1.1 Objective

The objective of this engineering services effort is to test and qualify a Form, Fit, Function, and Interface

(F3I) compatible LED backlight replacement and Graphics Processor Circuit Card Assembly (GP CCA) on the legacy C-130 Electronic Flight Instrument (EFI) and Radar Display Units (RDU) for the Air Force

C-130 aircraft. The concractor shall provide the listed Contract Data Requirements List (CDRLs) in accordance with (IAW) instructions. The contractor shall host Reviews, Audits and Technical Interchange

Meetings (TIMs). The contractor duties shall also include presenting the Program Management Plan

(PMP) for execution of the project including presentation of a draft Integrated Master Schedule (IMS) on schedule. The contractor shall prepare a detailed Test Plan(s) and Test Report(s). Additionally, the contractor shall establish and maintain Contractor Manpower Reporting.

1.2 Benefit to United States Air Force (USAF)

As a result of this engineering services effort, the warfighter will benefit by receiving a continued flow of serviceable assets to sustain the C-130 mission requirements. More specifically, these benefits include:

Lower life cycle cost: The expected LED backlight design will require less periodic maintenance and less spare assets.

Reduced complexity: The expected LED backlight design will have a single integrated panel assembly with fewer parts than the legacy design.

Increased reliability: The LED light sources are substantially more reliable than incandescent bulbs increasing Mean Time Between Failures (MTBF) for both displays.

Lower power: Less power consumption will be approximately 40 Watts, versus over 350 Watts for the legacy unit. This significant reduction in power consumption results in far less heat generation within the unit, keeping internal operating temperatures within about 10°C of the cockpit ambient temperature.

Addition of On-Off switch: Add an On-Off Rocker switch on the front bottom frame for local turn-on/turn-off and reset capability. This feature was removed from prior design by Government direction, but experience has reinforced users desire to have local on/off capability. Although not a requirement of this contract, the government will entertain contractor recommendation to include an On-Off switch into the new design.

Better NVIS Compliance: Although the current RDU is identified as NVIS compliant, independent field testing has shown that the brightness cannot be sufficiently reduced in the flight deck to the point that it does not become a distraction to the Pilot and Copilot. The new EFI/RDU should comply with MIL-STD-3009 dimming standards in both the normal Color Display and the selectable NVIS-Green Display mode.

1.3 Background

The C-130 Radar Display Unit (RDU) is a night vision imaging system (NVIS) compliant flat panel glass display that provides high resolution ground and weather radar information to the flight crew to assist in navigation. The Electronic Flight Instrument (EFI) is a NVIS compliant flat panel glass display that functions as a Horizontal Situation Indicator and/or Attitude Direction Indicator. It

6 | P a g e displays navigation information such as heading, speed, and altitude. Both the RDU and EFI have fluorescent backlighting systems which have higher failure rates as well as an obsolete Graphics

Processor which is no longer procurable. This requirement is for the qualification testing of an Original Equipment Manufacturer (OEM) redesigned backlighting system applicable to the RDU and

EFI. This requirement did not exist until now and is due to the age of the RDU and EFI and their imminent supportability issues and declining reliability. Market research was performed to find and evaluate any potential commercial and non-commercial vendors and their current capabilities that could possibly meet this requirement in an efficient manner. It was determined that the RDU and EFI OEM (L3) had a current viable solution that was applicable to both displays. L-3 DS recommends that the redesigned GP CCA be listed as an alternate to the existing GP CCA (P/N 550240-925). The GP CCA can be used interchangeably without changing the software. L-3 DS will demonstrate F3I of the FPGA based GP CCA with the original GP module. Based on these results L-3 DS will add the new

GP CCA as a replacement for P/N550240-925 as a Class II change to the parts list. Configuration records by unit serial number will allow L-3 DS to determine which SRU will have the new CCA in place of the previous module. It was also determined that consolidating both displays and both assemblies under one requirement would provide the best value to the Government in the form of schedule and cost. Due to the lack of technical data, manpower, and heavy workloads, this requirement cannot be filled organically in a timely and economical way. L3 provided an unsolicited Rough Order of Magnitude (ROM) estimate for F3I drop in replacement color Light-Emitting Diode (LED) backlight technology and new GP CCA for the fifth generation of the Model 550 version of the EFI and RDU.

4.4

4.5

The Contractor shall prepare testing recommendations, including a proposed schedule prior to testing, and provide detailed test report post testing IAW approved IMS.

The Contractor shall have 45 calendar days to correct all anomalies and complete testing.

Manpower Reporting.

5.8

Within 30 calendar days of contract award, the Contractor shall establish a record for the contract in eCMRA including Order Data, Contact Data and Location Data and submit the annual report no later than October 31, 2017.

3. GOVEMRNET PROPERTY AND SERVICES

3.1 Government Property

The following items will be provided by the 409 SCMS/GUMBB to the Contractor as Government

Furnished Equipment (GFE), Government Furnished Material (GFM) and Government Furnished

Property (GFP) in support of this task order. All items provided for this project are in F condition unserviceable-reparable material requires repair, overhaul or reconditioning. Upon receipt/acceptance of these items, the Contractor shall perform an inspection of the items and will inform the Government

Program Manager if any of these items can or cannot be repaired and made into “A” condition

(Serviceable-Issuable) without Qualification. Subsequent replacement items will be provided to

Contractor by the Government for any unrepairable assets. Contractor shall repair and modify represented

8 | P a g e sample of EFI (P/N 429300-000/001/300) and RDU (P/N 429300-100 and 427300-200) using a drop in replacement NVIS compliant, color Light-Emitting Diode (LED) backlight technology and replacement of obsolete GP CCA.

3.2 Government Property to be provided

The Government will provide the following GFP and GFM:

Four (4) RDU and six (6) EFI legacy units will be used for testing with backlight designs as prototypes.

Upon completion of the contract, all items listed shall be returned to the Government in their upgraded/redesigned state.

3.3 Contractor Responsibility

The Contractor shall be responsible for Government property in their possession in accordance with

(IAW) the Federal Acquisition Regulation (FAR) and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract.

3.4 Reporting of Government Property

The Contractor shall create and maintain records of all Government property accountable to the contract, including Government-Furnished Property (GFP) IAW the FAR and applicable guidance and clauses listed in the contract.

3.5 Return/Retention of Government Property

All property provided by the Government remains the property of the Government and shall be returned to the Government upon completion of the contract/order unless the Procuring Contracting Officer (PCO) directs the Contractor to retain the property for continued use under a successor contract. Retention of the

9 | P a g e property by the Contractor will require modification of both losing and gaining contracts IAW the FAR and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract.

3.6 Government Systems

The Government will provide Contractor personnel access to Government system(s) if necessary to perform tasks under the contract.

3.7 Loss of Government Property.

Reporting Loss of Government Property, the Contractor shall use the Defense Contract Management

Agency (DCMA) eTools software application to report loss of Government property at the site below in accordance with the FAR and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract. The reporting requirement does not change any liability provisions or other reporting requirements that may exist under the contract/order.

3.8 Protect Government Property

The Contractor shall protect Government property to prevent damage during the period of time the property is in the possession of the Contractor. The Contractor shall report promptly to the Administrative

Contracting Officer (ACO) all available facts relating to each instance of damage to Government property.

4. TECHNICAL REQUIRMENTS

The Contractor shall provide the necessary engineering services required to successfully execute and perform the efforts described here-in. The Contractor shall deliver, develop and qualify F3I compatible

RDU and EFI prototypes that meet all applicable military standards. This effort includes the repair of

RDU and EFI unserviceable assets (F condition) in order for L3 to develop four (4) RDU (P/N 429300-

100 and 427300-200) prototypes and six (6) EFI (P/N 429300-000/001/300) prototypes for use in qualification testing of F3I drop in replacement NVIS compliant, color Light-Emitting Diode (LED) backlight technology displays.

4.1 Period and Place of Performance

4.1.1 Period of Performance

The overall period of performance is 12 months from the date of contract award.

These services will be performed at the Contractor’s or subcontractor’s facility.

4.3 Project Management and Reporting

The Contractor shall utilize the Contractor Progress, Status, and Management Report format for reporting all program technical progress against the Program Schedule, and for quality activity reporting. The

Contractor shall conduct a Kick-Off meeting within 30 days of contract award, and Technical Interchange

Meetings (TIMs) on an approximate quarterly basis. At the Kick-Off meeting, the Contractor shall present the Program Management Plan (PMP) for execution of the project including presentation of a draft

Integrated Master Schedule (IMS), [CDRL A001 DI-MGMT-81650], and major task list. The project shall

11 | P a g e be within 10% of schedule as defined in the PMP and IMS. The contractor shall also submit the IMS monthly and any updates to IMS no later than 15 days after identification of a change. The Contractor shall identify any additional data, equipment or other support required from the Government to complete the task. The Contractor shall provide conference agendas, meeting minutes, and track Action Items associated with the aforementioned meetings/reviews. Meeting Minutes shall be provided by the

Contractor within ten business days after each design review/TIM. The Contractor shall coordinate with the Government to schedule the design reviews and meetings at a time and location convenient for all participants. The locations of each meeting shall be approved by the Government. The Contractor shall provide an agenda ten business days prior to the design reviews. The Contractor shall prepare a

Conference Agenda Discussion Brief [CDRL A002), DI-ADMN-81249B/T] for each design review/TIM to facilitate the technical discussions. Conference Minutes [CDRL A003), DI-ADMN-81250B] shall be provided by the Contractor within ten business days after each design review/TIM. Data presented at each of these design reviews/TIMs is subject to Government approval.

4.3.1 Subcontractor Management

If Subcontractors are employed, the Contractor shall ensure Subcontractor compliance with all applicable requirements of this contract. If Sub-Contractor agreements are formalized, they shall be in accordance with the Quality Assurance requirements of ISO9001:2008 and/or AS9100C.

4.3.2 Monthly Status Reports

The Contractor shall report technical, schedule, and cost status on a monthly basis. A Final Report shall be delivered that contains a summary of all previously submitted Monthly Status Report data. As a minimum, the Contractor report shall include:

Summary of work performed during the month.

Trip report, if official travel was performed during the reporting period.

Identification of technical problems / anomalies encountered.

Identification of areas where the Contractor’s performance or deliverables are not projected to meet the requirements of the contract, i.e., problems encountered and potential solutions.

Recommendations for improvements in the test activities or other integrated team activities.

Summary of planned work during the next month.

CDRL status.

Status of Action Items from reviews and meetings.

Actual Cost of Work Performed (ACWP), Budgeted Cost of Work Performed

4.4 Design Reviews

The Contractor shall conduct formal design reviews as defined in the Design Review Information

Package (DRIP) [CDRL A005, DI-SESS-81757/T DRIP] to include but not limited to System

Requirements Review (SRR), Preliminary Design Review (PDR), Critical Design Review (CDR), and

Test Readiness Review (TRR) with participation of the entire IPT reviewing the approach and design to meeting the program requirements. Each review shall include all relevant data, be presented logically, and in sufficient depth for complete technical understanding. Results of Reviews shall be provided for IPT review. a. System Requirements Review (SRR): The Contractor shall present and review the C-130 redesign of EFI/RDU System Specifications.

b. Preliminary Design Review (PDR): The Contractor shall provide a review of the preliminary design of the redesigned EFI and RDU including planned architecture, major technology being used. The

Contractor shall conduct a PDR with the first In-Process Review (IPR) after contract award, at a location determined by the Government. The review shall present sufficient information to provide the

Government visibility into the top-level design in order to assess the ability of the presented approach to meet system requirements. The Contractor must address all questions, comments, and critiques presented by the Government at the PDR. The Contractor shall not proceed with design and prototypes until the Government has approved the CDR. Prior to approval of the PDR, the Contractor shall prepare and make available to the Government minutes of the review The Contractor should address at least following at the PDR:

Program and design schedules

Discussion of design approach; for example descriptive text to a block diagram level for routine design elements, and to a preliminary schematic level for routine design elements

Device operation and expected performance are to be addressed

Description of interfaces

Breadboard test reports

Packaging concept

c. Critical Design Review (CDR): The Contractor shall conduct a CDR of the redesigned RDU/EFI.

At the CDR, the Contractor shall review the detail drawings for both the redesign RDU/EFI. As a goal, the Contractor shall have working engineering prototypes of the redesign RDU/EFI. The

Contractor shall review the First Article Qualification Test Plan for the redesign RDU/EFI. The

Contractor shall conduct a CDR at a location determined by the Government. At a minimum, the

Contractor shall address the following at the CDR:

Program and design schedules, including any changes from the PDR

Completed design layouts and detail drawings with associated lists

Detailed design

Resources required for testing

Test Plan

Test Procedures

d. Test Readiness Review (TRR):

Test Readiness Review (TRR): The Contractor shall conduct a Test Readiness Review (TRR) prior to all Testing phases to ensure appropriate analyses have been performed and necessary test assets are available to successfully accomplish testing. The TRR shall review all materials (Test Plans, Test

Procedures, Test Equipment, etc.) necessary to validate readiness to initiate qualification testing.

4.5 Testing Requirements

The Contractor shall perform testing based on MIL-STD-461 and MIL-STD-810 testing as applicable on the EFI/RDU units in accordance with the legacy specifications required on the systems. If new technology is used the Contractor shall test to latest specification required to meet the same reliability and maintainability standard as the legacy system. A test shall be classified as passed when the operational performance and other objectives established for a specific test have been successfully demonstrated under the test environment conditions specified, and the performance of the unit is within specified limits defined by the appropriate MIL-STD and the C-130 SPO. The Contractor shall develop plans/procedures and conduct test, evaluation and analysis efforts to validate the performance of the redesigned RDU/EFI Pre-Production Prototype (PPP) units. The Contractor shall prepare testing recommendations, including a proposed schedule prior to testing, and provide detailed test report post

14 | P a g e testing IAW approved IMS. The Contractor shall have 45 calendar days to correct all anomalies and complete testing.

4.5.1 Qualification Testing

The Contractor shall conduct qualification testing to include Environmental, Electromagnetic

Interference/Compatibility (EMI/EMC) testing, and Acceptance Test Procedures (ATP) on the PPP units based on required military standards to make sure it is functionally compatible with the aircraft in order to meet F3I requirements. Test and Evaluation (T&E) proposals shall be presented at the Critical

Design Review (CDR). The Contractor shall prepare testing recommendations, including a proposed schedule prior to testing, and provide detailed test report post testing IAW approved IMS. The recommendations shall include identifying GFE to successfully accomplish the testing. The Contractor shall prepare the T&E Plan/Procedures; [CDRL A006, DI-NDTI-80566A/T Test Plan]. Following government approval of the Test Plan, the Contractor shall perform testing, which includes environmental, EMI/EMC, and functional testing. The Contractor shall prepare a T&E Report after completion of testing; [CDRL A007, DI-NDTI-80809B/T, Test/Inspection Report].

4.5.2 NVIS Testing

The Contractor shall make sure EFI/RDU is Night Vision Imaging System (NVIS) compatible. The

Contractor shall conduct NVIS testing and comply with requirements called out in MIL-STD-3009.

The EFI/RDU shall be capable of complying with MIL-STD-3009 in both the normal Color Display and in the NVIS-Green selectable display.

4.5.3 Developmental Test and Evaluation (DT&E)

The Contractor shall support the Robins Center Test Authority to determine and execute the necessary compatibility testing and flight qualification tests routines to ensure C-130 air certification(s)/ airworthiness. The contractor shall be present during all testing to capture, characterize, and correct any functional errors that may occur.

4.5.4 Operation Test and Evaluation (OT&E)

The Contractor shall support Operation Test and Evaluation (OT&E) if the Government deems OT&E to be required. The Contractor shall provide subject matter expertise to observe OT&E events. As requested, the Contractor shall assist test personnel and maintenance personnel on anomalies encountered during OT&E. The Contractor shall also participate in T&E Deficiency Review Boards

(DRBs) during OT&E.

4.5.5 Reliability

The Contractor shall monitor reliability throughout the design process and meet or exceed the reliability and maintainability of the legacy system. The Contractor shall deliver a Reliability Prediction Report of the final configuration. [CDRL A007, DI-MISC-80508B/T Technical Report]

4.6 Counterfeit Electronic Parts

The Contractor shall establish and maintain counterfeit electronic part detection and avoidance system to mitigate the risk of counterfeit electronics parts being installed in end items or otherwise entering the USAF/DoD inventory. The system shall incorporate processes/procedures to address the requirements listed in accordance with the FAR and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract. The Government’s review of the Contractor’s system will be accomplished a part of the evaluation of the Contractor’s purchasing system in accordance with the FAR and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract.

4.7 Government-Industry Data Exchange Program (GIDEP)

The Contractor shall participate in GIDEP in accordance with Air Force Joint Instruction (AFJI) 63-108, Government-Industry Data Exchange Program (GIDEP), and GIDEP Operations Manual S0300-BT- PRO-010, Government-Industry Data Exchange Program. The Contractor shall submit all applicable data to GIDEP, as it is generated, in accordance with the CDRLs. The Contractor shall review each Alert/Safe-Alert report received from GIDEP to determine if the item or process for which the Alert/Safe

Alert report is issued is applicable to the contract and take appropriate action. Upon the determination that an Alert/Safe-Alert report is applicable; the Contractor shall inform the impacted organizations and subcontractors in accordance with the CDRLs. The Contractor shall maintain a record of the status and disposition of all Alert/Safe-Alert report in accordance with the CDRLs.

4.8 Packaging and Transportation Statement

The Contractor shall package and mark material in accordance with the contract in accordance with Air Force Materiel Command (AFMC) Form 158, Packaging Requirements. The Contractor shall package and mark material in accordance with other applicable Government regulations including, but not limited to, those regarding security, safety and environmental concerns.

The Contractor shall package and mark material for movement, shipment, receipt and storage in a manner that ensures the protection and preservation of the material for shipment to and storage at the destination.

The Contractor shall package electronic parts susceptible to electrostatic discharge damage in accordance with MIL-STD-1686C, Department of Defense Standard Practice / Electrostatic

Discharge Control Program for Protection of Electrical and Electronic Parts, Assemblies and

Equipment (Excluding Electrically Initiated Explosive Devices), and MIL-HDBK-263B, Military

Handbook / Electrostatic Discharge Control Handbook for Protection of Electrical and Electronic

Parts, Assemblies and Equipment (Excluding Electrically Initiated Explosive Devices).

In accordance with MIL-STD-2073-1E, Standard Practice for Military Packaging, shipping containers received, which meet the requirements of the AFMC Form 158 and are suitable for return shipment of serviceable assets, shall be reclaimed and stored for reutilization. Unsuitable shipping containers shall be disposed of and replaced with new containers that meet the requirements of the AFMC Form 158.

4.9 Travel Requirements

Contractor personnel may be required to travel on an “as needed basis” to support the objectives of this PWS. Travel will be required in support of the above requirements. The Contractor shall obtain approval from the Government Program Manager at least five (5) working days in advance before traveling. As part of the monthly report (CDRL A004), upon completion of any travel, the Contractor representative shall submit a trip report. Airfare for travel and per Diem shall be billed IAW FAR 31.205-46. The

Contractor is responsible for making all necessary travel arrangements. The Government reserves the right to disallow unreasonable travel costs. Travel must be billed as a separate line item on all invoices.

4.10 Government Inspection and Acceptance of Deliverables

The Government Procuring Contracting Officer (PCO) will have the right to reject or require correction of any deficiencies found in deliverables. In the event of rejection of any deliverable, the Government PCO will notify the Contractor in writing of the specific reasons why the deliverable was rejected.

5. GENERAL INFORMATION

5.1 Security:

o Contractor personnel shall not release or remove system documentation, data, or reports generated by or through use of Government systems. All requests for information shall be forwarded to the 409th SCMS/GUEA 235 Byron Street, Suite 19A, Robins AFB GA

31098-1670.

o The efforts required for this task are expected to be UNCLASSIFIED and should not require the contract personnel to obtain a security clearance. However, if the tasking performance requires access to classified data, a security clearance of SECRET will be required for all personnel having access to the classified data and a DD Form 254 will be submitted. 409th SCMS/GUEA or the Government Program Manager will assist Contractor personnel in processing the necessary DoD forms to obtain base or area badges for access to Government facilities.

The Contractor shall not divulge any information regarding files, data, processing activities/functions, user ID's, passwords, or other knowledge that may be gained, to anyone who is not authorized to have access to such information. Contractor personnel shall abide by all

Government rules, procedures, and standard of conduct. Contractors requiring access to

Government Automated Information Systems (AIS) shall have background investigations and security awareness training completed, after task order award but prior to AIS access. When the period of performance is complete or and Contractor personnel leave work on this project they will have 5 working days to terminate all their network user account and to return all access cards and base identification badges.

5.2 Access to Facilities and Property

Access to Government facilities is limited. Therefore, the Contractor shall coordinate required access/usage times and dates through SCMS/GUEA at least fifteen working days prior to the need date.

Control of the facilities shall remain with the Government.

5.2.1 Security Regulations:

The Contractor shall ensure personnel, information, systems, property, facility and internationa l security requirements are met. The Contractor shall comply with all applicable security regulat ions and clauses listed in the contract.

5.2.2 Operations Security (OPSEC):

The purpose of OPSEC is to reduce the vulnerability of USAF missions to adversary collection and exploitation of critical information. The Contractor shall ensure compliance with DoDD 5205.02E, 18 | P a g e

DoD Directive for Operations Security (OPSEC) and DoD Manual 5205.02-M, DoD Operations Security (OPSEC) Program Manual to protect United States (U.S.) Government interests. The

Contractor shall ensure Contractor personnel who perform work on a Government facility comply with the OPSEC procedures of the facility.

5.2.3 Security Incident or Violation:

The Contractor shall immediately notify the Government Security Office of any potential or actual security incident or violation.

5.2.4 Access to Government System(s)

The Government will provide Contractor personnel access to system(s) as necessary to perform tasks under the contract. The Contractor shall ensure Contractor personnel who require access to an unclassified or classified Government AIS have the appropriate background check or security investigation conducted. The Government will provide system access subject to approval of the DD Form 2875, System Authorization Access Request (SAAR). Upon completion/termination of the contract or transfer/termination of Contractor personnel, the Contractor shall ensure the system account(s) are closed.

5.2.5 Access to Government Facility or Military Installation.

The Contractor shall ensure Contractor personnel who require access to a Government facility or military installation comply with the security requirements of the facility or installation. The

Contractor shall ensure Contractor personnel who require access to a USAF installation comply with the FAR and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract.

5.3 Environmental Management System (EMS)

Services will be performed at contractor’s facility; therefore, the EMS requirements do not apply to this effort, but this statement does not exempt the Contractor from any other Federal, State or local statute or requirement.

5.4 Affirmative Procurement Programs (APP):

In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency

(EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list

[http://www.epa.gov/cpg/products.htm] and/or United States Department of Agriculture (USDA)-designated products included in the biobased product listings [http://www.biopreferred.gov] shall, at a minimum, meet the EPA or USDA standards for recovered materials or biobased content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.

In accordance with FAR 23.404(a)(iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated

CPG products and USDA-designated biobased products. In accordance with the Robins Air Force

Base, Georgia / Green Procurement Program (GPP) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package

5.5 Safety Requirements:

5.5.1 Contractor Compliance:

The Contractor shall comply with Government Safety and Health regulations including, but not limited to, Public Law 91-596, Occupational Safety and Health Act (OSHA), and DoDD 4715.1E, Environment, Safety, and Occupational Health (ESOH). OSHA and ESOH requirements shall be incorporated into the Contractor’s safety program.

5.5.2 Mishap Notification/Investigation

When a major mishap ($2,000 or more) involving Government property occurs, the Contractor shall immediately secure the accident scene and the damaged item until released by the accident investigative authority as designated by the 409th Safety Office, Robert Fiske. Such release shall be accomplished by the ACO. If the Government elects to conduct an investigation of the accident, the Contractor shall cooperate fully and assist Government personnel until the investigation is completed. The Contractor shall include a clause in each of its subcontracts requiring subcontractor cooperation and assistance in accident reporting and investigation.

5.5.3 Safety and Health Plan

The Contractor shall submit a Safety and Health Plan to the MFT member identified on the CDRL.

In accordance with Air Force Pamphlet (AFPAM) 91-210, Contract Safety, paragraph 6.4, the Safety Office will review the plan to determine if safety requirements are correctly addressed. The

Contractor shall establish and maintain a safety program IAW OSHA, ESOH, the contract/order Appendix C (Industrial Safety Requirements), and the Safety and Health Plan. [CDRL A009, DI- MISC-80508B/T], Technical Report) If, during the performance of the contract/order, revision to the Contractor’s Safety and Health Plan become necessary, the Contractor shall inform the PCO.

The same process of review and negotiation, if applicable, involved in the original submission will apply to any revision submitted after contract/order award

5.6 Inspection of Services

Inspection of Services will be accomplished in accordance with the Federal Acquisition Regulat ions (FAR) and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract. The Government reserves the right to inspect Contractor performance.

5.7 Trafficking in Persons

The Contractor shall comply in accordance with the FAR and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract as it relates to Trafficking in Persons. Additional information about Trafficking in Persons is available at the site for the Department of State’s Office to Monitor and Combat Trafficking in Persons.

5.8 Contractor Manpower Reporting

In accordance with the Secretary of the Air Force for Acquisition (SAF/AQ) Memorandum, Implementation of FY11 National Defense Authorization Act (NDAA) Section 8108 of

Public Law 112-10 of the Department of Defense and Full-Year Continuing Appropriations

Act, 2011, Contractor Inventory, dated 13 Nov 2012, the Contractor shall provide an annual count of Contractor/sub-Contractor personnel performing work if the DoD is requiring activity, if the acquisition is using U.S. Government appropriated funds, and if the acquisition is equal to or greater than the Simplified Acquisition Threshold (SAT).

In accordance with the Office of the Secretary of Defense (OSD) Memorandum, Enterprise-wide Contractor Manpower Reporting Application, dated 28 Nov 2012, the

Contractor shall report all Contractor labor hours, including sub-Contractor labor hours, required for performance of the services provided under the contract at the Enterprise-wide

Contractor Manpower Reporting Application (eCMRA) site below. Reporting shall be conducted for each fiscal year (FY), which extends 1 October through 30 September.

While inputs may be made any time during the FY, all data shall be reported no later than

31 October of the following FY. The Contractor may direct questions to the help desk at the eCMRA site. http://www.ecmra.mil

5.9 Invoicing/Payment and Receipt/Acceptance:

The Contractor shall submit/process payment requests and receipt/acceptance documents for COR review and approval via Wide Area Work Flow e-Business Suite / Invoicing, Receipt, Acceptance, and Property Transfer (iRAPT) in accordance with all applicable clauses located in the basic contract

5.10 Quality Control

The Contractor shall use existing quality program tools and metrics IAW AS9100C to ensure prototypes redesign and manufactured in accordance with data as applicable and meet all requirements for operational performance. Contractor shall have AS9100C certified Quality

Management System to ensure the quality of engineering tasks performed under this program.

5.11 Cybersecurity

The Contractor shall implement cybersecurity for the EFI/RDU in accordance with DoDI

8500.01 and DoDI 8510.01. Within DoDI 8510.01, cybersecurity is defined as the

“Prevention of damage to, protection of, and restoration of computers, electronic communications systems, electronic communications services, wire communication, and electronic communication, including information contained therein, to ensure its availability, integrity, authentication, confidentiality, and nonrepudiation.”

The Contractor shall identify, manage, and verify adherence to cybersecurity requirements in the same manner as all other system requirements. The Contractor shall identify security critical requirements and identify and establish corresponding process controls for those security critical requirements.

All EFI/RDU software, TPSs, and firmware created, delivered, and installed shall utilize non-repudiation techniques to guarantee the integrity and origin of the system software, TPSs and firmware throughout the entire system software, TPSs and firmware lifecycle.

The Contractor shall ensure that cybersecurity risks are identified and managed as a performance risk, as well as part of the overall program risk management process

(consisting of cost/schedule/ performance risks). The status of cybersecurity risk management activities for the RDU EFI program shall be reported each month in the monthly Status Report. The Contractor shall ensure that the cybersecurity risk management activity reexamines threats, exposure, and vulnerabilities, and assesses changes to all system architecture and design changes. The Contractor shall, as appropriate, recommend changes to cybersecurity controls for the system as part of all

Systems Engineering Technical Reviews (SETRs).

The Contractor shall integrate Testing and Evaluation (T&E) of cybersecurity requirements into the overall T&E process, to include component-level testing performed by suppliers.

Testing shall be integrated throughout the development and test of the RDU EFI.

The Contractor shall include cybersecurity risk management framework activities and events on the Integrated Master Schedule.

The Contractor shall ensure that familiarization materials, technical manuals, and other technical data developed for the program address any cybersecurity controls (e.g., administrative, procedural, inherited) or requirements that affect system operation, maintenance, repair, or other support activities.

The Contractor shall conduct analysis for any COTS and/or non-developmental items to ensure that they are appropriately configured, software/hardware/firmware is controlled, and any unique risks they pose are mitigated.

5.12 CONTINUATION OF ESSENTIAL SERVICES DURING CRISIS

The Functional Commander (FC) or civilian equivalent has determined these services are not mission-essential and services will not continue in the event of a crisis.
