I. Contracting Activity.

Air Force Life Cycle Management Center (AFLCMC) Installation Contracting Division Base Support Contracting Office (AFLCMC/PZIBB) 1940 Allbrook Dr., Bldg. 1, Rm. 109 Wright-Patterson AFB, OH 45433-5344

II. Nature and/or description of the action being processed.

This action will result in the award of a new Firm Fixed Price (FFP) contract.

III. Description of supplies/services required to meet agency needs.

Under the contemplated FFP contract, Stratasys, Inc., will provide a Fortus 450 Filament Deposition Modeling (FDM) 3D printer for use at the Air Force Institute of Technology (AFIT).

The FDM Printer will be capable of printing in multiple synthetic materials, including Ultem 9085 using a heated build chamber. Additionally, a 1 year educational package, setup and all software will be provided. Isolation transformers, Tip Sets for multiple material production will be provided. Canisters of Ultem 9085 in natural and black colors will be provided, as well as a support canister.

The estimated total price for this action is

United States Working Capital Funds (4930) will be used to fund this requirement.

Delivery: Thirty (30) days after award and installation to be complete no later than 30 days after delivery.

IV. Statutory authority permitting Other than Full and Open Competition.

10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(b)(1)(ii), Use of the sole source product is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company.

41 U.S.C. 1901, as implemented by FAR 13.501(a)(1)(ii), required by FAR 13.501(a)(1)(i).

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

In accordance with (IAW) FAR 6.302-1, "Only One Responsible Source," the procurement of the Stratasys, Inc. Fortus 450 FDM Printer is essential to support the Government's current requirement. The highly specialized system allows for graduate student research using Ultem 9085 necessary for use in a vacuum environment mimicking the vacuum of space.

Ultem 9085 is the only material capable of remaining stable in a vacuum environment without out-gassing, which is vitally important to research involving satellite and space applications

Research confirmed the Fortus 450 FDM Printer is manufactured and sold exclusively by Stratasys, Inc., and it does not permit any resellers or vendors to sell the 450 line of printers; all purchases must go directly through Stratasys Inc. The Stratasys Fortus 450 is essential to the Government's requirement, thereby precluding consideration of a product manufactured by another company.

Accordingly, Stratasys, Inc. is the only manufacturer and distributor capable of providing the supplies and services described in Section III above without the U.S. Air Force experiencing unacceptable delays in fulfilling its requirements.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

An independent internet search for Ultem 9085 capable FDM Printers was made to identify any other potential manufacturers of FDM devices capable of printing in Ultem 9085. This research showed only Stratasys, Inc. as capable of providing a Fortus 450 or similar device. Additionally, in an email on 30 June 2017 with a representative from Stratasys Inc., it was confirmed that they do not permit any resellers of the Fortus 450 devices.

A sources sought was posted on FBO.gov for 2 weeks in order to find possible companies capable of producing a device comparable to the Fortus 450. The only respondent was from 3dcadprinter.com which provided a general informative pamphlet of what devices their company sells. Despite the sources sought posting, no other companies submitted information or inquired about requirements.

Verbal and email communication was exchanged with of 3dcadprinter.com after he submitted a pamphlet in response to the source sought posting. advised that Stratasys Inc. is the only company capable of printing in Ultem 9085 and that they do not permit any resellers or vendors of their equipment above the 380 series level. AFIT requires the 450 series.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer determines that the anticipated price will be fair and reasonable based on a price analysis using published market prices of similar printing devices; FAR 15.404-1(b)(2)(vi) comparison of 3D printers otherwise available online and speaking with experts in the field; and FAR 15.404(b)(2)(vii) analysis of pricing information provided by the offeror to ensure the offer is the best value for the Government.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

As described in Section VI above, market research, in accordance with FAR Part 10, was conducted by confirming that no other vendors exist.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

None.

See Section VI above.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

AFIT will continue to monitor the FDM printing market for advances in technology, as well as whether new firms enter the marketplace with comparable technical abilities as the Stratasys Fortus 450. Additionally, once Stratasys Inc.'s patents expire for heated building with Ultem 9085, the market should provide competitive alternatives to the Fortus 450 FDM printer.

XII. Certification by the Contracting Officer.

As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief (FAR 6.303-2(b)(12)).
