PURCHASE DESCRIPTION
FOR
Magnetic Particle Wet Bench – D-2060
18 FEB 2022
1.0 DESCRIPTION. The Contractor shall provide all labor, tools, materials, parts, and equipment as necessary to provide quantity one (1) each new “built-to-order” D-Series/2060 XL-25 Mod 6.0 Magnetic Particle Wet Bench, one (1) each Wet Bench UV Lamp Mounting Fixture (PN 623365), and one (1) each Oil Bath Start- Up Kit (PN 621452). Also, the Contractor shall provide unlimited technical support consultation, freight shipping, and thirty-six (36) months extended warranty coverage. The D-2060 magnetic particle inspection (MPI) capabilities will be utilized in building 142 to support the 402d Commodities Maintenance Group (CMXG) at Robins Air Force Base, Georgia. This unit and associated products shall be manufactured by the original equipment manufacturer (OEM), Magnaflux, Inc.
1.1 The new “built-to-order” D-2060 wet bench shall include the following:

Delivery All Items: FOB Destination – on or before 119 calendar days after date of award at Robins AFB
1.2 Products. The Contractor shall provide a new “built-to-order” D-2060 XL-25 Mod 6.0 Magnetic
Particle Wet Bench with the unit’s associated configuration upgrades/options/accessories as listed in paragraph 1.1 on or before 119 calendar days after date of award. These products shall meet or exceed the Government’s safety, security, and performance requirements.
1.2.1 The Contractor shall ensure that all unit parts shall be the authentic products, to include D-2060 series features and specifications, and sourced by the Contractor directly from the manufacturer.
Also, the said items shall meet the following requirements:
1.2.2 All applicable items shall be MIL-SPEC approved.
1.2.3 The Contractor shall not provide any refurbished/recertified and/or substituted products without the approval of the Government Representative listed in para. 1.4.2.
1.2.4 The Government reserves the right to verify the license validity prior to acceptance of the purchased products.
1.2.5 Meets or exceeds applicable environmental and safety certifications.
1.2.6 Certifications. The Contractor shall have Quality Management System (QMS) certification(s) or equivalent for the International Organization for Standardization (ISO) 9001:2015 with a scope in design and manufacture of nondestructive testing chemicals and equipment and meets or exceeds the aerospace specifications relative to the National Aerospace and Defense Contractors Accreditation Program (NADCAP).
1.2.7 Specifications. D-2060 Magnetic Particle Wet Bench which shall include the D-2060 model that provides the capabilities for three (3) phase full wave direct current (FWDC) 6,000Amp magnetizing current capacity at contacts (amps) and the following standard features, unit configuration upgrade options, and accessories that meets or exceeds the manufacturer’s operational performance and safety specifications:
1.2.7.1 Standard Features. The D-2060 wet bench shall include the all applicable standard features to include, but, not limited to the following:
Five (5)% duty cycle of 0.5 seconds on, 10 seconds off at maximum output
Allen-Bradley programmable logic controller (PLC)—manufacturer preprogrammed
Control circuit feedback loop for amperage regulation/repeatability
Simple touch-screen operator interface (OI)—includes an Ethernet port and Ethernet cabling which are utilized to allow connection of the OI to the PLC
3-year warranty on parts and labor
External pump system—for particle bath agitation, circulation and application
Integrated ultra-low frequency, reversing, stepdown DC demagnetization—with one
(1)-touch control
Low-voltage output—minimizes electrical exposure for operator safety
Adjustable mag shot time from 0.5 to 2 seconds
Automatic Double-Mag Shot with one (1)-touch control
Mag-shot-activating front push bar—with one (1)-touch control to enable/disable this feature
Current assurance indicator light—confirms magnetizing current delivery
Solid state circuitry—increases lifetime and performance of machinery
Quick break feature on coil circuitry
Machine weight (XL option): approximate weight—1925 pounds/873 kilograms
1.2.7.2 Unit Configuration Upgrades. The D-2060 wet bench shall include one (1) each of the following associated unit configuration upgrade options as listed in para. 1.1 which includes frequencies of 460 voltages (V) / sixty (60) hertz (Hz):
a. Maximum Part Length—extra-long part capacity to increase max clamping length to
146 in / 370 cm
b. Coil—25 in. / 62 cm
c. Pneumatic Tailstock—makes it faster and easier to position and remove longer parts from between the contacts
d. Module 6.0 AC magnetization / demagnetization adds 6,000 A of AC current to increase the variety and range of inspections the equipment can perform
e. Dual-Palm Button. The dual-palm button is a replacement option for the standard
“footswitch”. The dual-palm button capabilities shall be utilized for activating the pneumatic cylinder on the headstock to allow “hands free” clamping of parts which shall eliminate risk of injury during pinch points.
1.2.7.3 Unit Options. The Contractor shall provide the following D-2060 wet bench options/accessories:
a. Extra-Long Crating—accommodates extra-long part capacity
b. GE 144 Split Roof. The GE 144 Split Roof (PN 623365) magnetic bench inspection enclosure hood that is configured for the extra-long part capacity D2060 wet bench shall include the following standard features:
EV6000 hand-held LED UV lamp (mounting bracket option listed in para.
1.2.7.4c)
Adjustable overhead frame opens enclosure for service or parts loading
Easy access through front curtain (“theater style”)
Flame resistant / adjustable length curtain
White light and ventilation fan with touchscreen controls.

1.2.7.4 Unit Add-on Accessories. The Contractor shall provide the following D-2060 wet bench options/accessories:
a. Oil Bath Start-up Kit. The Oil Bath Start-up Kit (PN 621452) shall be utilized to implement the MPI testing. The said kit shall include the materials necessary to fill the D-2060 XL-25 Mod 6.0 magnetic particle wet bench tank and the associated accessories. The consists of the following items:
Centrifuge Tube (14A)—1 lb. / 453 g jar
Carrier II—55 gal / 208 L drum
Double braided contact pad—with V block, 4.75 x 7.5 in / 12 x 19 cm / QTY 2 ea.
Ten (10) Gauss Magnetic Field Gauge Field Indicator, non-calibrated
Pie Field Gauge
Centrifuge tube—for 14A particles (use with 14A, 14AM, 20B)
Centrifuge tube stand
UV spectacles—UV-A absorbing safety glasses
b. Wet Bench UV Lamp Mounting Fixture. Mounting bracket shall be capable with the EV6000 hand-held LED UV lamp.
1.2.8 Technical Support. The Contractor shall provide unlimited technical support for consultation via telephone and/or email.
1.2.9 Documentation and Manuals. Documentation and manuals provided with the D-2060 wet bench shall include the following:

1.2.10 Markings/Labels. The Contractor shall ensure that the wet bench unit and all applicable item(s) listed in paragraph 1.1 shall have the required item unique identification (IUID) and any applicable labeling such as the applicable load capacity limit markings on the unit that me standards and specifications for applicable title and marking requirements.
1.2.10.1 The Contractor shall coordinate with the Government Representative with any concerns and/or issues within five (5) ARO days relative to the IUID labeling/markings.
1.2.11 Place of Performance. The Contractor shall ensure that the “built-to-order” wet bench the Contractor’s facility.
1.2.12 REPORT. Upon completion of the maintenance and/or repair activities under the extended warranty, the Contractor shall provide a copy of the Maintenance Service Report to the Government Representative for all work performed under the contract to include all repairs and/or modifications resulting from services. 1.2.13 Technical Data/”COTS”. The Contractor shall provide Government with one (1) hard copy and one (1) electronic copy of any applicable commercial off-the-shelf (COTS) manuals/technical data for the delivered unit and applicable options/accessories. The data shall include applicable technical information, specifications, operational instructions, equipment maintenance instructions, a recommended spare parts list, and/or any other applicable information such as test certificates. All copies shall be legible and written in English. (CDRL A002, DI-TMSS-81815, Commercial Off-The-Shelf “COTS” Manuals)
1.3 Deliverables.

1.4 Shipping Information/Government Representative.
1.4.1 The Contractor shall coordinate the delivery schedule and date of shipment of the wet bench and associated products with the Government Representative and Alternate in writing within five (5) days via email. Also, the Contractor shall notify the Government Representative and Alternate listed below within one (1) day via email if the required delivery terms will not be met.
1.4.2 The Contractor shall deliver quantity one (1) each new “built-to-order” D-2060 Magnetic Particle Wet Bench one, (1) each Wet Bench UV Lamp Mounting Fixture (PN 623365), and one (1) each Oil Bath Start-Up Kit (PN 621452) which shall be shipped as one shipment crate (as listed in para.
1.0 and 1.1) to the following address at Robins AFB via FOB Destination freight shipping on or before 119 calendar days after date of award.

1.4.3.1 The Contractor shall notify the Government Representative and/or Alternate of the date that all items were shipped or provide feedback relative to any issues that may delay the shipping of said items via email within one (1) day of knowledge.
1.4.4 Incidental Services.
1.4.4.1 Place of Performance. All performance shall be accomplished by certified technicians at the authorized Contractor’s service facility.
1.4.4.2 Installation. The Contractor shall provide the necessary unloading, assembly, and installation of the wet bench and/or associated accessories—installation does not include electrical services. Prior to the Contractor’s installation, the Contractor shall coordinate with the Government’s Representative’s via electronic email with five (5) days concerning the installation site readiness for the equipment installation.
1.4.4.3 Warranty. The Contractor shall provide the following thirty-six (36) month extended warranty coverage for the unit in its entirety which includes the tank, frame, electrical components, pump and any applicable non-consumable parts and/or components to begin thirty (30) days after the unit’s shipment date via FOB destination to Robins AFB.The Government will implement acceptance of the equipment from the date the said warranty begins at Robins AFB. The said warranty coverage includes Contractor’s installation of the equipment.
2.0 Service Requirements.
2.1 Contractor Program Manager. The Contractor shall provide a Program Manager who shall be the single point of contact between the Contractor and the Government. The name, phone number, and email address of the Contractor’s Program Manager(s) shall be provided in writing to the Contracting Officer, Government Representatives, and/or COR no later than five (5) calendar days after contract award date.
2.2 Place of Performance and Hours of Work. On-site contract services shall be performed at the Warner Robins Air Logistic Complex. The work will take place in Bldg. 142 at the 402 CMXG squadron site location at Robins Air Force Base, GA. The Contractor’s work hours (shifts) shall normally be from 7:00 am to 4:00 pm (EST), Monday through Friday—see para. 2.2.1 for exclusions.
2.2.1 Recognized Holidays. Unless otherwise required by the Government, the Contractor shall not have access to Government facilities to work or telework on all federal holidays. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.
3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES.
No property or services will be provided to the Contractor.
4.0 GENERAL INFORMATION.
4.1 Access to Government Facilities/Contractor ID (Badging). The Contractor shall ensure
Contractor/subcontractor personnel who require access to Robins AFB or other Government facilities comply with the security requirements of the installation.
4.1.1 Visitors Only – No Badging ID. The Air Force has mandated all visitors consent to a check of their criminal history prior to being allowed access to installations. The check will be conducted at the Visitor Control Center (VCC) off Watson Boulevard, Robins AFB, GA. Visitors requiring unescorted access will need their driver’s license or state-issued ID along with insurance and registration if driving on base. The pass issued by the Visitor Control Center authorizes unescorted entry to Robins AFB for the bearer only. For visitors, a short term pass is up to 60 days. Any time greater than 60 days requires a secondary form of ID (Social security card, birth certificate or passport).
4.1.2 Operations Security (OPSEC). The purpose of OPSEC is to reduce the vulnerability of USAF missions to adversary collection and exploitation of critical information. The Contractor shall comply with DoDD 5205.02E “DoD Operations Security”, DoD Manual 5205.02-M and AFI 10- 701 “Operations Security” to protect United States (U.S. Government interest. The Contractor shall ensure compliance with OPSEC requirements including procedures to protect classified and/or sensitive, but unclassified, Government projects and/or programs. The Contractor shall ensure Contractor personnel who perform work at Robins AFB or another Government facility comply with the OPSEC procedures of the facility.
4.1.3 Security Incident or Violation. The Contractor shall immediately notify the Government
Security Office of any potential or actual security incidents or violations including potential or actual unauthorized disclosure or compromise of classified and/or sensitive, but unclassified, information.
4.1.4 Supply Chain Risk Management. The Contractor shall implement risk management procedures to ensure that system, equipment, components, software, maintenance equipment, and supplies do not incorporate counterfeit parts, malicious code, or other elements that would allow adversaries to gain access to data and critical program information and disrupt operations. Contractor risk management procedures shall comply with:
Air Force Pamphlet (AFPAM) 63-113, Program Protection Planning for Life Cycle
Management, SAE Aerospace Standard AS5553C, Counterfeit Electrical, Electronic, and Electromechanical (EEE) Parts; Avoidance, Detection, Mitigation and Disposition, National Institute of Standards and Technology (NIST) Special Publication 800-53 Rev 5, Security and Privacy Controls for Information Systems and Organizations.
4.1.5 Contractor Identification. Contractor personnel shall wear visible identification designating them as contractors at all times while on Robins Air Force Base.
4.1.6 Contractor Vehicle Entry. The Contractor shall contact the Robins Air Force Base Visitor's Center to and comply with local procedures for obtaining credentials and vehicle entry.

4.2 Agency Affirmative Procurement Program). In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program] and/or United States Department of Agriculture (USDA)-designated products included in the bio based product listings [http://www.biopreferred.gov] shall, at a minimum, meet the EPA or USDA standards for recovered materials or bio based content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.
4.2.1.1 In accordance with FAR 23.404(a)(3)(iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated bio based products. In accordance with the Robins Air Force Base, Georgia / Affirmative Procurement Program (formerly Green Procurement Program (GPP)) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package.
4.3 Environmental Management System (EMS). Environmental Management Systems (EMS) Awareness Training: All contractor personnel working on Robins AFB who perform activities on the installation are required to complete Air Force-provided initial EMS Awareness Training. It is the responsibility of the Prime Contractor to ensure that all sub-contractors, vendors, and employees complete this training prior to beginning work on Robins AFB. Notification of training completion shall be sent to the Robins AFB Contracting Officer (CO) to be maintained in the contract file for tracking purposes. Failure to provide documentation of EMS Training may result in termination of the contract.
4.4 EMS training is provided by Environmental Management. Request for Robins EMS Awareness training through email at 78ceg.cev.FrontOfc@us.af.mil. Contractors have two options to satisfy the mandatory EMS Awareness Training requirement. Contractors that do not have a Common Access Card must exercise Option 2.
4.4.1.1 Option 1 (Preferred Option): The Air Force version of EMS Awareness Training is available through the myLearning website: https://lms-jets.cce.af.mil/. EMS Awareness Training is located under the Air Force Civil Engineer Center (AFCEC) /Air Force Environmental Courses tab. This option is only available to contractors who have a CAC and requires self-enrollment.
4.4.1.2 Option 2: Contractor requests a copy of the Robins EMS Awareness Training Power Point Presentation from Environmental Management. The request should be sent to the Environment Management Workflow Box at the following email address, 78ceg.cev.FrontOfc@us.af.mil.
Once the presentation is received, the contractor is responsible for ensuring that all his/her employees view the training.
4.5 Contractor Safety Program. (See Appendix C, Part II, Para 7) The Contractor shall establish and maintain an acceptable safety program in accordance with their accepted Safety and Health Plan. The
Air Force is part of the OSHA Voluntary Protection Program (VPP). All shall familiarize themselves with the requirements of VPP. Information on the VPP can be accessed at http://www.osha.gov/dcsp/vpp/index.html. Additionally, the Contractor is responsible for the safety and health of all subcontractor employees. No more than two Class C mishaps per contract year and Zero Class A or B mishaps will be tolerated. All changes to the plan must also be submitted in writing and approved by the Government.
4.5.1.1 Safety and Health Plan: Within 10 calendar days after contract award, the contractor shall email a copy of their company Safety Plan that is required to ensure compliance with the Occupational Safety and Health Act (OSHA) (Public Law 91-596) to 402mxw.se.wf@us.af.mil. The Safety Plan will be provided to the Safety Office for review. The Safety Office will provide acceptance or non-acceptance within 5 working days of receipt to the government point-of-contact who will notify the CO. (CDRL A003, DI-SAFT-82080/T NOT 1, Contractor's Safety Plan).
4.5.1.2 The Contractor Safety Plan shall address in detail the items listed in the Contract Appendix C, Part II through Part IV as applicable. For task specific procedures identified in the Contract Appendix C, the contractor’s internal procedures for those tasks must be identifiable within the submitted Safety Plan or shall be provided in an amendment or addendum to the company’s Safety Plan. If task specific procedures identified in the Contract Appendix C, are not submitted with the contractor’s Safety Plan, the submitted Safety Plan will be returned as NOT ACCEPTED. The contractor will have 5 working days to resubmit the Safety Plan, amendment or addendum to address or correct issues identified for non-acceptance. The Safety Office will provide acceptance or non-acceptance of the resubmission within 5 workings days of receipt to the government POC who will notify the CO.
4.6 Mishap Notification. (See Appendix C, Part II, Para 5) The Contractor shall notify the Robins AFB
Safety Office telephonically at (478)-222-0043 during duty hours and (478)-926-3567 after hours, within four (4) hour after initial notification of all mishaps or incidents for damage to DoD property (material plus labor) entrusted by this contract and employee injuries as a result of the contract operation. A follow-up (written or e-mail) of this mishap/incident notification shall be sent within three calendar days to the Government Representative, the Procurement Contracting Officer (PCO) or the Administrative Contracting Officer (ACO) (with a copy to program manager), who will forward it to the Safety Office. The information that is not available at the time of the initial notification shall be provided within 20 calendar days after the mishap. Mishap notification shall contain, as a minimum, the following information:
a. Contract, Contract Number, Name and Title of Person(s) Reporting
b. Date, Time and exact location of accident/incident
c. Brief Narrative of accident/incident (Events leading to accident/incident)
d. Cause of accident/incident, if known
e. Estimated cost of accident/incident (material and labor to repair/replace)
f. Impound Authority Name and Phone Number (as applicable)
g. Nomenclature of equipment and personnel involved in accident/incident
h. Corrective actions (taken or proposed)
i. Other pertinent information
