Repair/Replace Sanitary Sewer Mains Area B
Project #090008
Vendor RFIs and Government Responses
22 July 2015
1.) CLIN 0001 on the bid form indicates that all work except 500 CY of rock excavation is included in CLIN 0001. CLIN 0002 refers to 250 CY of rock excavation. Please clarify the quantity of rock excavation we are to include in CLIN 0002.
RESPONSE: The quantity of rock excavation to include in “CLIN 0002” is 250 CY.
Disregard any cost of rock excavation in CLIN 0001. Refer to Amendment 0003 to the solicitation for the changes made in writing.
2.) The testing requirements in section 33 30 00 para 3.2 are for new pipelines. We do not think they should apply to this project where existing (operating) sanitary lines are being replaced, repaired, burst or slip lined. For example bypass pumping is going to be a factor for all pipe runs to be worked on. Testing as specified would require returning to each run of pipe after 30 days and setting up a bypass operation while the tests are being conducted. This would add considerably to the costs. For repaired lines such tests would be meaningless.
We recommend that quality control on all piping is conducted by visual inspection and post televising instead of the requirements specified in section 33 30 00. Is this acceptable?
RESPONSE: The Government fully intends to pursue testing in accordance with the specifications, requiring testing for the entire construction effort including repairs.
3.) Does the contractor have the option of replacing sanitary lines instead of pipe bursting?
RESPONSE: Bid as stated within the specifications.
4.) The contract performance period is 180 days. This is not sufficient time to accomplished all the work for this project without adding substantial costs for additional crews and overtime. We are also concerned that should we receive a NTP in the winter it would make a timely completion impossible. Is it possible to extend the project performance duration to 365 days as well as have an allowance for a winter shut down?
RESPONSE: Bid as stated within the solicitation.
5.) What are the load limits on roads and streets on the Base Area?
RESPONSE: Follow the Ohio Revised Code Weight Limits.
6.) Are all the existing utilities marked on the plans?
RESPONSE: Yes.
7.) Would you consider other options to do the repairs other than what’s on the plans?
How do we do that and does it have to be before the bid goes out?
RESPONSE: Bid as stated.
8.) Can we compact the dirt back in the trenches or do we have to haul excavation out and fill back in to replace it?
RESPONSE: No, follow specifications.
9.) Are there a noise or time restrictions on by pass pumping?
RESPONSE: No.
10.) Will there be any problem bring oversize load of equipment onto the base?
RESPONSE: There should not be any issues bringing oversize loads onto the base, however, depending on the load size, it may need to be coordinated with the proper authorities. All large vehicles will go through the Truck Inspection Gate.
11.) Will there be a laydown area on base we can use for material we have to bring in?
RESPONSE: Yes.
12.) What standards are there on material submittals-Example we use a lot of ODOT specs on other jobs are there any base standards on material?
RESPONSE: See Specifications.
13.) Page C106 Sta.1+11 to Sta. 1+78 need clarification on contractors responsibility for interior of building--example carpet, electrical, paint, furniture removal, overhead obstacles, time frame for that section, wall interior?
RESPONSE: Return to existing condition.
14.) Are there any permits that we are required to purchase such as PTI Permit, Environmental Permit, Huffman Retarding Basin Permit? or NOI application ?
RESPONSE: See Specifications.
15.) Is there any asbestos removal anticipated on the job?
RESPONSE: No.
16.) Clarify the bid package - Pages 1-4, experience record and bid bond. Is this all that is required?
RESPONSE: Pages 1-4 are referring to pages 1-4 of 54. In accordance with Section L of the solicitation, the SF 1442 signed by an authorized individual to bind your company is what is required. The technical proposal is limited to 5 pages.
