STATEMENT OF WORK
IDS Maintenance Contract
27 July 2016
1.0 BACKGROUND: Wright Patterson Air Force Base’s Intrusion Detection System is out of warranty and in need of a maintenance contract. All services will be performed on the installation, buildings are known by the contractor.
1.1 The 88th Civil Engineering Alarm Shop personnel will provide first response for alarms to determine cause of problem (equipment, human error, comm. path, etc.). For catastrophic failures, major malfunctions and partial failures, CE Alarm Shop will respond within one hour.
Once the CE Alarm Shop has determined an issue is beyond their repair capabilities, CE or SFS will contact the Contractor utilizing the 24 hour 7 days-a-week technical support number that will be provided by the contractor upon award of contract. If repair is needed beyond the capabilities of CE, then emergency response will be utilized. Under this contract the contractor will conduct all necessary maintenance including but not limited to; software updates, head end server equipment, sonic-wall equipment, client workstation equipment and any troubled areas across WPAFB, as well as semi-annual preventative maintenance. The contractor will cover all labor, travel and per diem costs in the event of an emergency situation. The contractor will cover the cost of four (4) System Administrator classes under this contract (travel and per diem costs will fall on WPAFB).
2.0 REQUIREMENTS: Sections 2.1-2.5 reflect the minimum requirements IAW AFI 31-101, Ch.6.3.22, IDS Failure.
2.1 Head End Server & Monitoring System Emergency Response Maintenance:
2.1.1 Catastrophic Alarm Failure (100% Head-End server, Client workstations or Sonic
Wall): Catastrophic failures are defined by the entire system or a major portion of it is inoperative. Example: Complete failure of the annunciation and display subsystem.
2.1.2 Major Malfunction (Head-End server, Client workstations or Sonic Wall): Major malfunctions are defined by the following circumstances: An intruder can penetrate a restricted area boundary without crossing a line of detection. A facility or individual resource IDS component failure that would allow an intruder to gain access to a resource without crossing a lone of detection or detection capability. Either the primary or alternate, if required, annunciation equipment fails (not operational).
2.1.3 Partial Alarm Failure (Head-End server, Client workstations or Sonic Wall): Partial failures are defined by the following conditions and/or circumstances: An intruder can cross only one sensor providing a detection capability without being detected, at areas where two or more sensors form a line of detection at the boundary. A portion of the facility or individual resource IDS fails.
2.1.4 Requires a Will-Burt technician capable of head-end sever and monitoring system maintenance on site within 24 hours of the time CE alarm shop or 88th Security Forces personnel places the call. Response time is defined as arrival on-site. The Contractor shall provide emergency response services 24 hours 7 days-a-week to meet published performance specifications for services as required upon equipment failure. CE or SFS representative will provide the contractor a detailed description, via telephone, of problems encountered.
2.2 Materials associated with Emergency Response Calls:
2.2.1 Materials used associated to emergency response calls will be covered by the contractor per contract.
2.3 Preventative Maintenance Inspection (PMI): The contractor shall provide all labor, equipment and materials to include parts for semiannual PMIs for the equipment covered by this contract (exception: 88th Security Forces personnel will provide contractor with required server and client CPU security updates). All maintenance will be accomplished according to the OEM specifications and DoD standards.
2.3.1 PMI’s will be completed on all Security Force’s client workstations, servers and Sonic
Walls.
2.3.2 Perform approved LINX Predator Elite software updates to Head-end servers, and Client
Workstations. (software updates only include updating LINX Predator Elite with the current antivirus definition files and USAF approved operating system updates (Note:
Approved antivirus definition files and OS updates are provided by the government).
2.3.3 Clean/Dust system servers and operator workstations.
2.3.4 These visits will be coordinated with the 88th SFS Electronic Security System NCOIC.
2.3.5 Principle Period of Maintenance (PPM): The PPM for all equipment shall be 0700-1600 hours (as specified by the time zone at WPAFB) Monday through Friday, excluding Government holidays (New Years, Martin Luther King Days, President’s Day, Memorial Day, Independence
Day, Labor Day, Columbus Day, Veteran’s Days, Thanksgiving, and Christmas).
2.4 Preventive Maintenance: Semi-Annual preventive maintenance and security updates are required on the LINX Predator Elite head-in servers and Client workstations.
2.5 24/7 Help Desk: The contractor shall provide a 24 hours and 7 days-a-week toll free number for a technical support helpdesk listed above in 1.1. The contractor shall provide telephone assistance to assist DoD personnel with troubleshooting the system as required for up to 12 hours per year and additional cost will be applied if more time is necessary within the year.
2.6 Emergency Response: Vendor will provide 24 hours of Emergency Response to include two
(2) days of travel and per diem.
2,7 Administrator Training: Vendor will provide LINX System Administrator Training for 4 students.
3.0 COMPETENCY OF CONTRACTOR PERSONNEL: All services performed under this contract shall be performed by competent personnel, fully trained to perform the required maintenance without unnecessary delays or interfering with government functions. The contractor personnel shall completely certified if performing any work to the system. The contractor will develop and utilize proper checklists when completing any work.
4.0 SPARE PARTS INVENTORY, TOOLS AND INSTRUMENTS: The contractor shall maintain, within one day delivery time to WPAFB, spare parts as stated on the maintenance budgetary estimate. The contractor will have on-hand the necessary tools and instruments to maintain the installed equipment. Only new parts shall be used when performing repairs. In the event of a failure the item will be shipped next day delivery to WPAFB, at the unit price indicated on the budgetary estimate.
5.0 SECURITY CLEARANCE: The contractor will be a United States Citizen and maintain at least a secret clearance, per ICD 705-1 and not have any previous felony convictions.
6.0 PROOF OF RESOURCE: Upon request by the Government, the contractor shall show evidence of proper training to perform tasks under this contract and receipts of parts used; such as ownership of licensing, use of spare parts, documentation and employment of personnel.
7.0 REPORTING: The contractor, in a report indicating the time service was requested as well as the time service was completed, will document all maintenance. The report shall also contain the type of service requested with a brief description of the repair action, all material used when responding to an emergency and copies of all completed checklists used while completing work as stated in paragraph 3.0. This report will be forwarded to the 88th SFS Electronic Security
System NCOIC within five (5) business days of service is completion.
8.0 GOVERNMENT REGULATIONS: All contractor personnel performing work under this contract shall comply with all applicable FAR, DFAR, Air Force, and local regulations applicable to facilities and IDS on WPAFB.
9.0 CONTRACTOR ACCESS: Subject to security regulations the Government shall permit the
Contractor to access the equipment to be maintained.
