Repair HVAC PMEL
Project #15-0027 Vendor RFIs and Government Responses 13-22
13. DRAWINGS: Coded note D12 on sheet AD-102 indicates to remove and store the existing vending machines. Please advise location on where these units are to be stored at. Will it be on site or off site?
Response: On site. Recommend storing in the garage area.
14. DRAWINGS: Coded notes on D11, D15 on sheet AD-102 indicates the removal of the restroom accessories i.e. toilet partitions, grab bars, mirrors, dispensers etc. are these items to be salvaged back to the government-end user direct?
Response: No. Dispose of all restroom accessories.
15. DRAWINGS: Note C on sheet H-101 indicates the requirement for a SWPPP and NOI. This specific project appears to have very little site disturbance on it and appears to be substantially less than one (1) acre in size. Will this requirement be required?
Response: Only if disturbing more than one acre.
16. DRAWINGS: On sheet E406, panel R9 (PNL NO 4 28v) has a service voltage listed on the drawings as 28v. Per the manufactures, this voltage requirement is not possible, however, they can provide 24v or 48v for this panel. Please advise.
Response: Consult DWG E400 and provide necessary 28 VDC convertor(s) for successful performance of panel R9. 28V DC (rectifier) is the current power requirement used for aircraft equipment testing. It should be available from a different manufacturer. A typical output range provided from a DC panel is usually from 24V DC to 28V DC. Refer to panel schedule P123 for additional power requirement. Verify information and resubmit if any other questions.
17. Clarification: Will the KTR be responsible for free standing furniture removal and protection during the construction phase? if so, please advise on the location and protection requirements for furniture storage items during construction. Can the government provide a fixture plan on the furniture items to be removed/relocated and stored?
Response: Per paragraph 1.05.C Spec Section 01 01 00, Gov’t equipment to remain is shown on the drawings. Gov’t property to remain is listed in Appendix B of the project specifications. The Contractor is responsible for protecting this equipment/property from damage during construction.
All other furniture not specified as remaining on the drawings or in Appendix B will be removed by the Gov’t.
18. Clarification: Is it the Governments intent to remove the existing Ethylene glycol from the chilled water system and install new Ethylene glycol into the chilled water system to maintain a design temperature at a min 35 degrees F after completion of the HVAC?
If so, what is the gallon capacity of the existing chilled water system?
Response: The Contractor is responsible for draining and filling the hydronic systems per Environmental Note “P.” Sht H101 and New Work Note #14 Sht. M001. The new CHW system will have an approx.
capacity of 800 gallons (includes new CHW ballast tank). The exact capacity is the Contractor’s responsibility to determine, as it depends on the exact routing (length) of the piping, and equipment capacity installed.
Also, concerning Environmental Note “P” on Sht. H101, the City of Dayton has just recently updated their ordinance, and the following parameters are now included and need analyzed for record: Arsenic and Phosphorus. The Gov’t also needs analysis for pH, COB (Chemical Oxygen Demand) and BOD (Biological Oxygen Demand). THEREFORE ADD ARSENIC, PHOSPHORUS, PH, COB & BOD TO THE LIST OF ELEMENTS
TO BE ANALYIZED AND INCLUDED IN THE LAB’S REPORT.
19. Clarification: Will a temporary heating and/or cooling system be required for this project during the construction phase? If so, please provide the ‘T’ drawings for this task order regarding temporary heating & cooling requirements.
Response: Temporary heating (to maintain 50 deg F minimum temperature inside the building – which includes the mech rooms) is required per paragraph 1.4.I Spec Section 01 01 50. No “T” drawings will be issued.
20. Clarification: Will seismic design criteria apply to this project on the HVAC & Mechanical systems i.e., pumps, piping, ductwork, VAV boxes, and AHU supports etc.?
Response: No.
21. Can the government provide as-built drawing information on this task order?
Response: Limited as-built drawings exist for parts of the building. They are not anticipated to be of any benefit to the Contractor. As-built information has been incorporated into the design documents.
22. Can the government provide flow test/ rates on the existing fire suppression system i.e. static and residual pressures?
Response: Flow test data is shown on Sht. FP103. Per Fire Protection Note #17 on Sht FP101, the Contractor is also required to schedule and conduct a confirming water flow test.

Project #15-0027 Vendor RFIs and Government Responses 23-26
23. There is confusion among the subcontractors on how the demo on H101 translates over into the finishes. It appears on drawing H101 that multiply areas have drywall and flooring being removed as part of the asbestos abatement. Drawing A101 doesn’t reflect all these areas being finished on the Room Finish schedule. Can more clarification be provided, are all areas noted on H101 to be abated and removed?
Response: In reference to H101 only, the Legend of ACM is for informational intent to the Contractor.
No new flooring effort is required for Rooms 131, 125, 124, 115, 106, 105, 104, 103 & 102. No new drywall effort is required except where noted on the architectural drawings.
24. There is no flooring specification. Can specifications be given for VCT-1 and CT-1.?
Response: See drawing A301 Detail 5 “Ceramic Tile Detail”.
25. What flooring is to be provided in areas that are not indicated on the finish schedule but are being abated?
Response: See response to RFI #23. If floor tile is disturbed or damaged replace in kind as approved by the Government.
26. The acoustical specs call for (095100-page 4) calls for minimum .70 NRC at Open Office. What areas are considered open office because none of the rooms are label as Open Office? PMEL rooms? If there are no “Open Office rooms” then I will use a tile which has a NRC value of .55. Please clarify.
Response: Please use the NRC value of 0.55 in all areas.
