MEMORANDUM FOR RECORD 10 November 2014
RE: Questions about Area B Custodial
Q1: Does the contractor purchase the plastic liners for Centralized locations?
A1: The contractor shall be responsible for the replacement of soiled centralized trash location liners/bags with RPBM (government) supplied liners/bags. Reference PWS paragraph 1.1.5 Trash Collection/Removal (Centralized Locations).
Q2: Who brings the trash to Centralized locations?
A2: Government personnel shall place trash in tied up plastic bags, or other appropriate containers labeled as “trash” in hallways, or designated facility centralized locations. Reference PWS paragraph 1.1.5 Trash Collection/Removal (Centralized Locations).
Q3: Who buys the trash containers?
A3: The facility manager is required to supply the Centralized Trash Containers. Reference PWS paragraph 1.1.5 Trash Collection/Removal (Centralized Locations).
Q4: How many Centralized trash points per building?
A4: The number of Centralized locations is dependent upon the size of the building, occupancy and work environment and may fluctuate during the contract performance period. The approximate number of Centralized Location for Trash Pick Up ranges from 250 to 275 locations. Reference PWS paragraph 1.1.5 Trash Collection/Removal (Centralized Locations).
Q5: Are all of the buildings in Area B on this custodial contract?
A5: No, currently there are 64 buildings on the Area B Custodial contract. Reference Appendix C Floor Plans in the PWS.
Q6: Does the government require a certain color of liner for restroom trash cans?
A6: No, color is not referenced in PWS paragraph 1.2.5 Restroom Trash Removal neither in paragraph 1.5.2 Contractor Furnished Restroom Supplies.
Q7: How many restrooms are on each level of service?
A7: There are approximately 335+ restrooms on this contract. Reference the Appendix B attachment which gives restroom square footages for each facility.
Q8: Does the contractor remove biohazard waste? And are they permitted in those areas? A8: No, the contractor is not responsible for removing biohazard waste and may not be permitted in those areas.
Q9: Are all areas of Level 3 just in building 20840?
A9: No, there are three facilities that require Level 3 Academic Service. Reference the Appendix B attachment which includes all facilities that require Level 3 Academic Service.
Q10: Is waxing standard in the restrooms of the facilities that require floor maintenance?
A10: The restrooms in the facilities that require floor maintenance are sealed. “Hard floors shall be cleaned, scrubbed, sealed, polished, waxed, and stripped as required for the appropriate surface to maintain, protect and ease normal routine floor cleanings.” Reference PWS paragraph 1.3.1 Periodic Hard Floor Maintenance.
Q11: What are base service personnel (AAFES) and are the cafeteria areas on contract?
A11: AAFES is the Army and Air Force Exchange Service which provide certain services (retail, food, etc.) to WPAFB. Reference the Appendix C Data Sheets for whether or not these areas are on contract.
Q12: What equipment does the government provide and what equipment does the contractor provide?
A12:The government provides toilet paper, paper towels, hand soap, salt, ice melt, and RPBM supplied centralized trash liners/bags. Reference PWS paragraph 3.2 Government Furnished Supplies and Equipment. The contractor shall furnish all equipment and supplies required to perform the contract. The contractor shall provide and maintain all equipment and vehicles necessary to perform the requirements of this contract. The contractor shall provide adequate numbers of equipment items and vehicles to effectively fulfill the scope of this contract. Reference PWS paragraphs 1.5 Contractor Provided Equipment and Supplies, 1.5.1 Contractor-Furnished Equipment /Vehicles, 1.5.1.1, 1.5.1.2, 1.5.2 Contractor Furnished Restroom Supplies.
Q13: What is the difference between Level 2 and Level 3?
A13: Reference Appendix A in the PWS for the different types of Levels of Service.
Q14: Do Level 1 restrooms need waxing?
A14: The restrooms in the facilities that require floor maintenance are sealed. “Hard floors shall be cleaned, scrubbed, sealed, polished, waxed, and stripped as required for the appropriate surface to maintain, protect and ease normal routine floor cleanings.” Reference the Appendix B attachment which provides what restrooms require Level 1 periodic floor maintenance listed under the Level 1 tab.
Q15: Is dusting on the contract?
A15: No.
Q16: Which levels of service are most intense?
A16: Reference Appendix A in the PWS which gives the breakdown of each Level of Service.
Q17: In the radioactive areas of 20840, are their training requirements the contractors will need?
A17: The contractor will be provided training if needed to enter radioactive areas in this facility.
Q18: Per Subfactor 3: Scheduling. Does the Government want sample work schedules for 85 buildings or just one or multiple (please list), considering the Technical Proposal has a limit of 50 pages?
A18: The Area B Custodial Contract currently consists of 64 buildings. We do require a sample work schedule for all 64 buildings. A schedule would be suitable in a Microsoft Excel spreadsheet broken out by building for each Level of Service. The buildings can be grouped by similar service. Reference Appendix C Floor Plans for the amount of facilities on this contract. Also, reference PWS paragraph 4.19 Schedules.
Q19: Are recyclable dumpsters available at all locations?
A19: Every facility may not have recyclable containers available nor appropriate dumpsters/compactors for recyclable trash. Reference PWS paragraph 1.1.5.1 in regards to recyclable trash.
Q20: Please clarify what 1.5.2.1 is referring to under Contractor Furnished School Age and Youth Center supplies.
A20: Upon award, PWS paragraph 1.5.2.1 will be removed.
Q21: The CAFM for building 26933 has level 2 and level 4 services however, Appendix B has only vacuum service and no level 4 services, please clarify.
A21: Upon award under Appendix B for the Level 2 tab, building 26933 will be removed.
Q22: Is the requirement for both a hard copy submission AND a soft copy submission via email, or would the government consider a soft copy submission alone?
A22: Both, a hard copy and soft copy are required.
Q23: Can you provide fixture counts for the restrooms?
A23: This contract is based upon square footage and not fixtures. Please reference Appendix B (Estimated Square Footages).
Q24: Can you provide total number of restrooms?
A24: This contract is based upon square footages and not the amount of restrooms. Reference the Appendix B attachment which gives restroom square footages for each facility.
Q25: How many cleaning staff is currently employed?
A25: Current employment numbers are not available. This is a performance based contract for the cleaning services of 64 buildings in Area B of WPAFB. It is up to each individual bidder to determine the personnel necessary to complete the work to the standards stated in the PWS. Reference PWS paragraph 1.0 Description of Services.
Q26: Do employees currently check in and out at the Central office or do they report directly to work site?
A26: Whether or not an employee signs in at the central office prior to start of work is up to that specific contractor’s policy.
Q27: Are we responsible for cleaning kitchenettes and if so, who provides the consumables for these areas?
A27: The areas of cleaning responsibility could be to sweep, mop or vacuum these floors. Reference Appendix A in the PWS on what areas of responsibility are on this contract.
Q28: What is an acceptable conversation timeline for integrating a new service provider?
A28: Service is slated to start on 1 January 2015. The provider selected is expected to be ready to begin work on this date.
Q29: Who is responsible for procurement and replacement of walk off mats?
A29: The facility manager is responsible for purchasing or replacing walk-off mats. The contractor is only responsible to vacuum walk-off mats. Reference PWs paragraph 1.1.1 Clean Floor (Walk-off) Mats.
Q30: Some services call for every 24 hours. Do all buildings operate Monday to Friday, or are there 7 day buildings?
A30: Most facilities operate Monday thru Friday. The Fitness Center is required to be cleaned 6 days a week. Reference PWS paragraph 4.1.2 Base Wide Facilities, Hours of Operation and 4.1.2.1 Base Wide Facilities, Hours of Operation with Special Restrictions and also the Appendix C CAFM’s attachment. The cleaning times and frequency are located on these sheets.
Q31: Can you provide number of salt containers currently in place?
A31: Approximately, one container per each facility can be placed. Reference PWS paragraph 1.3.3.1.
Q32: Is Fitness Center open 7 days a week? If so, is 7 day service required?
A32: The Fitness Center is currently open 6 days a week and 6 days a week is required for cleaning. Reference the Appendix C CAFM’s attachment and also Appendix C Data Sheets for hours of operation and service times.
Q33: Pricing sheet (line 0013) for Level 4 cleaning states PERIODIC FLOOR CLEANING – Fitness Center, but no square footage. Why?
A33: Currently, there is no square footage in the Fitness Center that receives Periodic Floor Cleaning however, this could change at any point in this contract. Reference the Appendix B attachment for estimated hard floor square footage for the Fitness Center.
Q34: Approximately how many of the central trash locations have recycling too?
A34: “The number of Centralized locations is dependent upon the size of the building, occupancy and work environment and may fluctuate during the contract performance period.” Reference PWS paragraph 1.1.5 Trash Collection/Removal (Centralized Locations).
Q35: Pricing sheet includes 25 days of snow removal. If more than 25 days of services are provided, is this at an additional cost?
A35: If more than 25 days of snow removal occur that the contractor is responsible, funding will be added to adjust to the amount of days within that month. If less than 25 days occur, the contractor will only be paid for the amount of days snow was removed.
Topics discussed/or seen on Site Visit:
· The facilities in the 711th HPW complexes (20840, 20850, 20851, and 20852) are about a third of the custodial contract.
· Seen some classroom examples of floor maintenance in building 20840.
· In building 20840, there may be some restrooms in lab areas.
· Areas that may or may not be on contract. Reference all Appendix C Data Sheets.
· Some areas in the Fitness Center (building 20571) are Level 2 Basic. Reference Appendix C Data Sheet.
· There is only one Fitness Center on this custodial contract.
· Some of the facilities on this contract are off-base.
