PERFORMANCE WORK STATEMENT

FOR

MAINTENANCE OF THE AIRCRAFT FIRE TRAINING

FACILITY (AFTF)

Wright-Patterson Air Force Base January 2016

PERFORMANCE WORK STATEMENT (PWS)

FOR

MAINTENANCE OF THE AIRCRAFT FIRE TRAINING FACILITY

(AFTF)

1. SCOPE: The contractor shall provide all management, labor, tools, equipment, transportation, materials, and parts necessary to maintain, repair, and inspect the Aircraft Fire Training Facility located at 4091 Riverview Road, WPAFB to ensure its serviceability and prevent deterioration in operational effectiveness. The contractor shall provide compliance with this PWS, Air Force Technical Order (TO) 35E1-2-13-1 – Operation and Maintenance Instructions for Aircraft Fire Training Facilities, commercial standards manufactures’ recommendations, procedures, and technical data, local, state, and federal guidelines as applicable to the work.

1.2. Basic Services: The contractor shall perform the following requirements:

1.2.1. Inspection and Preventive Maintenance Services of Aircraft Liquid Petroleum Gas (LPG) Live Fire Trainers. The contractor shall maintain one (1) constructed aircraft LPG trainer located at the following location: identified as 4091 Riverview Road, WPAFB, OH. The contractor shall perform all inspections and preventive maintenance in accordance TO 35E1-2- 13-1, this PWS, and commercial standards for Aircraft Live Fire Trainer Facility (AFTF) Inspection & Testing Requirements.

1.2.2. Winterization of Facility: The contractor shall perform winterization services in accordance with T.O. 35E1-2-13-1, SWP 005 01. The contractor shall coordinate with the Contracting Officer and or the Contracting Officers Representative (COR) at WPAFB to schedule the winterization preventive maintenance. All winterization maintenance shall be accomplished NLT 5 December of the calendar year or within 2 weeks of notification from 788 CES/CEXFT; whichever occurs first. Maintenance to include;

• Reinstall sump pump in the sump opening to provide draining of the burn pit so that maximum precipitation throughout the winter will keep the water level of the pit below the inlet valve. This eliminates the possibility of water freezing and causing destruction to the utilities under the stone surface. (Air lines, Coax valves, Igniters).

• Remove water from the lines feeding the burn pit and water jackets.

• The pump in the water retention pond shall be removed during the winter months to prevent freezing.

• Switch/Control panel shall be sprayed or coated with a protective layer to prevent corrosion and freezing of control switches and electrical contacts.

• All airframe igniters shall be blown out with compressed air, covered, or removed to prevent freezing.

• All water shall be removed from the running fuel supply lines.

• After pond is drained, the ground burners and co-axial valves shall be free of water to prevent freezing of parts.

• The contractor shall perform a semi-annual inspection according to T.O. 35E1-2-13-1, 25 June 2013

1.2.3. Spring Start-up Return to Service/De-winterization: The contractor shall perform de-winterization services in accordance with T.O. 35E1-2-13-1, SWP 005 02. The contractor shall coordinate with the Contracting Officer and/or the COR at WPAFB to schedule de-winterization preventive maintenance. All de-winterization maintenance shall be accomplished NLT 1 April of the calendar year to include;

• All switches shall be lubricated.

• Air system shall be pressurized and checked for leaks.

• LP gas system shall be pressurized and checked for leaks.

• Remove sump pump from burn pit area and store in the control tower.

• Pump shall be re-installed during return to service in water retention pond. The inlet strainer shall be clean and all debris removed.

• The burn pit and all igniter coolers shall be checked and positioned so water sprays across the face of the water-jacketed conduit.

• All igniters shall be de-winterized, cleaned and operational check performed for proper function.

• Complete operational check of the entire system shall be accomplished. This shall include the process accomplished by Air Force Civil Engineer Support Agency (AFCESA) for final certification.

• Inspect environmental liner in the retention pond; checking for wear/tear, leaks, and ensuring the ability of the system to contain water. Repair as necessary.

• The contractor shall perform a semi-annual inspection of the entire AFTF according to T.O. 35E1-2-13-1, 25 June 2013, during spring start-up and return to service maintenance.

1.2.4. Reports. The contractor shall submit complete reports of all inspections, maintenance and services accomplished. The reports shall be submitted to the COR within 10 working days after completion. The report shall include date, contractor personnel’s name, record of conditions found, repairs, recharging, and all replacement parts used. Replacement parts will be coordinated with the COR prior to installation. All records, documents, and associated papers provided by the Contractor or generated during the period of this contract become government property and shall be returned to the government upon contract termination or contract completion. During the contract period, all records, documents, and associated papers shall be available for Government review.

1.2.5. Emergency Repairs: The Aircraft Fire Training Facility Emergency repairs are deemed as those which otherwise left unrepaired would make the AFTF unserviceable. The contractor shall respond to emergency repairs within 72 hours of notification from 88CES/CEOES. The contractor shall notify the Contracting Officer and/or the COR at WPAFB.

• Perform system shutdown situation repairs on the trainer to provide full operational standards. Contractor is to provide all materials, parts, labor, management, transportation, equipment and tools to perform emergency repairs. Contractor shall provide documentation to justify fair and reasonable price for all parts and material prior to conducting work. The contractor shall receive notice from 88 CES/CEOES for shutdown situation repairs.

• The contractor shall submit a purchasing plan 10 working days after award of contract, to be used for this contract. The plan will include, but not be limited to the following:

• Obtain parts, materials or services at the lowest possible price to the government.

• A minimum of three (3) quotations is required on unit purchases exceeding $2,500.

Quotes will be submitted to the contracting officer including the manufacturer’s current technical data (e.g., catalog, cuts or brochures) for approval.

• Competitive quotations are not required on unit purchases equal to or less than $2,500.00 as long as the price is considered reasonable by the Contracting Officer.

• If three (3) quotes cannot be obtained, evidence of the reasonableness of the price shall be documented and submitted to the Contracting Officer.

• All purchase orders (PO’s) for parts, materials, without exception, shall be approved through the Contracting Officer.

3. HOURS OF OPERATION: The contractor shall conduct business between the hours of 7:15 A.M. and 3:00 P.M. Monday thru Friday, except federal holidays or when the government facility is closed due to local or national emergencies, administrative closings, or similar government directed facility closings. Repairs deeming the facility unusable, outside normal duty hours will be coordinated with the Fire Department and COR.

3.1 Recognized Holidays. Contract services shall not be accomplished on federal holidays except for emergency situations as designated by the Government.

The Government observes the federally designated holidays below:

3.1.1 Base Closures. Non-emergency work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished by the next work day after reopening the base.

3.1.2 In the event the Base Commander determines it necessary to close the base due to adverse weather, a base or local disaster, security problems or other event, the following radio and television stations will be notified:

3.1.3 The contractor shall not receive any other form of notification of a base closure from the government. The contractor is responsible for the notification of his/her employees.

3.1.4 Continuation of Contractor Services During Base Exercises, Local Emergencies or Contingencies, and Implementation of Local Contingency Plans. It has been determined that the services specified in this PWS are not mission essential and are not required to be performed during base exercises, local emergencies, contingencies, or implementation of local contingency plans.

3.1.5 Contractor/Employee Base Pass and Identification, Special Clearances and Vehicle Passes. The contractor shall comply with all requirements and procedures IAW AFFAR 5352.242- 9000, Contractor Access to Air Force Installations. All documentation shall be submitted at the pre-performance conference.

3.1.6 The contractor employees shall comply with all security requirements imposed by the Base Commander at all times while its employees are on the installation. The contractor shall also follow the instructions of each organization commander pertaining to security.

4. SECURITY OF GOVERNMENT PROPERTY AND PERSONNEL.

4.1. The contractor shall conduct the work so government property, personnel, and work areas shall be protected at all times from inconvenience, damage of any nature, or injury caused by this work.

4.1.1. Project Safety: The work shall be accomplished in accordance with the provisions of all federal, state (Ohio Industrial Commission) and American Standard Safety Codes for parts of base safety and fire prevention, Air Force regulations, and any other safety measures deemed applicable by the Base Ground Safety Office.

4.1.2. At the close of each work period, government facilities, equipment, and materials will be secured. The Fire Training Facility is fenced and must be locked when not in use. Access shall be coordinated with the Fire Training section:

5. GOVERNMENT FURNISHED ITEMS AND SERVICES.

5.1. No government furnished property shall be included.

6. ENVIRONMENTAL REQUIREMENTS.

6.1. The contractor shall not discharge fuels, oils, pesticides, or any other toxic or hazardous substance into the storm or sanitary sewers of the base.

6.1.1. The contractor shall maintain a clean and orderly work area at all times.

7. FIRE PREVENTION.

7.1. All requirements of the National Fire Codes and Air Force Regulations must be complied with as they relate to the work being accomplished.

7.1.1. The contractor shall not perform any welding or use any flame apparatus without first obtaining clearance from the Fire Inspector. Request for hot work permit from the Fire Inspector, 788 CES/CEXFP may be made via phone at (937) 257-4075. The contractor shall notify the fire inspector at least 24 hours in advance of the intended use of any flame apparatus. Upon receiving approval, when flame apparatus is in use, the contractor must provide fire protection devices, such as non-combustible coverings and fire extinguishers as directed by the fire inspector.

8. TRANSPORTATION: The contractor shall provide vehicles that comply with federal, state, and local regulations for size and weight.

9. CONTRACTOR PERSONNEL.

9.1. All work will be coordinated with the Contracting Officer or the COR.

9.1.1. The contractor shall provide a qualified technician as defined by and IAW the National Fire Protection Association (NFPA) standard 58, Chapter 4 section 4.4 as referenced in Air Force Instruction (AFI) 32-2001 chapter 3, section 3.4.6. The qualified individual shall be responsible for the performance of the work. The name of this person and an alternate will be designated in writing within 10 working days of contract award to the Contracting Officer. The designated personnel will have full authority to act for the contractor on all contract matters relating to the daily operation of this contract, and will be available between 9:00 A.M. and 3:00 P.M. Monday thru Friday, except federal holidays or when the government facility is closed for administrative reasons.

9.1.2. Employees. The CO may restrict employment of any contractor employee, or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its populace.

9.1.3. Traffic Laws. The Contractor and its employees shall comply with base traffic regulations.

9.1.4. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned or privately owned vehicle while on Wright-Patterson AFB.

9.1.5. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, Contractor personnel, resources, and classified or unclassified defense information.

9.1.6. Personnel. Contractor personnel shall present a neat appearance. Contractor personnel shall be easily recognizable while on the installation in conjunction with this contract. This shall be accomplished through the wearing of distinctive clothing, overcoats, or hats, bearing the company name or logo. The coloring or design of the items selected should be such that identifies personnel easily and quickly for reasons of safety and personal protection.

9.1.7. Notification Plan. The Contractor shall submit a notification plan upon contract award to the CO for acceptance. The contractor shall maintain the Notification Plan throughout the life of the contract. This plan shall include information for daytime/after hour emergencies, and points of contact. The plan shall also state what method shall be used to notify personnel. The contractor shall provide any updates to the plan to the CO for acceptance with a copy to the COR as changes occur.

9.1.8. Lost and Found Property. All personal items or monetary value items found by the Contractor shall be turned over to the Real Property Building Manager (RPBM).

9.1.9. Smoking. Smoking is prohibited within all government facilities, and within 50 feet around the perimeter of each facility. Smoking areas are designated as 50 feet away from all government facilities. The Contractor shall consult the RPBM for definition of the appropriate smoking area.
