FA8601-10-R-0088

Updated: 9-Dec-10

Question 1: Does the current NAICS classification of 314110 restrict this project to only “Carpet and Rug Mills (manufacturers)?

Answer: The SBA issued a waiver of the nonmanufacturing rule for NAICS code 314110 in 1991. This allows a small business to provide the product of any firm. Therefore, this does not limit competition to manufacturers only. A firm is not required to have the NAICS code for a particular requirement listed in their CCR registration to be able to bid on a requirement. They can either certify their size status by completing or updating their Online Representations and Certifications Application (ORCA) and to certify size status in 52.212-3 of the solicitation.

Question 2: Do we need to guarantee pricing for 5 ½ years?

Answer: Since this acquisition will be awarded as a Firm Fixed Price contract, we will require Offerors to submit guaranteed pricing for 5 ½ years. Exhibit A “Price List of Flooring” which is attached to this solicitation has different worksheets within the excel file for each year of the contract. Please price accordingly for each year.

Question 3: The NAICS code 314110 identified in the solicitation does not identify a limitation (in dollars) on the amount of business a company can perform each year and still comply with the size standard (Number of Employees). Please confirm the criteria that will be used to determine compliance with set-aside or size standard requirements for this project.

Answer: The size standard for NAICS code 314110 is 500 Employees or less for the proposing company. The annual revenue volume (in dollars) will not be considered for the size standard. Please note that this solicitation is set-aside for Service Disabled Veteran Owned Small Business.

Question 4: Can we request to have a Flooring Brand Name added to the list of approved manufacturers and products?

Answer: The manufacturer’s names mentioned in Appendix C, in the Performance Work Statement, are of Brand Name or Equal products. We will not be adding any additional Brand Names to this list. However, if your company has a manufacturer/product that meets the salient characteristics detailed in the PWS, then you can submit your product. Please show clear compliance in your submitted proposal to show that your manufacturer/product meets the salient characteristics and requirements of the PWS. They need to be “or Equal” to the Brand Names specified.

Questions 5: In the Performance Work Statement, on page 8, section 1.10.1.12. - Stain Resistance; do ALL carpets submitted in Appendix C need to comply with this section? Or is this just in reference to the section before it, 1.10.1.11. - Carpets in medical and child development facilities?

Answer: All carpet types submitted in the proposal need to meet section 1.10.1.12 – Stain Resistance. Please provide information to show that all carpet types in Appendix C meet the stain resistance criteria.

Answer: The Performance Work Statement has been amended to delete paragraph 1.10.1.12. Stain Resistance.

Question 6: Are the products listed in appendix C acceptable even though they can't provide the documentation or do not meet the specifications listed in section 1.10 Carpet Specification?

Answer: The Performance Work Statement has been amended to delete paragraph 1.10.1.12. Stain Resistance.

Question 7: Some of the products listed as examples of acceptable patterns/styles in Appendix C, do not comply with section 1.10.1.12. Since they are specifically listed as acceptable patterns/styles, will they be allowed?
