Repair/Replace Sanitary Sewer Mains Area B

Vendor RFIs and Government Responses
27 July 2015
1.) The answer to item #15 in the RFI responses states that there is no asbestos removal anticipated for this project. The note on drawing C101 clearly states that there is. Are we or are we not to include this asbestos removal?
RESPONSE: Yes, include asbestos removal in bid.
2.) General Excavation and Piping Note #2 on Drawing C001; titled Location Plan General
Notes and Details (page 1 of 16), requires Contractor to excavate to verify exact elevation and location of all existing utility lines that either cross or run within 5 feet of the proposed sewer main prior to beginning installation of the proposed main. Problem arises where-in it is likely that this requirement will be impossible to comply with given the information provided in the current Drawing Set. Contractor finds that Drawing Sheets pages 2-16 are dated April of 2009 and appears to be absent of improvements made with-in, around and in the general vicinity of the work limits of the subject project (since 2009). The Contractors concern is that in order to be in full compliance with this requirement, identification and disclosure of all existing utilities, encumbrances, and site improvements, which may have been constructed and/or deconstructed since April 2009 (the date of the current Drawing set), needs to be provided.
REPONSE: Drawing set was evaluated in 2015 to determine if any utilities located in the vicinity of the project were added/removed since 2009. CE found no discrepancies between the current utility layout and the drawing set dated 2009. Contractor is required to submit AF 103 dig clearance which the government will mark all utilities in the field before excavation.
3.) General Excavation and Piping Note #4 on Drawing C001; titled Location Plan General
Notes and Details (page 1 of 16), states that the contractor shall provide by-pass piping and pumping around the work areas. This note also states that by-pass piping shall not disrupt service. This note goes on to state that estimated water flows are given for each work site and further states that sufficient pumping shall be provided to prevent back-up of flow in upstream manholes. Problem arises where-in the Contractor finds that Drawing Sheets pages 2-16 are dated April 2009 and appears to be absent of improvements made with-in, around and in the general vicinity of the work limits of the subject project. The
Contractors concern is that the "peak flows" provided on Drawing Sheets pages 2-16 (dated
April 2009) may not be accurate given the improvements which the subject sewer utility may now currently service. In order to be best prepared to meet this requirement, current peak flows should be provided. Please affirm that the peak flows are the current peak flows of the subject sewer utility.
RESPONSE: As stated in General Excavation and Piping Notes, “Estimated wastewater flows are given for each work site.” The “peak flows” stated on each drawing sheet (pages 2-16) hold true in 2015.
4.) The Solicitation document, Standard Form 1442, indicates that the estimated magnitude of the proposed acquisition is between $500,000 and $1,000,000. Citing the concerns already identified in Questions #1 and #2 above, the contractor is concerned whether there may be an error in the current estimated magnitude of the proposed acquisition, which has been published as part of the subject SF 1442 document?
RESPONSE: The Government feels that the magnitude between $500,000.00 and $1,000,000.00 is appropriate for this acquisition. Vendors are to bid as they deem appropriate for the requirement.
