4.7.3. In the event the base commander determines it necessary to close the base due to adverse weather, a base or local disaster, security problems or other event, the radio and television stations listed below will be notified. It is the contractor’s responsibility to notify their employees.

4.8. Security Requirements. The contractor shall not be granted access to classified information, but shall be required to perform duties in controlled areas where classified information is processed and stored. Should the contractor inadvertently gain access to classified information, they shall notify the Security Forces desk at 257-6516 and also the COR immediately.
4.9. Environment Protection. Contractor shall follow requirements in WPAFB Section 01 02 20 (General Environmental Protection Requirements), see attachment 1.
4.9.1. The following Submittals from WPAFB Section 01 02 20 are required:
4.9.1.1. Written identification of contractor’s environmental coordinator and alternate and phone numbers, See part 3.1, Contractors Environmental Coordinator, paragraph B. This is required within 10 days of the award of contract.
4.9.1.2. Item I. Site Specific Spill Plan. See part 3.8, Spill Prevention, Control, and Reporting, paragraph A.
This is required within 10 days of the award of contract and to be reviewed annually. The contractor shall be liable for the costs of cleanup and remediation of any spills or the release of such substance into the environment.
