1.0 Description of Services
1.1 Objective(s): This Performance Based Work Statement (PWS) defines the specialized engineering services, technical support, and system sustainment to support the weapon system analysts, logistics personnel, and decision makers for the special Operations Forces (SOF) Joint-Reliability Availability Management System (J-RAMS) A400 system as an integral tool to accomplish their daily missions. The contractor shall maintain and upgrade the A400 database and ensure all security issues/notifications are resolved in the time frames required. The A400 Government Data System shall automate the collection of data from designated systems to provide reliability, maintainability, and supportability data, along with analysis tools, in one package. The tools include 1) Query Wizard (web-based guided query for weapon system information); 2) Automated Trigger Based Item Management; 3) System Explorer (WUC based analysis); 4) Automated Report Generator ; 5) Maintenance Process Analyzer (analysis of aircraft status and associated maintenance activity); 6) Fleet, Work Unit Code, and Health Dashboards; 7) Aircraft Availability Assessment Model (identify and analyze AA drivers); and 8) Metrics Generator.
Benefit to United States Air Force (USAF): This acquisition will benefit the USAF by automating the collection of data from designated systems to provide reliability, maintainability and supportability data, along with analysis tools in one package.
1.2 Background:
J-RAMS is an Air Force (AF) system (A400) supporting HQ AFSOC and their field units providing an analysis tool for weapon system management and Reliability Centered Maintenance (RCM) In addition to Air Force Special Operations Command (AFSOC) as our prime user and the owner of this system, other commands such as Air Combat Command (ACC), Air Mobility Command (AMC), United States Air Forces in Europe (USAFE), and Air Force Material Command (AFMC are utilizing J-RAMS as their weapon system analysis tool of choice. These added users are referred to as “Users” on JRAMS.

2.0 Services Summary (SS):
The contractor shall support the Sustainment Operations Forces Program Office (AFLCMC/WIUWB). The contractor shall perform the tasks listed below, based upon priorities established by the Government Program Manager (PM).

5.1.4 Within 30 calendar days of contract/order award, the
Contractor shall establish a record for the contract/order in eCMRA including Order Data, Contact Data and Location Data and make the annual report no later than October 31 of the following fiscal year.
3.0 Government Property and Services
Government property will be provided.
3.1 Contractor Responsibility:
The Contractor shall be responsible for Government property in their possession in accordance with applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract.
3.2 Government Property to be Provided:
Government property to be provided in accordance with contract attachment.
3.2.1 All property provided by the Government remains the property of the Government and shall be returned to the Government upon completion of the contract/order unless the Procuring Contracting Officer (PCO) directs the Contractor to retain the property for continued use under a successor contract. Retention of the property by the Contractor will require modification of both losing and gaining contracts in accordance with the FAR and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract. All Government property shall be returned to the Government in the condition provided unless approved in advance by the PCO.

Equipment will remain in place at the contractor facility transitioning from current contract # FA8552-14-C-0006. DD Form 1149 is on file with the Government Program Manager.
3.3 Government Furnished Information:
The contractor shall be provided access to all material required, to support the A400 system.
The Government will provide the contractor access to the Government legacy databases, data, and/or any information required to support this effort. This will include documentation, data dictionaries, user access, and sample databases needed for analysis.
3.4 CAC Access and Process:
Employees requiring a CAC shall be determined by the contractor. The contractor shall forward a CAC request to the COR on the template provided. The COR will submit a letter to the PCO requesting authorization to issue the CAC. Approved letter will be forwarded by the PCO to the Government Trusted Agent (TA) for processing. Email notification will be provided by the TA to the contractor employee once information is loaded in Trusted Agent Sponsorship System (TASS). The contractor has thirty (30) days to complete the application process. User ID and temporary password will be provided – contractor has seven (7) days to initially log into CVS system. Upon completion or termination of the task order or termination/transfer of the employee, the CAC shall be returned to the cognizant Military Personnel Flight (MPF) office or issuing TA. Written notification on company letterhead shall be provided to the PCO and the COR notifying that the CAC was turned in.
4.0 Technical Requirements
4.1 Contract Program Management: The contractor shall establish a Program/Project manager to be the single point of contact for the overall management of this task with the capability and responsibility to serve as a focal point(s) for the most immediate information and expertise on problems, status, and requirements of the A400. Such focal point(s) shall have the capability and responsibility for the coordination and analysis of the total support required. The contractor shall respond to Government inquiries in a concise, accurate, and relevant manner via e-mail, telephone or both. Tasks are to be completed in accordance with this PWS.
4.1.1 Weapons Systems: This contract is for support of the C-130 SOF requirements; but the A400 does currently contains data to support multiple weapon systems.
4.1.2 Data Systems: A400 currently contains Reliability and Maintainability (R&M) and supply data from multiple Air Force data systems. The contractor shall support all current and future C- 130 SOF data systems contained in A400. Any changes to the A400 database will be approved by the JRAMS Configuration Control Board (CCB).
4.1.3 System Sustainment: The contractor shall provide the A400 sustainment as detailed in the paragraphs below.
4.1.4 A400 Technical Support: Technical Support is required to assist the user community and ensure personnel or configuration issues are effectively managed. The contractor shall provide

the program management office with information regarding any deficiencies, issues or needs.
This PWS is for the SOF related sustainment of the J-RAMS system. To assist the user community, the contractor shall record and annotate user problems/questions. Contractor shall respond to discrepancy notices NLT 2 hours after receipt of the notice during standard operating hours, currently 0800 to 1700. Notices received during non-standard hours shall be responded to within 2 hours after the beginning of standard operating hours. Discrepancies and corrective actions shall be reported to the SPO to include response and resolution times, report(s) may be delivered with the monthly status report. (DI-MGMT-80368A CDRL A001)
4.1.5 A400 System Administration: The contractor shall provide A400 system administration for the database servers, Web servers, File Transfer Protocol (FTP) servers, workstations, and .mil network. Responsibilities shall include system configuration, security updates, license maintenance, and compliance to Government networking instructions. The contractor shall be required to gain and maintain Enterprise Information Technology Data Repository (EITDR) Authorization To Operate (ATO) and when updating certification will ensure an Interim Authorization to Operate (IATO) is in place.
4.1.6 Database Server Administration: The A400 database servers are currently located at the Southwest Research Institute (SWRI) facility, 609 Russell Parkway, Warner Robins, GA. The contractor shall provide system administration to ensure proper operation of the servers.
4.1.7 Web Server Administration: The contractor shall provide system administration for the Web servers to ensure proper operation of the servers.
4.1.8 Workstation Administration: The contractor shall provide system administration for the workstations on the .mil network located at the A400 support facility to ensure proper operation of the workstations and backup of the workstations.
4.1.9 A400 Database Administration: The contractor shall provide database administration to ensure proper operation of the servers.
4.1.10 Data Administration: The contractor shall perform services necessary to ensure the data received from each sending data system is in accordance with the documented agreement with that data system. The contractor shall ensure the integrity of the data is maintained as it is loaded into the J-RAMS system. The contractor shall modify existing interfaces, enhance additional reports, or recommend another solution to retrieve data in response to the request for additional data. The data solution shall be identified by the contractor and presented to the program office for approval prior to implementation. The contractor shall provide for Interface Control Document (ICD) updates in response to data system changes. (DI-MGMT-80368A

4.1.11 Trigger Based Management Support: The contractor shall provide Trigger Based Management (TBM) support to update the limits tables for metrics monitored by the TBM software. The contractor shall develop limits tables and establish the metrics in TBM as required.
The metrics to be updated shall be identified by the contractor and will be approved by the Government. (DI-MGMT-80368A CDRL A001)

4.1.12 Error Correction: The contractor shall review errors in the data acquisition reports generated during data collection from the external data systems, database loads, and application execution. The Data Acquisition Reports shall be sent electronically to the Government program manager. The contractor shall correct system errors detected and reload the data into the database. Database and system data will be maintained with 95% accuracy. Error rate shall not exceed 5% and will be resolved prior to the next report. The contractor shall notify the Government immediately upon discovery of any data issues or discrepancies that are found in the system, which include Interface Control Documents (ICD), data replication, missing data, and data holes. Following Government notification, the contractor shall investigate the problem and provide the Government with a description of the problem, the system impact, and the resolution.
The contractor shall document each application error in the monthly status report, and correct errors as approved by the Government. (DI-MGMT-80368A CDRL A001)
4.1.13 Deficiency Reporting: The contractor shall document and report deficiencies internally to WIUWB, and analyze and correct deficiencies. The contractor shall report all identified software/hardware deficiencies in the monthly status report. The contractor shall develop, generate and update deficiency log on a quarterly basis. The log shall be delivered quarterly with the monthly status report. The log shall contain the contractor developed deficiency report in a format acceptable to the Government, and shall also contain the solution/action taken for each problem. The contractor shall track each item until corrective action has been taken and approved by the Government. (DI-MGMT-80368A CDRL A001)
4.1.14 Application Updates: The contractor shall provide support for installation of new or updated A400 application software. The contractor shall provide A400 application support and updates due to Software Change Requests (SCR). The contractor shall make recommendations to the program office as to which SCR should be implemented. Any changes to the A400 application support and/or updates resulting from SCR will be documented in an attachment to the monthly status report. (DI-MGMT-80368A CDRL A001) (DI-IPSC-81435A CDRL A004)
Reports and Queries: The contractor shall provide support for reports and database queries via Program manager concurrence. This support shall include report generator user assistance, report format assistance, and query expansion support. The contractor shall provide support for existing reports and expansion of additional reports based upon Government requirements.
4.1.15 Interface Control Documents: The contractor shall provide support for Interface Control Documents (ICD) updates in response to a data system change. The number of new ICD developed shall be limited to one. The change assumes that the data system source and the method of transfer remain the same. This support will include updates to the database as required to support the change. The Government will approve the ICD modification. (DI-IPSC-

4.1.16 Computer Security (COMPUSEC) Administration: The contractor shall provide engineering support to satisfy the requirement for Government Unit COMPUSEC Manager (UCM) functions as related to the A400 and the .mil network located at the A400 support facility. The program office will ensure that the contractor is granted UCM status. The program office will ensure that the contractor has access to all the appropriate systems and documentation

required to perform UCM duties. This task includes implementing Air Force certifications and maintaining the A400 equipment inventory. The contractor shall email a copy of all security patch notifications and provide a monthly scan log to the program manager. The scan log may be an attachment to the monthly status report. The Contractor shall be required to meet appropriate certification levels (IAT I, IAM II and IAM III) and meet milestones identified in DoD 8570.01-M, Information Assurance Workforce Improvement Program, based on position descriptions. Contractor must be CompTIA® Security+® certified, all cost incurred with certification testing will be the responsibility of the contractor. (DI-MGMT-80368A CDRL A001)
4.1.17 Maintenance and Update to Work Unit Code/National Item Identification Number (NIIN) Cross Reference Tables: The contractor shall provide maintenance and updates of the Work Unit Code/NIIN cross-reference table for each weapons system as required. The contractor shall have expertise in the many facets of A400 data and Government systems where this is available. The contractor shall track Work Unit Code changes.
4.1.18 Hardware/License: The contractor shall purchase hardware upgrades, licenses, and maintenance contracts to the funding limit proposed. Approval authority will reside with the Government Procuring Contracting Officer (PCO).
4.1.19 A400 Upgrades: The contractor shall upgrade the A400 based on requested enhancements from the program office. The upgrades shall include modifications to the existing and/or new A400 developments. The contractor shall analyze and capture the requirements for each upgrade and provide recommended solution(s) to the Government for approval. The contractor shall capture the requirements in the existing A400 documentation format and/or another format agreed to by the contractor and Government. The contractor shall evaluate the scope of the upgrades to determine if the upgrades can be accomplished within the existing funding or if additional funding will be required. The contractor shall present the results of each upgrade analysis in writing and may be provided in the monthly status report.
4.1.20 Quality Assurance and Control: The contractor shall perform self-inspection of services and deliverables provided to the Government to ensure that they conform to the requirements set forth in this PWS and related Contract Data Requirements List (CDRL) for deliverables. The program manager will monitor their program activities to facilitate Government surveillance, review, and reporting of the contractor’s quality performance. The contractor shall ensure the inventory of system documentation and usage is correct and up-to-date. The contractor shall support walk-through and/or meetings where contractor developed documentation are reviewed. The contractor shall provide responses to issues and questions, modifications to all or part of the documentation, responses to management concerns, and any additional or supporting information where required. All system development shall be consistent with the documentation and standards of the pre-existing software. The contractor shall use the processes in ISO 9001 as a guide to the software development.
4.1.21 Quarterly Program Reviews: The contractor shall Co-chair Quarterly Program Review Meetings with the Government Program Manager. The meetings shall be held at Government or contractor facilities at the preference of the Government. The purpose of the reviews shall be to discuss program, technical and administrative status, and coordinate on-going program

requirements. The contractor shall prepare conference Agenda and Conference Minutes. (DI-

4.1.22 Other Meeting Support: The contractor shall support Technical Coordination Meetings and Reviews held at AFMCLC/WIU or at third party vendor facilities. The contractor shall be prepared to assist the Government in discussions with prime vendors and subcontractors concerning data items and technical issues related to the program. The contractor shall prepare meeting agenda and minutes and deliver them IAW this PWS. (DI-ADMN-81250A CDRL A005)
4.1.23 Documentation: The contractor shall update, as required, the existing A400 documentation in accordance with each existing document data item description. The draft documentation updates shall be delivered as an attachment to the monthly status report. 4.1.24 Monthly Status Reports: The contractor shall prepare monthly status reports that document the work performed during the current period, work planned for the next reporting period, cost performance analysis, schedule performance analysis, and estimates to complete. In accordance with DOD policy, every effort is to be made to provide “paperless” electronic or digital deliveries. For example, monthly status reports shall be submitted via e-mail, drawings and technical orders should be submitted in digital format. All data shall be in a current version of a Microsoft Office product. (DI-MGMT-80368A CDRL A001)
4. 2. OTHER REQUIREMENTS:
4.2.1. PERFORMANCE OF SERVICE DURING CRISIS: The Functional Commander (FC) or civilian equivalent has determined these services are not mission-essential and services will not continue in the event of a crisis.
4.2.2. INSPECTION OF SERVICES CLAUSE: Inspection of Services will be accomplished in accordance with applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract. The Government reserves the right to inspect Contractor performance.
4.2.3. GOVERNMENT SECURITY REQUIREMENTS:
4.2.3.1. Unclassified Requirements: Actual knowledge and/or generation of classified and/or controlled unclassified information are not expected to be necessary for performance of the contract/order. No contractor personnel are required to have any type of clearance in order to perform this contract. Contractor personnel are required to comply with Government security requirements to preclude potential security incidents or violations including potential unauthorized disclosure or compromise of classified and/or controlled unclassified information.
If a change in the security classification of the contract/order from an unclassified to a classified status becomes necessary after contract/order award, the Contractor shall make a reasonable

effort to continue performance of work under the contract/order in compliance with the change in security classification in accordance with FAR 52.204-2, Security Requirements.
4.2.3.2. Government Security Regulations: The Contractor shall ensure personnel, information, system, property, facility, and international security requirements are met. The Contractor shall comply with Government Security regulations including, DoD 5200.2-R, Personnel Security Program; DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM); DoDD 5205.02E, DoD Operations Security (OPSEC) Program; DoD Manual 5205.02-M, DoD Operations Security (OPSEC) Program Manual; and AFI 31-101, Integrated Defense.
4.2.3.3. Operations Security (OPSEC): The purpose of OPSEC is to reduce the vulnerability of USAF missions to adversary collection and exploitation of critical information. The Contractor shall ensure compliance with DoDD 5205.02E, DoD Manual 5205.02-M, and other applicable Government security regulations including procedures to protect classified and/or controlled unclassified information, Government projects and/or programs.
4.2.3.4. Security Clearance: Contractor clearances are not required under this contract.
Contractor personnel shall not be authorized access to classified information and/or materials or be permitted to work on classified information, materials, projects and/or programs without a proper security clearance and a need-to-know.
4.2.3.5. Security Incident or Violation: The Contractor shall immediately notify the Government Security Office of any potential or actual security incident or violation including potential or actual unauthorized disclosure or compromise of classified and/or controlled unclassified information.
4.2.3.6. Security of Contractor Systems(s): The Contractor shall ensure the security of automated information systems at the Contractor’s facility to preclude potential security incidents or violations including potential unauthorized disclosure or compromise of classified and/or controlled unclassified information.
4.2.3.7. Access to Government Systems: Contractor employees that need access to Government owned Automated Information Systems (AIS) will require the minimum of a Favorable National Agency Check (NAC). Submit a Standard Form 85P (fingerprint cards if available) to the AFMCLC/WIU Security Team for processing.
4.2.4. SAFETY REQUIREMENTS:
4.2.4.1. Contractor Compliance: The contractor shall comply with Public Law 91-596 (Occupational Safety and Health Act (OSHA)) and the Environmental, Safety, and Occupational Health (ESOH) (DODD 4715.1E) and these requirements shall be incorporated into the contractor’s safety and health program. The Air Force participates in the OSHA Voluntary Protection Program (VPP). The contractor shall be familiar with VPP tenets. Information on the VPP is available at http://www.osha.gov/dcsp/vpp/index.html. The contractor shall be responsible for the safety and health of all subcontractor employees.

4.2.4.2. Mishap Notification and Investigation: In accordance with AFI 91-204, Safety Investigations and Reports, the Contractor shall report mishaps involving damage or injury to USAF interests. The Contractor shall ensure the USAF is notified of mishaps. The Contractor shall contact the Contracting Officer’s Representative (COR), if available, or another MFT member by telephone within twenty-four (24) business hours and the Contractor shall cooperate with USAF safety investigations.
4.2.4.3. Safety and Health Plan:
While performing work under this contract the contractor shall comply with all applicable federal, state and local regulations regarding occupational safety and health. The contractor shall notify the Contracting Officer (CO), within eight (8) hours of any damage to government property where the dollar value exceeds $500,000.00 and within two workdays, for any damage to government property less than $500,000.00 during the execution of the contract.
Mishap notifications shall contain, as a minimum, the following information:
a. Contract, Contract Number, Name and Title of Person(s) Reporting
b. Date, Time and exact location of accident/incident
c. Brief Narrative of accident/incident (Events leading to accident/incident)
d. Cause of accident/incident, if known
e. Estimated cost of accident/incident (material and labor to repair/replace)
f. Nomenclature of equipment and personnel involved in accident/incident
g. Corrective actions (taken or proposed)
h. Other pertinent information If requested by the designated CO, the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office. Contractors will not dispose of contract data related to a mishap until notified to do so by the CO.
4.2.4.4. The Contractor shall submit a Safety and Health Plan to the PCO prior to contract (basic or order, as applicable) award. In accordance with Air Force Pamphlet (AFPAM) 91-210, Contract Safety, paragraph 6.4, the Safety Office will review the plan to determine if safety requirements are correctly addressed. The Contractor shall establish and maintain a safety program in accordance with OSHA, ESOH, the contract/order Appendix C (Industrial Safety Requirements), and the Safety and Health Plan.
4.2.4.5. If, during the performance of the contract/order, revision to the Contractor’s Safety and Health Plan become necessary, the Contractor shall inform the PCO. The same process of review and negotiation, if applicable, involved in the original submission will apply to any revision submitted after contract/order award.
5.0 General Information
Period and Place of Performance: The place of performance for this contract will be exclusively not on a U.S. Government installation.

5.1. Contract/Order Period of Performance: The period of performance for the contract/order will extend 30 Sept 2016 – 29 Sept 2017.
5.1.2 Place of Performance: These services will be performed at the contractor’s facility.
5.1.3 Affirmative Procurement Programs (APP):
In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [http://www.epa.gov/cpg/products.htm] and/or United States Department of Agriculture (USDA)-designated products included in the biobased product listings [http://www.biopreferred.gov] shall, at a minimum, meet the EPA or USDA standards for recovered materials or biobased content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.
In accordance with FAR 23.404(a)(iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated biobased products. In accordance with the Robins Air Force Base, Georgia/Green Procurement Program (GPP) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package.
5.1.4 Contractor Manpower Reporting:
5.1.4.1 In accordance with the Contractor Manpower Reporting / Contractor Quick Reference Guide, the Contractor shall establish a record for the contract/order in the Enterprise-wide Contractor Manpower Reporting Application (eCMRA) no later than 30 calendar days after contract/order award. In accordance with the Contractor Manpower Reporting / Contractor User Guide, the Contractor shall enter Order Data, Contact Data and Location Data.
5.1.4.2 In accordance with the Secretary of the Air Force for Acquisition (SAF/AQ) Memorandum, Implementation of FY11 National Defense Authorization Act (NDAA) Section 8108 of Public Law 112-10 of the Department of Defense and Full-Year Continuing Appropriations Act, 2011, Contractor Inventory, dated Nov 13 2012, the Contractor shall provide an annual count of Contractor/subcontractor personnel performing work if the DoD is the requiring activity, if the acquisition is using U.S. Government appropriated funds, and if the acquisition is equal to or greater than the Simplified Acquisition Threshold (SAT).
5.1.4.3 In accordance with the Office of the Secretary of Defense (OSD) Memorandum, Enterprise-wide Contractor Manpower Reporting Application, dated Nov 28, 2012, the Contractor shall report all Contractor labor hours, including subcontractor labor hours, required for performance of the services provided under the contract at the eCMRA site below. Reporting shall be conducted for each fiscal year, which extends October 1 through September 30. 5.1.5 Invoicing/Payment and Receipt/Acceptance: The Contractor shall submit/process payment requests and receipt/acceptance documents via Wide Area WorkFlow e-Business Suite / Invoicing, Receipt, Acceptance, and Property Transfer (iRAPT) in accordance with all applicable clauses located in the basic contract.
5.2 Trafficking in Persons: The Contractor shall comply in accordance with the FAR and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract as it relates to Trafficking in Persons. 5.3 Contractor Performance Assessment Reporting System (CPARS): The total estimated value of the contract does not equal or exceed one million dollars ($1,000,000.00); therefore, CPARS reporting is not required.
