Questions and Answers re: FA8533-17-R-5387 (formerly FA8533-17-R-68357) 9 May 2017

1) On 3 May 2017, USAF released responses to industry questions pertaining to RFP FA8533-

17-R-65387. Specific to question #4, USAF replied as follows:

“Q4) Reference to para 3.8.2 of the CID, is solid state media acceptable and is a USB stick acceptable for transferring data?

A4) When it comes to transferring data, a card reader is used (the card reader comes with the IPLEX which should already be placed in our kits) and the information that's on the card reader is transferred to a CD. A USB device is not acceptable for transferring data.”

a) IPLEX is a brand name for a series of video borescopes made by one specific company. We are concerned that the Air Force specifically mentioned a brand name product in a response to a question submitted in the context of a Request for Proposal that is a full and open competition. Please clarify USAF’s use of this reference to IPLEX and whether this response alters the terms and conditions of the RFP. All video borescopes are not called IPLEX.

Answer 1a) This RFP is not intended to specify a brand name. Offerors may propose other brands that meet the technical requirements within the CID.

b) Also, a card reader is alluded to and there is no card reader requirement in the CID dated 3 May 2017. It was described in section 3.15 in "A-A-59883 28 Mar 2017" CID, however, this paragraph was deleted in its entirety in the 3 May 2017 update. Does USAF intend to impose a card reader requirement?

Answer 1b) No. The Government is not imposing a card reader requirement. Section

3.15 in "A-A-59883 28 Mar 2017" CID was removed as it called for a “USB reader” and USB storage devices to be used. USB storage devices cannot be used on government computers, therefore a different method must be used. Paragraph 3.8.2 of the 3 May 2017 update defines the transfer media requirement. “The transferring of these images/data is made possible through the use of a commercially available media (compact flash card, secure digital card, smart media card, PCMCIA (personal computer memory card international association, etc.).”

2) Reference CID 3.8.2 - Is data transfer from the device to a CD or DVD acceptable to capture, store, and download color digital images in standard Windows image format (jpeg, bitmap, tiff, or mpeg)?

Answer 2) Yes

3) Reference CID 3.7: There is a change adding "or Laser Diode (LD)" – Was this change in response to a request or question asked that was not posted in the Q&A’s? If not, what invoked this revision?

Answer 3) Due to questions raised regarding the CID, the CID was given a thorough review for updates and as a result, now includes an option for the LD.

4) Reference CID 3.8.1: Please confirm resolution specification. CID indicates “680 x 480 pixels”. Full VGA resolution is 640 x 480. Please advise if 640 x 480 is acceptable?

640 x 480 is acceptable. Please refer to RFP Amendment 03.

5) Reference CID 5.4.1: “Each borescope shall be examined to verify compliance with the requirements herein prior to accomplishing any other tests listed in 5.5.” There is no section 5.5 in the 3 May 2017 CID. Please advise.

Answer 5) Each borescope should be examined to verify compliance with the requirements herein, in accordance with contractor’s commercial quality assurance.

Please refer to RFP Amendment 03.

6) Reference page 3, RFP, CLIN 0001: “Associated Document(s) FD20601665387” is referenced.

Please provide copy of document.

Answer 6) This is an administrative reference document that has no impact to offeror’s proposals, and therefore, not provided.

7) Reference page 39, RFP, “Inspection and acceptance” section:

a. What CLINs will be inspected at Origin?

Answer 7a) All CLINS identified as inspected at Origin will be inspected at Origin.

b. Why are the Tech Manuals (CLINs referenced in 2nd block) being inspected at Destination? What criteria will be used for acceptance of the Tech Manuals?

Answer 7b) The Tech Manuals required in the Schedule shall be inspected at Destination. The Government reserves the right to inspect under commercial practices and, in this case, once received they will be reviewed before an Air Force Technical Manual number will be assigned. Inspection will be limited to verifying compliance with TM-86-01P. Please refer to RFP Amendment 03

8) Reference page 39, RFP, FAR 52.247-29: Why is the FAR for FOB Origin included in the RFP and not the FAR for FOB Destination?

Answer 8) FAR clause 52.247—34 FOB Destination was intended to be in the RFP. Please refer to RFP Amendment 03

9) Reference Form 1423-1, CDRL: Please provide a copy of TM-86-01P applicable to this RFP.

Answer 9) Please refer to RFP Amendment 03.
