RFP Questions and Answers

17 April 2015

The following questions were submitted on the above referenced RFP for 3K gallon fuel bladders which was published on the Federal Business Opportunities website on 1 April 2015. In order to assist all potential offerors in the preparation of their proposals, the Government provides the answers as follows.

Reference Detail Specification, MIL-DTL-0083833B dated 12 December 2014:

1. Q: 3.3.2.1, Basic Bladder: Paragraph 3.3.2.1 states; “The bladder shall be fabricated from a single ply of coated fabric”. However, paragraph 4.5.8.2 ,Bladder Material tensile Load, states: “Cut a two (2) inch by 40 inch test sample of a five layer sandwich construction of the bladder………..” These two statements are a direct contradiction as a five layer sample is actually two ply’s of coated fabric vulcanized together. (The five layers being made up of #1 coating, #2 nylon scrim, #3 coating, # 4 nylon scrim, #5 coating). Please confirm that the bladder is actually to be manufactured with two ply’s vulcanized together and not one single ply.

A: The word "sandwich" refers to multiple layers of the single nylon ply NBR fabric glued together. For example, Appendix A, Figure 2 illustrates how multiple layers of the single ply NBR material are assembled to make the lift handle. The references, 3.3.2.1 to single ply are correct. 4.5.8.5 refers to cutting out a test section of the bladder where 5 layers of cloth have been glued together for reinforcement purposes.
