PERFORMANCE WORK STATEMENT (PWS)

For

Repair and Refurbishment of the AFIT ELAN 2000B Instrumentation Radar

1.0 INTRODUCTION/BACKGROUND:

The Air Force Institute of Technology (AFIT) Elan 2000B radar is used to support radar, antenna, and Radar Cross Section (RCS) measurement teaching and research. The radar was recently damaged by water pipes bursting in the AFIT facility. The initial repair involves the replacement of damaged computer control equipment, refurbishment of core radar components including the digital chassis and cards, Radar Frequency (RF) converter, Local Oscillator (LO)/Power Supply (PS) testing, and the System Status Monitor (SSM). The remaining repair items include replacement of damaged RF head, replacement of the LO/PS, and replacement of the digital controller and associated cards.

2.0 DESCRIPTION OF SERVICES:

The objective is to return the AFIT Elan 2000B radar to fully functional service in a timely manner so as to minimize the disruption to students and AFIT’s educational mission. AFIT is seeking repair and refurbishment services from an instrumentation radar vendor who is able to able to perform original equipment manufacturer (OEM) repairs to the AFIT Elan 2000B radar.

The contractor shall perform the radar repair in two stages. The first stage is an initial refurbishment that gets the radar operational again, but with possibly reduced performance. The goal is to return the radar to service before the end of the calendar year to meet the course work and research needs of our current students. The second stage brings the radar back to full functionality by replacing the radar component equipment that has been damaged and cannot be replaced with new or like-new items without an upgrade. The second stage will be exercised as funding becomes available to meet the needs of the next class of incoming students. The specific performance requirements for the initial and fully functional radar capability are provided in the next section.

3.0 CONTRACTOR REQUIREMENTS:

The contractor shall perform the initial repair of the AFIT Elan 2000B instrumentation radar.

The initial repair shall consist of the following specific services.

1) The contractor shall replace all damaged computers with equivalent or better hardware, the latest Windows 10 operating system, and all required software and drivers necessary for radar operation.

2) The contractor shall repair and refurbish the core radar components to include as a minimum the Digital chassis and cards, the RF converter, and the System Status Monitor.

3) The contractor shall test all components for proper operation including the afore mentioned core radar components as well as the Local Oscillator and Power Supply.

Upon completion of the initial repair, the contractor shall deliver and install the repaired radar in the AFIT RCS measurement facility in building 168, Area B, Wright-Patterson AFB, OH 45433.

The contractor shall demonstrate the initially repaired radar meets the following specifications after installation in the AFIT RCS measurement facility. The contractor shall supply all necessary test equipment to perform the specification measurements.

1) PRF: The contractor shall demonstrate the radar system is capable of operating at > 2 MHz PRF. The Aeroflex internal specification limits of +/-10% shall be used as acceptance criteria, testing in the IF Loop mode.

2) PULSE RISE TIME: The contractor shall demonstrate the radar system is capable of generating a pulse width with a < 5 nsec rise time. The pulse shall be measured through a diode detector at the 10% and 90% points on a digital oscilloscope.

3) PULSE FLATNESS: The contractor shall demonstrate the radar system is capable of generating a pulse with flatness between +/- 0.5dB. This shall be measured using the range walk page on the radar control GUI and a 50 nsec wide pulse, testing in the RF Loop mode.

The contractor shall deliver and install the initially repaired radar to the AFIT RCS measurement facility within twelve weeks after receipt of order.

Upon government exercise of the second stage repair option, the contractor shall perform each of the following radar repair replacements individually at the government’s discretion. The contractor shall transport the AFIT Elan 2000B radar from the AFIT RCS measurement facility on Wright-Patterson AFB to the contractor’s facility for the repairs.

1) The contractor shall replace the original damaged RF head with a new 0.5 – 18GHz, 1Watt RF head. The head shall be dual channel, providing both co-pol and cross-pol RCS measurements with pulse-to-pulse switching capability.

2) The contractor shall replace the original Local Oscillator and Power Supply with the BlueSource and BlueMax components respectively.

3) The contractor shall replace the obsolete and unsupportable digital controller and digital cards as required to upgrade the radar to full functionality.

Upon completion of the selected second stage repairs, the contractor shall install the repaired radar in the AFIT RCS measurement facility in building 168, Area B, Wright-Patterson AFB, OH 45433.

The contractor shall demonstrate the second stage repaired radar meets the following specifications if the RF head replacement option is chosen. The contractor shall supply all necessary test equipment to perform the specification measurements.

1) SYSTEM LINEARITY: The contractor shall demonstrate the radar system meets the linearity requirement of +/- 2dB from -10dBsat to -80dBsat. Note that +/-0.5dB represents the desired specification, the additional +/-1.5dB is to compensate for inaccuracies in the step attenuator, proximity to the noise floor and aging components.

(The linearity shall be measured at: 0.1GHz, 1GHz, 1.9GHz, 2GHz, 10GHz, 17.9GHz, 18GHz. Testing shall be performed in the High Power loop mode).

2) SYSTEM DYNAMIC RANGE, RECEIVER SENSITIVITY: The contractor shall demonstrate the radar system has an instantaneous dynamic range of > 70dB nominal (The dynamic range shall be measured with 2 integrated pulses {bi-phase} and a video bandwidth of 100 MHz). The contractor shall demonstrate the radar system has a sensitivity of < -85dbm at 100 MHz video bandwidth.

3) ACTIVE STABILITY (SUBTRACTION): The contractor shall demonstrate the radar system meets the stability requirement at 0.1-2GHz by holding > 30dB of subtraction over a 2 hour period. The contractor shall demonstrate the radar system meets the stability requirement at 2-18GHz by holding > 35dB of subtraction over a 2 hour period.

The contractor shall deliver and install the second stage repaired radar to the AFIT RCS measurement facility within twelve weeks after receipt of order of the second stage repair options.

4.0 BASE SUPPORT:

The government shall provide contractor access to the AFIT RCS measurement facility on Wright-Patterson AFB, OH for the purposes of transportation, installation, and testing of the AFIT Elan 2000B radar.

5.0 GENERAL INFORMATION:

5.1 The period of performance is:

Initial Radar Refurbishment: Twelve weeks after receipt of order (ARO) Second Stage Radar Repair: Twelve weeks ARO of second stage repair options

6.0 TRAVEL AND OTHER DIRECT COSTS: In addition to the specifications listed in section 3.0, the contractor shall be responsible for all transportation of all equipment, loading, unloading, storage and all necessary movement from contractor facility to final onsite set up and installation. To include access to and operation of any equipment needed for unloading and movement of materials or product.

7.0 CONTINUATION OF ESSENTIAL DOD CONTRACTOR SERVICES DURING

CRISIS: The performance of these services is not considered to be mission essential during time of crisis. Should a crisis be declared, the Contracting Officer or his/her representative will verbally advise the Contractor of the revised requirements, followed by written direction.
