Interested Party Asks: If during design for construction, the Government alters the specifications and/or drawing details in any way, will the Government request alternate bid item pricing to match the requirements of the altered design? If alternate pricing will be requested, what is the total allowable markup applied to direct costs excluding bond? If alternate pricing is requested is it correct to assume that it would be presented in the typical labor, material, equipment, overhead, profit and bond format?

Response: The Government has not altered specifications in the past and do not anticipate in doing so for future projects. If the drawings do change it would be done as a change order.

Interested Party Asks: Reference conditions in Specification 32 11 23 para 1.1.3. If “special item” pricing is requested, is it correct to assume that it would be presented in the typical labor, material, equipment, overhead, profit and bond format? Additionally, will

“special item” pricing be used for all unforeseen conditions if the Government determines that the conditions are not included in the

Bid Schedule?

Response: Past history under this effort has never used special item pricing. If there was ever a need for an item not identified in the pricing list, the Contracting Officer would determine the course of action. If new items are added to the price list, it would be accomplished by a change order and a fair and reasonable determination would need to be made by the Contracting Officer.

Interested Party Asks: Reference Specification 32 11 23 para 1.6. - Please confirm that all requirements contained in this paragraph are required during the installation of all Graded-Crushed Aggregate Base Course (GCA) as noted in drawing details on C-4 and C-5 and also confirm that the requirements of para. 1.6 are included in the Payment for Quantities unit Pricing as described in para. 1.1.2, with the exception of payment for testing as described in para. 1.1.1.2, which will be included in unit pricing Bid Item 0001EK and

0001EL?

Response: The government will be responsible to pay for the initial testing. If the testing proves failure as a result of the contractor’s installation it is the contractor’s responsibility to rectify that area so that it meets the specifications and retest to show that it meets the specifications.

Interested Party Asks: Reference Specification 32 11 26 para 1.5. - Please confirm that all requirements contained in this paragraph are required during the installation of all Bituminous Base Course as noted in drawing details on C-4 and also confirm that the requirements of para. 1.5 are included in the Basis for Payment for unit Pricing as described in para. 1.1.2, with the exception of payment for field density testing which will be included in unit pricing Bid Item 0001EM?

Response: The government will be responsible to pay for the initial testing. If the testing proves failure as a result of the contractor’s installation it is the contractor’s responsibility to rectify that area so that it meets the specifications and retest to show that it meets the specifications.

Interested Party Asks: Reference Specification 32 12 10 para 1.4., Samples and Testing - Please confirm that all requirements contained in this submittal are required during the installation of all Bituminous Tack and Prime Coats and also confirm that the requirements of para. 1.4 Samples and Testing are included in the Payment for unit Pricing as described in para. 1.1.2?

Response: During the initial submittal process, once the product(s) meet the specifications the submittal is then approved. As long as the contractor does not change the product(s) there will no further testing required. If the contractor changes the approved product(s) they will have to resubmit a new submittal for approval before application.

Interested Party Asks: Reference Specification 32 12 11 para 1.7. - Please confirm that all requirements contained in this paragraph are required during the installation of all Bituminous Surface Treatment and also confirm that the requirements of para. 1.7 are included in the Payment Procedures for unit Pricing as described in para. 1.2?

Response: During the initial submittal process, once the product(s) meet the specifications the submittal is hen approved. As long as the contractor does not change the product(s) there will no further testing required. If the contractor changes the approved product(s) they will have to resubmit a new submittal for approval before application.

Interested Party Asks: In the event that there is a conflict between a specification and a drawing detail, which document takes precedent in the development of bid item pricing?

Example: In the pricing development for Bid Items 0001DZ and 0001DX which of the following would the Government require?

a. Specification 33 40 00 Para. 2.3.7 list the following: Frame and cover for gratings shall be cast gray iron, ASTM A 48/A 48M, Class 35B; cast ductile iron, ASTM A 536, Grade 65-45-12; or cast aluminum, ASTM B 26/B 26M, Alloy 356.OT6. Weight, shape, size, and waterway openings for grates and curb inlets shall be as indicated on the plans.

b. Detail – Combination Inlet on C-4 describes “Frame and Grate: Neenah R-3246 of Equal with Type ‘DR’ Grate”.

c. Detail – Match Inlet New Asphalt Concrete Overlay on C-4 describes “Furnish and Install new Frame and grate where noted on plan or directed”.

d. Detail – Single Grate Inlet on C-5 describes “Frame and Grate not Shown on Grate Elevation”

e. Detail – Typical Single or Double Inlet on C-5 describes “Frame and Grate: Neenah R-3248, R-3408-AL and R-3408-BL of

Equal”

f. Detail – Typical Rebuild and Adjust Inlet on C-5 describes “Furnish and Install New Frame and Grate when noted on Plot Plans”

Response: The contractor should follow the specifications and should bid on the items, or equal, in the details that are provided by the government for each individual product.

Interested Party Asks: Reference Specification 32 16 13 paragraphs 3.8.2.1, 3.8.2.2 and 3.8.2.3: Does the Government anticipate that testing will be accounted for by “Shift” as described in Bid Item 0001EG regardless of the type and quantity of testing required?

Response: The initial testing will not be accounted for by shift but as described in the specifications. The government will be responsible to pay for the initial testing. If the testing proves failure as a result of the contractor’s installation it is the contractor’s responsibility to rectify that area so that it meets the specifications and retest to show that it meets the specifications.

Interested Party Asks: Reference Attachment 1, Sheet C-4, Detail – Typical Sidewalk and Specification 32 16 13:

Question Part 1: Which bid items would the Government use from Attachments 1 thru 3 bidding schedules to estimate the installation of work shown in Detail – Typical Sidewalk and described in the Specification 32 16 13 relative this detail?

Question Part 2: Which portion of this detail, if any, is to be used for determining pricing for Bid Item 0001AX?

Question Part 3: What is the maximum density of compaction required for the aggregate base for Detail – Typical Sidewalk?

Response: 1) Typical install sidewalk Bid Items required are excavation, aggregate base, concrete sidewalk includes forms and finish as required in Specifications. Topsoil and seed is a separate Bid Item. 2) Base you bid on the portion of the detail that shows just the sidewalk. 3) Follow the Specifications.

Interested Party Asks: Reference Attachment 1, Sheet C-4, Detail – Typical Curb and Gutter and Specification 32 16 13:

Question Part 1: Which bid items would the Government use from Attachments 1 thru 3 bidding schedules to estimate the installation of work shown in Detail – Typical Curb and Gutter and described in the Specification 32 16 13 relative this detail?

Response: 1) Typical install curb and gutter Bid Items required are excavation, aggregate base, and forms and finish as required in Specifications. Topsoil and seed is a separate Bid Item. 2) Base you bid on the portion of the detail that shows just the curb and gutter.

Interested Party Asks: Reference Attachment 1, C-4, Detail – Typical Concrete Barrier Curb & Specification 32 16 13:

Question Part 1: Which bid items would the Government use from Attachments 1 thru 3 bidding schedules to estimate the installation of work shown in Detail – Typical Concrete Barrier Curb and described in the Specification 32 16 13 relative this detail?

Question Part 2: Which portion of Detail – Detail – Typical Concrete Barrier Curb, if any, is to be used for determining pricing for Bid

Item 0001AY?

Response: 1) Typical install barrier curb Bid Items required are forms and finish as required in Specifications. 2)

Aggregate base and topsoil are separate bid items.

Interested Party Asks: Reference Attachment 1, C-4, Detail – Combination Inlet and Specification 33 40 00:

Question Part 1: Which bid items would the Government use from Attachments 1 thru 3 bidding schedules to estimate the installation of work shown in Detail – Combination Inlet and described in the Specification 33 40 00 relative this detail?

Question Part 2: Which portion of this detail, if any, is to be used for determining pricing for Bid Item 0001AZ?

Question Part 3: Which portion of this detail, if any, is to be used for determining pricing for Bid Item 0001DX?

Response: The contractor should follow the specifications and should bid on the items, or equal, in the details that are provided by the government for each individual product. 2) Follow the detail of the combination inlet. 3) Follow the detail of the combination inlet.

Interested Party Asks: Reference Attachment 1, C-4, Detail – Match Inlet New Asphalt Concrete Overlay and Specification 33 40 00:

Question Part 1: Which bid items would the Government use from Attachments 1 thru 3 bidding schedules to estimate the installation of work shown in Detail – Match Inlet New Asphalt Concrete Overlay and Specification 33 40 00?

Question Part 2: Which portion of this detail, if any, is to be used for determining pricing for Bid Item 0001DX?

Response: 1) Typical install match inlet new asphalt concrete overlay bid items required are a separate bid item cold milling prior to new asphalt overlay. 2) Typical match inlet new asphalt concrete overlay bid item required is a separate bid item provide asphalt. Note: Rebuild adjust existing inlet is a separate bid item.

Interested Party Asks: Reference Attachment 1, C-4, Detail – Typical New Asphalt Concrete Pavement and Specifications 32 11 23, 32 11 26, 32 12 10, 32 12 11, 32 12 16 and 32 12 37:

Question Part 1: Which bid items would the Government use from Attachments 1 thru 3 bidding schedules to estimate the installation of work shown in Detail – Typical New Asphalt Concrete Pavement and Specifications 32 11 23, 32 11 26, 32 12 10, 32 12 11, 32 12

Question Part 2: Which portion of this detail, if any, is to be used for determining pricing for Bid Item 0001AU?

Response: 1) Typical new asphalt concrete pavement base your bid on the portion of the detail for asphalt concrete pavement only. 2) Base your bid on the portion of the detail for the asphalt concrete pavement only.

Interested Party Asks: Will the Government provide a location for a site office trailer for use during the period of performance of this contract? If an office trailer site will be provided, will the location have available water, electrical and sanitary connections with in 10’ of the location? Will the Government require metering and payment for electrical and water utilities at the office trailer location?

Response: The Government will not provide a location for a site trailer.

Interested Party Asks: Reference Specification Section 01 01 00 para A. – Does the Government intend to utilize this contract to perform “airfield pavements” as listed in the scope of work? If so, which bid items, drawing details and specifications are applicable to this activity?

Response: It is not typical that the government uses this contract to work on airfields. The same Bid Items will be used on roads, parking lots and Airfield pavements.

Interested Party Asks: Reference specification 01 33 00, Submittal Register – Will the Government require compliance with this register as written and applicable for every Task Order issued under this contract?

Response: Yes

Interested Party Asks: Reference specification 02 41 00 para. 2.1 - Please confirm that all testing requirements contained in this paragraph are required during the use of fill material at all times during this contract and are to be included in pricing for Bid Item

0001BA. Or is there a different Bid Item that this testing should be included?

Response: If any testing is required the government will be responsible to pay for the initial testing. If the testing proves failure as a result of the contractor’s installation it is the contractor’s responsibility to rectify that area so that it meets the specifications and retest to show that it meets the specifications.

Interested Party Asks: Reference specification 02 41 00 – Should we assume that the details on drawings C-4 thru C-7 and specified in para. 3.1accurately represent all items to be removed on this contract for pricing purpose for Bid Items 0001AA, 0001AD, 0001AE, 0001AF, 0001AG, 0001AH, 0001AJ, 0001AN, 0001AP, 0001AQ, 0001AU, 0001AV, 0001AW, 0001AX, 000AY, 0001AZ, 0001BS, 0001CA, 0001CB, 0001CP, 0001CQ, 0001CR, 0001CS, 0001CT, 0001CU, 0001CV, 0001CW, 0001DR and 0001DS.

Response: Yes

Interested Party Asks: Reference specification 01 02 20 para. 3.4.C.1.b.ii. – Which Bid Line Item should we include the cost of the

NOI permit application fee or is this fee paid for by the Government when required?

Response: Contractor should include in his overhead cost.

Interested Party Asks: Reference specification 03 30 53 SD-06: Please clarify which Bid Item we should include the Aggregates and

Concrete Mixture Proportions testing as required by this specifications.

Response: Bid Item provide concrete should include testing for submittal items and certifications for concrete and aggregates.

Interested Party Asks: Reference specification 05 52 00 para. 1.3: Which Bid Item should we include the welding procedures testing as required?

Response: Welding is not a typical activity for this contract. If it is used in installation of fencing and gates then it should be included in those Bid Items if required.

Interested Party Asks: Reference specification 10 14 01 and Drawings C-1 thru C-7: What sign size, type and wording should we use for pricing Bid Items 0001AF and 0001AK? We have reviewed ALL of the sited publications in the specifications and the solicitation drawings will require typical sign size, type and wording for proper pricing.

Response: Should follow ODOT requirements for any sign size, any type and any wording which appear in the specifications.

Interested Party Asks: Reference specification 31 00 00 para. 1.2.2 – States that “trench excavation will constitute full payment for excavation and backfilling, ….” Please confirm that in the case of trench excavation backfilling is not included in Bid Item 0001BB –

Re-Install Satisfactory Fill or 0001BA – Provide Select Fill.

Response: Excavation and backfill are paid under two separate bid items.

Interested Party Asks: Reference specification 31 00 00 para. 1.2.1 and 1.2.4 – These paragraphs reference a classified and an unclassified excavation respectively. Do we assume that both types of excavation as defined in this specification are included in Bid

Item 0001AT?

Response: Yes

Interested Party Asks: Reference specification 31 00 00 para. 1.2.6. If “Change in Site Condition” pricing is requested, is it correct to assume that it would be presented in the typical labor, material, equipment, overhead, profit and bond format? Additionally, will

“Change in Site Condition” pricing be used for all unforeseen conditions if the Government determines that the conditions are not included in the Bid Schedule?

Response: Change of site conditions would result in a Change Order. No new Bid Items would be added and no cost change would occur on any of the Bid Items. The unit price remains the same. We either increase the existing bid items or add new bid items whatever the case might be.

Interested Party Asks: Reference specification 31 00 00 para. 2.2.1, 2.2.2 and 2.3 – Which Bid Item would you like us to include the cost of the requirements defined in these paragraphs?

Response: Specification references identification tape. It is a different color for water, gas, sewer etc. The contractor should include the tape cost into the cost of the different pipes that are on the contract.

Interested Party Asks: Reference specification 31 00 00 para. 2.4, 2.4.1 and 2.4.2 – The materials referenced is stated in paragraph 2.4 to be paid as an “aggregate fill”. In review of the Bid Schedule there is not an aggregate fill Bid Item. Do we assume that the cost of this work is included in Bid Item 0001BA to include the Grout, if not is it a “special item” as defined in section 32 11 23 para 1.1.3 or is there another Bid Item that you would like this cost included?

Response: We typically do not use grout as a select fill we typically use earthwork material. If we were to require grout it would be included in provide concrete bid item.

Interested Party Asks: Reference specification 31 00 00 para. 3.1 – This paragraph states “Dispose surplus satisfactory excavated material not required for fill or embankment in areas approved for surplus material storage or designated waste areas. Dispose unsatisfactory excavated material in designated waste or spoil areas.” Will the “areas” referred to be locations within the limits of

WPAFB and in the fenced perimeter of WPAFB in which the work is taking place?

Response: It is the contractor’s responsibility to remove all excavated material off of Wright Patterson Air Force base. There is a bid item 0001BB Re-install Satisfactory Fill. If the Government wants the contractor not to take the excavated material off the base and decides to re-use it, there will be a bid item 0001BB on the drawings and call page.

Interested Party Asks: Reference specification 31 00 00 para. 3.1.6 – This paragraph references requirements for excavating by “hand” around existing utilities. What is the average requirement in CYs for excavation by hand to be used for pricing for the 1700 CY Bid

Item 0001AT? Or will excavation by hand be considered a “special item” as defined in section 32 11 23 para 1.1.3 or is there another

Bid Item that you would like this cost included?

Response: The price for excavating by hand should be included in the bid item excavation. The estimated quantity for each year has been 10 CY total. You have to hand excavate around existing utilities.

Interested Party Asks: Reference specification 31 00 00 para. 3.3.2 – Which Bid Item would you like us to include the cost of the

Geotechnical Engineer as defined in this paragraph?

Response: The government will be responsible to pay for the initial testing. If the testing proves failure as a result of the contractor’s installation it is the contractor’s responsibility to rectify that area so that it meets the specifications and retest to show that it meets the specifications.

Interested Party Asks: Reference specification 31 00 00 para. 3.15 – Please confirm that the cost of the “registered professional civil engineer” is to be included in Bid Items 0001EK and 0001EJ.

Response: The government will be responsible to pay for the initial testing. If the testing proves failure as a result of the contractor’s installation it is the contractor’s responsibility to rectify that area so that it meets the specifications

Interested Party Asks: Reference specification 31 00 00 para. 3.15.1 – Which Bid Item does the Government want the requirements of this paragraph included?

Response: The government will be responsible to pay for the initial testing. If the testing proves failure as a result of the contractor’s installation it is the contractor’s responsibility to rectify that area so that it meets the specifications

Interested Party Asks: Reference specification 32 01 17.16 para. 1.4 SD-06 and 1.5: Do we assume that costs associated with this requirement are included in Bid Item 0001BE?

Response: Yes

Interested Party Asks: Reference specification 32 01 17.16 para. 3.4 – Do we perform the requirement as stated in this paragraph every time we receive a Task Order for Bid Item 0001BE? If so, do we would assume the cost of this requirement is included in Bid Item

0001BE?

Response: You perform this requirement once in the initial submittal.

Interested Party Asks: Reference specification 32 01 29.61 para. 1.1.2.2 – Which Bid Item do we include the cost for ALL the testing requirements described in specification section 32 01 29.61other than that described in para, 1.1.2.2?

Response: The only test the contractor is required to perform are the ones that appear on the call page.

Interested Party Asks: Reference specification 32 13 13.03 – Which Bid Item do we communicate the cost of work described in this specification?

Response: Bid item provide concrete and bid item provide structural concrete.

Interested Party Asks: Reference specification 32 16 15 para. 1.1.1 and 1.1.2 – The blocks are paid for by SF, the edge restraints are paid for by LF and Bid Item 0001CD is a combination of blocks and edge restraints paid for by SF. How would you like us to incorporate the LF cost of the edge restraints into the SF Bid Item cost? Or are the edge restraints paid for by the use of a “special item” as defined in section 32 11 23 para 1.1.3.

Response: The edging restraints should be included in the block bid item SF.

Interested Party Asks: Reference specification 32 16 15 – Is the cost for ALL of the testing, inspection and verification requirements described in specification section 32 16 15 included in Bid Item 0001CD?

Response: Testing is not typically required. Any testing requirements that need to be accomplished will be put on the call page under different bid items as required.

Interested Party Asks: Reference specification 32 14 24.00 para. 1.4 SD-06 and 2.3: Which Bid Items do we include the testing, inspection and sampling requirements as outlined and required by these paragraphs?

Response: Any testing requirements that need to be accomplished will be put on the call page under different bid items as required.

Interested Party Asks: Paragraph 2.7 of section 05 52 00 that the steel pipe used to manufacture the handrails are to be “primed finish, unless galvanizing is required”. The drawings do not indicate if the handrail is to be galvanized. Is galvanizing required?

Response: Yes. Galvanizing is required.

Interested Party Asks: Please provide a sign detail that shows the post and a typical sign including mounting requirements.

Response: Should follow ODOT requirements for any sign size, any type and any wording which appear in the specifications.

Interested Party Asks: For Item 0001AN, how far away will the new street light location be from the existing location?

Response: The Bid Item includes 100 feet of #8 Copper XHHW Conductors. That is the maximum distance.

Interested Party Asks: For items 0001AR, 0001AS, 0001AV is excavation and backfill to be included in this unit cost or will the excavation and backfill be included in items 0001AT and 0001BA?

Response: Each Bid Item stands alone unless the Bid Item states other items are included in the Bid Item. Pipe, sidewalks, curb and gutter etc. Excavation, aggregate base, topsoil are additional bid items that need to be added.

Interested Party Asks: For items 0001AR, 0001AS, is grass seed/sod to be included in this unit cost or will the seed/sod be included in item s 0001DK and 0001DL? If the seed/sod is to be included in this line item are we to include seed or sod?

Response: Same as above. It takes separate bid items.

Interested Party Asks: Line Items 0001BU and BV: Are we to include any excavation and backfill needed to accomplish this work as a part of this line item or will the excavation and backfill be covered under other line items?

Response: Same as above.

Interested Party Asks: Line Items 0001BW, BX, BY, BZ: Are we to include an aggregate base under these items as a part of our price for these items? Are we to include excavation and backfilling these items and grass seed as a part of our price for these items or will the excavation, backfill and seeding be covered under separate items?

Interested Party Asks: For all of the underground utility work, is the excavation and backfill required to install the utilities to be included in the pricing for the utility line item or is the excavation and backfilling included in line items 0001AT, BA and BB?

What about the surface restoration for the utilities? Is the surface restoration to be included in our pricing for the utility line items or should the surface restoration be included in line items 0001DK and DL?

Interested Party Asks: For Line Item 0001AT – What kind of excavation is this for? Trench excavation? Mass excavation for say a parking lot? Dozer excavation to re-grade an area?

Response: Excavation is for all types of excavation. Re-grade and area is included in provide topsoil seed and mulch.

Interested Party Asks: Line Item 0001AW, AX, AY, AZ: After the curb and gutter, sidewalk, barrier curbs and inlets are removed, do we need to include backfilling the void (and seeding or sod) left by the removal process as a part of this line item?

Response: The call page will include all individual bid items that are required for completion of each project.

Interested Party Asks: Line Item 0001BA: Please define what “select fill” material is.

Response: Select fill is earthwork material that is acceptable as fill material

Interested Party Asks: Item 0001CD: Please provide a detail for the pavers, including the depth of the aggregate base course and a detail for the edge restraint. Is the aggregate base that is usually included as a part of the paver system to be included in the pricing for this line item?

Response: 1) Standard block pavers dimensions are 2”x2”x4”; however larger square footage pavers can be used. 2)

Aggregate base course is paid for in a separate bid item per ton. Note: edge restraints are included in block paver bid item SF. Follow the Specifications.

Interested Party Asks: Paragraph 2.2 of section 33 11 00 specifies several different water piping materials including copper, PVC, and ductile iron. For item 0001DN please clarify what type of pipe we are to base our price on.

Response: The only bid items that we use are PVC and ductile iron. Base your price on the individual Bid Items.

Interested Party Asks: Paragraph 2.1 of section 33 30 00 specifies several different piping materials including cast-iron, clay, and

PVC. For Item 0001DU please clarify what type of pipe we are to base our price on.

Response: Same as above. Clay pipe is not a bid item. The standard sanitary pipe is PVC C900.

Interested Party Asks: Paragraph B of section 52.216-22 indicates that “the Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the

"maximum". The Government shall order at least the quantity of supplies or services designated in the Schedule as the

"minimum". There is a total estimated quantity on the bid schedule but no minimum and maximum quantities. Please provide these.

Response: Reference page 6 of the solicitation IDC Constraints. The minimum is stated as $2,000.00 on the initial task order. The government’s obligation ends at that point. The maximum for this contract is $4.9M.

Interested Party Asks: Bid Item 0001BF -Provide all Surface Preparation Required and Patch Concrete Slabs, Walls, Ramps, Stairs and Docks -- 25 CY. Is this intended to be a complete removal and replacement as the CY unit of measure would indicate or is it intended to be a surface type patch with any necessary cut outs and prep which would be more likely to have a smaller unit of measure such as cu. inches?
