Section A: General Contract Information

Contracting Activity: AFLCMC/PZIBB

Project/Program Name: Fame in Jet Instrument (FIJI) Fatty Acid Methyl Ester (FAME) Cartridges

Section B: Description of the Supplies/Services Required Purchase of 20 packages FIJI FAME Cartridges (100 units per package) with one option for another 20 package purchase. Purchase includes Filters, PN:

SA5005-100, for use in the FIJI FAME Instrument, Model SA5000-2. Used to determine Fatty Acid Methyl Esters (FAME) content in Aviation Turbine Fuel.

Cost includes packing/handling . This material is being purchased for use by the Aerospace Fuels Laboratory (AFPET) at Wright Patterson Air Force Base.

Section C: Justification for Soliciting from a Single Source or Brand Name

Stanhope-Seta is the manufacturer of both the Instrument, Model SA5000-2, currently owned by AFPET, as well as the cartridges needed to run the tests on the instrument, PN: SA5005-100. Stanhope-Seta is located in the United Kingdom, and the company sells its product strictly through an authorized distributor in the United States. At the present time, Stanhope-Seta confirmed 1) that only the FIJI FAME cartridges may be used in the instrument owned by the Government to ensure compatibility and seamless use, and 2) that Lazar Scientific, Inc. (CAGE: 1YYF9), is the sole distributor in the United States. A previous order placed for the FIJI FAME cartridges on contract FA8601-18-P0096 also used the single source, Lazar Scientific, Inc.

Section D: Efforts to Obtain Competition

Market research was conducted for this acquisition via Google, Dynamic Small Business Search, and GSA Advantage in order to identify other sources for the required product. The searches did not yield any other distribution sources or authorized USA distributors for the FIJI FAME cartridges. The UK-based manufacturer, Stanhope-Seta, confirmed in writing that Lazar Scientific, Inc., is the exclusive authorized distributor in the United States and that no other FIJI FAME cartridges are compatible with the Model SA5000-2 instrument.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Currently, Lazar Scientific, Inc., is the exclusive distributor in the USA for the FIJI FAME cartridges produced by the UK-based manufacturer, Stanhope-Seta. In order to preclude further single source acquisitions for the consumable cartridges required to operate the FIJI FAME instrument, a new instrument would need to be purchased. There would still be the risk of a single source requirement if the manufacturer of the different instrument also required use of its own manufactured consumable cartridges. This type of acquisition, if commercially sold instruments are utilized, always runs the risk of requiring single source consumable supplies in order to insure compatibility and warranty relevance.

An option to avoid these issues would be for the DoD or Air Force to pursue research and development on instruments that could successfully use any cartridge (universal options) to complete the required sample testing. Until such time that a universal option or alternately manufactured instrument is pursued, a single source acquisition (or brand name acquisition, if the manufacturer opens up to multiple US-based distributors instead of only one) to Lazar Scientific, Inc., will be required for the purchase of the FIJI FAME cartridges for the currently owned instrument.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
