STATEMENT OF WORK
VARSITY LEVEL BASKETBALL
1. GENERAL PROVISIONS: Specific schedule of services and compensation to be agreed upon by the Contractor and Contractee are provided herein for the contracting of officials (referee and umpire) and a scorerltimer to officiate military intramural sports program games provided by the Base Sports Department excluding special tournaments, or other higher command special games or tournaments.
2. CONTRACTOR SERVICES:
a. The Contractor will fhrnish officials and a scorerltimer for scheduled intramural competitive and recreation level basketball games. Each official will be certified by the national governing body for the sport, which is the Ohio High School Athletic Association (OHSAA) or the National Collegiate Athletic Association (NCAA). Prior to the start of the season the Contractor wilI provide to the Sports Department a listing off all officials, including their agency license, who are scheduled to work the league and tournament games.
b. Officials and scorerltimer are direct representatives of the Services Division and as such are authorized and required to enforce all pertinent rules and by-laws established for each sport along with the current officials association rules established for each particular sport.
c. Officials will not participate as a player, coach, or team manager for the varsity team.
d. The Contractor will provide one free of charge a rules clinic for the coach to explain any rule changes from the previous year. Date and time of meeting will be provided to the Contractor.
e. Each official and scorerltimer will be at the proper location of the scheduled game (1 5) minutes prior to game time and ready to officiate.
f. Each official will wear the proper uniform in accordance with the national governing body of the sport and have proper equipment in their possession at each game. Officials and scorerltimers will provide their own transportation and uniforms at no expense to the Contractee.
g. Each official and scorerltimer will be responsible to the Sports Director and Contracting Officer for compliance to this contract.
h. Any official andlor scorer/timer, in the judgment of Sports Department, that does not abide by this contract or the rules or by-laws of the particular sport will be recommended for temporary or permanent suspension in that sport. Reasons for dismissal may include but not limited to the lack of professional ability, lack of sufficient knowledge of the sport, late for games, intoxication, failure to show when scheduled to officiate, or any other reason outlined by this contract.
i. The Sports and Fitness Director or Intramural Sports Director may reject any or all officials and lor scorer.1timer not deemed qualified. All rejects will be in writing and forwarded to the Contractor within (48) hours after evaluation and will state the reasons for dismissal.
j. In case any player or coach is ejected from a game or causes other problems, officials will notify the Sports Department the following day or the next duty day.
k. If during a game a coach lodges a protest, judgment calls excluded, the officials will make note of all circumstances and be prepared to provide pertinent information when asked by the Protest Board.
1. Officials will inform before each game the coaches, managers andlor team captain of the ground rules and safety hazards inherent within the sport and the need for fair play and sportsmanship in order that accidents and injuries are kept to a minimum.
m. If a player is injured, an official's time out shall be declared when necessary to protect the player.
When appropriate or necessary, the bench should be beckoned immediately. When bench personnel enters the court (whether beckoned or not), the injured player must leave the game until the next opportunity to reenter after the clock has started unless a time out has been called by hisher team. If the bench does not enter the court and an apparently injured player is ready to resume play immediately (within a few seconds) helshe may remain in the game and play shall be resumed as quickly as possible.
3. SPORTS DEPARTMENT SERVICES:
a. The Sports Department will provide equipment and supplies necessary for the base team to play (balls, score books, etc).
b. The Sports Department will provide the Contractor with a schedule of the games and tournaments to include date, time and location of each game. This schedule will be provided no later than (24) hours before the start of the season or tournament. This schedule will be subject to change by the Sports Department due to inclement weather, military alert or other commitments.
4. COMPENSATION:
a. The Contractor will be notified of postponements or cancellations by at least two (2) hours prior to the scheduled game(s). Should the Contractor not be notified by at least two (2) hours prior to the scheduled game(s) and the officials show up for the game and the conditions are such that the game(s) is or must be canceled the Contractor will be paid 50% of the unit price of the game.
b. The Contractor must have a readily available contact source for days, nights, andor weekends, such as an answering machine or paging system, for notification of any emergency or cancellation by the Sports Depart Department.
c. If any official andor scorer fail to show up for a scheduled game and the game is played the Contractor will not be paid the full game fee. The game fee will be reduced by the normal amount the absent official and/or scorer receive.
5. SPORTS SEASON:
a. The Varsity level basketball season will run from 1 October through 30 Mar.
b. All Varsity officials for must be rated at least OHSAA 1, and one scorerltimer per game.
c. National Collegiate Athletic Association rules.
d. Approximately four games per every home scheduled date. On Saturday and Sunday, with the exception of tournaments starting on Friday evenings, with game times to be varied. Each game will consist of 20-minute halves with a running clock except for time outs.
