Cruise Missile Automatic Test System (CM-ATS)

Supportability Study

1.0 Description of Services

1.1 Objective(s): This PWS describes the services required to perform a Supportability Study for the Cruise Missile Automatic Test System (CM-ATS), referred to as CM-ATS for the purpose of this PWS, in support of Air Force Global Strike Command’s (AFGSC) requirement to maintain the CM-ATS tester capabilities through the year 2035. The study shall include the analysis of the

CM-ATS which is composed of AN/GSM-263 Electronic System Test Set (ESTS); Air Data Test

Set (ADTS); Missile Radar Altimeter Test Assembly (MRATA); Portable Automatic Test

Equipment Calibrator (PATEC)-ESTS; and PATEC-ADTS, as identified in TO 33D9-61-71-1 and

TO 33D7-44-233-1.

1.2 Benefit to the United States Air Force: This acquisition will benefit the United States Air

Force (USAF) in determining the most cost effective, efficient, and technically acceptable long-term solution for sustainment of CM-ATS capability for the warfighter.

1.3 Background: The CM-ATS is a nuclear certified multi-bay test system used to test and diagnose the nuclear and conventional AGM-86 Cruise Missile fleet and associated Carrier

Aircraft Equipment (CAE) for the B-52. The CM-ATS is the only test system capable of diagnosing/certifying the AGM-86 Cruise Missile. CM-ATS is composed of test equipment that fielded in the early 1980s and was originally designed for ten years of service life. The CM-ATS is required to remain operational through the year 2035 to match the service life of the AGM-86

Cruise Missiles.

Contractor shall notify the Government if the delivery of any data/document will not meet the scheduled delivery date and negotiate a revised delivery date. The data/document shall be delivered by the revised delivery date acceptable to the Government.

Security 5.2.5 All security violations reported to Government security personnel within four (4) hours of occurrence.

5.5.1 100% compliance with the Safety and Health Plan is required.

Mishap Notification and Reporting

5.5.3 No more than one (1) instance of late mishap

notification per year.

3.0 Government Property:

3.1 No Government-Furnished Property (GFP) provided to the Contractor. Property made available to the Contractor for observation and information collection purposes only. Interaction with any test systems or test equipment handled by Government personnel only.

3.2 Test Equipment Access: The Government will provide access to CM-ATS at Robins AFB, Tinker AFB, and/or Barksdale AFB, as required, in order for the Contractor to perform work required by this PWS. Access to the CM-ATS will be subject to availability and Government approval.

4.0 Technical Requirements

4.1 Period and Place of Performance

4.1.1 Contract/Order Period of Performance: The period of performance for the contract/order shall be not more than twelve (12) months after contract award.

4.1.2 Place of Performance: These services will be performed at the Contractor’s facility.

4.2.1 Quality of CDRL Deliverable: There shall be no more than one (1) rejection of any deliverable. There shall be no more than one (1) total rejection(s) of deliverables per quarter. The

Government will reject a deliverable if one (1) or more technical errors or 10 or more minor errors are found within the deliverable. A technical error is defined as the format not being in accordance with the CDRL or the content not being accurate and complete in accordance with the CDRL, PWS or contract. A minor error is exemplified by a typographical error, a grammatical error, etc.

The rejected deliverable shall be corrected and resubmitted within five (5) business days of notification of Government rejection.

4.2.2 Receipt of CDRL Deliverable: CDRL deliverables shall be submitted via Wide Area

WorkFlow (WAWF) and submitted directly to the MFT member identified on the CDRL. There shall be no more than one (1) late submission(s) of deliverables per quarter. The Contractor shall notify the Government if the delivery of any data/document will not meet the scheduled delivery date and negotiate a revised delivery date. The data/document shall be delivered by the revised delivery date acceptable to the Government

4.3 Engineering Services:

4.3.1 Diminishing Manufacturing Sources (DMS) and Obsolescence Survey

4.3.1.1 During the study, the Contractor shall conduct a survey of all vendors supplying Test

Replaceable Units (TRUs) for the CM-ATS. The survey will form the basis for the Supportability

Study Report. The Contractor shall provide advance notification to Government of any newly discovered obsolescence to CM-ATS system during the survey.

4.3.1.2 The resulting data surveys shall identify all TRUs and provide the DMS status for each one. Components surveyed shall include hardware and software (as defined in the Software

Version Description (SVD), which may affect the form, fit, and/or function of the system.

Evaluate and provide status for all TRUs and software in current configuration and for current modernization efforts of TRUs:

TRUs currently in production

TRUs end of production period date

TRUs no longer in production

TRUs currently repairable and end date for reparability

TRUs currently no longer repairable

TRUs requiring end of life Lifetime Buys based on spares and failure analysis

TRU spares available for current CM-ATS and for modernization effort

Identify all software and supportability issues short and long term.

4.3.1.3 The Contractor shall provide an initial report to Government on DMS issues, and during this study, every six (6) months and updated based on criticality of discovered DMS issues and ensure the validity of data for the supportably study. (A002, Technical Report, DI-MISC-

4.3.2 The Contractor shall conduct a comprehensive study of risk factors affecting supportability and maintainability of CM-ATS. Some of the risk factors to examine are failure rates, repair availability, TRU availability, spares, procurement, cost, maintenance and re-host of CM-ATS workload to another tester. Any additional relevant risks identified for supportability impact analysis shall be included in the study. The compiled source data forms the basis for different

Courses of Action (CoAs) as justification for projections of future supportability for CM-ATS until 2035. A Contractor shall establish criteria and processes to determine the necessity of lifetime buys, outsourcing, and component or assembly re-design to meet the study conclusions for CM-ATS supportability until 2035. In addition, Patch panel interface supportability shall be included in the report and the impact to current Interface Test Adapters (ITAs) and Test Program

Sets (TPSs).

4.3.2.1 The Contractor shall document and deliver Government the results of the study in a

Supportability Study Report. This report shall provide the rationale and supporting documentation for mitigation of risk factors, that clearly demonstrates a path for CM-ATS support until 2035. CoAs for analysis are:

CoA#1 – CM-ATS is currently undergoing several modernization projects. The Contractor shall perform analysis to determine if all current and future modernization upgrades identified, along with current maintenance practices, are sufficient to maintain CM-ATS capability through year 2035. Contractor shall provide a plan with details and backup data to substantiate conclusions. (A002, Technical Report, DI-MISC-80508B)

CoA#2 – The Contractor shall perform analysis on re-hosting CM-ATS capability onto a new or existing tester capable to provide supportability until 2035. The proposed tester shall provide a solution that resolves risk factors identified affecting current CM-ATS

4.3.3 Program Management: The Contractor shall identify and maintain a single point of contact for all matters under this contract to the Government

4.3.3.1 Kick off meeting: A Government/Contractor co-hosted Kick off Meeting held within 30 calendar days of the effective date of contract award, at a location that is mutually agreeable to both parties. The Contracting Officer will coordinate the actual date, time, and location of the meeting with the Contractor. The Contractor shall prepare and submit the meeting agenda. (CDRL

4.3.3.2 Monthly Status Report (MSR): The Contractor shall deliver to the Government Monthly

Status Reports (MSRs), within the period of performance of this PWS. The MSRs summarize activities that concluded during the previous reporting period; which tasks started; which tasks continue in progress; which tasks planned for the next reporting period; and paying special attention to plans of corrective action dealing with concerns/issues affecting the schedule. 4.3.3.3 Program Reviews and Briefing Support: The Contractor shall conduct quarterly Program

Reviews to resolve any and all issues/concerns that may arise during the course of project implementation. Reviews shall be held at USAF approved locations. The Contractor shall brief

Government Program Team on findings of Supportability Study and Product Support Plans at the conclusion of the Period of Performance. The Contractor shall prepare and submit the conference agenda and minutes. (CDRL A007, Conference Agenda, DI-ADMN-81249B)

4.4 Data

All data developed under this contract is Government property and shall have no proprietary encumbrances. All data shall be developed and provided in accordance with the data right clauses identified in the contract. See DFARS clause 252.227-7013 for definition of data rights. The

Governement Furnished Information (GFI), like Technical orders (TOs) and drawings, will be provided to contractor as necessary for the performance of the study. All Governement Furnished

Information (GFI) provided shall be returned upon completion of the contract.

4.5 Holidays and Facility Closings: Contractor/Subcontractor personnel shall observe holidays and facility closings as authorized for Government personnel. Contractor/Subcontractor personnel shall only be permitted access to Government facilities when Government personnel are present.

4.6 Travel:

Travel requests for Contractor/Subcontractor personnel shall be submitted for approval to the

Contracting Officer prior to costs being incurred and a minimum of 20 business days in advance of departure. Receipts must be presented with the invoice for reimbursement of actual travel costs.

4.6.1 Travel Anticipated: Contractor personnel may be required to travel on an “as needed basis” to support the objectives of this PWS. Travel needs are estimated as follows.

Following each trip, a trip report shall be provided to the Government Program Manager. (A003, Trip/Travel Report, DI-MISC-81943)

5.0 General Information

5.1 Continuation of Mission-Essential Services during a Crisis: The Functional Commander or civilian equivalent has determined these services are not mission essential and will not continue in the event of a crisis.

5.2 Security Requirement

5.2.1 Security Regulations: The Contractor shall ensure personnel, information, system, property, facility and, if applicable, international security requirements are met. The Contractor shall ensure

Contractor/Subcontractor personnel who perform work on a Government facility comply with the security requirements of the facility. The Contractor shall comply with the provisions of the

National Industrial Security Program Operating Manual (DOD 5220.22-M). The Contractor shall ensure requirements for safeguarding classified information and classified materials, for obtaining and verifying personnel security clearances, for protecting Government property, and for the security of automated and non-automated information systems (AIS) and data, are fulfilled. The

Contractor’s AIS shall be protected such that unauthorized disclosure of classified and/or sensitive information is prevented.

5.2.2 Operations Security (OPSEC): The purpose of OPSEC is to reduce the vulnerability of

USAF missions to adversary collection and exploitation of critical information. The Contractor shall comply with DoD 5205.02E and DoD Manual 5205.02-M to protect United States

Government interests. The Contractor shall ensure Contractor personnel who perform work on a

Government facility comply with the OPSEC procedures of the facility.

5.2.3 Communications Security (COMSEC): The Contractor shall use only secure communications methods and/or equipment to transmit or otherwise transfer classified information and/or Controlled Unclassified Information (CUI) in accordance with DoD 5220.22-M.

Applicable equipment shall be safeguarded, maintained and operated in accordance with DoD

5220.22-M.

5.2.4 Security Incident or Violation: The Contractor shall immediately notify the Government

Security Office of any potential or actual security incident or violation. (A004, Accident/Incident

Report, DI-SAFT-81563)

5.2.5 Access to Government System(s): Access to Government system(s) will not be required to perform tasks under the contract.

5.2.6 Access to Government Facility or Military Installation: The Contractor shall ensure

Contractor/Subcontractor personnel who require access to a Government facility or military installation comply with the security requirements of the facility or installation.

5.2.7 Access to Robins Air Force Base (AFB): The Contractor shall ensure that

Contractor/Subcontractor personnel who require access to Robins AFB comply with the security requirements of the installation. The Contractor shall provide the PCO a list of all

Contractor/Subcontractor personnel requiring access to Robins AFB, the contract/order number and the period of performance. The Contractor shall also provide, if possible, the location of the work site and the days/hours during which the Contractor/Subcontractor personnel will require access to Robins AFB.

5.2.8 Identification (ID) Card/Badge

5.2.8.1 The Contractor shall ensure all Contractor/Subcontractor personnel who require recurring access to a Government facility but not local area network (LAN) access obtain an ID card. The

Contractor shall submit a letter to the PCO listing all Contractor/Subcontractor personnel requiring access to the facility. The PCO will approve the request and forward it to the issuing/registration office for processing. Contractor/Subcontractor personnel shall report to the issuing/registration office to obtain the ID card(s).

5.2.8.2 The Contractor shall submit a letter to the PCO immediately if Contractor/Subcontractor personnel no longer require access, upon transfer/termination of Contractor/Subcontractor personnel or upon completion/termination of the contract/order. The letter shall identify the name(s) and social security number(s) of the Contractor/Subcontractor personnel. The Contractor shall return the ID card(s) to the issuing/registration office upon expiration, upon transfer/termination of Contractor/Subcontractor personnel, or once Contractor/Subcontractor personnel no longer require access to the facility. The Contractor shall return any and all ID cards to the issuing/registration office upon completion/termination of the contract.

5.3 Environmental Management System (EMS): These services shall not be performed at a

Government facility; therefore, the EMS requirement does not apply.

5.4 Agency Affirmative Procurement Programs: This acquisition does not require the purchase of

Environmental Protection Agency (EPA)-designated products or United States Department of

Agriculture (USDA)-designated products; therefore, the requirement does not apply.

5.5 Safety Requirements

5.5.1 Contractor Compliance: The Contractor shall comply with Government Safety and Health regulations including, Public Law 91-596 as amended by Public Law 101-552 (Occupational

Safety and Health Act of 1970 (OSHA)) and DoDD 4715.1E, Environment, Safety, and

Occupational Health (ESOH).

5.5.2 Safety and Health Plan/Program: The Contractor shall submit a Safety and Health Plan to the MFT or as indicated by CDRL instructions. The Contractor shall establish and maintain a safety program in accordance with the contract/order, applicable Government regulations and the

Safety and Health Plan. (A005, Contractor’s Standard Operating Procedures, DI-MGMT-81580)

5.5.3 Mishap Notification/Investigation: The Contractor shall report mishaps including damage to DoD property; occupational illness to DoD military or civilian personnel; injury to on- or off-duty DoD military personnel; injury to on-duty DoD civilian personnel; and damage to public or private property or injury or illness to non-DoD personnel caused by Government operations. The

Contractor shall ensure the Safety Office and the PCO are notified of mishaps. The Contractor shall contact the MFT (COR, if available, or another MFT member) by telephone within four (4) business hours. The Contractor shall cooperate with Government safety investigations. 5.6 Voluntary Protection Program (VPP): Contractor personnel performing work on a USAF installation shall participate in the local VPP. Information on the VPP accessed at http://www.osha.gov/dcsp/vpp/index.html.

5.7 Inspection of Services: In accordance with the Inspection of Supply/Services clause(s) identified in the contract/order, the Government reserves the right to inspect Contractor performance.

5.8 Invoicing/Payment and Receipt/Acceptance: The Contractor shall submit/process payment requests and receipt/acceptance documents via WAWF.

5.9 Trafficking in Persons: The Contractor shall comply in accordance with the FAR and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract as it relates to Trafficking in Persons. Additional information about Trafficking in
