Minimum Requirements for Filament Deposition Modeling (FDM) Printer

Solicitation: FA8601-18-Q-0042 15 December 2017

General Overview:

AFIT is seeking to perform graduate research education on precision aerospace components using additive manufacturing. A 3D printer is a rapid prototype machine capable of building three-dimensional objects rendered via Computer Aided Design (CAD) and rapidly produced using a variety of methods.

AFIT requires a Fused Deposition Modeling (FDM) 3D printer must have the capability to manufacture prototypes in unique polymers that are ideal for aerospace structures. This system shall be able to print in the Ultem 9085 material system upon delivery. This material has a high heat resistance, is space rated, and does not out-gas in a vacuum environment. Additional material systems shall be enabled and are outlined in the requirements of this document. The printer shall be used to prototype and produce end-use space hardware in support of AFIT’s satellite research and provide fundamental research into the advanced build stage quality of printed space flight ready hardware. Additionally, the FDM printer shall decrease manufacture time supporting student on-time graduation rates. This system shall leverage current AFIT capabilities such as the metal and polymer additive manufacturing labs currently located on campus.

Minimum requirements:

This specification is for a complete, turnkey, computer-controlled Filament Deposition Modeling (FDM)

– 3D Printer for a firm fixed price contract designed to build three-dimensional objects in various polymer materials. The system shall be designed and built to meet the following minimum requirements:

Shall meet the following basic system requirements:

1. Maximum Machine dimensions of 51 x 36 x 80 in (w x d x h)

2. Minimum build volume of 16 in x 14 in x 16 in

3. Minimum of Material bays that support 2x material canisters and 2x support material canisters

4. Minimum layer thickness of 0.015 in

5. Minimum accuracy of ± .005 in

Software:

1. All necessary software that is required for pre and post-processing of pre-designed parts shall be included as part of this FDM system. (ie STL to Slice to Print).

All necessary Hardware and Software for the processing of the following Material Systems:

1. Baseline: ABS-M30, ABS-M30i, ABS-ESD7, ASA

2. High Performance: ULTEM 9085, ULTEM 1010, ST130, Nylon 12CF

Consumables:

1. Tip Set for Ultem 9085 – 0.013 Slice Thickness - Quantity 2

2. Tip Set for Ultem 9085 – 0.010 Slice Thickness - Quantity 2

3. Foundation Sheets for use with all material types - Quantity 100

4. Ultem 9085 (Black) Filament Canister- Quantity 2

5. Ultem 9085 (Natural) Filament Canister- Quantity 2

6. Ultem 9085 Support Canister- Quantity 2

The vendor shall deliver and provide all required documentation in a standard format for the proper use and education of all provided systems. Documentation shall also include design, test, and release documentation. Finally, user documentation shall be provided with the intent that it shall be used in an educational environment.

The vendor shall also provide the necessary facility integration requirements to include drawings (if necessary) such as power, ventilation, and feed gas for the installation of the system.

TRAINING AND DELIVERY

Delivery and Installation Requirements:

1. Shipment of the FDM system for material research directly to AFIT (FOB Destination) within 8 weeks of receipt of order. Delivery includes unloading, unboxing, and final rigging and installation of equipment into the site location at the time of delivery.

2. Provide On-Site training on Basic and Advanced system operation at AFIT for 2-4 operators within 1 week of the delivery of the system

WARRANTY

Free from defects in material and workmanship, under normal and proper use in accordance with our instructions in the maintenance manual for a period of one year.

INSPECTION AND ACCEPTANCE:

Air Force Institute of Technology (AFIT) is designated as the office responsible for inspection and final acceptance of the supplies or services provided in this order. A receiving report shall be accomplished immediately upon receipt and acceptance of supplies. Acceptance of services will take place at the time of invoice certification.

INVOICE AND PAYMENT:

The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective. The invoice shall be submitted to:

The contractor shall submit invoice in wide area work flow (WAWF) as shown in this order schedule.

DELIVERY PROCEDURES COMMERCIAL VEHICLES

All vehicles larger than a large pick-up truck are required to be inspected by the Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:

1. Step van/panel truck

2. Tractor/trailer, box and flatbed containing cargo

3. Tanker trucks

4. Box trucks

5. Tour buses

6. Garbage/recycled waste trucks

7. Concrete trucks/mixers, dump trucks

8. Cranes, recreational vehicles, petroleum tanker

This inspection will be conducted at Gate 16A located off State Route 444.

The following are exemptions to vehicles utilizing the CVDG:

1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.

2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.

Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
